which was read twice and referred to the <committee-name committee-id="SSEG00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Energy and Natural Resources</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date date="20260723">July 23, 2026</action-date><action-desc>Reported by <sponsor name-id="S346">Mr. Lee</sponsor>, without amendment</action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of the Interior to upgrade existing emergency communications centers in units of the National Park System to Next Generation 9–1–1 systems, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Making National Parks Safer Act</short-title></quote>.</text></section><section id="ida8d769d1e13d49d8a1dd8d7f40a1969b"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph commented="no" display-inline="no-display-inline" id="id0b5d029ea161452babcca53168be69b8"><enum>(1)</enum><header>Appropriate committees of congress</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph id="id8a9a25ee72ee4f47beb5a3f3700f4e6e"><enum>(A)</enum><text>the Committee on Energy and Natural Resources of the Senate; and</text></subparagraph><subparagraph id="idff939bd640154b508a8199232d69041e"><enum>(B)</enum><text>the Committee on Natural Resources of the House of Representatives.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb6fb2b85139949d3858c311fe7215aaa"><enum>(2)</enum><header>Emergency communications center</header><subparagraph id="id59a86471d12e4f199dd11573d4685c9b"><enum>(A)</enum><header>In general</header><text>The term <term>emergency communications center</term> means—</text><clause id="id68383b9b17984defbce5ea392214fdd1"><enum>(i)</enum><text>a facility that—</text><subclause id="id82e228979e1a4b36ab0e3674a4e731ce"><enum>(I)</enum><text>is designated to receive a 9–1–1 request for emergency assistance; and</text></subclause><subclause id="idfac1793e0fd7443ea3fda61d6633ac17"><enum>(II)</enum><text>performs 1 or more of the functions described in subparagraph (B); or</text></subclause></clause><clause id="ida4454630c9af4292b2e43c78a79a8f7f"><enum>(ii)</enum><text>a public safety answering point (as defined in section 222 of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/222">47 U.S.C. 222</external-xref>)).</text></clause></subparagraph><subparagraph id="idfc72e6d29f2543a9af73581afdaaafbf"><enum>(B)</enum><header>Functions described</header><text>The functions described in this subparagraph are the following:</text><clause id="id0c4d4f4cf1bb431eaea0db02f0a2c2f3"><enum>(i)</enum><text>Processing and analyzing 9–1–1 requests for emergency assistance and information and data related to the requests.</text></clause><clause id="idd3bd2f0d7656464f9397f591f09bd266"><enum>(ii)</enum><text>Dispatching appropriate emergency response providers.</text></clause><clause id="id1df826800bf443ec9f5eb72e790a4419"><enum>(iii)</enum><text>Transferring or exchanging 9–1–1 requests for emergency assistance and information and data related to the requests with 1 or more other emergency communications centers and emergency response providers.</text></clause><clause id="ida36ed305593948f59b7bbc839b2673bd"><enum>(iv)</enum><text>Analyzing any communications received from emergency response providers.</text></clause><clause id="ida4d02d070233446c999e6c273c146328"><enum>(v)</enum><text>Supporting incident command functions.</text></clause></subparagraph></paragraph><paragraph id="idd71968ac90734ad49a90fd6b9df719c8"><enum>(3)</enum><header>Interoperability</header><text>The term <term>interoperability</term> means the capability of emergency communications centers—</text><subparagraph commented="no" display-inline="no-display-inline" id="idbd8c2de5d63c4887b871a864c7b63c63"><enum>(A)</enum><text display-inline="yes-display-inline">to receive 9–1–1 requests for emergency assistance and information and data related to the requests, such as location information and callback numbers from a person initiating the request; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id499100b93842417c8a1f10d44af78905"><enum>(B)</enum><text display-inline="yes-display-inline">to process and share 9–1–1 requests for emergency assistance and information and data related to the requests with other emergency communications centers and emergency response providers without the need for proprietary interfaces and regardless of jurisdiction, equipment, device, software, service provider, or other relevant factors. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id42e1044653934b2fbf380484c3feaebf"><enum>(4)</enum><header>Next Generation 9–1–1 system</header><text display-inline="yes-display-inline">The term <term>Next Generation 9–1–1 system</term> has the meaning given the term <term>Next Generation 911</term> in section 9.28 of title 47, Code of Federal Regulations (or a successor regulation).</text></paragraph><paragraph id="idf07ad823bfac44c696e2f88ad45d8448"><enum>(5)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the National Park Service.</text></paragraph></section><section commented="no" display-inline="no-display-inline" id="idd4bba65a5a084a9ebe4ba5534224a314"><enum>3.