which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Federal Power Act to establish a categorical exclusion for reconductoring within existing rights-of-way, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reconductoring Existing Wires for Infrastructure Reliability and Expansion Act</short-title></quote> or the <quote><short-title>REWIRE Act</short-title></quote>.</text></section><section id="idd4571622319e422a8c90dcceb78f3998"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="ida86188c3ca4745bf8dd240439da432ce"><enum>(1)</enum><header>Advanced transmission conductor</header><text>The term <term>advanced transmission conductor</term> means a conductor, including a carbon fiber conductor, a composite core conductor, a superconductor, and any other conductor, that—</text><subparagraph id="id8e34d9fe08064d1e8bbe3b3f602914a4"><enum>(A)</enum><text>has a direct current electrical resistance at least 10 percent lower than a traditional ACSR conductor of a similar diameter and weight;</text></subparagraph><subparagraph id="id8196c58e000b409c95d88390ed6e5480"><enum>(B)</enum><text>has a potential energy carrying capacity at least 70 percent greater than a traditional ACSR conductor of a similar diameter and weight; and</text></subparagraph><subparagraph id="idda77e4bd62144edd94f014234b2f4780"><enum>(C)</enum><text>has a coefficient of thermal expansion at least 50 percent lower than a traditional ACSR conductor of a similar diameter and weight.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1a134c5695024ce2802941831c2d5200"><enum>(2)</enum><header>ASCR conductor</header><text>The term <term>ASCR conductor</term> means an aluminum conductor steel-reinforced cable.</text></paragraph><paragraph commented="no" id="idde395569e8984575ac74653e5b33d4f5"><enum>(3)</enum><header>Bulk-power system</header><text>The term <term>bulk-power system</term> has the meaning given the term in section 215(a) of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/824o">16 U.S.C. 824o(a)</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2149533926f5413e836c42f63f258d19"><enum>(4)</enum><header>Commission</header><text display-inline="yes-display-inline">The term <term>Commission</term> means the Federal Energy Regulatory Commission.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id106976ceb0e6487fa9b5c0581b829c68"><enum>(5)</enum><header>Effective load carrying capability; ELCC</header><subparagraph commented="no" display-inline="no-display-inline" id="id10c0dd2d435e41bca704e6fc08c9b41b"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>effective load carrying capability</term> or <term>ELCC</term> means the ability of a generating resource to produce electricity when the grid needs it, measured as the additional load (or perfect replacement capacity) that the system can supply with a particular generator of interest with no net change in reliability.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2e702a2a43aa44f8a54c494c6d394b04"><enum>(B)</enum><header>Clarification</header><text display-inline="yes-display-inline">The additional load (or perfect replacement capacity) referred to in subparagraph (A)—</text><clause commented="no" display-inline="no-display-inline" id="idd57e21b4403042f69d8355836997155c"><enum>(i)</enum><text display-inline="yes-display-inline">may be measured using LOLE, EUE, or other metrics; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id5af1727c66284bf6b03a0cb4bc4ba7d3"><enum>(ii)</enum><text display-inline="yes-display-inline">may be divided by the nameplate capacity of the generating resource to yield a percentage.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idda764759a24f473aa924aa0619f1851c"><enum>(6)</enum><header>Electric Reliability Organization</header><text>The term <term>Electric Reliability Organization</term> has the meaning given the term in section 215(a) of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/824o">16 U.S.C. 824o(a)</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5c8012b4a2ea41d884b35e1ce4e13b8d"><enum>(7)</enum><header>Electric utility</header><text>The term <term>electric utility</term> has the meaning given the term in section 3 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/796">16 U.S.C. 796</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3019568febda4a2fae1afc08157c5f27"><enum>(8)</enum><header>Expected unserved energy; EUE</header><text>The term <term>expected unserved energy</term> or <term>EUE</term> means the cumulative amount of energy (in megawatt-hours) per year that is not provided to customers due to outages.