and</text></subparagraph><subparagraph id="id3d23836454cf49098e91b6f5446cc10a"><enum>(D)</enum><text>authorized clinical nurse specialist programs described in subsection (f).</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida33713ab49dd4f2b8e0ac468e21cac67"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (d)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id49a353c57d5646f38907294bfd3cfa69"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>midwives</quote> and inserting <quote>nurse-midwives</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idaf5763017919427f9b42b380be902e42"><enum>(2)</enum><text>in section 831 (<external-xref legal-doc="usc" parsable-cite="usc/42/296p">42 U.S.C. 296p</external-xref>)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id8e72763c1a8543da8bcf3aaf650be976"><enum>(A)</enum><text>in subsection (a)—</text><clause commented="no" display-inline="no-display-inline" id="id96fdcd68027f4400940a666e44e1c78b"><enum>(i)</enum><text>in paragraph (1), by striking <quote>or</quote> after the semicolon;</text></clause><clause commented="no" display-inline="no-display-inline" id="id58745eb2cc91456184d91b41d4296355"><enum>(ii)</enum><text>in paragraph (2), by striking <quote>methodologies.</quote> and inserting <quote>methodologies, audiovisual or other equipment, simulation and augmented reality resources, telehealth technologies, and virtual and physical laboratories; or</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idea909a198ed94e2ebd45b6c0741e4302"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idAC51711AB6D8433489703B7A36FF72D4" changed="deleted" reported-display-style="strikethrough" committee-id="SSHR00"><paragraph id="idba4081f7bdfb42a0ba1d515e7aa6265e"><enum>(3)</enum><text>increasing the number of faculty and students at schools of nursing in order to address nursing workforce shortages.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4b15e563d23f4f18bf73c87c1d8b0be8"><enum>(B)</enum><text>in subsection (b)—</text><clause commented="no" display-inline="no-display-inline" id="idc4b483cd820b46c3ad546dfd40244029"><enum>(i)</enum><text>in paragraph (2), by striking <quote>and survivors of domestic violence</quote> and inserting <quote>survivors of domestic violence, and survivors of sexual assault</quote>;</text></clause><clause commented="no" display-inline="no-display-inline" id="id24a3f31734d3416189020a77f5e052be"><enum>(ii)</enum><text>in paragraph (3), by striking <quote>or</quote> after the semicolon;</text></clause><clause commented="no" display-inline="no-display-inline" id="id1bb8f97e579f48a5b96bc438848c228a"><enum>(iii)</enum><text>in paragraph (4), by striking the period and inserting <quote>; or</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="iddb4b5f0e5a5d413cb4c7b4730adfc745"><enum>(iv)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3F85B600560E48FD89964D08AF4996A5" changed="deleted" reported-display-style="strikethrough" committee-id="SSHR00"><paragraph id="ida43405e527df4063bcc0ebb591a4f672"><enum>(5)</enum><text>partnering with a health care facility, nurse-managed health clinic, community health center, or other facility that provides health care in order to provide education opportunities for the purpose of establishing or expanding clinical education.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5e648341846c4bf79f16bbff02e83deb"><enum>(b)</enum><header>Conforming amendment</header><text>Section 806(f)(2)(C) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/296e">42 U.S.C. 296e(f)(2)(C)</external-xref>) is amended by striking <quote>basic</quote>.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="id9ba26ea26ecd4354a28c41352a93687b" changed="deleted" reported-display-style="strikethrough" committee-id="SSHR00"><enum>4.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Section 871 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/298d">42 U.S.C. 298d</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idf12cecd952e740499eff818b541313bb"><enum>(1)</enum><text>in subsection (a), by striking <quote>$137,837,000 for each of fiscal years 2021 through 2025</quote> and inserting <quote>$184,337,000 for each of fiscal years 2026 through 2030</quote>; or</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idfe865ecb-910c-4ae8-b43f-3ade77f332bc"><enum>(iv)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idefcfcf48-6bea-4b46-a2c4-fe1e88ef049d" changed="added" reported-display-style="italic" committee-id="SSHR00"><paragraph id="idb2d791a5-452b-48b7-bf4b-1e7b59161f9e"><enum>(5)</enum><text>partnering with a health care facility, nurse-managed health clinic, community health center, or other facility that provides health care in order to provide education opportunities for the purpose of establishing or expanding clinical education.