<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 3925</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260225">February 25, 2026</action-date><action-desc><sponsor name-id="S253">Mr. Durbin</sponsor> (for himself, <cosponsor name-id="S390">Mr. Van Hollen</cosponsor>, <cosponsor name-id="S428">Ms. Alsobrooks</cosponsor>, <cosponsor name-id="S386">Ms. Duckworth</cosponsor>, <cosponsor name-id="S370">Mr. Booker</cosponsor>, <cosponsor name-id="S316">Mr. Whitehouse</cosponsor>, <cosponsor name-id="S327">Mr. Warner</cosponsor>, and <cosponsor name-id="S341">Mr. Blumenthal</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish the Julius Rosenwald and Rosenwald Schools National Historical Park, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Julius Rosenwald and Rosenwald Schools National Historical Park Act</short-title></quote>.</text></section><section id="idde26e11794194cd8be3e7920a6b23484"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text><paragraph id="ide4d808341f474ce8ac38e52a66021efa"><enum>(1)</enum><text>to establish a unit of the National Park System—</text><subparagraph commented="no" display-inline="no-display-inline" id="id31759656e70e4ac78f62d36ee4889854"><enum>(A)</enum><text display-inline="yes-display-inline">to commemorate the life and legacy of Julius Rosenwald, who—</text><clause commented="no" display-inline="no-display-inline" id="idb8302d4676604a9fb074ddfaf5e1aad6"><enum>(i)</enum><text display-inline="yes-display-inline">was the son of German-Jewish immigrants;</text></clause><clause id="id0a89436043a846d3b8e69204f054dbbf"><enum>(ii)</enum><text>helped make Sears, Roebuck and Co. the leading retailer in the United States for many years;</text></clause><clause id="id1f6e27dd1267473bba359d492148907d"><enum>(iii)</enum><text>used his enormous fortune to become a visionary philanthropist; and</text></clause><clause id="idf1904c63baa84d02a651d45a7ca0887b"> <enum>(iv)</enum> <text>partnered with Booker T. Washington and approximately 5,000 African American communities in the segregated South to build schools for children who had few or no educational opportunities;</text>
 </clause></subparagraph><subparagraph id="idc015ca75620c401faad1f4dfef7b68ba"><enum>(B)</enum><text>to recognize the impact of the Rosenwald Schools, which—</text><clause id="idbbfeebc9fba348c29be0a9e20d2a2d9e"><enum>(i)</enum><text>were constructed between 1912 and 1932 in 15 States; and</text></clause><clause id="id00e689b9bb3942ce94dff22217cac506"> <enum>(ii)</enum> <text>educated more than 600,000 African American children, including a number of graduates who became leaders in the civil rights movement, such as—</text>

              <enum>(I)</enum>
 <text>Representative John Lewis;</text> </subclause> <subclause id="idafb65adcdb0749b5a87fe6d186ab6535"> <enum>(II)</enum> <text>Maya Angelou;</text>
            </subclause>
            <subclause id="idc5c83013e6af487dafc9aa8d49e27a00">
              <enum>(III)</enum>
 <text>Medgar Evers;</text> </subclause> <subclause id="idc95f0ae457784566b67608f38af5687b"> <enum>(IV)</enum> <text>Nina Simone; and</text>
            </subclause>
            <subclause id="idf6d67bd43ccc46a8b98c3b2b7df8428e">
              <enum>(V)</enum>
 <text>Carlotta Walls LaNier; and</text> </subclause> </clause></subparagraph><subparagraph id="id1aad5f167aa44956a8ec3f1dcf2f9848"><enum>(C)</enum><text>to honor other important parts of the legacy of Julius Rosenwald, including—</text><clause id="id96809e716413432ebadc9a6ba17fb0ac"><enum>(i)</enum><text>the Julius Rosenwald Fund, which—</text><subclause id="id14dccc6b7d8a4671a10915ded392f3ab"><enum>(I)</enum><text>between 1928 and 1948, awarded fellowships to nearly 900 talented men and women—</text><item id="id2eb84b6946204824b7378cb1d171faa7"> <enum>(aa)</enum> <text><fraction>2/3</fraction> of whom were African Americans; and</text>