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddcd732c1d5d14465874a3fd935b1b3c5"><enum>(9)</enum><header>Grid-enhancing technology</header><text>The term <term>grid-enhancing technology</term> means any hardware or software that—</text><subparagraph id="id9d04985202514297820806f7ff0c67fc"><enum>(A)</enum><text>increases the capacity, efficiency, reliability, resilience, or safety of transmission facilities and transmission technologies; and</text></subparagraph><subparagraph id="id2b7ad5a2d8994844a87303ed570a9180"><enum>(B)</enum><text>is installed in addition to transmission facilities and transmission technologies—</text><clause id="id6c6d4a59402f41fe9199ddb743c181ea"><enum>(i)</enum><text>to give operators of the transmission facilities and transmission technologies more situational awareness and control over the electric grid;</text></clause><clause id="id3d3c7648ea0d4b168819e60a89945a25"><enum>(ii)</enum><text>to make the transmission facilities and transmission technologies more efficient; or</text></clause><clause id="idddde58177dd9412795aed6042c8d1578"><enum>(iii)</enum><text>to increase the transfer capacity of the transmission facilities and transmission technologies.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id232e11f18c5d4877a6ae07de6af0b371"><enum>(10)</enum><header>Independent System Operator</header><text>The term <term>Independent System Operator</term> has the meaning given the term in section 3 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/796">16 U.S.C. 796</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id701c840bf68a428a95a30897c4b1451e"><enum>(11)</enum><header>Integrated resource planning</header><text>The term <term>integrated resource planning</term> means modeling and evaluating how projected long-term electricity demands (such as electricity demands over periods of 5, 10, 20, or more years) within a service area can be met with a combination of electric generation resources that best achieve desired metrics, such as metrics relating to reliability, resilience, and cost.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbc7c5b1766ee4bc0981fc6b91269174b"><enum>(12)</enum><header>Loss of load expectation; LOLE</header><subparagraph commented="no" display-inline="no-display-inline" id="idb8e74a94398245d2a5a358a9b60aed4b"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>loss of load expectation</term> or <term>LOLE</term> means the expected number of days per year that the available generation capacity is less than the system load for the applicable power grid region or service area.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5dce5c09e77f43989f83085e38f0e370"><enum>(B)</enum><header>Clarification</header><text display-inline="yes-display-inline">As of November 2023, a commonly acceptable value for loss of load expectation is 0.1 days per year, as described in the standard of the North American Electric Reliability Corporation entitled <quote>Planning Resource Adequacy Analysis, Assessment and Documentation</quote> and numbered BAL–502–RF–03.</text></subparagraph></paragraph><paragraph id="ID98E6438C5D8942F49E3F464A7FD4D82C"><enum>(13)</enum><header>National Laboratory</header><text>The term <term>National Laboratory</term> has the meaning given the term in section 2 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idda87d3bbb422498eaf1d3ebf48bda176"><enum>(14)</enum><header>Planning reserve margin</header><subparagraph commented="no" display-inline="no-display-inline" id="id51b272be57fa49d3acc3298bae136b38"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>planning reserve margin</term> means the quotient, expressed as a percentage, obtained by dividing—</text><clause commented="no" display-inline="no-display-inline" id="id386ba28d300b4fd7a9994919c6db484d"><enum>(i)</enum><text display-inline="yes-display-inline">the difference between—</text><subclause commented="no" display-inline="no-display-inline" id="id91e4909096dd46c4817996c73d3d0b62"><enum>(I)</enum><text display-inline="yes-display-inline">deliverable electric system supply capacity for a power grid region or service area; and</text></subclause> <subclause commented="no" display-inline="no-display-inline" id="id4b9e87cc66d748538dfbcb7684beb871"> <enum>(II)</enum> <text display-inline="yes-display-inline">net demand in that power grid region or service area; by</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="idb77cb109a88446c2adf94c75ca9ac396"><enum>(ii)</enum><text display-inline="yes-display-inline">net demand in that power grid region or service area.