which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish the Economy of the Future Commission, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Economy of the Future Commission Act of 2026</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id0f0713d239f14da19de6d09457b001f0" section-type="subsequent-section"><enum>2.</enum><header>Economy of the Future Commission</header><subsection commented="no" display-inline="no-display-inline" id="idfb9c27dd34bd4bfbbeaa88e5319280bb"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="id459eac29cbc5437e89553ad96e014fd3"><enum>(1)</enum><header>Applicable congressional committee</header><text>The term <term>applicable congressional committee</term> means any of the following committees:</text><subparagraph commented="no" display-inline="no-display-inline" id="iddbe30284960e4ce9b58f13dfdec010bd"><enum>(A)</enum><text display-inline="yes-display-inline">The Committee on Armed Services, the Committee on Commerce, Science, and Transportation, the Committee on Health, Education, Labor, and Pensions, the Committee on Finance, the Committee on Homeland Security and Governmental Affairs, and the Committee on Appropriations of the Senate.</text></subparagraph><subparagraph id="id1cb8682a092b45e2a99fb39a9b2e4d16" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>The Committee on Armed Services, the Committee on Energy and Commerce, the Committee on Education and Workforce, the Committee on Ways and Means, the Committee on Homeland Security, and the Committee on Appropriations of the House of Representatives.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbd1c058bf674461581e1751448090df8"><enum>(2)</enum><header>Artificial intelligence</header><text>The term <term>artificial intelligence</term> has the meaning given the term in section 5002 of the National Artificial Intelligence Initiative Act of 2020 (<external-xref legal-doc="usc" parsable-cite="usc/15/9401">15 U.S.C. 9401</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id07a7547b819e4af7910577aa55843dc3"><enum>(3)</enum><header display-inline="yes-display-inline">Commission</header><text>The term <term>Commission</term> means the Economy of the Future Commission established under subsection (b).</text></paragraph><paragraph id="id3eb561129a4e45bd8ef5ed0ba7661fae"><enum>(4)</enum><header>Congressional leader</header><text>The term <term>congressional leader</term> means the majority leader of the Senate, the Speaker of the House of Representatives, the minority leader of the Senate, or the minority leader of the House of Representatives.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id734db763847b43d3a3e86354400abe9d"><enum>(5)</enum><header>NAICS</header><text display-inline="yes-display-inline">The term <term>NAICS</term> means the North American Industry Classification System.</text></paragraph></subsection><subsection id="id3393768790eb409cad4695973367c1f5"><enum>(b)</enum><header>In general</header><text>There is established in the legislative branch a commission to develop consensus legislative recommendations addressing economic changes caused by the adoption of artificial intelligence, to be known as the <quote>Economy of the Future Commission</quote>.</text></subsection><subsection id="id1855216f67624445aaeb11025a299fcb"><enum>(c)</enum><header>Membership</header><paragraph commented="no" display-inline="no-display-inline" id="id2b6a590c824a4db4b6213fc992d5ad13"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Commission shall be composed of the following members:</text><subparagraph id="ide92f129cc01f4df99dab0f27233f92d8"><enum>(A)</enum><text>10 members appointed by Congress in accordance with paragraph (2), of whom—</text><clause commented="no" display-inline="no-display-inline" id="id14ce7f2281f74d2ab790feab9f30685f"><enum>(i)</enum><text display-inline="yes-display-inline">the majority leader of the Senate and the Speaker of the House of Representatives shall each appoint 3 members; and</text></clause><clause commented="no" display-inline="no-display-inline" id="ida592bdeba7f84d3f830663f82cba40e1"><enum>(ii)</enum><text display-inline="yes-display-inline">the minority leader of the Senate and the minority leader of the House of Representatives shall each appoint 2 members.</text></clause></subparagraph><subparagraph id="idc3b2b97a41b4478799ec45cbc8228058"><enum>(B)</enum><text>The Deputy Secretary of Education, as a nonvoting member.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id10e7f834a8c84c43bb9393d80d4945e8"><enum>(C)</enum><text display-inline="yes-display-inline">The Deputy Secretary of Labor, as a nonvoting member.