and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id13e00d29f87e4d10bf36780bcb3479e8"><enum>(2)</enum><text>in paragraph (3), by striking <quote>if death results,</quote> and inserting <quote>if the motor vehicle is taken with the intent to cause death or serious bodily harm, and death results,</quote>.</text></paragraph></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section id="idfe79afc3-603c-45f6-a2ac-090cde6bb8c3" section-type="section-one" changed="added" reported-display-style="italic" committee-id="SSJU00"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Carjacking Enforcement Act</short-title></quote>.</text></section><section id="id2adcdfaa-772e-4c1f-9d2b-24282b612ee2" changed="added" reported-display-style="italic" committee-id="SSJU00"><enum>2.</enum><header>Motor vehicles</header><text display-inline="no-display-inline">Section 2119 of title 18, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="ida15c630f-50e6-447b-ae6d-e75e7b28e756"><enum>(1)</enum><text>in the matter preceding paragraph (1), by striking <quote>, with the intent to cause death or serious bodily harm</quote> and inserting <quote>knowingly</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4040db7b090c486bb77b2a59f686f81a"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>both,</quote> and inserting <quote>both;</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc695a88c5eba4769959e72ae00c2b845"><enum>(3)</enum><text display-inline="yes-display-inline">by striking paragraph (2) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id696979b8cbfc492fabf3b85eb93145b6" changed="added" reported-display-style="italic" committee-id="SSJU00"><paragraph commented="no" display-inline="no-display-inline" id="id23d6c80b1eb74012a48ce8062773078c"><enum>(2)</enum><text display-inline="yes-display-inline">be fined under this title or imprisoned not more than 25 years, or both, if—</text><subparagraph commented="no" display-inline="no-display-inline" id="idaa34393a3efe4c9897f12c989d4b64c7"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="idba1e7848d3054bad9b9e31a1e1b541a5"><enum>(i)</enum><text>the motor vehicle is taken with the intent to cause death or serious bodily harm; or</text></clause><clause indent="up1" commented="no" display-inline="no-display-inline" id="id88ae3fd267eb43cdaa190203379c5347"><enum>(ii)</enum><text>the person taking the motor vehicle brandishes or discharges a firearm (as defined in section 921) during or in relation to such taking; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id276885d433274bb8830813ec346d80bd"><enum>(B)</enum><text display-inline="yes-display-inline">serious bodily injury (as defined in section 1365, including any conduct that, if the conduct occurred in the special maritime and territorial jurisdiction of the United States, would violate section 2241 or 2242) results; and</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id9296d2f0-31b0-4b26-a682-81ad310df900" commented="no" display-inline="no-display-inline"><enum>(4)</enum><text>in paragraph (3), by striking <quote>if death results,</quote> and inserting <quote>if the motor vehicle is taken with the intent to cause death or serious bodily harm, and death results,</quote>.</text></paragraph></section></legis-body><endorsement><action-date>May 11, 2026</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
