        <official-title>To require the Secretary of Housing and Urban Development and the Secretary
            of Agriculture to enter into a memorandum of understanding relating to housing projects,
            and for other purposes.</official-title>

            <enum>1.</enum>
            <header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Streamlining Rural Housing Act of 2025</short-title></quote>.</text>
        </section>

            <enum>2.</enum>
            <header>Memorandum of understanding</header>
            <subsection commented="no" display-inline="no-display-inline" id="id74e4dc89db164dc98fe88877031473f9">
                <enum>(a)</enum>
                <header display-inline="yes-display-inline">In general</header>
 <text>Not later than 180 days after the date of enactment of this Act, the Secretary of Housing and Urban Development and the Secretary of Agriculture shall enter into a memorandum of understanding to—</text>
                <paragraph commented="no" display-inline="no-display-inline" id="id40a01cefb23c47809f840078367a08e3">
                    <enum>(1)</enum>
 <text display-inline="yes-display-inline">evaluate categorical exclusions (as defined in section 111 of the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4336e">42 U.S.C. 4336e</external-xref>)) for housing projects funded by amounts from the Department of the Housing and Urban Development and the Department of Agriculture;</text>
                </paragraph>
                <paragraph id="id9c80ffd77e7941729bf7bfb5f7de3c13">
                    <enum>(2)</enum>
 <text>develop a process to designate a lead agency among the Department of Housing and Urban Development and the Department of Agriculture and streamline the adoption of environmental impact statements and environmental assessments approved by the other agency to construct housing projects funded by amounts from both agencies;</text>
                </paragraph>
                <paragraph commented="no" display-inline="no-display-inline" id="idd922f89e2735432b924418db927f3714">
                    <enum>(3)</enum>
 <text>maintain compliance with environmental regulations under part 58 of title 24, Code of Federal Regulations, as in effect on January 1, 2025; and</text>
                </paragraph>
                <paragraph commented="no" display-inline="no-display-inline" id="id70966f56b96945e4b38122e8b288188c">
                    <enum>(4)</enum>
 <text>evaluate the feasibility of a joint physical inspection process for housing projects funded by amounts from the Department of the Housing and Urban Development and the Department of Agriculture.</text>
                </paragraph>
            </subsection>
            <subsection commented="no" display-inline="no-display-inline" id="id7c4b00975a704a6888c59896a57d25c0">
                <enum>(b)</enum>
                <header>Advisory working group</header>
                <paragraph commented="no" display-inline="no-display-inline" id="id06f2396e534141478d268fee1edf70f3">
                    <enum>(1)</enum>
                    <header>In general</header>
 <text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary of Housing and Urban Development and the Secretary of Agriculture shall establish an advisory working group for the purpose of consulting on the implementation of the memorandum of understanding entered into under subsection (a).</text>
                </paragraph>
                <paragraph commented="no" display-inline="no-display-inline" id="idd05d0bd8e3614b5f87dc71ad8ef1397f">
                    <enum>(2)</enum>
                    <header>Members</header>
 <text>The advisory working group established under paragraph (1) shall consist of rural and non-rural stakeholders, including—</text>
                    <subparagraph id="id93d4268d57e84c7fb2c4669ff3ad68fa">
                        <enum>(A)</enum>
 <text>affordable housing nonprofit organizations;</text> </subparagraph> <subparagraph id="ide0895eb8e6144e07ac72632e89c0887a"> <enum>(B)</enum> <text>State housing and housing finance agencies;</text>
                    </subparagraph>
                    <subparagraph id="id04ec07b13ad2474e842e5fd40578ef6d">
                        <enum>(C)</enum>
 <text>nonprofit and for-profit home builders and housing developers;</text> </subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="ided4d89bf43bb44608514c20f5cd89b82"> <enum>(D)</enum> <text>property management companies;</text>
                    </subparagraph>
                    <subparagraph commented="no" display-inline="no-display-inline" id="id6d08eba26f254c8cb7790f4233c38ed7">
                        <enum>(E)</enum>
 <text>owners of multifamily properties, including nonprofit and for-profit owners and operators;</text>
                    </subparagraph>
                    <subparagraph commented="no" display-inline="no-display-inline" id="id1f206a2a06434fdc848c9b9620d2596c">
                        <enum>(F)</enum>
 <text>public housing agencies;</text> </subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="id3218131d8d28478c9cffed2be2f9dcfc"> <enum>(G)</enum> <text>residents in housing assisted by the Department of Housing and Urban Development or the Department of Agriculture and representatives of those residents; and</text>
                    </subparagraph>
                    <subparagraph commented="no" display-inline="no-display-inline" id="id7c9377c55c0c408ba745c3f77dab4a0c">
                        <enum>(H)</enum>
 <text>housing contract administrators.</text> </subparagraph> </paragraph> </subsection> <subsection commented="no" display-inline="no-display-inline" id="idb0648cc8f42a4ceca0340fc1037c01fa"> <enum>(c)</enum> <header>Report</header> <text>Not later than 1 year after the date of enactment of this Act, the Secretary of Housing and Urban Development and the Secretary of Agriculture shall submit to the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Financial Services of the House of Representatives a report that includes recommendations for legislative, regulatory, or administrative actions—</text>
                <paragraph commented="no" display-inline="no-display-inline" id="idfd1d6cacf2844c1bbed46bebe238cbbe">
                    <enum>(1)</enum>
 <text display-inline="yes-display-inline">to improve the efficiency and effectiveness of housing projects funded by amounts from the Department of the Housing and Urban Development and the Department of Agriculture; and</text>
                </paragraph>
                <paragraph commented="no" display-inline="no-display-inline" id="id0c7e261c71b34c56a5e8c17cf8402bc5">
                    <enum>(2)</enum>
 <text>that do not materially, with respect to residents of housing projects described in paragraph (1)—</text>
                    <subparagraph commented="no" display-inline="no-display-inline" id="idafaa6d6ce2f144a4822cd095c4459ad6">
                        <enum>(A)</enum>
 <text>reduce the safety of those residents;</text> </subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="idff1484a2d2b047c3bb0c27b8ead46527"> <enum>(B)</enum> <text>shift long-term costs onto those residents; or</text>
                    </subparagraph>
                    <subparagraph commented="no" display-inline="no-display-inline" id="id588e6922369b4904b33026abb3ba6382">
                        <enum>(C)</enum>
 <text>undermine the environmental standards of those residents.</text> </subparagraph> </paragraph> </subsection> </section> </legis-body> </bill>