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idee135ee9c8ba4f10ae7cb4058b838568"><enum>(D)</enum><text>The Deputy Secretary of Commerce, as a nonvoting member.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idac6475958500466cad764a25cbf4d95c"><enum>(E)</enum><text display-inline="yes-display-inline">The Deputy Secretary of the Treasury, as a nonvoting member.</text></subparagraph></paragraph><paragraph id="id664ed0dda5ed49c89f9f380f85ec5166"><enum>(2)</enum><header>Congressional appointees</header><subparagraph commented="no" display-inline="no-display-inline" id="idbf0ae3f928ac466f9e492897311ea7e5"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>Each congressional leader making appointments under paragraph (1) shall—</text><clause commented="no" display-inline="no-display-inline" id="id65e27b08732d4542bde88babd4c1ca8c"><enum>(i)</enum><text display-inline="yes-display-inline">appoint 1 member who is serving as a Member of the house of Congress in which the congressional leader serves and is a member of an applicable congressional committee; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idb8c96067c1e94f849064f25c928a4cbe"><enum>(ii)</enum><text display-inline="yes-display-inline">for any remaining appointments, appoint an individual who is not serving in Congress and who is nationally recognized for expertise, knowledge, or experience in—</text><subclause id="ide0cbb6ffd4d140e4a876a108f622a9c5"><enum>(I)</enum><text>artificial intelligence technology;</text></subclause><subclause id="id343885cb92074aee97b0e059c8879c78"><enum>(II)</enum><text>education;</text></subclause><subclause id="id0d50da38232948ca9e44e85c01a5342b"><enum>(III)</enum><text>workforce retraining; or</text></subclause><subclause id="id3c8833ff4a5241639e08f21003d1928e" commented="no" display-inline="no-display-inline"><enum>(IV)</enum><text>taxation.</text></subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6b4d40053b624883924b1cef3426645f"><enum>(B)</enum><header>Representation of congressional committees</header><text>In appointing congressional members to the Commission, the congressional leaders shall endeavor to have representation of all of the applicable congressional committees.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAED50655488B4E778F7E60DC1175D651"><enum>(3)</enum><header display-inline="yes-display-inline">Appointment</header><text display-inline="yes-display-inline">Members of the Commission shall be appointed not later than 45 days after the date of the enactment of this Act.</text></paragraph><paragraph id="id1731dd321cf54a97a6638ac365656d6e"><enum>(4)</enum><header>Ethics</header><text>A congressional leader who appoints members of the Commission may not appoint an individual as a member of the Commission if such individual possesses any personal or financial interest in the discharge of any of the duties of the Commission.</text></paragraph></subsection><subsection id="id84a473a0f51148c082de42e1383e5490"><enum>(d)</enum><header>Co-Chairs</header><paragraph id="PH1CF0F5EA6A9C47B8BC9414A0C9EDEE31" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>The Commission shall have 2 co-chairs, selected jointly by the congressional leaders from among the members of the Commission in accordance with paragraph (2).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id33fec9c1e2e8419bb6ab02790f7bc1f7"><enum>(2)</enum><header>Co-chair requirements</header><text display-inline="yes-display-inline">One co-chair of the Commission shall be a member of the Democratic Party, and one co-chair shall be a member of the Republican Party. One co-chair of the Commission shall be a Member of the House of Representatives and one co-chair shall be a Senator.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H8C61550B9A32429C957DAD4520FC0EF7"><enum>(e)</enum><header display-inline="yes-display-inline">Meetings; quorum; vacancies</header><paragraph id="H12D6B26A3BE04A47B090B47B2F1F5EE1" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">Initial meeting</header><text display-inline="yes-display-inline">The Commission shall hold its initial meeting on or before the date that is 60 days after the date of the enactment of this Act.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF8FBDA386A8748178AF3B7C67AA20423"><enum>(2)</enum><header display-inline="yes-display-inline">Additional meetings</header><text display-inline="yes-display-inline">After its initial meeting, the Commission shall meet upon the call of the co-chairs of the Commission.