<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4100</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260316">March 16, 2026</action-date><action-desc><sponsor name-id="S153">Mr. Grassley</sponsor> (for himself and <cosponsor name-id="S247">Mr. Wyden</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 5, United States Code, to clarify whistleblower protections for duty speech disclosures, and for other purposes.</official-title></form><legis-body><section id="id9fbdefaefc66499480fe1a3ef4c0b469" section-type="section-one"><enum>1.</enum><header>Clarification of protections for duty speech whistleblowers</header><text display-inline="no-display-inline">Section 2302(f) of title 5, United States Code, is amended—</text><paragraph id="id8f26a1c97a144f719418f4dba66305e7"><enum>(1)</enum><text>by striking <quote>(1) A</quote> and inserting <quote>A</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id71a996efcb104d4f87f18484b01ec3af"><enum>(2)</enum><text>by striking paragraph (2);</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id494550b430c042b1a0140bfe84df5a5e"><enum>(3)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (A) through (G) as paragraphs (1) through (7), respectively, and adjusting the margins accordingly;</text></paragraph><paragraph id="id7228cb57872b44bdb189d9740ab8894f"><enum>(4)</enum><text>in paragraph (6), as so redesignated, by striking <quote>or</quote> at the end;</text></paragraph><paragraph id="id7c6cf7317aca4f85a86119ab4343d932"><enum>(5)</enum><text>in paragraph (7), as so redesignated, by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph><paragraph id="id004095f57d444028b18d4f7e8bcc68b4"><enum>(6)</enum><text>by inserting at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id63cc7111c48a4f0598398b5d0c346082"><paragraph id="ideee91254c35d4c0ca8cd434f0dc761f2"><enum>(8)</enum><text>the disclosure is made during the normal course of duties of an employee, the principal job function of whom is to regularly investigate and disclose wrongdoing.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