 </item><item id="id5b00d0153fff40b191b153d7fe22db60"><enum>(bb)</enum><text>including—</text><subitem id="id0b45273fe62145a1a6414a7386ed6a54"><enum>(AA)</enum><text>Marian Anderson;</text></subitem><subitem commented="no" display-inline="no-display-inline" id="iddea4ab15ad514368ba41389a3d11ddf4"><enum>(BB)</enum><text display-inline="yes-display-inline">Langston Hughes;</text></subitem><subitem commented="no" display-inline="no-display-inline" id="ide4698abeeaa6469196752b3423d94c4e"><enum>(CC)</enum><text display-inline="yes-display-inline">Ralph Bunche;</text></subitem><subitem commented="no" display-inline="no-display-inline" id="idf4e4166f5ef04d55bdf6115570f5a017"><enum>(DD)</enum><text display-inline="yes-display-inline">James Baldwin;</text></subitem><subitem commented="no" display-inline="no-display-inline" id="id8d78624ca71c42cd9b7ced0b8675f937"><enum>(EE)</enum><text display-inline="yes-display-inline">Dr. Charles Drew;</text></subitem><subitem id="id28b83bc13847454396aeb853acde1ba1"><enum>(FF)</enum><text>Drs. Kenneth and Mamie Phipps Clark;</text></subitem><subitem id="id49f1ef09cd9e42b7bbed387ae9914cde"><enum>(GG)</enum><text>Ralph Ellison; and</text></subitem><subitem id="id0757f5b4712b4000a56c1b548364afd6"><enum>(HH)</enum><text>Woody Guthrie;</text></subitem></item></subclause><subclause id="id2b0f6237d01f4be282263309c5a4c8b0"> <enum>(II)</enum> <text>supported early legal cases of the National Association for the Advancement of Colored People that led to the Supreme Court opinion in Brown v. Board of Education of Topeka, 347 U.S. 483 (1954); and</text>
 </subclause><subclause id="id38ed8858163647aaad01675edad3f5d5"><enum>(III)</enum><text>provided support for a significant number of historically Black colleges and universities, particularly to train teachers;</text></subclause></clause><clause id="idc2717c63b7354c61a0908dc4777ea527"><enum>(ii)</enum><text>the founding, and service as the first president of, the Jewish Federation of Metropolitan Chicago;</text></clause><clause id="id01a811477cec40d5a7418123061cb5dc"><enum>(iii)</enum><text>service as a member of the board of Jane Addams’ Hull House for 20 years;</text></clause><clause id="idc52136f756b346ff8c1a7584fdd385d0"><enum>(iv)</enum><text>being the founding donor of the Chicago Museum of Science and Industry; and</text></clause><clause id="id796e5c28cc6c4387a6fee5b79cf069f7"><enum>(v)</enum><text>otherwise embodying social justice;</text></clause></subparagraph></paragraph><paragraph id="idda0a508e0357487e99dcc969295b20eb"><enum>(2)</enum><text>to preserve a small number of representative sites of the Rosenwald Schools (including the San Domingo School in Sharptown, Maryland, a 3-teacher restored school built during the Tuskegee phase of the Rosenwald School program, the Saint George Rosenwald School in Saint George, South Carolina, a 6-teacher restored school built during the Julius Rosenwald Fund phase of the Rosenwald School program, and the Woodville Rosenwald School in Gloucester County, Virginia, a restored 2-teacher school built during the Julius Rosenwald Fund phase of the Rosenwald School program) and to establish a headquarters and visitor center for the Julius Rosenwald and Rosenwald Schools National Historical Park within or near the former Sears Merchandising Complex in North Lawndale in the city of Chicago, Illinois, to enlighten visitors on—</text><subparagraph id="id2a9f77cd87ff404f9cc6b4e00b152902"><enum>(A)</enum><text>the overall life and legacy of Julius Rosenwald; and</text></subparagraph><subparagraph id="id5e42bca451d04c18a98b0fd61c21496b"><enum>(B)</enum><text>the ways in which the Rosenwald Schools—</text><clause id="ide210e6dce62246719af92d48b6f1dfa1"> <enum>(i)</enum> <text>significantly improved African American education in the South; and</text>
 </clause><clause id="idfb25b6711a0540469c00bff8e1f56ca5"><enum>(ii)</enum><text>helped to make the United States a more democratic society; and</text></clause></subparagraph></paragraph><paragraph id="idd557dddfa68d4fa8b9eac7fdb63c4c2b"><enum>(3)</enum><text>to establish a network in the National Park Service to connect the remaining Rosenwald Schools to disseminate more fully the story of the Rosenwald Schools throughout the United States.</text></paragraph></section><section id="id800cdfd26d1443efbf5da66dea5667cb"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id5db6c83265da4e8e84c9e20eb8189511"><enum>(1)</enum><header>Map</header><text>The term <term>Map</term> means the map prepared under section 4(b)(2)(A).</text></paragraph><paragraph id="id383cb4c9066846fc9b3a733803148d0f"><enum>(2)</enum><header>Network</header><text>The term <term>Network</term> means the Rosenwald Schools National Network established under section 5(a)(1).