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6a9cd85c700144eca5084755dfffad58"><enum>(B)</enum><header>Clarification</header><text display-inline="yes-display-inline">As of November 2023, a reserve margin falling within the range from 15 percent to 25 percent is typical for a power grid region or service area.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida2180ea93709478f82e20bafd27c3846"><enum>(15)</enum><header>Power grid</header><text>The term <term>power grid</term> means that portion of an Interconnection (as defined in section 215(a) of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/824o">16 U.S.C. 824o(a)</external-xref>)) that is located within the United States, including the relevant portion of each of the following:</text><subparagraph commented="no" display-inline="no-display-inline" id="id528c913b6c1e425face4a86ae8c6f2ad"><enum>(A)</enum><text>The Eastern Interconnection.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6c10ee9c724a4ab9b69a9134a0cc76aa"><enum>(B)</enum><text>The Western Interconnection.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id42723372b4fe459996497ed0fa01a294"><enum>(C)</enum><text>The Texas Interconnection.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id28168c56ac4949ba8857717e7c925683"><enum>(16)</enum><header>Power grid region</header><text>The term <term>power grid region</term> means a geographic area—</text><subparagraph commented="no" display-inline="no-display-inline" id="idee9da9722f534deda7187fd774c5fbb7"><enum>(A)</enum><text display-inline="yes-display-inline">located within a power grid; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfe8be0e3192d42fdb6950c40eba72738"><enum>(B)</enum><text display-inline="yes-display-inline">for which a regional entity (as defined in subsection (a) of section 215 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/824o">16 U.S.C. 824o</external-xref>)) has enforcement authority under that section.</text></subparagraph></paragraph><paragraph id="id86232af2b1a64c289467efea7ddddbc8"><enum>(17)</enum><header>Probabilistic modeling</header><subparagraph commented="no" display-inline="no-display-inline" id="id5ce69f1ccf6a45a6854edda31af091b8"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>probabilistic modeling</term> means a modeling approach that uses statistics to simulate and quantify the likelihood of achieving desired metrics, taking into consideration all modeled uncertainties, for determination of the optimal resource portfolio, such as a modeling approach consistent with the document of the North American Electric Reliability Corporation entitled <quote>Probabilistic Assessment Technical Guideline Document</quote> and dated August 2016, including the recommendations described in that document.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd9f676cc3d68452eb270d6b7f6ad16a8"><enum>(B)</enum><header>Inclusion</header><text display-inline="yes-display-inline">The term <term>probabilistic modeling</term> includes modeling that can identify the most important parameters that impact a simulated metric for further characterization or optimization.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb74d3d548d554d2c871027ef5048c0a0"><enum>(18)</enum><header>Regional Transmission Organization</header><text>The term <term>Regional Transmission Organization</term> has the meaning given the term in section 3 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/796">16 U.S.C. 796</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf5ac22ddbcbd42519c9ec58e8e5c5316"><enum>(19)</enum><header>Reliability standard</header><text>The term <term>reliability standard</term> has the meaning given the term in section 215(a) of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/824o">16 U.S.C. 824o(a)</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8ac4612af61f454cb88f30416d959914"><enum>(20)</enum><header>Resource adequacy</header><text display-inline="yes-display-inline">The term <term>resource adequacy</term> means the adequate supply and provision of electricity from various electric generation resources to meet projected electricity demands in a particular power grid region or service area.