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H26CAB83213684BC29B8486B8D12C0F6F"><enum>(3)</enum><header display-inline="yes-display-inline">Quorum</header><text display-inline="yes-display-inline">7 members of the Commission shall constitute a quorum for purposes of conducting business, except that 2 members of the Commission shall constitute a quorum for purposes of receiving testimony.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAD3BB59F938244C1B442D74143F4E720"><enum>(4)</enum><header display-inline="yes-display-inline">Vacancies</header><text display-inline="yes-display-inline">Any vacancy in the Commission shall not affect its powers, but shall be filled in the same manner in which the original appointment was made.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1BE97F2D37A94814B48A2A3BC710CED3"><enum>(5)</enum><header display-inline="yes-display-inline">Quorum with vacancies</header><text display-inline="yes-display-inline">If vacancies in the Commission occur on any day after 45 days after the date of the enactment of this Act, a quorum shall consist of a majority of the members of the Commission as of such day.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HB0345C8FAFA644C3B35CD60D54D17424"><enum>(f)</enum><header display-inline="yes-display-inline">Actions of Commission</header><paragraph commented="no" display-inline="no-display-inline" id="H2F6E946CDB7240858E8910B3C995733B"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Commission shall act by resolution agreed to by a majority of the members of the Commission voting and present.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC3B1D9B3D45B4590897891485FED47F5"><enum>(2)</enum><header display-inline="yes-display-inline">Panels</header><text display-inline="yes-display-inline">The Commission may establish panels composed of less than the full membership of the Commission for purposes of carrying out the duties of the Commission under this section. The actions of any such panel shall be subject to the review and control of the Commission. Any findings and determinations made by such a panel shall not be considered the findings and determinations of the Commission unless approved by the Commission.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3BAF465470524471835F6F0751223F82"><enum>(3)</enum><header display-inline="yes-display-inline">Delegation</header><text display-inline="yes-display-inline">Any member, agent, or staff of the Commission may, if authorized by the co-chairs of the Commission, take any action which the Commission is authorized to take pursuant to this section.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H239588A1E7A546269464310EA877E358"><enum>(g)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The duties of the Commission are—</text><paragraph commented="no" display-inline="no-display-inline" id="idde16ea6105b74e8da9b858f90fa1bd08"><enum>(1)</enum><text display-inline="yes-display-inline">in general, to develop consensus legislative recommendations addressing economic changes caused by the adoption of artificial intelligence;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd0878df158804f7cace65f68e9d76db6"><enum>(2)</enum><text display-inline="yes-display-inline">to evaluate the effectiveness of, and develop consensus legislative recommendations that address and respond to the economic changes caused by, the adoption of artificial intelligence, including the effectiveness and economic changes of that adoption for—</text><subparagraph id="idf10dbf9488c84cbd8c5fb692490db929"><enum>(A)</enum><text>government data, research, and measurement;</text></subparagraph><subparagraph id="id850831d9ff244fdba55f972ae1a99c25"><enum>(B)</enum><text>workforce development programs;</text></subparagraph><subparagraph id="id9a31c9ea1a0444759c6f5167def85c08"><enum>(C)</enum><text>kindergarten through grade 12 public education, career and technical education, and higher education; and</text></subparagraph><subparagraph id="ida8fad1111c9b4c62b9121e1cc5f43a13"><enum>(D)</enum><text>social safety net programs and worker support;</text></subparagraph></paragraph><paragraph id="id14adf6c225954a4a909d145b548d0b63"><enum>(3)</enum><text>to develop consensus legislative recommendations addressing—</text><subparagraph id="id68b588b6ce564d029654d8bd4c10eb69" commented="no"><enum>(A)</enum><text>the development of standards and metrics to evaluate and address artificial intelligence adoption across the Federal Government, including standards and metrics to identify and address artificial intelligence-specific skill and training needs across the Federal workforce;</text></subparagraph><subparagraph id="id58eba302b05844a791a053b54aad16e8"><enum>(B)</enum><text>the