</text></paragraph><paragraph id="idf00afc075c65439db91250a0b2dc15b4"><enum>(3)</enum><header>Park</header><text>The term <term>Park</term> means the Julius Rosenwald and Rosenwald Schools National Historical Park established by section 4(a)(1).</text></paragraph><paragraph id="id3db09369f1b2468abc68b3f4ccbc423d"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph></section><section id="ide530047ac8ed4533b7afe6ec78003f64"><enum>4.</enum><header>Julius Rosenwald and Rosenwald Schools National Historical Park</header><subsection id="id0a1beb2209d143f298d3e4ec5b18a9d2"><enum>(a)</enum><header>Establishment</header><paragraph id="id2aafc820be5c4266af4b5ebbcf802bfd"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), there is established as a unit of the National Park System the Julius Rosenwald and Rosenwald Schools National Historical Park.</text></paragraph><paragraph id="id45e2db0560304869860bccf606ab6df8"><enum>(2)</enum><header>Determination by the secretary</header><subparagraph id="id31a5415da7144c99bb7aff86607abc54"><enum>(A)</enum><header>Date of establishment</header><text>The Park shall not be established until the date on which the Secretary determines that a sufficient quantity of land or interests in land within the boundary of the Park has been acquired to constitute a manageable unit.</text></subparagraph><subparagraph id="id61d87a51415443b68b6162b37029a084"><enum>(B)</enum><header>Federal register notice</header><text>The Secretary shall publish in the Federal Register notice of a determination under subparagraph (A).</text></subparagraph></paragraph></subsection><subsection id="idf1a4606f58714f54938ef4bf99a05c60"><enum>(b)</enum><header>Boundary; map</header><paragraph commented="no" display-inline="no-display-inline" id="id459236cae9224a7a83aac6ce16ee0baf"><enum>(1)</enum><header>Boundary</header><text display-inline="yes-display-inline">The Park shall consist of the following:</text><subparagraph id="idb5ad4b8a0e82412297dc1213c5768b3e"><enum>(A)</enum><text>The 40-acre site selected for the Sears merchandising complex constructed in 1905–1906, which includes the original Sears Administration Building, the catalog building, the power plant, and the Nichols Tower, which now comprise the Sears Roebuck and Company Complex National Historic Landmark, and the Sears Sunken Garden directly across the street from the Sears Administration Building.</text></subparagraph><subparagraph id="id26493dd019624379b795629cb4f03c71"><enum>(B)</enum><text>The San Domingo Rosenwald School in Sharptown, Maryland, as generally depicted on the Map.</text></subparagraph><subparagraph id="ide2bd79fe383741f691bb1485471d8418"><enum>(C)</enum><text>The Saint George Rosenwald School in Saint George, South Carolina, as generally depicted on the Map.</text></subparagraph><subparagraph id="id2251cafc545f405d9b0d893a4ac68cea"><enum>(D)</enum><text>The Woodville Rosenwald School in Gloucester County, Virginia, as generally depicted on the Map.</text></subparagraph><subparagraph id="id2ca1bccff9d143879f78758cfbd8c0db"><enum>(E)</enum><text>Any Rosenwald School or other area designated by Congress to be included in the Park after the date of enactment of this Act.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide8b1230ce55b43ae9d7322eb6b7cace3"><enum>(2)</enum><header>Map</header><subparagraph commented="no" display-inline="no-display-inline" id="idadacec14fe314eb0bbf62d2018810f48"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">As soon as practicable after the date of enactment of this Act, the Secretary shall prepare a map of the boundary of the Park.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6201c68a5208487191b795b5405f50b9"><enum>(B)</enum><header>Availability</header><text>The Map shall be on file and available for public inspection in the appropriate offices of the National Park Service.