</text></paragraph><paragraph id="id9b8e572b513c41349ba8064af02d0e0a"><enum>(21)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Energy.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idec653d10fe71435e837da66bb3d8e3ea"><enum>(22)</enum><header>Service area</header><text>The term <term>service area</term> means the area or region served by—</text><subparagraph commented="no" display-inline="no-display-inline" id="idc471a4f8662840d3835144077ae20b1c"><enum>(A)</enum><text display-inline="yes-display-inline">an electric utility;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfc6c22e5b8684bbb9c6ced762789d493"><enum>(B)</enum><text>a Regional Transmission Organization; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9cd9d2a41799493a97b018814c24c748"><enum>(C)</enum><text>an Independent System Operator.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf8702dd9253548c980087b137eb7cb3e"><enum>(23)</enum><header>State regulatory authority</header><text display-inline="yes-display-inline">The term <term>State regulatory authority</term> has the meaning given the term in section 3 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/796">16 U.S.C. 796</external-xref>).</text></paragraph></section><section commented="no" display-inline="no-display-inline" id="idbd06c5d8257f40618b200ee8aa0b99de"><enum>3.</enum><header>Categorical exclusion for reconductoring</header><text display-inline="no-display-inline">Part II of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/824">16 U.S.C. 824 et seq.</external-xref>) is amended by inserting after section 216 the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id34f51d3b2b594ef9ab7e41fd86dc484f"><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idcc132b6664934094a64a6b0b6d258dea"><enum>216A.</enum><header>Grid capacity expansion in existing rights-of-way</header><subsection commented="no" display-inline="no-display-inline" id="id95cfa51bb977413f80c0085fe876cbf7"><enum>(a)</enum><header display-inline="yes-display-inline">Definition of previously disturbed or developed</header><text>In this section, the term <term>previously disturbed or developed</term> has the meaning given the term in section 1021.102(g)(1) of title 10, Code of Federal Regulations (or a successor regulation).</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id6e1be2e51861431e9b1e60653e9d05f7"><enum>(b)</enum><header>Establishment of categorical exclusion</header><text>Activities to increase the capacity of the electric grid within existing rights-of-way or on previously disturbed or developed land are a category of actions designated as being categorically excluded from the preparation of an environmental assessment or an environmental impact statement under the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>).</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idfdcd9b8a8d4d42248b03aae305c1aef8"><enum>(c)</enum><header>Inclusions</header><text>The activities to which the categorical exclusion established by subsection (b) shall apply include any repair, maintenance, replacement, upgrade, modification, optimization, or minor relocation of, addition to, or addition of energy storage at or near, an existing electric transmission or distribution facility or associated infrastructure, including electrical substations, within an existing right-of-way or on otherwise previously disturbed or developed land, including reconductoring and installation of grid-enhancing technologies.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="id8868b113106c4f37ab0e4bbdce776d81"><enum>4.