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id96602083-a690-4fc3-ac2b-12b50c093772"><enum>(b)</enum><header>Conforming amendment</header><text>Section 806(f)(2)(C) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/296e">42 U.S.C. 296e(f)(2)(C)</external-xref>) is amended by striking <quote>basic</quote>.</text></subsection></section><section id="id67E6DDC958F54471B5CEAC27658DC8D2" changed="added" reported-display-style="italic" committee-id="SSHR00"><enum>4.</enum><header>Nurse faculty demonstration program</header><text display-inline="no-display-inline">Section 846A of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/297n-1">42 U.S.C. 297n–1</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id82b39ba81fda49de9a935fba45c6bf7d"><enum>(1)</enum><text>by amending subsection (a) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idC49D31C06B0A4C5187081D04206A452B" changed="added" reported-display-style="italic" committee-id="SSHR00"><subsection id="id6d62fb5a249b4d3caf60f87993f77849"><enum>(a)</enum><header>In general</header><text>To increase the number of qualified nursing faculty, the Secretary may—</text><paragraph commented="no" display-inline="no-display-inline" id="ide68c14d8493e4bf5931f5a6359eccf95"><enum>(1)</enum><text display-inline="yes-display-inline">enter into an agreement with any accredited school of nursing for the establishment and operation of a student loan fund in accordance with subsection (b); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7928d425034e49d7b5301cf549494383"><enum>(2)</enum><text display-inline="yes-display-inline">award nurse faculty grants in accordance with subsection (c).</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id98d6fb55a92946bdadeb0b234f23fe3a"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id762c86d5a449474ba0fbf78a04ec35ab"><enum>(A)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (A) through (D) of paragraph (2) as clauses (i) through (iv), respectively, and adjusting the margins accordingly;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide64168e9140d46868a1c5df3ee5802fb"><enum>(B)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (1) through (5) as subparagraphs (A) through (E), respectively, and adjusting the margins accordingly;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb6e460a4b79e498eb6536f536e392aba"><enum>(C)</enum><text>in subparagraph (C), as so redesignated, by striking <quote>subsection (c)</quote> and inserting <quote>paragraph (2)</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id47cad8767ae04bd08dab80c7cce31fcb"><enum>(D)</enum><text display-inline="yes-display-inline">by striking <quote>(b) <header-in-text level="subsection" style="OLC">Agreements—</header-in-text>Each agreement entered into under subsection (a) shall—</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idE01EE284CFCD4771BB0817625152FD37" changed="added" reported-display-style="italic" committee-id="SSHR00"><subsection id="id045ec4d9755c43cbb2e1f66b77c79ba7"><enum>(b)</enum><header>School of nursing student loan fund</header><paragraph commented="no" display-inline="no-display-inline" id="idb39296fb2f0641d790224fcb3a8c2729"><enum>(1)</enum><header>In general</header><text>Each agreement entered into under subsection (a)(1) shall—</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8f2d329a2dd044c1ab2a17a65d3ad722"><enum>(3)</enum><text>in subsection (c)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id8980f7a50d8140848d8040bfe8ffc155"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>subsection (a)</quote> each place it appears and inserting <quote>subsection (a)(1)</quote>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcd114916e2b647adbccc1f78064cc22e"><enum>(B)</enum><text>in paragraph (3), by redesignating subparagraphs (A) and (B) as clauses (i) and (ii), respectively, and adjusting the margins accordingly;</text></subparagraph><subparagraph id="id4f1e8454739c4692abab03e426ac3806"><enum>(C)</enum><text>in paragraph (6), by redesignating