2025</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id45fd353354514e298e977a939f6c5dad" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph commented="no" display-inline="no-display-inline" id="id758ae2d6fa594d41873e48bd852050a1"><enum>(1)</enum><header>911 system service provider</header><text>The term <term>911 system service provider</term> has the meaning given the term <term>covered 911 service provider</term> in section 9.19(a)(4) of title 47, Code of Federal Regulations, or any successor regulation.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id55e9cf0fe1a54aeab689fa47a5224972"><enum>(2)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="idb80c041d05404f4d8a6e54d4d094e6c4"><enum>(A)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation of the Senate;</committee-name></text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9d5179c2a46f49dd8736c30c0a7e5f1a"><enum>(B)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name><committee-name committee-id="SSEG00">of the Senate</committee-name>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0c097a80433848999bb59d2b9b3de2e8"><enum>(C)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="">Committee on Energy and Commerce of the House of Representatives</committee-name>.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc6702ea568104cc19d3908dc04a83157"><enum>(3)</enum><header display-inline="yes-display-inline">Committee</header><text>The term <term>committee</term> means the advisory committee established under section 3.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida498c95c82734c2592731f248f6ce0fe"><enum>(4)</enum><header>Community based mental health organization</header><text>The term <term>community based mental health organization</term> means an organization that serves individuals with mental health conditions and the families of those individuals in a community setting.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id60ed4035336a4ed3b1fcfd7a852ffd10"><enum>(5)</enum><header display-inline="yes-display-inline">Dispatchable location</header><text>The term <term>dispatchable location</term> has the meaning given that term in section 9.3 of title 47, Code of Federal Regulations, or any successor regulation.</text></paragraph><paragraph id="idd8dcee37b7c4417abe30a842f15400a9"><enum>(6)</enum><header>Handset manufacturer</header><text>The term <term>handset manufacturer</term> means a manufacturer of cellular phones.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id998dd0838a7f45a8a8a5617e939a84d5"><enum>(7)</enum><header>Local crisis center</header><text>The term <term>local crisis center</term> means a call center intended to receive calls from the 988 Suicide and Crisis Lifeline and the Veterans Crisis Line.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7d5b2a7e25b942d1aea2252e5a3b003e"><enum>(8)</enum><header>Local government</header><text display-inline="yes-display-inline">The term <term>local government</term> means the government of any political subdivision of a State.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id01ba6bce1d58415c8f99123e826d75cb"><enum>(9)</enum><header>Low population State</header><text display-inline="yes-display-inline">The term <term>low population State</term> means a State that has no urbanized areas with a population greater than 250,000, as reported in the decennial census.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb58743065c3240ef8f2ed7884a78b1d1"><enum>(10)</enum><header>Mental health services organization</header><text>The term <term>mental health services organization</term> means an organization or association that represents providers of mental health crisis services or crisis respite services.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id00b12dbafbdb4f9aa7fd21b1043942c5"><enum>(11)</enum><header>Public safety answering point</header><text>The term <term>public safety answering point</term> has the meaning given that term in section 9.3 of title 47, Code of Federal Regulations, or any successor regulation.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2729e225ec1d4ee5ba0d7124fd50a559"><enum>(12)</enum><header>Small and rural communities</header><text>The term <term>small and rural communities</term> means a noncore area, a micropolitan area, or a small metropolitan statistical area with a population of not more than 250,000, as reported in the decennial census.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2719afb1838540ed823cdce20a9fa58e"><enum>(13)</enum><header>State</header><text>The term <term>State</term> means any of the several States of the United States, the District of Columbia, and any territory or possession of the United States.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id63eb71f4d2804232bde0c26c801588e3"><enum>(14)</enum><header>Telecommunications service provider</header><text>The term <term>telecommunications service provider</term> has the meaning given the term <term>service provider</term> in section 52.5(e) of title 47, Code of Federal Regulations, or any successor regulation.