</enum><header>Return on equity for advanced transmission conductors</header><text display-inline="no-display-inline">Section 219 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/824s">16 U.S.C. 824s</external-xref>) is amended—</text><paragraph id="id654b04aa406d4a2580b66137d889b1b6"><enum>(1)</enum><text>in subsection (a), by striking <quote>Not later than 1 year after the date of enactment of this section, the</quote> and inserting <quote>The</quote>;</text></paragraph><paragraph id="ide2df37cf266c4744aae4560d6a04427e"><enum>(2)</enum><text>in subsection (b), in the matter preceding paragraph (1), by inserting <quote>issued under subsection (a)</quote> after <quote>rule</quote>;</text></paragraph><paragraph id="id0524d7ae410c41ad8cd1285b4fed0b51"><enum>(3)</enum><text>in subsection (c)—</text><subparagraph id="id0a2ed061a8fa4ffab86579c98edd0385"><enum>(A)</enum><text>in the second sentence, by striking <quote>The Commission</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id5e765584dee741df8620ce697d8ac894"><paragraph id="idad7fd191c61248619ccb4557258b758d"><enum>(2)</enum><header>Recoverable costs</header><text>The Commission</text></paragraph><after-quoted-block>; and</text></paragraph><paragraph id="ida3a160acd7654fea8ead7092ce507854"><enum>(5)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3550b02acef1406ca34ff487545ec16f"><subsection id="id1b1b4dd05161401b8e35b2cac1eaa34d"><enum>(e)</enum><header>Advanced transmission conductors</header><paragraph id="idc2a11a6412d8496e950047cfcb48448e"><enum>(1)</enum><header>Return on equity</header><text>Not later than 1 year after the date of enactment of the <short-title>REWIRE Act</short-title>, the Commission shall promulgate new, or revise existing, rules under this section to improve the return on equity for investments in advanced transmission conductors (as defined in section 2 of that Act).</text></paragraph><paragraph id="id0dfd7e91997a47ff93e27a8d76ec6a24"><enum>(2)</enum><header>Consumer protections</header><text>The Commission shall ensure that all rates approved under the rules promulgated or revised under this subsection (including any subsequent revisions to those rules) are just and reasonable and not unduly discriminatory or preferential, as required by subsection (d).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id94c8d8197c7e4c95a0b922187ddd362c"><enum>5.</enum><header>State energy programs</header><text display-inline="no-display-inline">Section 362(c)(7)(B) of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6322">42 U.S.C. 6322(c)(7)(B)</external-xref>) is amended by inserting <quote>, including reconductoring with advanced transmission conductors (as defined in section 2 of the <short-title>REWIRE Act</short-title>) and the installation of grid-enhancing technologies (as defined in that section)</quote> before the semicolon at the end.</text></section><section id="idc45dea66277841e48f8dd5917b9509a6"><enum>6.</enum><header>National Laboratory modeling and evaluation program</header><subsection commented="no" display-inline="no-display-inline" id="id3af308c7ee1b495ab39503e2ca08ff8a"><enum>(a)</enum><header>In general</header><text>The Secretary, acting through 1 or more National Laboratories, in consultation with the Commission and the Electric Reliability Organization, shall establish a program to model and evaluate the performance of the electric grid.</text></subsection><subsection id="idf6049fd337bf4b439fd57ca7dfb965e7"><enum>(b)</enum><header>Requirements</header><text>In carrying out the program established under subsection (a), the Secretary shall develop 1 or more probabilistic models for transmission planning, resource adequacy modeling, and integrated resource planning that—</text><paragraph id="idaada248c609a4c10a4f28d733f10ea55"><enum>(1)</enum><text>reflect the specific needs, resources, and attributes of a given power grid region or service area;</text></paragraph><paragraph id="idc467540478664b63824b69a67f0c08e1"><enum>(2)</enum><text>ensure consistent methods based on best practices;</text></paragraph><paragraph id="id179b4d6aead1468eb5b2ffb4d9923a7a"><enum>(3)</enum><text>include consideration of uncertainties relating to—</text><subparagraph id="id61fb09629a694ef5820e58dd4877650c"><enum>(A)</enum><text>transmission systems and infrastructure;</text></subparagraph><subparagraph id="id7a02063c65f548eaae04dc63d334c244"><enum>(B)</enum><text>the impact of weather (such as the impact of temperature on transmission facilities, including line ratings);</text></subparagraph><subparagraph id="idad9a97db14a74acd86c91febdd0f4104"><enum>(C)</enum><text>congestion and thermal overload; and</text></subparagraph><subparagraph id="idb4413300ed8449ee86faa7f8db7cc2c0"><enum>(D)</enum><text>the costs of new or modified transmission infrastructure, including reconductoring with advanced transmission conductors and the deployment of grid-enhancing technologies; and</text></subparagraph></paragraph><paragraph id="id4a50068861c142c2a75712f0f84342b5"><enum>(4)</enum><text>include consideration of other relevant transmission uncertainties, including those which may be unique to a given power grid region or service area, as determined by the Secretary in consultation with the Commission.