</text></subparagraph></paragraph></subsection><subsection id="idd70c9686c5914ef981b95db72fdd3c03"><enum>(c)</enum><header>Administration</header><paragraph id="id44e50287c17e4672b4e05670aef85468"><enum>(1)</enum><header>In general</header><text>The Secretary shall administer land within the boundary of the Park in accordance with—</text><subparagraph id="iddfcf6747297c4c1d91e88648408eda51"><enum>(A)</enum><text>this section; and</text></subparagraph><subparagraph id="id68c347e135af4fb7906b00bb81cdf276"><enum>(B)</enum><text>the laws generally applicable to units of the National Park System, including—</text><clause id="id369b5f3cb8e9476e81a6ec72f39dfe36"><enum>(i)</enum><text>sections 100101(a), 100751(a), 100752, 100753, and 102101 of title 54, United States Code; and</text></clause><clause id="id3f63fae7b5234d17ada7ad2a83cffc88"><enum>(ii)</enum><text>chapters 1003 and 3201 of title 54, United States Code.</text></clause></subparagraph></paragraph><paragraph id="idf3f6735859ea410b9f3b1a923e41635e"><enum>(2)</enum><header>Contributing resources</header><text>For the purposes of establishing the Park, the following properties shall be associated with the Park but shall not be transferred to, or directly managed by, the National Park Service:</text><subparagraph id="id26a11e3fd01b4e6ab6ff0318ff79e280"><enum>(A)</enum><text>The Saint George Rosenwald School in Saint George, South Carolina.</text></subparagraph><subparagraph id="idce758881ba6541a28e47efe8b59cd6c3"><enum>(B)</enum><text>The Woodville Rosenwald School in Gloucester County, Virginia.</text></subparagraph></paragraph><paragraph id="id4152a819ca90478da63d8fb4c0cee451"><enum>(3)</enum><header>Cooperative agreements</header><subparagraph id="iddb728c6438114ff3a8669defdd1215bd"><enum>(A)</enum><header>In general</header><text>To further the purposes of this section and notwithstanding <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/63">chapter 63</external-xref> of title 31, United States Code, the Secretary may enter into cooperative agreements with the State of Illinois, the city of Chicago, the States of Maryland, South Carolina, and Virginia, other appropriate State and local government officials, and public and nonpublic entities, subject to subparagraph (B)—</text><clause id="id9fa0ae7809d84b2881f3dd85092f85d0"><enum>(i)</enum><text>to support collaborative interpretive and educational programs at non-Federal historic properties within the boundary of the Park; and</text></clause><clause id="idebe8ca24c3984f41a4862638c52e8ed6"><enum>(ii)</enum><text>to identify, interpret, and provide assistance for the preservation of non- Federal land within the boundary of the Park and at sites related to the Park but located outside the boundaries of the Park, including providing for—</text><subclause id="id23209907d2da4ce4a96ab5b66fa7b6bc"><enum>(I)</enum><text>the placement of directional and interpretive signage;</text></subclause><subclause id="id5cfd60266d454691ad2c7025b8efd7de"><enum>(II)</enum><text>exhibits; and</text></subclause><subclause id="idf8cc8e67bc324239b9d43fe523c2d416"><enum>(III)</enum><text>technology-based and other interpretive devices.</text></subclause></clause></subparagraph><subparagraph id="id91d19e08852a411fb62c674c3dd668be"><enum>(B)</enum><header>Public access</header><text>A cooperative agreement entered into under this paragraph shall provide for reasonable public access to any property subject to the cooperative agreement.</text></subparagraph></paragraph><paragraph id="id66dbd128e6844a51b6e74df3e94fa303"><enum>(4)</enum><header>Use of funds</header><subparagraph id="idc0410a530b944142bbadfdda5cd25ec4"><enum>(A)</enum><header>In general</header><text>The Secretary may use appropriated funds to carry out a project to mark, interpret, improve, restore, or provide technical assistance with respect to the preservation and interpretation of any property that is subject to a cooperative agreement under paragraph (3).</text></subparagraph><subparagraph id="id06a5b0c2871b40ecb8e2195fc9bb85cb"><enum>(B)</enum><header>Inconsistent purposes</header><text>Any payment made by the Secretary under this section shall be subject to an agreement that the conversion, use, or disposal of a project carried out under subparagraph (A) for purposes that are inconsistent with the purposes of this section, as determined by the Secretary, shall result in a right of the United States to reimbursement in an amount that is the greater of—</text><clause id="idcf2c18a98cf4488fbbfafa31972dc51e"><enum>(i)</enum><text>the amount provided by the Secretary to the project; and</text></clause><clause id="id3ca79159b2f14d39b30d8fec2aa1fa2a"><enum>(ii)</enum><text>an amount equal to the increase in the value of the project that is attributable to the funds, as determined by the Secretary as of the date of the conversion, use, or disposal.