subparagraphs (A) and (B) as clauses (i) and (ii), respectively, and adjusting the margins accordingly;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id233f34ffe2bc44abaa43c3ecba3ccf9c"><enum>(D)</enum><text>by redesignating paragraphs (1) through (6) as subparagraphs (A) through (F), respectively, and adjusting the margins accordingly; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0a7ecb7cc69447e88af8724bf4302d93"><enum>(E)</enum><text>in subparagraph (F)(ii), as so redesignated, by striking <quote>subsection (e)</quote> and inserting <quote>paragraph (4)</quote>;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9914ac52f31d4daabd5ead6d88eaaf2a"><enum>(4)</enum><text>in subsection (e), by striking <quote>subsection (c)(6)(B)</quote> and inserting <quote>paragraph (2)(F)(ii)</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id46db2a4986114ff7a1c99e2d6f50afb6"><enum>(5)</enum><text>by redesignating subsections (c) through (e) as paragraphs (2) through (4), respectively, and adjusting the margins accordingly; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddab5f0d63caf40b68039ba6b4f2dfcdd"><enum>(6)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id77E6C8A861D54FD08DC9B8B6385F45FA" changed="added" reported-display-style="italic" committee-id="SSHR00"><subsection id="idE555150FE516475BAC29F811D7763784"><enum>(c)</enum><header>Nurse faculty demonstration program</header><paragraph id="idBA766F128793405DAF2C7B931833C5CD"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish and carry out a demonstration program described in subsection (a)(2) under which eligible schools of nursing receive a grant for purposes of supplementing the salaries of eligible nursing faculty members to enhance recruitment and retention of nursing faculty members.</text></paragraph><paragraph id="idC9F8C424F0084656A687E45D6FB73FA2"><enum>(2)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under this subsection, an entity shall—</text><subparagraph id="id661E08CA89DB48189163A21F7F13F4BC"><enum>(A)</enum><text>be an accredited school of nursing; and</text></subparagraph><subparagraph id="idA99E4F9D53E64A5F87801444CD0A6040"><enum>(B)</enum><text>submit an application to the Secretary, at such time, in such manner, and containing such information as the Secretary may require, including—</text><clause commented="no" id="idA92C564E1E77460CA0AD4DBEC31F8DCF"><enum>(i)</enum><subclause commented="no" display-inline="yes-display-inline" id="id1911e8c0fcd5454aa21d9eca79fd6d02"><enum>(I)</enum><text>to the extent such information is available to the school of nursing, the salary history of nursing faculty at such school who previously were nurses in clinical practice, for the most recent 3-year period ending on the date of application, adjusted for inflation as appropriate and broken down by credentials, experience, and levels of education of such nurses; or</text></subclause><subclause commented="no" display-inline="no-display-inline" indent="up1" id="ida39caed846bc4a21b66fcc1cf045fea8"><enum>(II)</enum><text>if the information described in subclause (I) is not available, information on the average local salary of nurses in clinical practice, adjusted for inflation as appropriate and broken down by credentials, experience, and levels of education of the individual nurses, in accordance with such requirements as the Secretary may specify;</text></subclause></clause><clause id="idE0A7C87BB1454EFAB3B5D5C8DFD2FA07"><enum>(ii)</enum><text>an attestation of the average nursing faculty salary at the school of nursing during the most recent 3-year period prior to the date of application, adjusted for inflation, as appropriate, broken down by credentials, experience, and levels of education of such faculty members; </text></clause><clause id="id70846BDA0C1D4D588A0037D932A7E8E4"><enum>(iii)</enum><text>the number of nursing faculty member vacancies at the entity at the time of application, and the entity’s projection of such vacancies over the ensuing 5-year period; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id2ac9dd130f8f40a18405f8764a291a75"><enum>(iv)</enum><text display-inline="yes-display-inline">a description of the entity's plans to identify funding sources to sustainably continue, after the 3-year grant period, the salary available to the eligible nursing faculty member pursuant to the program under this subsection during such grant program and to retain eligible nursing faculty members after the end of the grant period.