</text></paragraph></section><section id="IDCA51A5031111442A88715C31794A9B28" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><enum>3.</enum><header>Establishment of committee</header><subsection id="ID9094F1A9C08E470F98EFD4A6441E648B"><enum>(a)</enum><header>Establishment</header><text>Not later than 180 days after the date of enactment of this Act, the Federal Communications Commission, in coordination with the Secretary of Health and Human Services, shall establish an advisory committee to provide recommendations to address challenges to transmitting geolocation information, including dispatchable location information, with calls to the 988 Suicide and Crisis Lifeline.</text></subsection><subsection id="IDE532E66A39BA47A4B3C6C106FE7AFC3E"><enum>(b)</enum><header>Membership</header><paragraph id="ID98E88B9CDDD64A25924F418989203619"><enum>(1)</enum><header>Composition</header><subparagraph commented="no" display-inline="no-display-inline" id="id6ddc893a3a92483b924bf17a2e53d365"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The committee shall be composed of 15 members, to be appointed in accordance with subparagraphs (B) and (C).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbcd03bec8b274226baf16cd35be6b090"><enum>(B)</enum><header>Appointments by Federal Communications Commission</header><text>Of the 15 members of the committee appointed under this paragraph, the Federal Communications Commission shall appoint—</text><clause commented="no" display-inline="no-display-inline" id="id5dfa3ed3d4054714bf6d5686f5fae994"><enum>(i)</enum><text>1 member from a telecommunications service provider or an organization that represents telecommunications service providers;</text></clause><clause commented="no" display-inline="no-display-inline" id="id386d6604442b4ce4b0e1bfaf2a0fc01f"><enum>(ii)</enum><text>1 member from a handset manufacturer or an organization that represents handset manufacturers;</text></clause><clause commented="no" display-inline="no-display-inline" id="id2da7085168f44be1a72065e3a3fce824"><enum>(iii)</enum><text>1 member from a public safety answering point or an organization that represents public safety answering points;</text></clause><clause id="id376ef11f64784695948c33cbbf0ed356"><enum>(iv)</enum><text>1 member from a 911 system service provider or an organization that represents 911 system service providers;</text></clause><clause commented="no" display-inline="no-display-inline" id="id674169357c124422864cbaaff8ab197a"><enum>(v)</enum><text>2 members from a State government, with at least 1 member representing a low population State; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idf4ca58a7b55c428b8f9f50be67a55931"><enum>(vi)</enum><text display-inline="yes-display-inline">2 members from a local government, with at least 1 member representing small and rural communities.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4075F27D4B2C48C1993F299F781F87BA"><enum>(C)</enum><header>Appointments by the Secretary of Health and Human Services</header><text>Of the 15 members of the committee appointed under this paragraph, the Secretary of Health and Human Services shall appoint—</text><clause commented="no" display-inline="no-display-inline" id="idf38d5bf009704cf7a1dbf41a87c5b530"><enum>(i)</enum><text>1 member from the 988 Suicide and Crisis Lifeline;</text></clause><clause id="id8ed9e201f5804ec58932cea2d353d497"><enum>(ii)</enum><text>1 member from a local crisis center or an organization that represents local crisis centers;</text></clause><clause commented="no" display-inline="no-display-inline" id="idd44e965e059941fcad58482669a11187"><enum>(iii)</enum><text>1 member from the Veterans Crisis Line;</text></clause><clause commented="no" display-inline="no-display-inline" id="id02a56c2d5f4c43ef81cf78b69a6686c3"><enum>(iv)</enum><text>1 member from the Substance Abuse and Mental Health Services Administration;</text></clause><clause commented="no" display-inline="no-display-inline" id="idcc8721e7e25142aba5c9f66266474ea2"><enum>(v)</enum><text>1 member from a mental health services organization;</text></clause><clause commented="no" display-inline="no-display-inline" id="id00e7614463584b56aaa50a1144c9f88a"><enum>(vi)</enum><text>1 member from a community based mental health organization; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idb9567f3bc65e4eba80c3509ce680eb45"><enum>(vii)</enum><text>1 member with experience providing services for people who are deaf or hard of hearing or have hearing loss, such as access to the 988 Suicide and Crisis Lifeline through direct video calling and video relay service.</text></clause></subparagraph></paragraph><paragraph id="ID4F911B8DB59248E29F059E5131713461"><enum>(2)</enum><header>Date</header><text>The appointments of the members of the committee shall be made not later than 30 days after the date of enactment of this Act.