which was read twice and referred to the <committee-name committee-id="SSFR00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Foreign Relations</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date>July 27, 2026</action-date><action-desc>Reported by <sponsor name-id="S323">Mr. Risch</sponsor>, without amendment</action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Passport Act of June 4, 1920, to authorize certain public libraries to collect and retain a fee for the execution of a passport application.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H755C1926B3B248C9B85395F94B93B93F"><section section-type="section-one" id="H4B9E4FA465ED48219077A877C5295B2E"><enum>1.</enum><header>Authorization of certain public libraries to collect and retain fees for acceptance and execution of passport applications</header><subsection id="H04413B9D04E142D5937A9ABD336E9DD5"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subsection (a) of the Passport Act of June 4, 1920 (<external-xref legal-doc="usc" parsable-cite="usc/22/214">22 U.S.C. 214(a)</external-xref>), is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H5DE5CCC096E7441FB1831BA95D073BD0"><paragraph id="HED32BAC4A5EC446EB671F1E948654C35" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">The Secretary of State may authorize a public library that is organized as a nongovernmental organization, a nonprofit, charitable organization, or a trust to serve as a passport acceptance facility and to collect and retain the execution fee for a passport accepted by such public library if such library is in compliance with regulations prescribed by the Secretary of State for the acceptance and execution of passport applications.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HFDBB42C4087844BAB73CD88A0EE56077"><enum>(b)</enum><header>Authorization of public libraries which previously served as passport acceptance facilities</header><paragraph id="H2B8A78FDD73A4AE4BC50CA256EC272E7"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of State shall authorize any public library to serve as a passport acceptance facility and to collect and retain an execution fee for a passport accepted by such library, if, before the date of the enactment of this Act, such public library—</text><subparagraph id="HBD20F20A5118468FA8C00FAFA8B26C32"><enum>(A)</enum><text display-inline="yes-display-inline">served as a passport acceptance facility; and</text></subparagraph><subparagraph id="HF190241F35BA42A68823E8051D643E97"><enum>(B)</enum><text>was in compliance with the regulations prescribed by the Secretary of State for the acceptance and execution of passport applications.</text></subparagraph></paragraph><paragraph id="H84A510EE1F484A78806A2545BA616FFE"><enum>(2)</enum><header>Report</header><text>Not later than 30 days after the date of the enactment of this Act, the Secretary of State shall submit to the relevant congressional committees a report that includes—</text><subparagraph id="H1566F81C461B4784B001E76302E42E26"><enum>(A)</enum><text>documentation of the Secretary's compliance with the requirements described in paragraph (1); or</text></subparagraph><subparagraph id="HB98E7F83A1B94A98A00D14FF2FA21C3B"><enum>(B)</enum><text>if the Secretary is not in compliance with such requirements, an explanation for such noncompliance.</text></subparagraph></paragraph></subsection><subsection id="H3BBBCBCEB84E455BBD459D253023511F"><enum>(c)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">Subsection (a)(1) of the Passport Act of June 4, 1920 (<external-xref legal-doc="usc" parsable-cite="usc/22/214">22 U.S.C. 214(a)(1)</external-xref>), is amended—</text><paragraph id="H137A649A0CFF49B0930960810EC7F5E8"><enum>(1)</enum><text>by striking <quote>State officials or the United States Postal Service</quote> and inserting <quote>a State, a local government, the United States Postal Service, or a public library that meets the requirements described in paragraph (4)</quote>; and</text></paragraph><paragraph id="H7F4FB31F142D4DE4A78D6C132223AC35"><enum>(2)</enum><text>by striking <quote>by such officials or by that Service.</quote> and inserting <quote>by such State, local government, Postal Service, or public library.</quote>.</text></paragraph></subsection></section></legis-body><endorsement><action-date>July 27, 2026</action-date><action-desc>Reported without amendment</action-desc></endorsement></bill>