relative merits of open-source and open-weight models of artificial intelligence for suitability for small- and medium-sized businesses and the use of open-source and open-weight models to improve the efficiency of government operations;</text></subparagraph><subparagraph id="idf969aeaa7b6a46409419e2cf6e2344e8"><enum>(C)</enum><text>the potential for a national Federal artificial intelligence research investment strategy;</text></subparagraph><subparagraph id="idf9d9dcdd35d34f06bbbe5ad920ed1e1b"><enum>(D)</enum><text>public and private sector partnerships to increase research access by academic institutions and small businesses to private sector computing, models, data, and software resources related to artificial intelligence;</text></subparagraph><subparagraph id="iddd652943acef4c1692fcd944d2f1e90f"><enum>(E)</enum><text>developing and scaling foundational manufacturing technologies related to artificial intelligence through government programs and public-private partnerships such as the Hollings Manufacturing Extension Program established under section 25(b) of the National Institute of Standards and Technologies Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278k">15 U.S.C. 278k</external-xref>);</text></subparagraph><subparagraph id="idd09ebae742bf43fab80f86e993cffdcd"><enum>(F)</enum><text>supply chain and manufacturing challenges to developing emerging technologies that are projected to heavily utilize artificial intelligence, such as robotics;</text></subparagraph><subparagraph id="id2d752acbcf2d40779abf93fce3342244"><enum>(G)</enum><text>the need for public and private sector collaboration in developing cloud computing-based laboratories for furthering research into key technology focus areas, as defined in section 10387(c) of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/19107">42 U.S.C. 19107(c)</external-xref>), utilizing artificial intelligence;</text></subparagraph><subparagraph id="id0f1e32e7de00480e8b558a8f2094f46d"><enum>(H)</enum><text>changes to transportation safety policies and regulations caused by the adoption of artificial intelligence in land-, air-, and sea-based autonomous vehicles;</text></subparagraph><subparagraph id="id55cc1abd85a24af99eabe224dd44f940"><enum>(I)</enum><text>energy generation, storage, and transmission demands caused by the development of the artificial intelligence industry and the construction and operation of domestic data centers; and</text></subparagraph><subparagraph id="id2c64712fd4b745609450f9b195d2efb8"><enum>(J)</enum><text>the use of artificial intelligence-enabled robotics in government (other than in the Department of Defense) and industry; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfc19a8cd924449bf969a3d5bcce66165"><enum>(4)</enum><text display-inline="yes-display-inline">to prepare the reports required under subsection (k).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HCDA9A7A2C78A48B1B4B05EEE6EAC12CB"><enum>(h)</enum><header display-inline="yes-display-inline">Powers of Commission</header><paragraph commented="no" display-inline="no-display-inline" id="HABE0B49F6B7245668820A36230502C98"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Commission or, on the authorization of the Commission, any subcommittee or member of, the Commission may, for the purpose of carrying out the provisions of this section—</text><subparagraph commented="no" display-inline="no-display-inline" id="HB236749603F742A69511176881CA041F"><enum>(A)</enum><text display-inline="yes-display-inline">hold such hearings and sit and act at such times and places, take such testimony, receive such evidence, and administer such oaths; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HAFCBD5EB5C1B4AB1ACF2C583F894A49D"><enum>(B)</enum><text display-inline="yes-display-inline">require, by subpoena or otherwise, the attendance and testimony of such witnesses and the production of such books, records, correspondence, memoranda, papers, and documents, as the Commission or such designated subcommittee or designated member considers necessary.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7DE8C46F76C3477CA58BE13D05725D42"><enum>(2)</enum><header>Subpoenas</header><text display-inline="yes-display-inline">Subpoenas may be issued under paragraph (1)(B) under the signature of the co-chairs of the Commission, and may be served by any person designated by such co-chairs.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HCA51AE8E418446F69D9C13E66D07E211"><enum>(3)</enum><header>Failure to comply</header><text display-inline="yes-display-inline">The provisions of sections 102 through 104 of the Revised Statutes (2 U.S.C. 192 through 194) shall apply in the case of any failure of a witness to comply with any subpoena or to testify when summoned under authority of this section.