</text></clause></subparagraph></paragraph><paragraph id="id4d747672a18c46a18edabf705639cd93"><enum>(5)</enum><header>Acquisition of land</header><subparagraph id="id25169fe225cf467d94063e3e5a4e3f5b"><enum>(A)</enum><header>In general</header><text>Subject to subparagraph (B), the Secretary may, within the National Historic Landmark District in Chicago, Illinois—</text><clause id="idcad0f57186d7461785d84953224113e6"><enum>(i)</enum><text>acquire a facade or other easement interest on the Nichols Tower; and</text></clause><clause id="ide3fbaa5322ce485683dc73bf0f681593"><enum>(ii)</enum><text>enter into a lease or other agreement for purposes of providing for administration of the Park and appropriate visitor services.</text></clause></subparagraph><subparagraph id="id9e266f6d0b984ebc9be6f4e6b3703491"><enum>(B)</enum><header>Outside of park boundary</header><text>If the Secretary is unable to identify appropriate space for administration and visitor services in accordance with subparagraph (A)(ii), the Secretary may acquire the appropriate land or interests in land, or enter into other appropriate agreements, in the vicinity of, but outside the boundary of the Park, for administration and visitor services.</text></subparagraph><subparagraph id="id8cf6670ed1fa476ba6e755e8b14177c9"><enum>(C)</enum><header>Limitation</header><text>The San Domingo School in Sharptown, Maryland, may only be acquired by the Secretary under this section by—</text><clause id="id60c76519ca744edbb5b54222de559b9a"><enum>(i)</enum><text>donation;</text></clause><clause id="id449edc83d635467dba06c15d727f2535"><enum>(ii)</enum><text>purchase with donated funds; or</text></clause><clause id="id7861cd1b43b942ea97b126cba60d656f"><enum>(iii)</enum><text>exchange.</text></clause></subparagraph></paragraph><paragraph id="idd532cd595a4944f8a91f95e0c6bdff13"><enum>(6)</enum><header>Interpretation</header><text>To further the dissemination of information about the life and legacy of Julius Rosenwald, with an emphasis on the partnership of Julius Rosenwald with Booker T. Washington and the approximately 5,000 communities in the South that led to the establishment and success of the Rosenwald Schools, the Secretary shall include interpretation of the story of Julius Rosenwald at—</text><subparagraph id="id23a8a9ac581b443c8afe8aba7094284b"><enum>(A)</enum><text>the Lincoln Home National Historic Site in the State of Illinois, within the boundary of which is located the childhood home of Julius Rosenwald; and</text></subparagraph><subparagraph id="id1bde5ac90996450199ea357043ed79a1"> <enum>(B)</enum> <text>the Tuskegee Institute National Historic Site in the State of Alabama, which was founded by Booker T. Washington for the education of African Americans and at which architects designed the early Rosenwald Schools.</text>
 </subparagraph></paragraph><paragraph id="idceb20b4bdcef42dbacf3f9edb6aaf137"><enum>(7)</enum><header>Management plan</header><text>Not later than 3 fiscal years after the date on which funds are first made available to carry out this section, the Secretary shall complete a general management plan for the Park in accordance with—</text><subparagraph id="idf7c2fe4aac9c4e9a9a21341dcbe05679"><enum>(A)</enum><text>section 100502 of title 54, United States Code; and</text></subparagraph><subparagraph id="ida8a4d81d19454d629f160eb40124a437"><enum>(B)</enum><text>any other applicable laws.</text></subparagraph></paragraph></subsection></section><section id="id9784f355666b4bf7a2b241d4ed93185c"><enum>5.</enum><header>Rosenwald Schools National Network</header><subsection id="idefae18bc030543a4832eaed7bccc2d91"><enum>(a)</enum><header>In general</header><text>The Secretary shall—</text><paragraph id="id83d76369655d4c7da996baa10e6100db"><enum>(1)</enum><text>establish, within the National Park Service, a program to be known as the <quote>Rosenwald Schools National Network</quote>;</text></paragraph><paragraph id="id9377baf6fa634cc4b87778e94da5adaa"><enum>(2)</enum><text>as soon as practicable after the date of enactment of this Act, solicit proposals from sites, facilities, and programs interested in being a part of the Network; and</text></paragraph><paragraph id="idbd58e1b2bce240b6a389da9c9e49c969"><enum>(3)</enum><text>administer the Network.