<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4054</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260311">March 11, 2026</action-date><action-desc><sponsor name-id="S426">Mr. Kim</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Elementary and Secondary Education Act of 1965 to expand the American history and civics education activities.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Every Student is a Citizen Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idd7145edcf27d4d959424a614a28d98be"><enum>2.</enum><header>Appropriation of funds</header><subsection commented="no" display-inline="no-display-inline" id="id0c88cd6168904da8afacf602242f48af"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text>Section 2231 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6661">20 U.S.C. 6661</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idcf26648c64ab46c8a39ccac98337ee89"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>From the amount reserved by the Secretary under section 2201(3), the</quote> and inserting <quote>The</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1bd77f637fda4ac5bd4a4c12bf1224d2"><enum>(2)</enum><text>by redesignating subsection (b) as subsection (c);</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide7af58600e624101847fbfd155d2aa21"><enum>(3)</enum><text display-inline="yes-display-inline">by inserting after subsection (a) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1492f9d657364fba9b0e657148609f9a"><subsection commented="no" display-inline="no-display-inline" id="id9c0a7c726fdc4274a3cb0cbca2053f74"><enum>(b)</enum><header>Appropriation of funds</header><text>There are authorized to be appropriated and there are appropriated, out of any money in the Treasury not otherwise appropriated, to carry out this subpart $40,000,000 for each fiscal year.</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id177805f2d6ee47c68611ca6b4b6e8ec5"><enum>(4)</enum><text>in subsection (c), as redesignated by paragraph (2), by striking <quote>subsection (a)</quote> and inserting <quote>subsection (b)</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id712ae2c4d2874fd4bff4ff9ab44261a1"><enum>(b)</enum><header display-inline="yes-display-inline">Conforming amendments</header><text>The Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id9a21aa993f5540ccade8a7e7d9ff9ba6"><enum>(1)</enum><text>in section 2201—</text><subparagraph commented="no" display-inline="no-display-inline" id="id84e65d17c4694bcfbe230b2377ed2739"><enum>(A)</enum><text display-inline="yes-display-inline">by striking paragraph (3);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id325c38b7426a4ffe823859d15c6f6335"> <enum>(B)</enum> <text display-inline="yes-display-inline">by redesignating paragraph (4) as paragraph (3); and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1e28a0a940df4bcab980d1006b4801d6"><enum>(C)</enum><text>in paragraph (2)(B), by inserting <quote>and</quote> after the semicolon;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0c0fdb3baf4042a8856ad6c8826583ad"><enum>(2)</enum><text>in section 2241, by striking <quote>section 2201(4)</quote> and inserting <quote>section 2201(3)</quote>.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ided4ab5074a4e4d14a0d3d851ea7ea367"><enum>3.</enum><header>American history and civics education national activities</header><text display-inline="no-display-inline">Section 2233(b)(2) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6663">20 U.S.C. 6663(b)(2)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id86c7154f33a247a1a3ce43d0216388eb"><paragraph commented="no" display-inline="no-display-inline" id="H712735139D7146ADA93918AD4A13464F"><enum>(2)</enum><text display-inline="yes-display-inline">may include, during any before-school, during-school, or after-school program—</text><subparagraph id="idc310d2fbc13f46b49c322b2f57bb6fca"><enum>(A)</enum><text>hands-on civic engagement activities, such as mock elections, model congresses, or other simulated democratic processes, for teachers and students;</text></subparagraph><subparagraph id="idb232334a87584daf968ddeb7effd3a70"><enum>(B)</enum><text>activities about the history and principles of the Constitution of the United States, including the Bill of Rights;</text></subparagraph><subparagraph id="ide823b1f27d2049cda2df9c5be12ea6aa"><enum>(C)</enum><text>activities or discussions on how under-represented Americans of different backgrounds achieved greater participation in the democratic process throughout our Nation’s history and the application of those lessons learned today;</text></subparagraph><subparagraph id="idc591d5065650459eac85bf89bdd1e3d4"><enum>(D)</enum><text>activities that include service