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFDAC16B580B5475BA3361564C48754B1"><enum>(4)</enum><header display-inline="yes-display-inline">Contracting</header><text display-inline="yes-display-inline">The Commission may, to such extent and in such amounts as are provided in advance in appropriation Acts, enter into contracts to enable the Commission to discharge its duties under this section.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H448413EF1B2447CAB82BC9AF2AF5DE27"><enum>(5)</enum><header display-inline="yes-display-inline">Information from Federal agencies</header><subparagraph commented="no" display-inline="no-display-inline" id="HF4322FE83117498398BF2CBE04BBFBFD"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Commission may secure directly from any executive department, agency, bureau, board, commission, office, independent establishment, or instrumentality of the Government information, suggestions, estimates, and statistics for the purposes of this section.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB2827AEEEE0342B3856D063759F5C718"><enum>(B)</enum><header>Response</header><text display-inline="yes-display-inline">Each such department, agency, bureau, board, commission, office, establishment, or instrumentality shall, to the extent authorized by law, furnish such information, suggestions, estimates, and statistics directly to the Commission, upon request of the co-chairs of the Commission.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H09C9E2B334CF45559AEF468DC6349D90"><enum>(C)</enum><header>Classified information</header><text display-inline="yes-display-inline">The Commission shall handle and protect all classified information provided to it under this section in accordance with applicable statutes and regulations.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB7D83A7E6B7D4820A399BFD54AC4EDB3"><enum>(6)</enum><header display-inline="yes-display-inline">Assistance from Federal agencies</header><subparagraph commented="no" display-inline="no-display-inline" id="HBD2A13768D65476ABF83C336F70CC143"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Federal departments and agencies may provide the Commission such services, funds, facilities, staff, and other support as such departments and agencies consider advisable and as may be authorized by law.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC39125E33AB14C75B28FF4AB1AB8DE63"><enum>(B)</enum><header>Cooperation</header><text display-inline="yes-display-inline">The Commission shall receive the full and timely cooperation of any official, department, or agency of the Federal Government whose assistance is necessary, as jointly determined by the co-chairs, for the fulfillment of the duties of the Commission, including the provision of full and current briefings and analyses.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB05051A0B8224D2781001A529DFA1BBA"><enum>(7)</enum><header display-inline="yes-display-inline">Postal services</header><text display-inline="yes-display-inline">The Commission may use the United States postal services in the same manner and under the same conditions as the departments and agencies of the United States.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4A58715B2D124227BDD0F27076A37C97"><enum>(8)</enum><header display-inline="yes-display-inline">Gifts</header><subparagraph commented="no" display-inline="no-display-inline" id="id49d1de9551124f5d9b135c3e1c3f0e4a"><enum>(A)</enum><header display-inline="yes-display-inline">No gifts for service</header><text display-inline="yes-display-inline">No member or staff of the Commission may receive a gift or benefit by reason of the service of such member or staff to the Commission.</text></subparagraph><subparagraph id="id0210582e63984521818915a8abc49dc9"><enum>(B)</enum><header>Authority to accept gifts</header><text>The Commission may accept, use, and dispose of gifts or donations of services or property (including goods) from non-Federal entities for the purposes of aiding and facilitating the work of the Commission. The authority in this subparagraph does not extend to gifts of money.