</text></paragraph></subsection><subsection id="idc37f74118cd14fc1b64146c282d22f87"><enum>(b)</enum><header>Duties of the secretary</header><text>In carrying out the Network, the Secretary shall—</text><paragraph id="id4384566ca0ad4ba18dfcf32de60fae76"><enum>(1)</enum><text>review studies and reports to complement and not duplicate studies of the historical importance of the Rosenwald Schools;</text></paragraph><paragraph id="idcad2d0c3b64142cc9e3c08e986e32b9d"><enum>(2)</enum><text>produce and disseminate appropriate educational and promotional materials relating to the life and work of Julius Rosenwald and the Rosenwald Schools that are part of the Network, such as handbooks, maps, interpretive guides, or electronic information;</text></paragraph><paragraph id="id90ecb2047e1a4215a187f9e6c0899f73"><enum>(3)</enum><text>enter into appropriate cooperative agreements and memoranda of understanding to provide assistance, as appropriate;</text></paragraph><paragraph id="idf8433bc8ced84db48e80115377da646a"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id9ba74e4c79854520a3d5be8e6655cc10"><enum>(A)</enum><text>create and adopt an official, uniform symbol or device for the Network; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" indent="up1" id="id82e4a16d1a37493e960b93c23080a436"><enum>(B)</enum><text>issue regulations for the use of the symbol or device adopted under this paragraph;</text></subparagraph></paragraph><paragraph id="idba7c0432850e4e0a862f6364db542316"><enum>(5)</enum><text>conduct research relating to the Rosenwald Schools;</text></paragraph><paragraph id="idfb5f510b327648ba8f581e7733712907"><enum>(6)</enum><text>make recommendations for any additional Rosenwald School sites that should be considered for inclusion within the Park due to the significance, integrity, and need for management by the National Park Service of the sites; and</text></paragraph><paragraph id="id642a98a9f716473fa03549e84c7e9a41"><enum>(7)</enum><text>have the authority to provide grants to Network elements described in subsection (c).</text></paragraph></subsection><subsection id="id03bbb9ecbf414eeaa3d20bf00ac414a5"><enum>(c)</enum><header>Elements</header><text>The Network shall encompass the following elements:</text><paragraph id="id4da6228ddb37487585148961b473d707"><enum>(1)</enum><text>All units and programs of the National Park Service that are determined by the Secretary to relate to the story of Julius Rosenwald and the Rosenwald Schools.</text></paragraph><paragraph id="id79be525c282441669c7595b63ef721da"><enum>(2)</enum><text>Other Federal, State, local, and privately owned properties that the Secretary determines—</text><subparagraph id="id6d1a54370c4c41af8a3fcd19989aff57"><enum>(A)</enum><text>relate to Julius Rosenwald and the Rosenwald Schools; and</text></subparagraph><subparagraph id="id27dd27ee4bd8475eaa1bb352be1d099e"><enum>(B)</enum><text>are included, or determined by the Secretary to be eligible for inclusion, in the National Register of Historic Places.</text></subparagraph></paragraph><paragraph id="id6540f15093ca4606bcd3a91cb9ef71b3"><enum>(3)</enum><text>Other governmental and nongovernmental sites, facilities, and programs of an educational, research, or interpretive nature that are directly related to Julius Rosenwald and the Rosenwald Schools.</text></paragraph></subsection><subsection id="id63a058a9634a447391409e294425270f"><enum>(d)</enum><header>Cooperative agreements and memoranda of understanding</header><text>To achieve the purposes of this section and to ensure effective coordination of the Federal and non-Federal elements of the Network and units and programs of the National Park Service, the Secretary may enter into cooperative agreements and memoranda of understanding with, and provide technical assistance to, the heads of other Federal agencies, States, units of local government, regional governmental bodies, and private entities.</text></subsection></section></legis-body></bill>