</text></paragraph></subsection><subsection id="ID49FC1DF7437F4D65827F32F3B59A5C61"><enum>(c)</enum><header>Period of appointment; vacancies</header><paragraph id="id074CAA8C186848F69A84BF8EB7E8B53B"><enum>(1)</enum><header>In general</header><text>A member of the committee shall be appointed for the life of the committee.</text></paragraph><paragraph id="id2ABA6BEF0A7647CD9CF8FFBE31E586FA"><enum>(2)</enum><header>Vacancies</header><text>A vacancy in the committee—</text><subparagraph id="id76B0CB8404734FF6A1DF2A252ED8694F"><enum>(A)</enum><text>shall not affect the powers of the committee; and</text></subparagraph><subparagraph id="id484DA57A7CD74ED1BC86CBF65528ABB5"><enum>(B)</enum><text>shall be filled in the same manner as the original appointment.</text></subparagraph></paragraph></subsection><subsection id="idCF0A1C97534F42D0AE40072C4235EF91"><enum>(d)</enum><header>Meetings</header><paragraph id="ID713A12DE7D79416DBEBDD4057F256299"><enum>(1)</enum><header>Initial meeting</header><text>Not later than 30 days after the date on which all members of the committee have been appointed, the committee shall hold the first meeting of the committee.</text></paragraph><paragraph id="ID67F067576FFC463A842A5F7DA6A093C8"><enum>(2)</enum><header>Frequency</header><text>The committee shall meet at the call of the Chairperson.</text></paragraph><paragraph id="ID7A3C368FA83449AD90220C7B181165BB"><enum>(3)</enum><header>Quorum</header><text>A majority of the members of the committee shall constitute a quorum, but a lesser number of members may hold hearings.</text></paragraph></subsection><subsection id="ID79CF96D103FD4274ADF268D788E44827"><enum>(e)</enum><header>Chairperson and Vice Chairperson</header><text>The committee shall select a Chairperson and Vice Chairperson from among the members of the committee.</text></subsection></section><section id="ID1BEFE42505154C978032F979F250D7A9" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><enum>4.</enum><header>Duties of Committee</header><subsection id="ID788980AB1AD147B0BAC1850A124EAF38"><enum>(a)</enum><header>Study</header><text>The committee shall conduct a study on—</text><paragraph commented="no" display-inline="no-display-inline" id="idba62bf5ac38f496cafb7f0300f257751"><enum>(1)</enum><text display-inline="yes-display-inline">policy considerations regarding consumer privacy and legal authority with respect to mandating transmission of geolocation information, including dispatchable location information, with calls to the 988 Suicide and Crisis Lifeline;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id835484ec6b3c4efcb9dd59b1ad0576ff"><enum>(2)</enum><text>technical implementation standards for telecommunications service providers, 911 system service providers, public safety answering points, and local crisis centers; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb0d6401a225f43bb8944f9c497b2f26f"><enum>(3)</enum><text>potential recovery of costs or additional funding requirements for telecommunications service providers, the 988 Suicide and Crisis Lifeline, the Veterans Crisis Line, and local crisis centers.</text></paragraph></subsection><subsection id="IDAC1629546B0D4D78AAC0272C1D5449F1"><enum>(b)</enum><header>Recommendations</header><text>Based on the results of the study conducted under subsection (a), the committee shall develop recommendations on potential legislation that would address challenges relating to the inclusion of geolocation information, including dispatchable location information, with calls to the 988 Suicide and Crisis Lifeline.</text></subsection><subsection id="ID5ACA7C0C1D834A10AC71A79903A1D294"><enum>(c)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this Act, the committee shall submit to appropriate committees of Congress and the Federal Communications Commission a report that contains a detailed statement of the findings and conclusions of the committee, together with the recommendations of the committee for such legislation and administrative actions as the committee considers appropriate.</text></subsection></section><section id="IDBF35816E08534CFC835DB84FCD77111A" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><enum>5.</enum><header>Powers of committee</header><subsection id="ID78DA905C4EAE49B0AF74CB57183B6E1A"><enum>(a)</enum><header>Hearings</header><text>The committee may hold such hearings, sit and act at such times and places, take such testimony, and receive such evidence as the committee considers advisable to carry out this Act.</text></subsection><subsection commented="no" id="id385B0BF713C84647989A51A8BF846505"><enum>(b)</enum><header>Information from Federal agencies</header><paragraph commented="no" id="id03B4F3592AD44AC5BB98277E37F689C3"><enum>(1)</enum><header>In general</header><text>The committee may secure directly from a Federal department or agency such information as the committee considers necessary to carry out this Act.