<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 3986</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260304">March 4, 2026</action-date><action-desc><sponsor name-id="S428">Ms. Alsobrooks</sponsor> (for herself and <cosponsor name-id="S390">Mr. Van Hollen</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize the Chesapeake Bay Program Office to serve as an advisory member of certain State watershed programs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H0C90C14A6E7D4C728E523181CEB33412"><section id="ideb8e3c5a151b4d51a39d57bd2cdd68b1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Maryland Whole Watershed Program Federal Partnership Act of 2026</short-title></quote>.</text></section><section section-type="subsequent-section" id="H7D4197D5914D46CF9DB6847C7D8D92DD"><enum>2.</enum><header>Chesapeake Bay Program Office authority</header><subsection id="H285F16E48187478DB3CE1914426C4791"><enum>(a)</enum><header>Chesapeake Bay Program Office defined</header><text display-inline="yes-display-inline">In this section, the term <quote>Chesapeake Bay Program Office</quote> means the office established and maintained pursuant to section 117(b)(2) of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1267">33 U.S.C. 1267(b)(2)</external-xref>).</text></subsection><subsection id="HC25D051625004BEBB7F69A0A07E83DBA"><enum>(b)</enum><header>Program Office authority</header><text display-inline="yes-display-inline">The Chesapeake Bay Program Office shall serve as an advisory member of the State Management Team for the Maryland Whole Watershed Program and any other substantially similar program in a State.</text></subsection><subsection id="HF8AF5A2F2F97409AA8FFB0605305B799"><enum>(c)</enum><header>Authorized activities</header><text>In carrying out subsection (b), the Chesapeake Bay Program Office may—</text><paragraph id="HB0C71D35968D4967820BB8D3DDF467CB"><enum>(1)</enum><text>coordinate with State and local governments and Federal agencies; and</text></paragraph><paragraph id="HEB3916DF915C4DF2BEB34081670B118B"><enum>(2)</enum><text display-inline="yes-display-inline">provide technical assistance and financial resources for projects carried out in the Chesapeake Bay watershed.</text></paragraph></subsection></section></legis-body></bill>
