which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Higher Education Act of 1965 to reverse the reductions in Federal loan availability for graduate and professional students enacted under <external-xref legal-doc="public-law" parsable-cite="pl/119/21">Public Law 119–21</external-xref>.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H2AC017451BC94F5CBF4A6883637AFA25"><section section-type="section-one" id="H10F7A3F7CD91492DA0D61FDF8E5BB5C6"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Professional Degree Access Restoration Act</short-title></quote>.</text></section><section id="H46F2D0D1AE034448B900942DC1ED6E12"><enum>2.</enum><header>Annual and aggregate loan limits for graduate and professional students</header><subsection commented="no" display-inline="no-display-inline" id="ida4246acf62804a93a3bd63cefc29681c"><enum>(a)</enum><header display-inline="yes-display-inline">In General</header><text display-inline="yes-display-inline">Section 455(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087e">20 U.S.C. 1087e(a)</external-xref>) is amended—</text><paragraph id="H254CF5871C7D413898AEB8138A72C894"><enum>(1)</enum><text>in paragraph (3)—</text><subparagraph id="H6512C839C7474DE59097070795733898"><enum>(A)</enum><text>in the paragraph heading, by striking <quote><header-in-text level="paragraph" style="OLC">and federal direct plus loans</header-in-text></quote>;</text></subparagraph><subparagraph id="H6E22C92A443E4C69BCAD7159411CE390"><enum>(B)</enum><text>in subparagraph (A)—</text><clause id="H9915BFEBBC424E20BC857FBBAB91A8E2"><enum>(i)</enum><text>by striking the heading for subparagraph (A), and inserting the following: <quote><header-in-text level="subparagraph" style="OLC">In general</header-in-text></quote>;</text></clause><clause id="HD200DA4B48864C6886FAE64C25F04B6D"><enum>(ii)</enum><text>in the matter preceding clause (i), by inserting before the dash at the end the following: <quote>, for any period of instruction beginning on or after July 1, 2012</quote>;</text></clause><clause id="H829B11EA62884DBD8CD6B094358D53B8"><enum>(iii)</enum><text>in clause (i), by striking <quote>for any period of instruction beginning on or after July 1, 2012,</quote>; and</text></clause><clause id="H29DD478FADBA443D9EB79A1927629956"><enum>(iv)</enum><text>in clause (ii), by striking <quote>for any period of instruction beginning on July 1, 2012, and ending on June 30, 2026,</quote>; and</text></clause></subparagraph><subparagraph commented="no" id="HB2BF9FA10AFF48E3AAC034B81492F439"><enum>(C)</enum><text>by striking subparagraph (C); and</text></subparagraph></paragraph><paragraph id="H5AF267268EF44FF49DB7DA3CD0738C2F"><enum>(2)</enum><text display-inline="yes-display-inline">by striking paragraph (4), and redesignating paragraphs (5) through (8) as paragraphs (4) through (7), respectively.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id709393fdcf3a4ff48d68ace6ab3fb9b0"><enum>(b)</enum><header>Technical and conforming amendments</header><text>Section 455(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087e">20 U.S.C. 1087e(a)</external-xref>), as amended by subsection (a), is further amended—</text><paragraph id="ida2aa55b7081f40d590f36be1e7365e05"><enum>(1)</enum><text>in paragraph (4), as redesignated by subsection (a)(2), by striking <quote>paragraph (8)</quote> and inserting <quote>paragraph (7)</quote> both places the term appears;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb76b2ce0df314ce4b1a8927c3edab3db"> <enum>(2)</enum> <text>in paragraph (5), as redesignated by subsection (a)(2), by striking <quote>paragraph (8)</quote> and inserting <quote>paragraph (7)</quote>; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id157bb010789240b2b7ddf1fe2ed0484c"><enum>(3)</enum><text>in paragraph (7), as redesignated by subsection (a)(2), by striking <quote>Paragraphs (3)(C), (4), (5), and (6) shall not apply, and paragraph (3)(A)(ii) shall apply as such paragraph was in effect for periods of instruction ending before June 30, 2026,</quote> and inserting <quote>(4), and (5)</quote> and inserting <quote>Paragraphs (4) and (5) shall not apply</quote>.</text></paragraph></subsection></section></legis-body></bill>
