        <official-title>To require the Secretary of Health and Human Services to carry out a public
            awareness campaign to increase awareness of the importance of father inclusion and
            engagement in improving overall health outcomes during pregnancy, childbirth, and
            postpartum, and for other purposes.</official-title>

        <section section-type="section-one" id="S1">
            <enum>1.</enum>
            <header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Dads Matter Act of 2025</short-title></quote>.</text>
        </section>
        <section id="idd007ee51b17b4f63ac389e551bdfa6f0">
            <enum>2.</enum>
            <header>Findings</header>
 <text display-inline="no-display-inline">Congress finds the following:</text> <paragraph id="id0c1dc213c8c14b97b2aed9b62271616a"> <enum>(1)</enum> <text>Father engagement can play an important role in improving maternal health care, addressing maternal mortality and morbidity, and bettering the development and long-term growth of the child.</text>
            </paragraph>
            <paragraph id="idb004405bb9db45e58c37abb9026d5528">
                <enum>(2)</enum>
 <text>The participation of fathers during prenatal care appointments provides the mother with additional support to recognize potential pregnancy-related complications that could lead to maternal mortality and morbidity.</text>
            </paragraph>
            <paragraph id="id7de76d29c8ae432c9c92524d9c2769c2">
                <enum>(3)</enum>
 <text>When fathers are involved during pregnancy appointments and milestones, mothers are 1.5 times more likely to receive prenatal care in the first trimester, which improves health outcomes for both the mother and baby.</text>
            </paragraph>
            <paragraph id="id7e6dfcf324414e8bb65d718c78be049f">
                <enum>(4)</enum>
 <text>Father support during pregnancy can help promote behavioral health of the mother.</text>
            </paragraph>
            <paragraph id="id3f131a27fe7d43e397687f47766a9f2f">
                <enum>(5)</enum>
 <text>Father engagement reduces the risks of postpartum mood and anxiety disorders and contributes to a lower likelihood of preterm birth and a healthier birthweight.</text>
            </paragraph>
            <paragraph id="id2e32afbb2e194e46b1b51f158d66b5c4">
                <enum>(6)</enum>
 <text>Including fathers in conversations about safe sleep guidelines and sharing guidance about infant crying and the risks of shaken baby syndrome can help reduce infant deaths.</text>
            </paragraph>
            <paragraph id="id7fa39141f28543418ff1f80167041b1b">
                <enum>(7)</enum>
 <text>Active support of the father during breastfeeding greatly increases the chances of successful breastfeeding, which improves the physical and mental health of the baby and the mother.</text>
            </paragraph>
            <paragraph id="id2400d7dafa04434d88e701fefb61e1e8">
                <enum>(8)</enum>
 <text>Physical contact between the father and the baby just after birth and in the months following birth has been shown to improve the health and development of the baby, improve the mental health of the father, and foster father-child bonding in the short-term and long-term.</text>
            </paragraph>
        </section>
        <section id="idac8d5629654445dfae4de5f152496c80">
            <enum>3.</enum>
            <header>Increasing awareness of the importance of father inclusion and engagement in the
                pregnancy, birth, and postpartum process</header>
            <subsection id="id031fc929748d4c33a1168eee91745e88">
                <enum>(a)</enum>
                <header>In general</header>
 <text>Not later than 2 years after the date of enactment of this Act, the Secretary of Health and Human Services shall carry out a public awareness campaign to increase understanding of the importance of father inclusion and engagement in improving overall health outcomes during pregnancy, childbirth, and postpartum, for both the mother and baby.</text>
            </subsection>
            <subsection id="id497be81e0829491e95bb20f154254eb5">
                <enum>(b)</enum>
                <header>Requirements</header>
 <text>The campaign under subsection (a) shall include—</text> <paragraph id="id37469785e01e4c07b2589b589b34d911"> <enum>(1)</enum> <text>messaging intended to provide information to the public about the importance of a father’s role in pregnancy and parenting;</text>
                </paragraph>
                <paragraph id="id385ac412bc05456080d32b0e0f106a16">
                    <enum>(2)</enum>
 <text>resources and information to counter popular narratives that minimize the importance of engaged and involved fathers in pregnancy and parenting; and</text>
                </paragraph>
                <paragraph id="id6dc56c9dfd27452b8936f0c1712d4198">
                    <enum>(3)</enum>
 <text>resources and information that promote awareness about the impact of father inclusion on maternal and infant outcomes, including—</text>
                    <subparagraph id="ide2c8f01402d94faba436379bb9199f5e">
                        <enum>(A)</enum>
 <text>the importance of father-to-infant skin-to-skin contact in improving the health and development of a newborn and fostering father-child bonding in the short- and long-term;</text>
                    </subparagraph>
                    <subparagraph id="id78aef1c36ba4409b93097dbf72c332be">
                        <enum>(B)</enum>
 <text>the role of fathers in promoting the behavioral health of the mother;</text>
                    </subparagraph>
                    <subparagraph id="idf81723a9897146e894834e8ac808f660">
