which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To reauthorize the National Integrated Drought Information System Act of 2006, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>NIDIS Reauthorization Act of 2026</short-title></quote>.</text></section><section id="id9451dfe7204f49d090bef18fcea83cdf"><enum>2.</enum><header>National Integrated Drought Information System</header><subsection id="id60ff52525530400b91e59348796b63db"><enum>(a)</enum><header>In general</header><text>Section 3 of the National Integrated Drought Information System Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/15/313d">15 U.S.C. 313d</external-xref>) is amended—</text><paragraph id="id02cdcd3fe38e4d4c979bc7ba202134ab"><enum>(1)</enum><text>in subsection (a), by striking <quote>, through the National Weather Service and other appropriate weather and climate programs in the National Oceanic and Atmospheric Administration,</quote>;</text></paragraph><paragraph id="id033190e32b7a4f64a91f71b3686d0b2a"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="id5b1e180284884760b269889918256887"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="id6681ca1a6664484a9d8c7501acde5666"><enum>(i)</enum><text>in subparagraph (A), by striking <quote>and</quote> after the semicolon;</text></clause><clause id="id4c8c917aaf344ea2bafe6c200c7a9c10"><enum>(ii)</enum><text>in subparagraph (B), by inserting <quote>and</quote> after the semicolon; and</text></clause><clause id="idad40ba10b5c34d5991a3d4ae9511adf9"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id147494013584420ca3a27b44242aefd0"><subparagraph id="id13440fb957774eeb850b8b11484a9893"><enum>(C)</enum><text>incorporates flash drought research and tools to enhance timely response;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id5df080e239e6447a80802e1edd6e9a73"><enum>(B)</enum><text>in paragraph (5), by striking <quote>improvements in seasonal precipitation and temperature, subseasonal precipitation and temperature, and low flow water prediction; and</quote> and inserting <quote>support improvements in subseasonal to seasonal precipitation and temperature, and low flow water prediction;</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3b21f6f20552482f860c607cfe13fde9"><enum>(C)</enum><text>by striking paragraph (6) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idf5b2f5a0c86e473780332b60411c1db2"><paragraph id="id9635995380584295bb53b9935f5fa2ec"><enum>(6)</enum><text>continue ongoing research and monitoring activities related to drought, including research activities relating to the prediction, length, severity, and impacts of drought and the role of weather events and subseasonal to seasonal variability in drought;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc2625b58196240368fa03f20861551c0"><enum>(7)</enum><text display-inline="yes-display-inline">advance and deploy next-generation technologies related to drought, such as monitoring, preparedness, and forecasting capabilities utilizing artificial intelligence, machine learning, and cloud technologies;</text></paragraph><paragraph id="id15c4d55154a540a59a5a2053eb1236cc"><enum>(8)</enum><text>use observational networks, including the National Weather Service cooperative observer program and State or regional hydrological monitoring projects;</text></paragraph><paragraph id="id2e689665eccb4950a240a95bfac3ca73"><enum>(9)</enum><text>refine drought indicators across multiple spatial and temporal scales;</text></paragraph><paragraph id="idc0685ac3eed34965943fcc8932761a66"><enum>(10)</enum><text>improve decision support products;</text></paragraph><paragraph id="idec7f6cd04ef243e099699260777d0a01"><enum>(11)</enum><text>optimize data and resources from across the Federal Government;</text></paragraph><paragraph id="idcf5ec26b79ee4ba3956683b6d89387c7"><enum>(12)</enum><text>investigate and address data gaps, including snowpack monitoring, space-based or in-situ soil moisture monitoring, groundwater data, and data related to rapid intensification events; and</text></paragraph><paragraph id="id5c83f5fb9f7c494eb02e3f4ca5405b62"><enum>(13)</enum><text>engage with, and leverage the resources of, entities within the National Oceanic and Atmospheric Administration in existence as of the date of the enactment of the <short-title>NIDIS Reauthorization Act of 2026</short-title> to improve coordination of water monitoring, forecasting, and management.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id89433a3ce2224729acb87ca508b77d3a"><enum>(3)</enum><text>in subsection (c)—</text><subparagraph id="idaa826c4ce12842a094b1db30e71d1355"><enum>(A)</enum><text>in paragraph (2), by striking <quote>and</quote> after the semicolon;</text></subparagraph><subparagraph id="id1f1183b57e44415fb8a41a56806fb381"><enum>(B)</enum><text>in paragraph (3), by striking the period and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="id2b4bb9d7c78e484e8b4d072dc45c38c8"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2371acbd5ce24357b11887585fb658a4"><paragraph id="id3447ca0d2e2b4d7baf33994c05fd9938"><enum>(4)</enum><text>in partnership with the National Mesonet Program, establish memoranda of understanding to provide coordinated, high-quality data.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id6abaf514beae46b9afbd389d5300590a"><enum>(4)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id148e7696416947eaafb60b8d39b8b15c"><subsection id="idd25637a325d64554b40bdf2c18ecb1ee"><enum>(g)</enum><header>Modeling update</header><text>Not later than 1 year after the date of the enactment of the <short-title>NIDIS Reauthorization Act of 2026</short-title>, the Under Secretary, acting through the National Integrated Drought Information System and the National Weather Service, shall develop a plan to incorporate existing drought products of the National Oceanic and Atmospheric Administration and improved dynamical and statistical forecast modeling tools into probabilistic forecasts.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id14da64ea7f98404fb61ec8edc8a637f6" commented="no"><enum>(b)</enum><header>Authorization of appropriations</header><text>Section 4 of the National Integrated Drought Information System Act of 2006 (<external-xref legal-doc="public-law" parsable-cite="pl/109/430">Public Law 109–430</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/15/313d">15 U.S.C. 313d</external-xref> note) is amended to read as follows:</text><quoted-block id="id96FEE0CCBD7E4FA8AA3728D1643B848C" display-inline="no-display-inline" style="OLC"><section id="id7325a4da8fbc428b910bef121ec61cef"><enum>4.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to carry out this Act—</text><paragraph id="id2d49916e6c1f433fabfeef2db56f0443" commented="no"><enum>(1)</enum><text>$15,000,000 for fiscal year 2026.</text></paragraph><paragraph id="id77c64354f3604f67b1f1f661dbe0af46" commented="no"><enum>(2)</enum><text>$15,500,000 for fiscal year 2027.</text></paragraph><paragraph id="id0a0dc07d377c45cbae9f913b754a8daa" commented="no"><enum>(3)</enum><text>$16,000,000 for fiscal year 2028.</text></paragraph><paragraph id="id89a00aa5eb8a488187009fb8a7451441" commented="no"><enum>(4)</enum><text>$16,500,000 for fiscal year 2029.</text></paragraph><paragraph id="ida44713ce6900498bbcffd483255c9223" commented="no" display-inline="no-display-inline"><enum>(5)</enum><text>$17,000,000 for fiscal year 2030.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