</text></clause></subparagraph></paragraph><paragraph id="idC4992AC6C1BA4A7F83AC7419A15CD704"><enum>(3)</enum><header>Awards</header><text>A grant awarded under this subsection, with respect to supporting eligible nursing faculty members, shall—</text><subparagraph id="idA068F23600FF4165A96ACBDF060CE05F"><enum>(A)</enum><text>be awarded to the school of nursing to supplement the salaries of eligible faculty members at the school of nursing, annually, for up to a 3-year period, in an amount equal to, for each eligible nursing faculty member at the eligible entity during the grant period, the difference between—</text><clause id="idEE3C4CD59CDA47F2926E2C672975A464"><enum>(i)</enum><text>the average salary of nurses in clinical practice, as submitted under subclause (I) or (II) of paragraph (2)(B)(i); and</text></clause><clause commented="no" id="idA8D8A693C1DE4A41A5AB828E1A63986B"><enum>(ii)</enum><text>the greater of—</text><subclause commented="no" id="idACCA79B2E9864484ADCC06A2BA15E8D7"><enum>(I)</enum><text>the salary for the eligible nursing faculty member at the school of nursing; or</text></subclause><subclause commented="no" id="id7A257443C8D2469D9A7F59AE83768CE1"><enum>(II)</enum><text>the average nursing faculty salary, as submitted under paragraph (2)(B)(ii) for faculty members with the same or similar credentials and level of education; </text></subclause></clause></subparagraph><subparagraph id="idAC5C78800160423E816FF96ACB23F60E"><enum>(B)</enum><text>notwithstanding section 803(a), be used in its entirety to supplement the eligible faculty member's salary; and</text></subparagraph><subparagraph id="id30F0425109FA4433A7DE03EAC3A03E94"><enum>(C)</enum><text>be conditioned upon the school of nursing maintaining, for each year in which the award is made as described in subparagraph (A), a salary for such faculty member at a level that is not less than the greater of the amount under subclause (I) or (II) of subparagraph (A)(ii). </text></subparagraph></paragraph><paragraph id="idd5949781d0364610afbacf4611c5eec5"><enum>(4)</enum><header>Priority</header><text>In awarding grants under this subsection, the Secretary shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="id71ec9e277f824793b2890f19d884058c"><enum>(A)</enum><text display-inline="yes-display-inline">ensure the equitable geographic distribution of awards;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb46ceb375646491e9cab75351b2547ee"><enum>(B)</enum><text display-inline="yes-display-inline">give priority to applications from schools of nursing that demonstrate—</text><clause id="id6232fd38f17a429ea153482062ced3dd"><enum>(i)</enum><text>the greatest need for such grant, which may be based upon the financial circumstances of the school of nursing, the number of eligible nurse faculty members, the planned number of students to be trained or admitted off a wait list; or</text></clause><clause commented="no" display-inline="no-display-inline" id="idce66d963fa06470a97f47259b64b455f"><enum>(ii)</enum><text display-inline="yes-display-inline">training or partnerships to serve vulnerable patient populations, such as through the location or activity of a school in a health professional shortage area (as defined in section 332); and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id136109275f644797b32ba10340f0cf21"><enum>(C)</enum><text>ensure that not less than 20 percent of the total amount awarded is awarded to eligible entities located in States with populations under 1,500,000.</text></subparagraph></paragraph><paragraph id="id0b7c5c71195e45969be6d38d20081a09"><enum>(5)</enum><header>Rule of construction</header><text>Nothing in this subsection precludes a school of nursing or an eligible nursing faculty member receiving an award under this section from obtaining or receiving any other form of Federal support or funding. </text></paragraph><paragraph id="id0D10218088D842FF870514BF61B6A9AA"><enum>(6)</enum><header>Report</header><text>Not later than 3 years after the date of enactment of this subsection, the Secretary shall submit to the Committee on Finance and the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Ways and Means and the Committee on Energy and Commerce of the House of Representatives, a report that evaluates the program established under this subsection, including—</text><subparagraph