<congress display="yes">119th CONGRESS</congress><session display="yes">2d Session</session><legis-num display="yes">S. 2033</legis-num><current-chamber display="no">IN THE SENATE OF THE UNITED STATES</current-chamber><legis-type display="yes">AN ACT</legis-type><official-title display="yes">To direct the Comptroller General of the United States to conduct a study on existing programs, rules, and authorities that enable or inhibit wildfire mitigation across land ownership boundaries on Federal and non-Federal land.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC"><section section-type="section-one" id="id4a5800b0-a1be-4d74-b5d1-153b64052d42" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cross-Boundary Wildfire Solutions Act</short-title></quote>. </text></section><section id="id7e99d77f-3d21-467c-9f50-e95cba756e6c" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Study on wildfire mitigation across land ownership boundaries</header><subsection id="idf5fbee81-98dc-40c5-a29a-0844743aff27" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">Study required</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study on—</text><paragraph id="id7a005685-c3ac-433b-bbd9-24cfd896b385" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">the existing Federal programs, rules, and authorities that enable or inhibit wildfire mitigation from being completed across land ownership boundaries on Federal and non-Federal land;</text></paragraph><paragraph id="id7ae68362-77da-40fb-9110-56827f3b5566" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">whether changes to any program, rule, or authority identified pursuant to paragraph (1) would allow Federal land management agencies (as defined in section 802 of the Federal Lands Recreation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801</external-xref>)), the Secretary of Agriculture, acting through the Chief of the Natural Resources Conservation Service, the Secretary of Homeland Security, acting through the Administrator of the Federal Emergency Management Agency, the U.S. Fire Administration, States, local governments, and Tribal governments increased capacity or access to funding to mitigate wildfires; and</text></paragraph><paragraph id="iddf71e24c-35b8-4842-91ae-21e5337cb963" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">the activities carried out pursuant to subsection (e) of section 103 of the Healthy Forests Restoration Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/16/6513">16 U.S.C. 6513</external-xref>), including—</text><subparagraph id="id3697f165-8aa0-4586-a6f9-3499b38b1969" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">how to improve the efficacy of such activities with respect to mitigating wildfire; and</text></subparagraph><subparagraph id="ide324e810-78f5-47f3-8384-5503561eccd7" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">whether the enactment of such subsection has increased the access of Federal land management agencies and States to funding to mitigate wildfires.</text></subparagraph></paragraph></subsection><subsection id="id69d5d74e-0f7d-4b84-be3a-b811adedf3f7" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Natural Resources and the Committee on Agriculture of the House of Representatives and the Committee on Energy and Natural Resources and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report that contains—</text><paragraph id="id669cdf1a-502c-40b0-bad1-2c4f57e300c4" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">the results of the study required under subsection (a); and</text></paragraph><paragraph id="id1a688db0-062e-4ac3-b54d-fa0b83e45ba2" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">recommendations to simplify cross-boundary<pagebreak></pagebreak> wildfire mitigation between Federal land management agencies and State, local, and Tribal governments.</text></paragraph></subsection></section></legis-body><attestation><attestation-group><attestation-date date="20260611" chamber="Senate">Passed the Senate June 11, 2026.</attestation-date><attestor display="no"></attestor><role>Secretary</role></attestation-group></attestation><endorsement display="yes"></endorsement></bill>