</enum><header>Assessment of emergency communications centers located in units of the National Park System</header><subsection commented="no" display-inline="no-display-inline" id="idabd6ed883d7e4bb682d7c3cc078ed2bd"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall complete an assessment of emergency communications centers located in units of the National Park System to identify—</text><paragraph id="id3154d05537c94dc9b79eb2a0018118ef"><enum>(1)</enum><text>the implementation status of Next Generation 9–1–1 systems at existing emergency communications centers in units of the National Park System;</text></paragraph><paragraph id="id1bd74fae4aba4f4f863def3ba3c24c74"><enum>(2)</enum><text>estimated costs to purchase Next Generation 9–1–1 systems for emergency communications centers in units of the National Park System that have not begun to implement Next Generation 9–1–1 systems; and</text></paragraph><paragraph id="id7595b992d5ad422cac8c74963bef71cf"><enum>(3)</enum><text>estimated costs to maintain and operate Next Generation 9–1–1 systems across all emergency communications centers in units of the National Park System.</text></paragraph></subsection><subsection id="id6146ca76831e4d0aa309eb8b60d7eb4b"><enum>(b)</enum><header>Report</header><text>On completion of the assessment under subsection (a), the Secretary shall submit to the appropriate committees of Congress, and make available on the website of the Department of the Interior, a report—</text><paragraph commented="no" display-inline="no-display-inline" id="id4ce7089a5c97434aa8cd31b01d1d1488"><enum>(1)</enum><text display-inline="yes-display-inline">describing the results of the assessment; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9950f4439ee84844a1cc947dcbfe7747"><enum>(2)</enum><text display-inline="yes-display-inline">identifying issues that may affect the implementation of Next Generation 9–1–1 systems across all emergency communications centers in units of the National Park System, including—</text><subparagraph commented="no" display-inline="no-display-inline" id="id41dab59454784935970d51d7058f9007"><enum>(A)</enum><text display-inline="yes-display-inline">jurisdictional issues;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id24977095a95a495abab170733d8d4bcd"><enum>(B)</enum><text display-inline="yes-display-inline">technological issues;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9e9948f86f2547d48ead57061b83d24d"><enum>(C)</enum><text display-inline="yes-display-inline">issues relating to relevant authorities; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida234e511e12246c291a54671714a82ee"><enum>(D)</enum><text display-inline="yes-display-inline">issues relating to legal agreements.</text></subparagraph></paragraph></subsection></section><section id="id2d187b5c8bec48ba82bf3948f97ddfed"><enum>4.</enum><header>Plan to install Next Generation 9–1–1 systems in units of the National Park System</header><subsection id="ide6539e63609940eb9daf0139b89c7e0b"><enum>(a)</enum><header>In general</header><text>Not later than 1 year after the date on which the report under section 3(b) is submitted, the Secretary shall develop a plan, based on the results of the assessment completed under section 3(a) and subject to subsection (c), to install Next Generation 9–1–1 systems at identified emergency communications centers in units of the National Park System.</text></subsection><subsection id="id042f4f4486004d01b7fff7e8d5c5b493"><enum>(b)</enum><header>Consultation</header><text>In developing the plan under subsection (a), the Secretary shall consult with—</text><paragraph id="ide79531ff3fb84912b4749ecffb49eb77"><enum>(1)</enum><text>State and local emergency operations officials to ensure interoperability of the Next Generation 9–1–1 systems;</text></paragraph><paragraph id="id861cf99fdce949fc8de236693fa35028"><enum>(2)</enum><text>State and local stakeholders that the superintendent of the applicable unit of the National Park System determines to be appropriate; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc6cd40aeb08742f386849b27339fee5b"><enum>(3)</enum><text>relevant Federal agencies, including—</text><subparagraph commented="no" display-inline="no-display-inline" id="id5a26da82581f48e4a0740cf67672446b"><enum>(A)</enum><text>the Department of Commerce;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id57f715a0f33840ad9cd75d57b6591086"><enum>(B)</enum><text>the Department of Transportation; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id048663fc81c0448fb34ca8b7e71efbfa"><enum>(C)</enum><text>the Federal Communications Commission.</text></subparagraph></paragraph></subsection><subsection id="id9bf0652c465c4d729257dd9beac64ed7"><enum>(c)</enum><header>Limitation</header><text>Notwithstanding subsection (a), a plan developed under that subsection shall not be required to address emergency communications centers in any unit of the National Park System at which the superintendent of the unit of the National Park System determines that sufficient Next Generation 9–1–1 systems have already been installed or are being installed, as applicable. </text></subsection></section></legis-body><endorsement><action-date>July 23, 2026</action-date><action-desc>Reported without amendment</action-desc></endorsement></bill>