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEEC5F6AA1ADB46588943EF27D3AC4D94"><enum>(2)</enum><header>Furnishing information</header><text>On request of the Chairperson of the committee, the head of the department or agency shall furnish the information to the committee.</text></paragraph></subsection><subsection id="ID697F1CDBA8724CB4AD225E5D97B10BD6"><enum>(c)</enum><header>Postal services</header><text>The committee may use the United States mails in the same manner and under the same conditions as other departments and agencies of the Federal Government.</text></subsection><subsection id="IDCC4D9C4DC9ED4F319C2D4949548B9F15"><enum>(d)</enum><header>Gifts</header><text>The committee may accept, use, and dispose of gifts or donations of services or property.</text></subsection></section><section id="ID5B2226B82D614F6AA60C08533C1FED30" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><enum>6.</enum><header>Committee personnel matters</header><subsection id="ID8AB9CAB7544542CBBCD32562861B7980"><enum>(a)</enum><header>Travel expenses</header><text>A member of the committee shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for employees of agencies under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, while away from their homes or regular places of business in the performance of services for the committee.</text></subsection><subsection id="ID771CB422D4684EF88424586CBA7942C6"><enum>(b)</enum><header>Staff</header><paragraph id="ID99AD8891AD904A7EBF3A1D3EE5A99435"><enum>(1)</enum><header>In general</header><text>The Chairperson of the committee may, without regard to the civil service laws (including regulations), appoint and terminate an executive director and such other additional personnel as may be necessary to enable the committee to perform its duties, except that the employment of an executive director shall be subject to confirmation by the committee.</text></paragraph><paragraph id="IDB23DD631FF0E49B589B943F8049F018B"><enum>(2)</enum><header>Compensation</header><text>The Chairperson of the committee may fix the compensation of the executive director and other personnel without regard to chapter 51 and subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/53">chapter 53</external-xref> of title 5, United States Code, relating to classification of positions and General Schedule pay rates, except that the rate of pay for the executive director and other personnel may not exceed the rate payable for level V of the Executive Schedule under section 5316 of that title.</text></paragraph></subsection><subsection id="IDA9D71553FE6B470ABBF61FBF5DCE8D94"><enum>(c)</enum><header>Detail of government employees</header><text>A Federal Government employee may be detailed to the committee without reimbursement, and such detail shall be without interruption or loss of civil service status or privilege.</text></subsection><subsection commented="no" id="IDD761928855434025A0BC6D8D636885FE"><enum>(d)</enum><header>Procurement of temporary and intermittent services</header><text>The Chairperson of the committee may procure temporary and intermittent services under section 3109(b) of title 5, United States Code, at rates for individuals that do not exceed the daily equivalent of the annual rate of basic pay prescribed for level V of the Executive Schedule under section 5316 of that title.</text></subsection></section><section id="ID8E18677BEB06432BA5DE4BCFA806C638" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><enum>7.</enum><header>Termination of committee</header><text display-inline="no-display-inline">The committee shall terminate 30 days after the date on which the committee submits the report required under section 4(c).</text></section><section id="IDC0F48F3EB7C340C9BB05BD65FEBEFDFD" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><enum>8.</enum><header>Funding</header><text display-inline="no-display-inline">This Act shall be carried out using amounts otherwise appropriated, and no additional amounts are authorized to be appropriated to carry out this Act.</text></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section section-type="section-one" id="idaac8b555-16ec-474f-bec1-da26699bbd4f" changed="added" reported-display-style="italic" committee-id="SSCM00"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>988 Lifeline Location Improvement Act of 2026</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id010813b68e264e9fadcda92433989015" changed="added" reported-display-style="italic" committee-id="SSCM00"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph commented="no" display-inline="no-display-inline" id="id7b7bb98b-e45f-4a9b-a706-715cd8474c5b"><enum>(1)</enum><header>911 system service provider</header><text>The term <term>911 system service provider</term> has the meaning given the term <term>covered 911 service provider</term> in section 9.19(a)(4) of title 47, Code of Federal Regulations, or any successor regulation.