id="id2f7aec5a0fbd4242ba93e2820a074f0f"><enum>(A)</enum><text>the impact of such program on recruitment and retention rates of nursing faculty, as available, and specifically for each faculty member participating in the program; and</text></subparagraph><subparagraph id="idb8f30fd6e13c4a65bb3fd6bab2a66517"><enum>(B)</enum><text>recommendations and considerations for Congress on continuing the program under this subsection. </text></subparagraph></paragraph><paragraph id="idAA95516D7F0D417A868B5609AE69F989"><enum>(7)</enum><header>Definitions</header><text>In this subsection:</text><subparagraph id="id3CE2D1D39D9842C6ADF8FF6D01E533AD"><enum>(A)</enum><header>Eligible nursing faculty member</header><text>The term <term>eligible nursing faculty member</term> means a nursing faculty member who—</text><clause id="id431EE88E7BC44C599A861FA6F686DD16"><enum>(i)</enum><text>was hired by a school of nursing within the 2-year period preceding the submission of an application under paragraph (2), or a prospective nursing faculty member; </text></clause><clause commented="no" display-inline="no-display-inline" id="id2d2c90ddb53d4818acf7a366eb25d2dd"><enum>(ii)</enum><text display-inline="yes-display-inline">is currently employed at the school of nursing and who demonstrates the need for such support; </text></clause><clause commented="no" display-inline="no-display-inline" id="id3c5b2a911195499784e307ba72ef850d"><enum>(iii)</enum><text>previously worked as a nurse in clinical practice or as a nurse faculty member at another school of nursing; or</text></clause><clause commented="no" display-inline="no-display-inline" id="ide827555ab2ec4c82bf92b74a0504515a"><enum>(iv)</enum><text>may work on a part-time basis as a nursing faculty member, for whom such award amounts described in paragraph (3) shall be prorated relative to the amount of time participating in part-time teaching.</text></clause></subparagraph><subparagraph id="idBFC448312E95475290FB2E5992DE8D4F"><enum>(B)</enum><header>Inflation</header><text>The term <term>inflation</term> means the Consumer Price Index for all urban consumers (all items; U.S. city average).</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7D15F914326B4C158E02BDA517060F90"><enum>(8)</enum><header>Authorization of appropriations</header><text>To carry out this subsection, there is authorized to be appropriated $15,000,000 for the period of fiscal years 2027 through 2031.</text></paragraph><paragraph id="ide05bca0a8d9a4c8d9e7f7cc0558bb536"><enum>(9)</enum><header>Sunset</header><text>The authority of the Secretary to award grants under this section shall terminate on September 30, 2031. Any grant awarded before such date shall continue in accordance with the terms of the grant, but no grant may be awarded under this subsection after such date.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id3c20bc5762f74eba99746d6e6fd556ae" changed="added" reported-display-style="italic" committee-id="SSHR00"><enum>5.</enum><header>State and regional nursing workforce center data collection pilot program</header><subsection commented="no" display-inline="no-display-inline" id="idf6e00cf1b19e44a6862a41a2ca19f14d"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Title VIII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/296">42 U.S.C. 296 et seq.</external-xref>) is amended by striking <quote><header-in-text style="OLC" level="part">Part G—Public Service Announcements</header-in-text></quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idaa465ebb24a14580b761acd6c884b7d2" changed="added" reported-display-style="italic" committee-id="SSHR00"><part id="idf570a531ca34410e9ff9039b6d7ceb0e" style="OLC"><enum>G</enum><header>Nursing workforce centers</header><section id="idca62c3a40a664f89af3049730e2771e2"><enum>861.</enum><header>State and regional nursing workforce center data collection pilot program</header><subsection id="id28d6b72522d94d08a17de0fee6b92d38"><enum>(a)</enum><header>In general</header><text>The Secretary may carry out a 3-year pilot program under which the Secretary awards grants, or enters into contracts with, eligible entities to establish new or enhance existing State- and regional based nursing workforce centers, evaluate the impact of State-and regional based nursing workforce centers on outcomes, and assess the feasibility of nursing workforce public-private partnerships. The Secretary shall begin implementation of such pilot program not later than 1 year after the date of enactment of the <short-title>Title VIII Nursing Workforce Reauthorization Act of 2026</short-title>.