learning and community-service projects that are linked to school curriculum;</text></subparagraph><subparagraph id="ida712a21bcfff49a2a5c79960870f05d9"><enum>(E)</enum><text>travel to the District of Columbia, State capitals, or local seat of government or Federal or State designated historical sites, or any combination of such locations;</text></subparagraph><subparagraph id="idb0e0b53d32f342788d6009cd86571ff8"><enum>(F)</enum><text>meeting with community organizations and elected officials to learn about challenges facing local communities;</text></subparagraph><subparagraph id="id2ebfbc6d977c4a7795366a64f015f735"><enum>(G)</enum><text>activities that encourage and support student participation in school governance and journalism;</text></subparagraph><subparagraph id="idf0e7143e3a1547ada4ac09490956a7ef"><enum>(H)</enum><text>activities that encourage and support student participation in reporting on local events;</text></subparagraph><subparagraph id="id16aba194126443a08170fc10b2625d8e"><enum>(I)</enum><text>developing media literacy programs that help students understand how to navigate and critically evaluate the media, including social media, and identify primary and secondary sources;</text></subparagraph><subparagraph id="id6692bcc9edcc440b9c260f32ea3a5431"><enum>(J)</enum><text>helping students learn how to engage and promote in respectful debate across differences, shared problem-solving, and mutual understanding;</text></subparagraph><subparagraph id="id27d5fa7cf0e540ee8d06b208ed01efa0"><enum>(K)</enum><text>supporting voter registration and civic participation; and</text></subparagraph><subparagraph id="id630c2908a3614c79883db21e32d4f226"><enum>(L)</enum><text>online and video game based learning.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section commented="no" display-inline="no-display-inline" id="id21b6a204020e44ed9ebc093d78bd0366"><enum>4.</enum><header>Activities to support well-rounded educational opportunities</header><text display-inline="no-display-inline">Section 4107(a)(3)(E) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7117">20 U.S.C. 7117(a)(3)(E)</external-xref>) is amended by striking <quote>government education</quote> and inserting “government education, including—</text><quoted-block style="OLC" display-inline="no-display-inline" id="id22b65633796f476c90dd41167f7aa88a"><clause id="id9ade100d6b8b4769b6d4460de2171ed9"><enum>(i)</enum><text>hands-on civic engagement activities, such as mock elections, model congresses, or other simulated democratic processes, for teachers and students;</text></clause><clause id="id4889eaa3b8f849a49970ba29b63c14ff"><enum>(ii)</enum><text>activities about the history and principles of the Constitution of the United States, including the Bill of Rights;</text></clause><clause id="idda45313be7774f1a9ae96bec707cf31f"><enum>(iii)</enum><text>activities or discussions on how under-represented Americans of different backgrounds achieved greater participation in the democratic process throughout our Nation’s history and the application of those lessons learned today;</text></clause><clause id="id869a8a2b57de43bb88551c4dcf9bd3df"><enum>(iv)</enum><text>activities that include service learning and community-service projects that are linked to school curriculum;</text></clause><clause id="id9bb2fa81d5c44f31812c2b9b43edf22d"><enum>(v)</enum><text>travel to the District of Columbia, State capitals, or local seat of government or Federal or State designated historical sites, or any combination of such locations;</text></clause><clause id="id1318510fa7da469d9b51ef6b0011bfac"><enum>(vi)</enum><text>meeting with community organizations and elected officials to learn about challenges facing local communities;</text></clause><clause id="id8c6063608f024dedac6409e56dd926af"><enum>(vii)</enum><text>activities that encourage and support student participation in school governance and journalism;</text></clause><clause id="idea989423003e4a9988f8bde5f214fd26"><enum>(viii)</enum><text>activities that encourage and support student participation in reporting on local events;</text></clause><clause id="idce2db818cd0a4bc98d57a7c8ee4753bf"><enum>(ix)</enum><text>developing media literacy programs that help students understand how to navigate and critically evaluate the media, including social media, and identify primary and secondary sources;</text></clause><clause id="idc69248d1ca25425d8a21dcb071fa5948"><enum>(x)</enum><text>helping students learn how to engage and promote in respectful debate across differences, shared problem-solving, and mutual understanding;</text></clause><clause id="id1f5e8cc0eee244a593db234067fb51a9"><enum>(xi)</enum><text>supporting voter registration and civic participation;
