which was read twice and referred to the <committee-name committee-id="SSJU00" added-display-style="italic" deleted-display-style="strikethrough">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize the Attorney General to make grants to eligible entities to carry out blue envelope programs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H0AAEE5DF7CA344D1986AFAF58F452097"><section section-type="section-one" id="H70C8198049D24A669FB6FCC792E42B85"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Blue Envelope Programs Act</short-title></quote>.</text></section><section id="H484101C6FFF0437386D183897B27F725"><enum>2.</enum><header>Blue envelope grant program</header><subsection id="H1F8BB83F7019402DA3E711ED3E18A9DF"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H72D09E54CCAD4602BDBE240ED82ED4E5"><enum>(1)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means—</text><subparagraph id="H28E2DB80738B48EB82690B6C849DF8FD"><enum>(A)</enum><text display-inline="yes-display-inline">a law enforcement agency or group of law enforcement agencies that has a partnership with a nonprofit organization described in subparagraph (B) for the purpose of creating or supporting a blue envelope program; or</text></subparagraph><subparagraph id="HB35798925BD846DDBE39A884F99DFD59"><enum>(B)</enum><text>a nonprofit organization—</text><clause id="HDE9FA72796DB4C86B8103FAC009A3264"><enum>(i)</enum><text display-inline="yes-display-inline">that provides services to or otherwise assists individuals with autism spectrum disorder or developmental, cognitive, sensory, or communication disabilities, and families of those individuals; and</text></clause><clause id="H79F306F1568A4F6EA84D24AA9244523B"><enum>(ii)</enum><text>that has a partnership with not fewer than 1 law enforcement agency for the purpose of creating or supporting a blue envelope program.</text></clause></subparagraph></paragraph><paragraph id="H617A48DB0B48451CB96B7A3236378C47"><enum>(2)</enum><header>Blue envelope program</header><text display-inline="yes-display-inline">The term <term>blue envelope program</term> means a program operated by an eligible entity—</text><subparagraph id="HC1E6823CE3DE4CB0BA3A2A7937C480E3"><enum>(A)</enum><text display-inline="yes-display-inline">that provides training, including crisis response and deescalation tactic training, and resources for law enforcement officers (and may provide training for first responders) on improving interactions with individuals with autism spectrum disorder or developmental, cognitive, sensory, or communication disabilities;</text></subparagraph><subparagraph id="H1E28CFC39742482A943448F201067A15"><enum>(B)</enum><text display-inline="yes-display-inline">that does not have a registration component or participant list for participating individuals described in subparagraph (A);</text></subparagraph><subparagraph id="HB6E28E181EA845D08D09DB1C117693DE"><enum>(C)</enum><text>in which participation is voluntary for individuals described in subparagraph (A);</text></subparagraph><subparagraph id="HB8A0FF8D297F4A45B6AD9691D19E14F8"><enum>(D)</enum><text display-inline="yes-display-inline">that provides individuals described in subparagraph (A) with items and materials that help overcome communication barriers in interactions with law enforcement and first responders, including—</text><clause id="HA2A1AFD017354E659538105C61699874"><enum>(i)</enum><text>blue envelopes that can be used to store essential documents in vehicles, such as identification, diagnosis information, communication preferences and emergency contact information for use during vehicle-related law enforcement encounters; and</text></clause><clause id="H3C60D9E8EC554C62BFBDB1B55AC9A9F0"><enum>(ii)</enum><text>other items and materials that may include—</text><subclause id="H8166A1E123F3415ABDBED985591714DF"><enum>(I)</enum><text>car decals;</text></subclause><subclause id="H0BF73F9AB974406B88734352A5D9D0B8"><enum>(II)</enum><text>seatbealt covers;</text></subclause><subclause id="HD9F27916FEBF412CA9D10D1293F6A290"><enum>(III)</enum><text>lanyards;</text></subclause><subclause id="H06AFE0571D174F2992E6A5D8AE27F584"><enum>(IV)</enum><text>keychains;</text></subclause><subclause id="H07DEAD26F64C49B0BECA376374F0A1D7"><enum>(V)</enum><text>pins; and</text></subclause><subclause id="H4F65165CFFFA4A5497B1130BED23D9AB"><enum>(VI)</enum><text>other accessories and resources that can be helpful in overcoming communication barriers in interactions with law enforcement and first responders; and</text></subclause></clause></subparagraph><subparagraph id="H59EBC9BF9B574E438F5D2BCE6CCB8B74"><enum>(E)</enum><text>that provides education, including voluntary training and resources—</text><clause id="H97BE601ED20D4FD2858ED6A0355D4D4F"><enum>(i)</enum><text>for community members on how to safely interact with individuals described in subparagraph (A); and</text></clause><clause id="HEBD5CD8A425C4D7AA2D58AFA9B4AFA17"><enum>(ii)</enum><text>for individuals described in subparagraph (A) on how use the items and materials described in subparagraph (D).