</text></paragraph></subsection><subsection id="idc115f45988044d508e477cbdc622a433"><enum>(c)</enum><header>Use of modeling</header><text>The Secretary shall ensure that the models developed pursuant to the program established under subsection (a) may be used, at a minimum—</text><paragraph id="ida0e466d87257465b85e319d5891977c6"><enum>(1)</enum><text>to simulate and quantify desired metrics, taking into consideration the relevant uncertainties described in paragraphs (3) and (4) of subsection (b), which may be used to assist in transmission planning and the determination of the optimal resource portfolio for the applicable power grid region or service area, including—</text><subparagraph id="id2cdc6b0bf92e420e9e960ae8c021f466"><enum>(A)</enum><text>loss of load expectation;</text></subparagraph><subparagraph id="idd188103ce3cb489e84024cdf5f6a5152"><enum>(B)</enum><text>expected unserved energy;</text></subparagraph><subparagraph id="iddaa83e9a0fb44d0c8f6e626ba1e265b1"><enum>(C)</enum><text>effective load carrying capability (also known as <quote>capacity value</quote>);</text></subparagraph><subparagraph id="ide6d759f03ed0437e83899f39fa4949c2"><enum>(D)</enum><text>planning reserve margin;</text></subparagraph><subparagraph id="idd7fad2c887414097b56a48d5d7a982d7"><enum>(E)</enum><text>electricity transmission losses;</text></subparagraph><subparagraph id="id438abdd649ee48dfbd46575fc792c8cf"><enum>(F)</enum><text>congestion; and</text></subparagraph><subparagraph id="id2c52878fb3d9488c8d1ebc12c5dbc736"><enum>(G)</enum><text>cost;</text></subparagraph></paragraph><paragraph id="idf45f986be0f341fba9788e9393edee18"><enum>(2)</enum><text>to identify the parameters and processes considered under subsection (b) that—</text><subparagraph id="id8be8b49057db46158bb82b05872a70fb"><enum>(A)</enum><text>have the most impact on the magnitude or uncertainty of the applicable simulated metrics; and</text></subparagraph><subparagraph id="id2c04b769a1144e56942ed76a3edf5966"><enum>(B)</enum><text>can be further characterized or optimized to improve the modeling and determination of the optimal resource portfolio and transmission system for the applicable power grid region or service area; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id97925fba86ef48bcbae3d4dc02a39233"><enum>(3)</enum><text>to identify areas where the deployment of advanced transmission technologies, such as advanced transmission conductors or grid-enhancing technologies, may improve electric grid performance.</text></paragraph></subsection><subsection id="idc2dc685f829d458fabe5202a38d87b5a"><enum>(d)</enum><header>Regional collaboratives</header><paragraph id="id1ebf0eda43b84031bbd520e1d43db797"><enum>(1)</enum><header>In general</header><text>In carrying out the program under subsection (a), the Secretary shall establish regional collaboratives between the National Laboratories and institutions of higher education.</text></paragraph><paragraph id="id5317c1de262848d68f41d084dd0d3285"><enum>(2)</enum><header>Considerations</header><text>The Secretary shall, to the maximum extent practicable, prioritize establishing regional collaboratives under paragraph (1) that—</text><subparagraph id="idcc8bbd23d55749f7af0b442825be6fef"><enum>(A)</enum><text>are between regional institutions of higher education and National Laboratories that are owned and operated by the Federal Government;</text></subparagraph><subparagraph id="idce193ff6dfcc4556a910e355f4c291af"><enum>(B)</enum><text>include institutions of higher education with existing demonstration capability, such as field-scale systems of not less than 100 kilovolt-amperes or laboratory capabilities of not less than 10 kilovolt-amperes, to support technology validation, utility adoption, industry engagement, and workforce development;</text></subparagraph><subparagraph id="id9cc4e6cbfcc942349b76ff7f6bb1b810"><enum>(C)</enum><text>demonstrate rural grid planning models (including transmission and distribution co-simulation and digital twin capabilities); or</text></subparagraph><subparagraph id="idfc0343aa29c0420f9432ab86df2c6502" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text>utilize existing active data sharing and joint modeling programs between institutions of higher education and participating utilities at a statewide scale.