and</quote>; and</text></paragraph><paragraph id="idac33e06a-4cb9-4e69-8b24-eaa7d7aece58"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id899ac812-e31e-4944-9462-4fb44e4b0723" changed="added" reported-display-style="italic" committee-id="SSHR00"><paragraph id="iddd8f162c-0b9f-4d96-88ea-07a85048f45d"><enum>(2)</enum><text display-inline="yes-display-inline">$33,009,000 for each of fiscal years 2027 through 2031.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="idc09742d0-34de-4223-b635-0ecae7b1cacb" changed="added" reported-display-style="italic" committee-id="SSHR00"><enum>3.</enum><header>Cord blood inventory</header><text display-inline="no-display-inline">Section 2 of the Stem Cell Therapeutic and Research Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/274k">42 U.S.C. 274k</external-xref> note) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id09d8fdf3019b411eb205b52a0491a256"><enum>(1)</enum><text>in subsection (a), by striking <quote>the inventory goal of at least 150,000 new units of high-quality cord blood</quote> and inserting <quote>a sufficient supply, as determined by the Secretary, of high-quality cord blood units</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb88ace2ec2974b7a8d3e6f8014dafa91"><enum>(2)</enum><text>in subsection (c)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7cbe347b700a49149bb956ffd009d1c0"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking <quote>in perpetuity or</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd0ec12e17b7543a08c9fe6dcaac8b9c9"><enum>(B)</enum><text>by amending paragraph (5) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="ide6c794ea838340c8a608282aa700bc2f" changed="added" reported-display-style="italic" committee-id="SSHR00"><paragraph id="id6e7b7acb71fc4f01a9edeae510b38283" commented="no"><enum>(5)</enum><text>agree to the terms described in subsection (e).</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id48c7fb4b1d4e4253b367a6a39b00877f"><enum>(3)</enum><text>in subsection (d)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id953344848edf4b3b85fa4f95861c2934"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>paragraph (2)</quote> and inserting <quote>paragraphs (2) and (4)</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id772f837ef72e45efae4cbc3bf4411378"><enum>(B)</enum><text>in paragraph (4)—</text><clause commented="no" display-inline="no-display-inline" id="id84885b7a49ac4c7e84da429bd627891c"><enum>(i)</enum><text display-inline="yes-display-inline">in the heading, by striking <quote><header-in-text style="OLC" level="paragraph">science</header-in-text></quote> and inserting <quote><header-in-text style="OLC" level="paragraph">available scientific and clinical evidence</header-in-text></quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id0a50081c7b2b4fb3bb84ed800e95e50c"><enum>(ii)</enum><text display-inline="yes-display-inline">by striking <quote>the best scientific information available in order to maximize the number of cord blood units available</quote> and inserting <quote>current scientific and clinical information in order to maximize the availability of high-quality cord blood units meeting applicable clinical and quality standards</quote>;</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide8f858246d9b470fb5b8615ba8380bd9"><enum>(4)</enum><text>by redesignating subsections (e) through (g) as subsections (g) through (i), respectively;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id887f70d60deb49c8a4dba464dc9099e8"><enum>(5)</enum><text>by inserting after subsection (d) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id7d3435253893428095a30e917f0e2b51" changed="added" reported-display-style="italic" committee-id="SSHR00"><subsection id="id6370d7eeb051438a9868d34a2ea36057"><enum>(e)</enum><header>Transfer of units</header><text>If the Secretary determines through an assessment, or through petition by a qualified cord blood bank, that a cord blood bank is no longer operational, does not meet clinical and quality standards informed by current scientific and clinical information, does not meet the requirements for an extension under subsection (d), or does not meet the requirements of section 379(d)(4) of the Public Health Service Act, and as a result may not distribute the units, the Secretary may transfer the units collected by such cord blood bank pursuant to this section to another qualified cord blood bank or entity approved by the Secretary to ensure continued availability of high-quality cord blood units.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idab00752ca99249b9ba1e22faa4fed265"><enum>(f)</enum><header>Inventory management</header><paragraph id="id2ffe3ff695d84538965b8cdd11bbec86"><enum>(1)</enum><header>In general</header><text>The Secretary, in consultation with the Advisory Council on Blood Stem Cell Transplantation as appropriate, shall manage the size and composition of the National Cord Blood Inventory to maximize clinical utility, ensure genetic diversity, and promote the efficient use of Federal resources.</text></paragraph><paragraph id="ide9a7b2f901794534beb55d543feff0dd"><enum>(2)</enum><header>Considerations</header><text>In carrying out paragraph (1), the Secretary may—</text><subparagraph id="ida4f126d4feef4f1eb601a946225ebdbf"><enum>(A)</enum><text>on the initiative of the Secretary or upon petition by a qualified cord blood bank, make determinations regarding the continued storage of cord blood units based on the best available scientific and clinical evidence; and</text></subparagraph><subparagraph id="id6c9eaf4a96a94561853959ef2e9a5982"><enum>(B)</enum><text>prioritize the collection, retention, or disposition of cord blood units based on scientific, clinical, or operational considerations, as the Secretary determines appropriate.</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id450e9928ed1046d0ae6a8ee66af34c3f"><enum>(6)</enum><text>in subsection (h), as so redesignated—</text><subparagraph commented="no" display-inline="no-display-inline" id="id479165cd7b81481fb3cb882c3c75fb9b"><enum>(A)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (4) and (5) as paragraphs (5) and (6), respectively; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id46b0f38bec5c4cd892627afb3fd3dbaf"><enum>(B)</enum><text>by inserting after paragraph (3) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id948318bbcf7f4623adac9373b1406504" changed="added" reported-display-style="italic" committee-id="SSHR00"><paragraph id="idce299f8eee9141338bebe5e970acb0d8"><enum>(4)</enum><text>The term <term>high-quality cord blood unit</term> means a unit of cord blood that meets current industry standards and requirements of the Food and Drug Administration.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf95225a5b6014890a0fbab7a4ae7e8eb"><enum>(7)</enum><text display-inline="yes-display-inline">in subsection (i), as so redesignated, by striking <quote>2022 through 2026</quote> and inserting <quote>2027 through 2031</quote>.</text></paragraph></section><section id="id68459c492d7847ce9247f427fd962f63" changed="added" reported-display-style="italic" committee-id="SSHR00"><enum>4.</enum><header>Periodic review of state of science under the National Program</header><text display-inline="no-display-inline">Section 379(o) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/274k">42 U.S.C. 274k(o)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idd3191b6595e14b7c86ef1208fae6576c"><enum>(1)</enum><text>in paragraph (1)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idcc4189e19d5d40afa6995da110b9567b"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>Not less</quote> and inserting <quote>Beginning 1 year after the date of enactment of the <short-title>Stem Cell Therapeutic and Research Reauthorization Act of 2026</short-title>, not less</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida60999d3d2144ea0a0f5557da557cf08"><enum>(B)</enum><text>by striking <quote>and birthing tissues</quote> and inserting <quote>, high-quality cord blood units (as defined in section 2(h) of the Stem Cell Therapeutic and Research Act of 2005), and other emergent technologies</quote>; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd4a44a64b6d74d6eaadb4fcabafd147e"><enum>(2)</enum><text>in paragraph (2), by striking <quote>June 30, 2025</quote> and inserting <quote>3 years after the date of enactment of the <short-title>Stem Cell Therapeutic and Research Reauthorization Act of 2026</short-title></quote>.</text></paragraph></section></legis-body><endorsement><action-date>June 22, 2026</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