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HEAB8446BBA414D7AA3E948CF18A35B16"><enum>(i)</enum><header display-inline="yes-display-inline">Staff of Commission</header><paragraph commented="no" display-inline="no-display-inline" id="HA9B32F27059F4798B2CDA678E5746B32"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The co-chairs of the Commission, in accordance with rules agreed upon by the Commission, shall appoint and fix the compensation of a staff director and such other personnel as may be necessary to enable the Commission to carry out its duties, without regard to the provisions of title 5, United States Code, governing appointments in the competitive service, and without regard to the provisions of chapter 51 and subchapter III of chapter 53 of such title relating to classification and General Schedule pay rates, except that no rate of pay fixed under this subsection may exceed the equivalent of that payable to a person occupying a position at level V of the Executive Schedule under section 5316 of such title.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id12b582c3edf743568be8f24ea4732127"><enum>(2)</enum><header>Experts and consultants</header><text>The co-chairs of the Commission may procure the services of experts and consultants in accordance with section 3109 of title 5, United States Code, as if the Commission were an agency described in that section, at rates for individuals that do not exceed the daily equivalent of the annual rate of basic pay prescribed for level IV of the Executive Schedule under section 5315 of such title.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6C0DFF1A796F4D4BBD2E6BE392674EFC"><enum>(3)</enum><header>Detailees</header><text display-inline="yes-display-inline">Any Federal Government employee may be detailed to the Commission without reimbursement from the Commission, and such detailee shall retain the rights, status, and privileges of his or her regular employment without interruption.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H7A836FF6CCCB40BAA2498359219A26D5"><enum>(j)</enum><header display-inline="yes-display-inline">Compensation and travel expenses</header><paragraph commented="no" display-inline="no-display-inline" id="H18A28A35AE044D12A584DE8D7953ADB2"><enum>(1)</enum><header display-inline="yes-display-inline">Compensation</header><subparagraph commented="no" display-inline="no-display-inline" id="id6372363d583c4db39af31b568433af4e"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in paragraph (2), each member of the Commission may be compensated at not to exceed the daily equivalent of the annual rate of basic pay in effect for a position at level IV of the Executive Schedule under section 5315 of title 5, United States Code, for each day during which that member is engaged in the actual performance of the duties of the Commission under this section.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE8035147AE074A49AEF538D09D5C2221"><enum>(B)</enum><header>Exclusion</header><text display-inline="yes-display-inline">Members of the Commission who are officers or employees of the United States or Members of Congress shall receive no additional pay by reason of their service on the Commission.</text></subparagraph></paragraph><paragraph id="H70C1E309D2F041AFA7E59F851297737D" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">Travel expenses</header><text display-inline="yes-display-inline">While away from their homes or regular places of business in the performance of services for the Commission, members of the Commission may be allowed travel expenses, including per diem in lieu of subsistence, in the same manner as persons employed intermittently in the Government service are allowed expenses under section 5703 of title 5, United States Code.</text></paragraph></subsection><subsection id="idcc72b366e26c4d7f968a3ee77882dc50"><enum>(k)</enum><header>Reports</header><paragraph id="idb2386599ce7a4d299870d555d85f0fa2"><enum>(1)</enum><header>Interim report</header><text>By not later than 7 months after the date of enactment of this Act, the Commission shall issue an interim report, to be disseminated to the public, including—</text><subparagraph id="id156145a6e07d42f7813d87c6aaae421b"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="id54df81f96773425eac45742495175735"><enum>(i)</enum><text>the initial estimates of changes in employment due to the adoption of artificial intelligence for 5 years and 10 years after the date of enactment of this Act, by 6-digit NAICS code; and</text></clause><clause commented="no" display-inline="no-display-inline" id="iddcaa62a1496a4b60b2d16fe12a57eb85" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">the Commission's level of confidence in such estimates;</text></clause></subparagraph><subparagraph id="id88414e9bb0de46d59b9180f3f9de9f28"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="idc39cc92043e54abf99efc10898867d60"><enum>(i)</enum><text>Federal