Mr. Cotton introduced the following bill; which was read twice and referred to the Committee on the Judiciary


A BILL

To terminate the exemption from numerical limitations for H–1B nonimmigrants employed by institutions of higher education.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short titles.

This Act may be cited as the “Colleges for the American People Act of 2025” or the “CAP Act of 2025”.

SEC. 2. Termination of exemption from numerical limitations for H–1B nonimmigrants employed by institutions of higher education.

Section 214(g)(5) of the Immigration and Nationality Act (8 U.S.C. 1184(g)(5)) is amended—

(1) by striking subparagraph (A); and

(2) by redesignating subparagraphs (B) and (C) as subparagraphs (A) and (B), respectively.