                        <enum>(C)</enum>
 <text>the role of fathers in increasing the number of prenatal and postpartum appointments a mother attends;</text>
                    </subparagraph>
                    <subparagraph id="idae0000a917ee4d6a986ad061d3ccc64f">
                        <enum>(D)</enum>
 <text>the effects of father attendance during prenatal and postnatal appointments;</text>
                    </subparagraph>
                    <subparagraph id="ide417bb655a8941a38b53a7592026eb12">
                        <enum>(E)</enum>
 <text>the effects of paternal postpartum depression;</text> </subparagraph> <subparagraph id="id62407ac27fea4e44b9c947784f60d81d"> <enum>(F)</enum> <text>the role of father support in improving rates of successful breastfeeding; and</text>
                    </subparagraph>
                    <subparagraph id="iddbb8f6a513c8406eab88138095722f1e">
                        <enum>(G)</enum>
 <text>the role of father involvement in providing the mother with additional support to recognize potential pregnancy-related complications, which could include—</text>

                            <enum>(i)</enum>
 <text>preeclampsia;</text> </clause> <clause id="idaf7e5ad8a59145a68e042d29de96771a"> <enum>(ii)</enum> <text>peripartum cardiomyopathy;</text>
                        </clause>
                        <clause id="idb1bd40f7a094478d85a09619e91fab1c">
                            <enum>(iii)</enum>
 <text>preterm labor;</text> </clause> <clause id="ide5ca927ae53040118e767400acaeeaa7"> <enum>(iv)</enum> <text>perinatal mood and anxiety disorders;</text>
                        </clause>
                        <clause id="iddbe07e1902c54024ad56c66d0794475e">
                            <enum>(v)</enum>
 <text>pregnancy loss or miscarriage;</text> </clause> <clause id="id305b835598774be1b3973ad236c582de"> <enum>(vi)</enum> <text>stillbirth;</text>
                        </clause>

                            <enum>(vii)</enum>
 <text>high blood pressure;</text> </clause> <clause id="idbbc04b213d824bc488961fb4bfa9a662"> <enum>(viii)</enum> <text>cervical infections;</text>
                        </clause>
                        <clause id="idd67f4116278e40b883a5720e4aca498e">
                            <enum>(ix)</enum>
 <text>gestational diabetes;</text> </clause> <clause id="id64d8028f3df54ba7be40046c8babb447"> <enum>(x)</enum> <text>placental abruption;</text>
                        </clause>
                        <clause id="idba6e391b595d4244a965689cef310119">
                            <enum>(xi)</enum>
 <text>ectopic pregnancy; and</text> </clause> <clause id="id09019d910cb34b0fbe99b9822e16d18d"> <enum>(xii)</enum> <text>uterine rupture.</text>
                        </clause>
                    </subparagraph>
                </paragraph>
            </subsection>
        </section>
        <section commented="no" display-inline="no-display-inline" id="id9d37fafbf5134aab9253d360045ce410">
            <enum>4.</enum>
            <header>Guidance to States on encouraging father inclusion and engagement in the
                pregnancy, birth, and postpartum process</header>
            <subsection commented="no" display-inline="no-display-inline" id="idbd53e99626624ba2a9ee94c8736dcaad">
                <enum>(a)</enum>
                <header>In general</header>
 <text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Secretary of Health and Human Services shall issue guidance to States that addresses how States can encourage and incentivize providers of maternity care, including hospitals, health care systems, midwifery practices, freestanding birth centers, community health centers, and other maternity care providers, and providers of health care coverage, including managed care entities, to provide training and education to health care practitioners, such as pediatricians, obstetricians, and gynecologists, about the benefits of including and engaging fathers in the pregnancy, birth, and postpartum process.</text>
            </subsection>
            <subsection commented="no" display-inline="no-display-inline" id="ide1917e7c5d2145699e62431c9220b361">
                <enum>(b)</enum>
                <header>Requirements</header>
 <text>The guidance under subsection (a) shall—</text> <paragraph commented="no" display-inline="no-display-inline" id="id6e755ba873c94b04b3744ed08ab83985"> <enum>(1)</enum> <text display-inline="yes-display-inline">include information on how health care practitioners can—</text>
                    <subparagraph id="idd50b8518e4dc41e7897adb6118a063de">
                        <enum>(A)</enum>
 <text>offer peer-to-peer, father-to-father encouragement, support, and education in communities that traditionally are not inclusive of fathers;</text>
                    </subparagraph>
                    <subparagraph id="id45a885e2a7ec483e86cacd52a9aec088">
                        <enum>(B)</enum>
 <text>provide fathers with information on—</text> <clause commented="no" display-inline="no-display-inline" id="id5c01af4ffb0a4bc28f1fa0e4cf95e0a5"> <enum>(i)</enum> <text display-inline="yes-display-inline">what to expect before, during, and after the birth process;</text>
                        </clause>
                        <clause commented="no" display-inline="no-display-inline" id="idd0b5d95bfbd145aca49642c93447f279">
                            <enum>(ii)</enum>
 <text display-inline="yes-display-inline">how to better—</text> <subclause commented="no" display-inline="no-display-inline" id="id1613a2d3360b404dae459fa79c413f55"> <enum>(I)</enum> <text display-inline="yes-display-inline">understand and support their partner throughout such process; and</text>
                            </subclause>