</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5037d134649547b9b9b46582182a8b68"><enum>(3)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the Bureau of Justice Assistance.</text></paragraph><paragraph id="H99CAD67479D54EAA8216DF933F109520" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header>State; unit of local government</header><text>The terms <term>State</term> and <term>unit of local government</term> have the meanings given those terms in section 901 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10251">34 U.S.C. 10251</external-xref>).</text></paragraph></subsection><subsection id="H41BEA3DF653C46F58850869D8645E144"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Attorney General, acting through the Director, may make grants to eligible entities to create or support blue envelope programs.</text></subsection><subsection id="H156D87C4DE18490AA42B8282A971C51A"><enum>(c)</enum><header>Priority</header><text>In awarding grants under this section, the Director shall prioritize blue envelope programs that—</text><paragraph id="HE6DD0A58C6F8407AB9E694838FED6471"><enum>(1)</enum><text>have scalability or a plan to continue the operation of the program beyond the duration of the grant award;</text></paragraph><paragraph id="H7D0BEF38B3674A749B81E2E2EBA2D4E7"><enum>(2)</enum><text>have community support;</text></paragraph><paragraph id="H697FE5812F9D4D239B67265FD4844010"><enum>(3)</enum><text>involve multiple law enforcement agencies; and</text></paragraph><paragraph id="H81206FE8876B4B18BD4C4C3B89BA264C"><enum>(4)</enum><text display-inline="yes-display-inline">involve entities that—</text><subparagraph id="H133ED71355FA4C0D8374BA17CE94149E"><enum>(A)</enum><text display-inline="yes-display-inline">have demonstrated person-centered and trauma-informed practices and actively engage individuals in the community with autism spectrum disorder or developmental, cognitive, sensory, or communication disabilities, who may face communication barriers during law enforcement encounters;</text></subparagraph><subparagraph id="H88D18EA59871460FAF368B75C12CD70E"><enum>(B)</enum><text>have experience in providing training and resources to law enforcement agencies in interactions with such individuals; and</text></subparagraph><subparagraph id="H791EBD998258472DA39AC7796FD82ED4"><enum>(C)</enum><text>seek the input and feedback from self-advocates with a variety of disabilities.</text></subparagraph></paragraph></subsection><subsection id="HAED3F10B6B1041C78EE9364C1EDABE18"><enum>(d)</enum><header>Distribution</header><text display-inline="yes-display-inline">The Director shall make every effort to—</text><paragraph commented="no" display-inline="no-display-inline" id="idf523f1e4a3d244589bdc601b61a39997"><enum>(1)</enum><text display-inline="yes-display-inline">ensure a broad geographic distribution of awards under this section; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6fb4730dc6e447fa896e1387ff0cec27"><enum>(2)</enum><text display-inline="yes-display-inline">take into consideration the needs of underserved populations, including rural and Tribal communities.</text></paragraph></subsection><subsection id="H362584F17D9445D788E014596E3CBFDE"><enum>(e)</enum><header>Report</header><text display-inline="yes-display-inline">On the date that is 1 year after the date of enactment of this Act, and every 2 years thereafter, the Director shall submit to Congress a report on—</text><paragraph id="H44C92D4F05984D1CA23D3C64B21D4EE0"><enum>(1)</enum><text>the implementation of the grant program under this section;</text></paragraph><paragraph id="H21F55E2144DC4B5096B02E64BD29C561"><enum>(2)</enum><text>different models and examples of blue envelope programs funded under this section, including trainings and materials used; and</text></paragraph><paragraph id="H9E6474AB84A94954A62D692A5551CB73"><enum>(3)</enum><text>recommended best practices for blue envelope programs.</text></paragraph></subsection><subsection id="H28CDAD1977054592939B5AE3A3E53DC5"><enum>(f)</enum><header>Directory</header><text display-inline="yes-display-inline">The Director shall maintain a publicly accessible online directory of blue envelope programs for use by members of the public to locate the nearest blue envelope program.</text></subsection><subsection id="HB219CAE4ACEA4760A3C5E131BC2F2BA9"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Attorney General to carry out this section $5,000,000 for each of fiscal years 2027 through 2031.</text></subsection></section></legis-body></bill>