</text></subsection><subsection id="id11427d9ef10d4d2fa8401045a1fa1601"><enum>(b)</enum><header>Award terms</header><paragraph id="id7bef2eb02dbf483bab1b532249e197f1"><enum>(1)</enum><header>Term</header><text>The term of a grant or contract awarded under the pilot program under subsection (a) shall be 3 years.</text></paragraph><paragraph id="id102c3099f26d4e7f850c3c9b175943be"><enum>(2)</enum><header>Matching requirement</header><text>As a condition on receipt of a grant or contract under the pilot program under subsection (a), the Secretary shall require the applicant to agree, with respect to costs to be incurred by the applicant in carrying out the activities funded through the grant or contract, to make available non-Federal contributions (in cash or in kind) toward such costs in an amount that is equal to not less than $1 for each $4 of Federal funds provided through the grant or contract. Such contributions may be made directly or through donations from public or private entities.</text></paragraph></subsection><subsection id="id04025e86c0014cfaa373e0dd4651978c"><enum>(c)</enum><header>Eligibility</header><text>To be eligible to receive a grant or contract under this section, an entity shall be—</text><paragraph id="id5d9d4537e5984df79ee809b881796fd4"><enum>(1)</enum><text>a State agency;</text></paragraph><paragraph id="id34ec9a3ca67143fbbf35430db9244307"><enum>(2)</enum><text>a State board of nursing;</text></paragraph><paragraph id="id6fbb90a5fe1f4f86a8fd9d387d39182f"><enum>(3)</enum><text>a nonprofit; or</text></paragraph><paragraph id="idc9881329bf03431db1ade9a7dba7a276"><enum>(4)</enum><text>a school of nursing.</text></paragraph></subsection><subsection id="id90a1c9a98e9242bb974135ce388ae912"><enum>(d)</enum><header>Equitable distribution</header><text>In awarding grants or contracts under this section, the Secretary shall ensure, to the greatest extent possible, that such grants and contracts are equitably distributed among the geographical regions of the United States.</text></subsection><subsection id="ida81abf1f2c1841e5a895efdafd2cbc61"><enum>(e)</enum><header>Priority</header><text>In selecting the eligible entity to be awarded a grant or contract under this section for a nursing workforce center in a particular State, the Secretary shall give priority to eligible entities that—</text><paragraph id="idffc7eedb1b5043b0acfffecc2504c41d"><enum>(1)</enum><text>propose to provide statewide services;</text></paragraph><paragraph id="id090d17f8670c4a50ad2d196ed2704edb"><enum>(2)</enum><text>have expertise in the State’s nursing workforce issues;</text></paragraph><paragraph id="id750b6627a4e34c7293e6b886039417ba"><enum>(3)</enum><text>have a history of convening entities to address nursing workforce issues; and</text></paragraph><paragraph id="id5285dd5603744f3ca19eeffcf83dbf5f"><enum>(4)</enum><text>have partnerships with entities that traditionally educate or employ the State’s nurses.</text></paragraph></subsection><subsection id="id12fb6a197de1413990e2664cb4c23301"><enum>(f)</enum><header>Use of funds</header><text>A recipient of a grant or contract under this section may use such award for purposes of—</text><paragraph id="id3af330597edf4470b23a9b9380d506cb"><enum>(1)</enum><text>collecting, analyzing, and reporting data regarding nursing workforce training programs under this Act to the National Center for Health Workforce Analysis and to the public; and</text></paragraph><paragraph id="ide7f62c600e7d42cea715233391e276a2"><enum>(2)</enum><text>providing technical assistance to local and regional entities on the collection, analysis, and reporting of data and making recommendations to improve nursing workforce capacity.