revenue estimates for tax years beginning 5 and 10 years after the enactment of this Act; and</text></clause><clause commented="no" display-inline="no-display-inline" id="iddd300167e60c47709f4106276c68d87e" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">commentary by the Commission on the likelihood that the adoption of artificial intelligence will increase or decrease revenue during each time period described in clause (i); and</text></clause></subparagraph><subparagraph id="idc0aa17f0d0834ce783a9882c77080bca"><enum>(C)</enum><text>a description of high-quality, free resources that the public can access to learn more about artificial intelligence and the effects that its wide adoption may have on the global economy.</text></subparagraph></paragraph><paragraph id="idb75d2b58c0aa43e295ff46614f634560"><enum>(2)</enum><header>Final report</header><subparagraph id="id9625b3a9d0b04a7ea0eb469c9f382c07"><enum>(A)</enum><header>In general</header><text>By not later than 13 months after the date of enactment of this Act, the Commission shall prepare and submit a final report regarding the impact of the adoption of artificial intelligence that includes legislative recommendations on artificial intelligence education, reskilling of employees needed due to the adoption of artificial intelligence, unemployment insurance, and taxation policy, and on maintaining global competitiveness in key industries including technology and manufacturing.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2145d0bdc655405a801236d68eb74e25"><enum>(B)</enum><header>Submission</header><text display-inline="yes-display-inline">The report required under subparagraph (A) shall be submitted to the report to each of the applicable congressional committees and to the Secretary of Treasury, Secretary of Commerce, Secretary of Labor, and Secretary of Education.</text></subparagraph><subparagraph id="ide7041f3720da49099279ccaeadd6c92a"><enum>(C)</enum><header>Assessments of final report</header><text>By not later than 60 days after the date on which the final report is submitted under subparagraph (B), the Secretaries of Treasury, Commerce, Labor, and Education shall individually submit an assessment of the final report to the applicable congressional committees.</text></subparagraph></paragraph></subsection><subsection id="id56a2a76e6d3c48eca7a9f8b4e401913e"><enum>(l)</enum><header>Inapplicability of certain administrative provisions</header><paragraph commented="no" display-inline="no-display-inline" id="id50381755d1fe4bd9b33d2f24ce951f98"><enum>(1)</enum><header display-inline="yes-display-inline">Federal Advisory Committee Act</header><text>The provisions of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/10">chapter 10</external-xref> of title 5, United States Code (commonly referred to the <term>Federal Advisory Committee Act</term>), shall not apply to the activities of the Commission under this section.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id158a3746a1844c09a862393048e9ec28"><enum>(2)</enum><header>Freedom of Information Act</header><text>The provisions of section 552 of title 5, United States Code (commonly referred to as the <quote>Freedom of Information Act</quote>), shall not apply to the activities (including proceedings) or records of the Commission under this section.</text></paragraph></subsection><subsection id="id6a6236279244456ba5efbeb4c01e2f37"><enum>(m)</enum><header>Termination</header><paragraph commented="no" display-inline="no-display-inline" id="id7a9dccfcd2db478dbe4a9c37ee71866f"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Commission, and all the authorities of this section, shall terminate on the last day of the 120-day period beginning on the date on which the final report described in subsection (k)(2) is submitted to the applicable congressional committees.</text></paragraph><paragraph id="idae0093c07b79444aaf47e5eb5d38d41c"><enum>(2)</enum><header>Closing activities</header><text>The Commission may use the 120-day period immediately preceding termination for the purposes of concluding its activities, including providing testimony to Congress concerning the final report described in subsection (k)(2) and disseminating the report.</text></paragraph></subsection><subsection id="id78b1bd789c7e4e3384828364b28b393a"><enum>(n)</enum><header>Funding</header><text>There is appropriated, out of any amounts in the Treasury not otherwise appropriated, $5,250,000 to carry out this section, to remain available until the date on which the Commission terminates under subsection (m)(1).</text></subsection></section></legis-body></bill>