                            <subclause commented="no" display-inline="no-display-inline" id="id1be61db455434fbeaa1137cefd1f3748">
                                <enum>(II)</enum>
 <text display-inline="yes-display-inline">serve as an advocate in her care; and</text>
                            </subclause>
                        </clause>
                        <clause commented="no" display-inline="no-display-inline"
                            id="id995fe0bd79314e6fa130f00c3265bad3">
                            <enum>(iii)</enum>
 <text display-inline="yes-display-inline">recommendations and protocol relating to pregnancy, postpartum, and child care, including—</text>
                            <subclause commented="no" display-inline="no-display-inline"
                                id="idec13c38d68b649a39d2cbf8ed68df40c">
                                <enum>(I)</enum>
 <text display-inline="yes-display-inline">maternal, infant, and routine childhood vaccines;</text>
                            </subclause>
                            <subclause commented="no" display-inline="no-display-inline"
                                id="idcd0bd87718544947b0e208a799437381">
                                <enum>(II)</enum>
 <text display-inline="yes-display-inline">maternal warning signs;</text>
                            </subclause>
                            <subclause commented="no" display-inline="no-display-inline"
                                id="idbf0417b6aa6a44809c5cb2ffbcf69add">
                                <enum>(III)</enum>
 <text display-inline="yes-display-inline">the importance of fetal movement counting;</text>
                            </subclause>
                            <subclause commented="no" display-inline="no-display-inline"
                                id="id00ddd1420b4844c2a9170a7da3973053">
                                <enum>(IV)</enum>
 <text display-inline="yes-display-inline">maternal mental health and postpartum recovery;</text>
                            </subclause>
                            <subclause commented="no" display-inline="no-display-inline"
                                id="id0cfc2e01422b4ea4a09f4762a200f35c">
                                <enum>(V)</enum>
 <text display-inline="yes-display-inline">breastfeeding practices;</text>
                            </subclause>
                            <subclause commented="no" display-inline="no-display-inline"
                                id="id0bf1015bed534f35a18babc3a4522a4f">
                                <enum>(VI)</enum>
 <text display-inline="yes-display-inline">health care appointments;</text>
                            </subclause>
                            <subclause commented="no" display-inline="no-display-inline"
                                id="idcd5f849fbc8040c08dc3c62293e04e2e">
                                <enum>(VII)</enum>
 <text display-inline="yes-display-inline">safe sleep practices;</text>
                            </subclause>
                            <subclause commented="no" display-inline="no-display-inline"
                                id="id927e3c41923c447aa35b977d23f9d630">
                                <enum>(VIII)</enum>
 <text display-inline="yes-display-inline">skin-to-skin contact;</text>
                            </subclause>
                            <subclause commented="no" display-inline="no-display-inline"
                                id="id927da3d06e9c4eb482308490d6cfb0ec">
                                <enum>(IX)</enum>
 <text display-inline="yes-display-inline">baby care, including safe soothing of a crying baby;</text>
                            </subclause>
                            <subclause commented="no" display-inline="no-display-inline"
                                id="id3f205cd277c04280afd1c108390568a4">
                                <enum>(X)</enum>
 <text display-inline="yes-display-inline">child bonding; and</text> </subclause> <subclause commented="no" display-inline="no-display-inline" id="id22a6f2676aae44e9a19b0c89433f060c"> <enum>(XI)</enum> <text display-inline="yes-display-inline">early childhood development; and</text>
                            </subclause>
                        </clause>
                    </subparagraph>
                    <subparagraph id="id09d9ac238665406f881fdac97c029542">
                        <enum>(C)</enum>
 <text>screen fathers for depression and provide referrals for treatment that may positively impact child development and reduce the risk of adverse childhood experiences;</text>
                    </subparagraph>
                </paragraph>
                <paragraph commented="no" id="id501feed9bf274f0d956e6f7cdad3a812">
                    <enum>(2)</enum>
 <text>address cultural beliefs about fatherhood, a man’s role in maternal health, and families; and</text>
                </paragraph>
                <paragraph commented="no" id="id62b7fb44d5a24d4da5cc6e136085f97a">
                    <enum>(3)</enum>
 <text>reaffirm a father’s ability to play a positive and valuable role during pregnancy, birth, and early childhood development, regardless of race or ethnicity.</text>
                </paragraph>
            </subsection>
        </section>
        <section commented="no" id="idf625bddae73b4b5eaf88381175d2f188">
            <enum>5.</enum>
            <header>GAO study and report</header>
 <text display-inline="no-display-inline">Not later than 6 years after the date of enactment of this Act, the Comptroller General of the United States shall conduct, and submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report describing the results of, a study on the effectiveness of this Act.</text>
