which was read twice and referred to the <committee-name committee-id="SSFR00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Foreign Relations</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date date="20260727">July 27, 2026</action-date><action-desc>Reported by <sponsor name-id="S323">Mr. Risch</sponsor>, without amendment</action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Foreign Agents Registration Act of 1938, as amended, to modify requirements under that Act relating to exemptions, and for other purposes.</official-title></form><legis-body><section commented="no" display-inline="no-display-inline" id="id048ab128eb48487399612370e5da3079" section-type="section-one"><enum>1.</enum><header>Treatment of exemptions under the Foreign Agents Registration Act of 1938</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Adversary Influence, Disinformation, and Obscured Foreign Financing Act of 2025</short-title></quote> or the <quote><short-title>PAID OFF Act of 2025</short-title></quote>.</text></section><section id="idcd7379892eb844f7bb1f0952d27d911f"><enum>2.</enum><header>Treatment of exemptions under the Foreign Agents Registration Act of 1938</header><text display-inline="no-display-inline">Section 3 of the Foreign Agents Registration Act of 1938, as amended (<external-xref legal-doc="usc" parsable-cite="usc/22/613">22 U.S.C. 613</external-xref>), is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id05b956a5981b4474b1333e35e608b5db"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter preceding subsection (a), by inserting <quote>, except as provided in subsection (i)</quote> after <quote>principals</quote>; and</text></paragraph><paragraph id="idadf715eec81a405e8b8f2e04990da5ca"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id5b916d2144524531855768e0497dcd7d"><subsection commented="no" display-inline="no-display-inline" id="id2f3d47f091014a339553b1702c7accc8"><enum>(i)</enum><header>Limitations</header><text>The exemptions under subsections (d)(1), (d)(2), and (h) shall not apply to any agent of a foreign principal that is a corporate or government entity that is owned or controlled by 1 or more of the identified countries listed in clauses (i) through (v) of section 1(m)(1)(A) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2651a">22 U.S.C. 2651a(m)(1)(A)</external-xref>).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section commented="no" id="id8B0F1B8218E4447192DF1B682BE0842B"><enum>3.</enum><header>Mechanism to amend definition of <quote>country of concern</quote></header><text display-inline="no-display-inline">Section 1(m) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2651a">22 U.S.C. 2651a(m)</external-xref>) is amended—</text><paragraph id="idd7096184b8d24f4e8571ce9b9ec5fc21"><enum>(1)</enum><text>by redesignating paragraphs (6) and (7) as paragraphs (7) and (8), respectively; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4c86c887d03b41fbb2b60e818432dc58"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after paragraph (5) the following:</text><quoted-block id="id1F0136142E03499DA77A9037FCB4AE62" display-inline="no-display-inline" style="OLC"><paragraph id="id031051c3b831452ca6bad18eea32c30e"><enum>(6)</enum><header>Modification to definition of <quote>country of concern</quote></header><subparagraph id="id45f1b75117f44e8e8e151ba63288dfa9"><enum>(A)</enum><header>In general</header><text>The Secretary of State may, in consultation with the Attorney General, propose the addition or deletion of countries described in paragraph (1)(A).</text></subparagraph><subparagraph id="idfc4ce9af919d4d37a3197ce2bf7fbf3d"><enum>(B)</enum><header>Submission</header><text>Any proposal described in subparagraph (A) shall—</text><clause id="ide4472b182af04d3ba6476c8d0bab37ab"><enum>(i)</enum><text>be submitted to the Chairman and Ranking Member of the Committee on Foreign Relations of the Senate and the Chairman and Ranking Member of the Committee on the Judiciary of the House of Representatives; and</text></clause><clause id="idd94f605068554b0793d729661f554df4"><enum>(ii)</enum><text>become effective upon enactment of a joint resolution of approval as described in subparagraph (C).</text></clause></subparagraph><subparagraph id="ide965ec66ea424aadaa44dde5637d9eda"><enum>(C)</enum><header>Joint resolution of approval</header><clause id="id1e519f7fdcae4b8d9a4b85e98fc587a5"><enum>(i)</enum><header>In general</header><text>For purposes of subparagraph (B)(ii), the term <term>joint resolution of approval</term> means only a joint resolution—</text><subclause id="id8587aba0b2104ba19b3d5b98e45fe540"><enum>(I)</enum><text>that does not have a preamble;</text></subclause><subclause id="id5d5188133b0046a08c4a62992c989f53"><enum>(II)</enum><text>that includes in the matter after the resolving clause the following: <quote>That Congress approves the modification of the definition of <quote>country of concern</quote> under section 1(m) of the State Department Basic Authorities Act of 1956, as submitted by the Secretary of State on ____; and section 1(m)(1)(A) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2651a">22 U.S.C. 2651a(m)(1)(A)</external-xref>) is amended by ______.</quote>, the blank spaces being appropriately filled in with the appropriate date and the amendatory language required to modify the list of countries in paragraph (1)(A) of this subsection by adding or deleting 1 or more countries; and</text></subclause><subclause id="id83f9c4305f78451294bb761bfc21a55a"><enum>(III)</enum><text>the title of which is as follows: <quote>Joint resolution approving modifications to definition of <quote>country of concern</quote> under section 1(m) of the State Department Basic Authorities Act of 1956.</quote>.</text></subclause></clause><clause id="id2af03867bd434faf8f95f1557554ec4a"><enum>(ii)</enum><header>Referral</header><subclause id="id792d32697f564762a5795235b5549652"><enum>(I)</enum><header>Senate</header><text>A resolution described in clause (i) that is introduced in the Senate shall be referred to the Committee on Foreign Relations of the Senate.</text></subclause><subclause id="id04d77aa118704ce88636367dd60cdf66" commented="no" display-inline="no-display-inline"><enum>(II)</enum><header>House of Representatives</header><text>A resolution described in clause (i) that is introduced in the House of Representatives shall be referred to the Committee on the Judiciary of the House of Representatives.</text></subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="ida8d4d8aea38c4f5ca1438fa9a293fc62" commented="no" display-inline="no-display-inline"><enum>4.</enum><header>Sunset</header><text display-inline="no-display-inline">The amendments made by this Act shall terminate on the date that is 5 years after the date of enactment of this Act.</text></section></legis-body><endorsement><action-date date="20260727">July 27, 2026</action-date><action-desc>Reported without amendment</action-desc></endorsement></bill>