</text></paragraph></subsection><subsection id="ida83c1fd085d747a297c94ec6220ec83b"><enum>(g)</enum><header>Reports</header><text>Not later than 2 years after the date on which the first grant or contract is awarded under the pilot program under subsection (a), and annually thereafter, the Secretary shall submit to Congress a report on the grants and contracts awarded under such pilot program during the year covered by the report. Each such report shall include—</text><paragraph id="id95b1454313c84d51b876206a1d9c50a6"><enum>(1)</enum><text>a description of initiatives to study the unique characteristics of State nursing workforces, and efforts to increase the number of new nurses, recruit nurses to the nursing profession, and retain nurses in the workplace;</text></paragraph><paragraph id="id56dfc49ce5834e3c8bec40a9791f2d76"><enum>(2)</enum><text>impact data on nurses served by nursing workforce centers, including demographic information of the individuals served, the number of such individuals, and the types of services provided;</text></paragraph><paragraph id="id232c9d15d11a4d20b42ba2f793cdf65f"><enum>(3)</enum><text>the effectiveness of establishing formal public-private relationships for purposes of understanding the national nursing workforce through improved data collection and standardization;</text></paragraph><paragraph id="idcd2e8a4cf0c54e55b4d68e3dc94c1e1b"><enum>(4)</enum><text>data on continuous evaluation and quality improvement, and other relevant data as determined by the Secretary; and</text></paragraph><paragraph id="id341b95f581cf44dab8ab559037fb95df"><enum>(5)</enum><text>the Secretary’s recommendations and best practices for—</text><subparagraph id="id345435c80f4841608322ce77b7af5df3"><enum>(A)</enum><text>reducing shortages among different nursing specialties;</text></subparagraph><subparagraph id="id25164166458b453e93a3b34dcf7db256"><enum>(B)</enum><text>reducing shortages in rural and underserved areas;</text></subparagraph><subparagraph id="id2ed2336749944bd8b07c48ad32435850"><enum>(C)</enum><text>improving geographical distribution of the nursing workforce; and</text></subparagraph><subparagraph id="id3f883f676255485a8d56a29b6a27d9e2"><enum>(D)</enum><text>reducing shortages among different types of nursing employers.</text></subparagraph></paragraph></subsection><subsection commented="no" id="id9bd7f0b4526449a38f28c8f2eb4f69c9"><enum>(h)</enum><header>Data collection</header><text>The recipient of a grant or contract under this section shall provide the Secretary with such information (including data and assurances), at such time, and in such manner as the Secretary may require in order to prepare the report under subsection (g).</text></subsection><subsection id="id55681a578d694c7787abf6faf7c2d003"><enum>(i)</enum><header>Funding</header><paragraph id="id6657fae0adde41ef9e318aecf6fe0125"><enum>(1)</enum><header>In general</header><text>From the amounts appropriated to carry out this title, the Secretary may use up to $1,500,000 for each of fiscal years 2027 through 2029 for purposes of carrying out this section.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6829c75ed6a34676a4e3bc1484c44915"><enum>(2)</enum><header>Limitation</header><text display-inline="yes-display-inline">Paragraph (1) shall not apply for a fiscal year unless the amount made available to carry out parts B, C, and D for such fiscal year exceeds the amount appropriated to carry out such parts for fiscal year 2026.</text></paragraph></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id6329a970303c4e108d08d406e1c6f6f3"><enum>(b)</enum><header>Authorization of appropriations</header><text>Section 871(a) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/298d">42 U.S.C. 298d(a)</external-xref>) is amended by striking <quote>and D</quote> and inserting <quote>D, and G</quote>.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="idace2622d07ba49de98d9cd02cff18a14" changed="added" reported-display-style="italic" committee-id="SSHR00"><enum>6.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Section 871 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/298d">42 U.S.C. 298d</external-xref>), as amended by section 5(b), is further amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idd338bab9913c404fb0e4dd09248af568"><enum>(1)</enum><text>in subsection (a), by striking <quote>$137,837,000 for each of fiscal years 2021 through 2025</quote> and inserting <quote>$184,337,000 for each of fiscal years 2027 through 2031</quote>; and</text></paragraph><paragraph id="id7884b1bff8d7498f8b9b8452d7915f7c" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>in subsection (b), by striking <quote>$117,135,000 for each of the fiscal years 2021 through 2025</quote> and inserting <quote>$121,135,000 for each of fiscal years 2027 through 2031</quote>.</text></paragraph></section></legis-body><endorsement><action-date date="20260728">July 28, 2026</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
