<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4079</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260312">March 12, 2026</action-date><action-desc><sponsor name-id="S432">Mr. Gallego</sponsor> (for himself, <cosponsor name-id="S287">Mr. Cornyn</cosponsor>, <cosponsor name-id="S406">Mr. Kelly</cosponsor>, and <cosponsor name-id="S433">Mr. McCormick</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish in U.S. Customs and Border Protection a pilot program to adopt dogs from local animal shelters to be trained as support dogs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HB1158056A4C44B4F9FCCD6AEBBED5BC1"><section id="id6a4667da4162400baaae4b298b0294b6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Providing Emotional Assistance with Relief and Love Act</short-title></quote> or the <quote><short-title>PEARL Act</short-title></quote>.</text></section><section id="idd3c28b9c362040299f187e90b2523c01" commented="no"><enum>2.</enum><header>CBP support dog pilot program</header><subsection id="ide9e3422543d144dc8a9748a83310ebf3" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting through the Commissioner of U.S. Customs and Border Protection (CBP), shall establish in CBP a pilot program to adopt dogs from local animal shelters to be trained as support dogs for CBP’s Support Canine Program.</text></subsection><subsection id="ide575798233e34825b7ef10f42ad560cc" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Duration</header><text>The pilot program under subsection (a) shall terminate three years after the date of its establishment.</text></subsection></section></legis-body></bill>
