<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4067</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260311">March 11, 2026</action-date><action-desc><sponsor name-id="S414">Mr. Ossoff</sponsor> (for himself, <cosponsor name-id="S439">Mrs. Moody</cosponsor>, <cosponsor name-id="S415">Mr. Warnock</cosponsor>, and <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Food, Agriculture, Conservation, and Trade Act of 1990 to establish research and extension grant priorities, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id392e66935b2c4399ae927d7ea9a7c045"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Land Grant Research Prioritization Act of 2026</short-title></quote>.</text></section><section id="idcd8e02c9de424848955b3d3d9eaa92de"><enum>2.</enum><header>Research and extension priorities</header><text display-inline="no-display-inline">Section 1672(d) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925">7 U.S.C. 5925(d)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="id0F47614A2B80421991BA545CB103F31D" act-name=""><paragraph id="id494197EA1DF142E7AD3680BEAE4BB747"><enum>(21)</enum><header>Advanced mechanized harvester technologies research and extension</header><subparagraph commented="no" display-inline="no-display-inline" id="id3ced2bb04f2746139ccc9170cda36152"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Research and extension grants may be made under this section for the purpose of developing and evaluating technologies to mechanize agricultural processes.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id51a3ba412f954922a9266af58c5a5cc3"><enum>(B)</enum><header>Emphasis</header><text display-inline="yes-display-inline">In awarding grants under subparagraph (A), the Secretary may place emphasis on mechanizing the process for harvesting specialty crops.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8a37c0b5b1774f65a4a0074cedc845e5"><enum>(22)</enum><header>Agricultural application of artificial intelligence research and extension</header><subparagraph commented="no" display-inline="no-display-inline" id="id499aec61de4f4e998eb95861545df391"><enum>(A)</enum><header>In general</header><text>Research and extension grants may be made under this section for the purpose of developing and evaluating agricultural uses of artificial intelligence.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id470ef590ea80403b81ac9535fd145b71"><enum>(B)</enum><header>Emphasis</header><text display-inline="yes-display-inline">In awarding grants under subparagraph (A), the Secretary may place emphasis on uses of artificial intelligence that improve specialty crop production.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf7dd8bd9823a4d21a36220530b12249f"><enum>(23)</enum><header>Invasive species research and extension</header><text display-inline="yes-display-inline">Research and extension grants may be made under this section for the purpose of supporting research projects at land-grant colleges and universities (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3103">7 U.S.C. 3103</external-xref>)) to develop and apply methods to manage and eradicate invasive species of plants and animals, including through methods of biocontrol.</text></paragraph><paragraph id="idaec7ca9c491d4c1a805a3fa25fc0aaef"><enum>(24)</enum><header>Aquaculture research and extension</header><text>Research and extension grants may be made under this section for the purpose of supporting research projects at land-grant colleges and universities (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3103">7 U.S.C. 3103</external-xref>)) to develop and apply aquaculture methods, including through the propagation and rearing of economically and ecologically valuable aquatic and marine species.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
