<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 3941</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260226">February 26, 2026</action-date><action-desc><sponsor name-id="S385">Ms. Cortez Masto</sponsor> (for herself, <cosponsor name-id="S391">Mr. Young</cosponsor>, and <cosponsor name-id="S437">Mr. Justice</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Internal Revenue Code of 1986 to restore treatment of State and local bonds which are guaranteed by a Federal home loan bank as not federally guaranteed for purposes of determining their tax-exempt status.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Municipal Investment and Neighborhood Transformation Act</short-title></quote> or the <quote><short-title>MINT Act</short-title></quote>.</text></section><section id="id33623363555B421BB6C41092E1207662"><enum>2.</enum><header>Federal Home Loan Bank Letters of Credit on Tax-Exempt Bonds</header><subsection id="idA3527533DB98410A8AA37084B4BE7126"><enum>(a)</enum><header>In general</header><text>Clause (iv) of <external-xref legal-doc="usc" parsable-cite="usc/26/149">section 149(b)(3)(A)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>made in connection with the original issuance of a bond during the period beginning on the date of the enactment of this clause and ending on December 31, 2010</quote>.</text></subsection><subsection id="id4E2DF87BC4AA4F1D854EF8A5A2693A73"><enum>(b)</enum><header>Safety and soundness requirements</header><text>Subparagraph (E) of <external-xref legal-doc="usc" parsable-cite="usc/26/149">section 149(b)(3)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>which are at least</quote> and all that follows through the period and inserting <quote>as are established by the Director of the Federal Housing Finance Agency from time to time.</quote>.</text></subsection><subsection id="id87661368604040B098E4D3A36A5C4656"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to guarantees made after the date of enactment of this Act.</text></subsection></section></legis-body></bill>