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide4469abd-70d9-468e-9a4e-9171c54505a2"><enum>(2)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="iddad54db9-9f17-4f7d-a023-9161b998e82c"><enum>(A)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation of the Senate;</committee-name></text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id17497db8-a195-4314-a30d-5bfe3a3f3a89"><enum>(B)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions </committee-name><committee-name committee-id="SSEG00">of the Senate</committee-name>; and</text></subparagraph><subparagraph id="id17f4c646-45c8-40c5-9c64-fa154fd1c8a9" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="">Committee on Energy and Commerce of the House of Representatives</committee-name>.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida53a3fb3-1d90-4858-99b6-4ef888a22c56"><enum>(3)</enum><header display-inline="yes-display-inline">Dispatchable location</header><text>The term <term>dispatchable location</term> has the meaning given that term in section 9.3 of title 47, Code of Federal Regulations, or any successor regulation.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide4b2028a-73d6-4dac-8f4e-c864eb75dab4"><enum>(4)</enum><header>Emergency communications center</header><text>The term <term>emergency communications center</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="idb0fd917b4c654d1c823220b796568c8d"><enum>(A)</enum><text display-inline="yes-display-inline">a facility that is designed to receive a 911 request for emergency assistance; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idac46993e00354c3dbfe8406fde785d68"><enum>(B)</enum><text display-inline="yes-display-inline">a public safety answering point, as defined in section 9.3 of title 47, Code of Federal Regulations, or any successor regulation.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0366b458-20a7-414b-a207-ebd219e00d45"><enum>(5)</enum><header>Telecommunications service provider</header><text>The term <term>telecommunications service provider</term> has the meaning given the term <term>service provider</term> in section 52.5(e) of title 47, Code of Federal Regulations, or any successor regulation.</text></paragraph></section><section commented="no" display-inline="no-display-inline" id="id21d41047048c42e6a6b95beac61db2b2" changed="added" reported-display-style="italic" committee-id="SSCM00"><enum>3.</enum><header>Notice of inquiry</header><subsection commented="no" display-inline="no-display-inline" id="id62a505e3d5384cb9936fac959e7cc353"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 270 days after the date of enactment of this Act, the Federal Communications Commission shall initiate a notice of inquiry to address the challenges to transmitting geolocation information with calls to the 988 Suicide and Crisis Lifeline.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idf08a9f5fe1ef48b7892e22b3ab09eaaa"><enum>(b)</enum><header>Evaluation considerations</header><text>In evaluating responses to the notice of inquiry under subsection (a), the Federal Communications Commission shall consider—</text><paragraph id="id0142347fabb8477a8874622dd7530978"><enum>(1)</enum><text>legal authorities with respect to mandating the transmission of geolocation information, including dispatchable location information, with calls to the 988 Suicide and Crisis Lifeline;</text></paragraph><paragraph id="idc8e326ffee224fa4998b7a320c5f009f"><enum>(2)</enum><text>the protection of consumer privacy with respect to mandating the transmission of geolocation information, including dispatchable location information, with calls to the 988 Suicide and Crisis Lifeline;</text></paragraph><paragraph id="id18ecba8d5937463db635fdbdfc395a97"><enum>(3)</enum><text>the feasibility and technical implementation standards for telecommunications service providers, 911 system service providers, public safety answering points, and local crisis centers with respect to mandating the transmission of geolocation information;</text></paragraph><paragraph id="id4de1507c9f40478b8ca61f0c8901e54e"><enum>(4)</enum><text>an assessment of the potential costs, funding requirements, and options for recovery of costs for telecommunications service providers, the 988 Suicide and Crisis Lifeline, the Veterans Crisis Line, and local crisis centers with respect to mandating the transmission of geolocation information;</text></paragraph><paragraph id="idb7ed4209ab0f4e2a91d84c653684c2c7"><enum>(5)</enum><text>technical challenges associated with mandating the transmission of geolocation information for users who access the 988 American Sign Language line through direct video calling and video relay service; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id054e98c5a74248de84937a6487a3a1f6"><enum>(6)</enum><text>the technologies currently available to provide dispatchable location information and methods for transferring location information from 988 centers to 911 centers.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id5f11a668bb0b48cb9de923fa5119178e" changed="added" reported-display-style="italic" committee-id="SSCM00"><enum>4.