<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4105</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260317">March 17, 2026</action-date><action-desc><sponsor name-id="S374">Mr. Cotton</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To include any felony conviction as a ground for revocation of naturalization, to strike the 5-year limitation on the revocation of naturalization for membership in certain totalitarian or treasonous organizations, and to eliminate the 10-year statute of limitation for certain criminal penalties that would disqualify a person from naturalization.</official-title></form><legis-body><section id="idd2036de470524f9ebf969982a6b56f82" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Naturalization Accountability Act</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="id295140ce37c149b0b39b037a1298f8ff"><enum>2.</enum><header display-inline="yes-display-inline">Revocation of naturalization</header><text display-inline="no-display-inline">Section 340(c) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1451">8 U.S.C. 1451</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idbe06d89c97ff478fa7d35f42d3c6e818"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>shall within five years next following such naturalization become</quote> and inserting <quote>becomes</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id13b398616f994585a98753043a4ff7c0"><enum>(2)</enum><text>by inserting <quote>or has been convicted at any time of any felony,</quote> after <quote>section 313,</quote>.</text></paragraph></section><section id="idf8944b1a671849f8a41f6a394b1f928b"><enum>3.</enum><header>Elimination of 10-year statute of limitation for criminal penalties for procurement of citizenship or naturalization unlawfully</header><text display-inline="no-display-inline">Section 3291 of title 18, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id78c93574b8174bc1a5807143cd77d6d7"><enum>(1)</enum><text>by striking <quote>No person</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id9939d7e18cf94f30873da065a67ccda5"><subsection id="idacaba2f36ec744ff828a137f87091d9b"> <enum>(a)</enum> <header>Ten-Year limitation</header> <text>No person</text>
 </subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcf85f6ee83f544d8ac292024f1bdc91a"><enum>(2)</enum><text>by striking <quote>sections 1423 to 1428</quote> and inserting <quote>sections 1423, 1424, and 1426 to 1428</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbbd289ab655a4fa999e6a05cdc9423cf"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2dc60bc01dc4447a9f0803044e9f5f20"><subsection id="id2a6fefb736c744a48bfcfa8338951242"><enum>(b)</enum><header>No limitation</header><text>Notwithstanding any other law, an indictment may be found or an information instituted at any time without limitation for any offense under section 1425.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