</text></subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id6927e3788b9145129ee82a9a371c8c0b"><enum>7.</enum><header>Technical assistance relating to the use of advanced transmission conductors</header><subsection id="id0bc1245387184b3f9e37087857b653e4"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id54e4b4a95ddc498982378716dd39cff6"><enum>(1)</enum><header>Developer</header><text>The term <term>developer</term> means a developer of electric transmission facilities or technologies that pays to install a high-voltage transmission conductor.</text></paragraph><paragraph id="idac96edc6710e4beb8005d749d513604e"><enum>(2)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text><subparagraph id="id1f465e5d7eed4f08939ad71f8d42b80d"><enum>(A)</enum><text>a developer;</text></subparagraph><subparagraph id="id07efbbf069ec4084bb58be110335e438"><enum>(B)</enum><text>an electric utility;</text></subparagraph><subparagraph id="id59f544cb53a948c086e9736fdcfd8e32"><enum>(C)</enum><text>a State;</text></subparagraph><subparagraph id="idc4de248b167f4ca8b3b8dc76f65bc951"> <enum>(D)</enum> <text>a Regional Transmission Organization or Independent System Operator; or</text>
 </subparagraph><subparagraph id="ide5cfb5cf8a2649eb8f821efba08d1018"><enum>(E)</enum><text>any other relevant entity, as determined by the Secretary.</text></subparagraph></paragraph></subsection><subsection id="id17f0811d8683433f8959e9c1ceba9516"><enum>(b)</enum><header>Technical assistance and application guide</header><paragraph id="iddc1c996347d349c186aeb8b4ba4b5bc3"><enum>(1)</enum><header>Application guide</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall establish an application guide for eligible entities seeking to implement—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7a9f1a3bea9e40eea87d65bb4842b4a8"><enum>(A)</enum><text display-inline="yes-display-inline">advanced transmission conductors, including through reconductoring with advanced transmission conductors; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1c315257c57d4a028a0ee09587a49057"><enum>(B)</enum><text display-inline="yes-display-inline">grid-enhancing technologies.</text></subparagraph></paragraph><paragraph id="ida70fade2aa8341e1ad2ba1a7fc1332f8"><enum>(2)</enum><header>Updates</header><text>The guide established under paragraph (1) shall be reviewed and updated annually.</text></paragraph><paragraph id="idd7e5b3398928409cb789ca2818b8d2eb"><enum>(3)</enum><header>Technical assistance</header><subparagraph id="id914e879349154b3f8063cba340725002"><enum>(A)</enum><header>In general</header><text>On request of an eligible entity using the guide established under paragraph (1), the Secretary shall provide technical assistance to that eligible entity with respect to the use of advanced transmission conductors and grid-enhancing technologies for particular applications.</text></subparagraph><subparagraph id="id616776d4ca7c466b97aa95427c0c2b4c"><enum>(B)</enum><header>Clearinghouse</header><text>In carrying out subparagraph (A), the Secretary shall establish a clearinghouse of previously completed projects that the Secretary and eligible entities may use to identify issues and solutions relating to—</text><clause commented="no" display-inline="no-display-inline" id="id8980df997c12403bafc134eeafbb1da6"><enum>(i)</enum><text display-inline="yes-display-inline">the use of advanced transmission conductors;</text></clause><clause commented="no" display-inline="no-display-inline" id="id94726dcba89349c987fadb1ac6f06e82"><enum>(ii)</enum><text display-inline="yes-display-inline">reconductoring with advanced transmission conductors; and</text></clause><clause commented="no" display-inline="no-display-inline" id="ida3d33470cadf472b896a304b154cc3ff"><enum>(iii)</enum><text display-inline="yes-display-inline">the use of grid-enhancing technologies.</text></clause></subparagraph></paragraph></subsection></section></legis-body></bill>