</enum><header>GAO report</header><subsection commented="no" display-inline="no-display-inline" id="id8da08673818a47b1a5633415ea553109"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text>Not later than 180 days after the date of enactment of this Act, the Comptroller General of the United States shall conduct a study and submit to the appropriate committees of Congress a report on the opportunities and challenges related to implementing geolocation for the 988 Suicide and Crisis Lifeline, including—</text><paragraph commented="no" display-inline="no-display-inline" id="id3957f477b2ed4e2687965d8713e851bf"><enum>(1)</enum><text display-inline="yes-display-inline">policy considerations regarding consumer privacy and legal authority with respect to mandating transmission of geolocation information, including dispatchable location information, with calls to the 988 Suicide and Crisis Lifeline;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3f7e2795-31bf-4e0a-ae20-9e23b9fcf29e"><enum>(2)</enum><text>technical implementation standards for telecommunications service providers, 911 system service providers, emergency communications centers, and local crisis centers; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida9428343-1590-4925-9cc2-fad98a9029e6"><enum>(3)</enum><text>the potential recovery of costs or additional funding requirements for telecommunications service providers, the 988 Suicide and Crisis Lifeline, the Veterans Crisis Line, and local crisis centers.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idd959cef0842f4b34995f018292f78a72"><enum>(b)</enum><header>Consultation</header><text>In conducting the study under subsection (a), the Comptroller General of the United States shall consult with—</text><paragraph commented="no" display-inline="no-display-inline" id="idde94fb967b0a4dd8b8acbfcb777e6ce6"><enum>(1)</enum><text display-inline="yes-display-inline">representatives from—</text><subparagraph commented="no" display-inline="no-display-inline" id="id678f37f38b9245e98a6b40f178015e1a"><enum>(A)</enum><text>telecommunications service providers or organizations that represent telecommunications service providers;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id78a59c43-6450-42de-8c2f-596721bc7e0d"><enum>(B)</enum><text>handset manufacturers or organizations that represent handset manufacturers;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id133354b6842b4d18ac732c982dbcb491"><enum>(C)</enum><text display-inline="yes-display-inline">emergency communications centers or organizations that represent emergency communications centers;</text></subparagraph><subparagraph id="id5cd26a23-d36c-4948-8f27-1383a367f680"><enum>(D)</enum><text>911 system service providers or organizations that represent 911 system service providers;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida535bb22-98a9-4208-9271-bd768333df72"><enum>(E)</enum><text>State government, including those representing low population States; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idebbd0495-9d2b-4283-9173-403b82e68d0a"><enum>(F)</enum><text display-inline="yes-display-inline">local government, including those representing small and rural communities;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide2c1fb65-a1ac-44d7-afb6-40071a5d5064"><enum>(G)</enum><text>the 988 Suicide and Crisis Lifeline;</text></subparagraph><subparagraph id="idceb41096-00fd-4cc2-9fe7-2a3063dbc198"><enum>(H)</enum><text>local crisis centers or organizations that represent local crisis centers;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id19a64772-d8d3-4249-8bd4-9aab4f80d864"><enum>(I)</enum><text>the Veterans Crisis Line;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2c003da6-ad61-4e86-a4c2-c1d93b1ae6f6"><enum>(J)</enum><text>the Substance Abuse and Mental Health Services Administration;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id561949fc-4077-49f4-8367-f8bd6269acbc"><enum>(K)</enum><text>mental health services organizations; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf219cff4-a1c8-4600-9963-29891be67f31"><enum>(L)</enum><text>community mental health centers; and </text></subparagraph></paragraph><paragraph id="idc20d1b10-6af1-4c96-a9a1-64b1ce339de6" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>individuals with experience providing services for people who are deaf or hard of hearing or have hearing loss, such as providing access to the 988 Suicide and Crisis Lifeline through direct video calling and video relay service.</text></paragraph></subsection></section></legis-body><official-title-amendment>Amend the title so as to read: <quote>A bill to instruct the Federal Communications Commission to initiate a notice of inquiry and instruct the Government Accountability Office to complete a study and report providing detailed recommendations to address challenges to transmitting geolocation information with
