Honoring the life and legacy of the Honorable Kay Granger, a Representative from the State of Texas.
Whereas Kay Granger was born on January 18, 1943, in Greenville, Texas;
Whereas Kay Granger graduated from Eastern Hills High School in Fort Worth, Texas, in 1961;
Whereas Kay Granger earned a Bachelor of Science from Texas Wesleyan University in 1965;
Whereas Kay Granger taught English, literature, and journalism in the Birdville Independent School District before operating her own insurance business for more than two decades;
Whereas Kay Granger began her career in public service on the Fort Worth Zoning Commission from 1981 to 1989, and then on the Fort Worth City Council from 1989 to 1991;
Whereas Kay Granger was the first woman to serve as mayor of Fort Worth, Texas, from 1991 to 1995, launching crime-reduction initiatives and working to strengthen the city’s economy;
Whereas Kay Granger was the first Republican woman from Texas to serve in the United States House of Representatives, in which she proudly represented the 12th Congressional District of Texas;
Whereas Kay Granger continued to serve the 12th Congressional District of Texas in the United States House of Representatives with distinction for nearly 28 years, from January 3, 1997, until January 3, 2025;
Whereas, during her time in the House of Representatives, Kay Granger served on the Committee on the Budget, the Committee on Oversight, the Committee on National Security, the Committee on Transportation and Infrastructure, and the Select Committee Homeland Security, as well as the Committee on Appropriations, on which she served for 25 years;
Whereas Kay Granger served as Vice Chair of the House Republican Conference and co-chaired the Iraqi Women’s Caucus and the Women Impacting the Nation coalition;
Whereas Kay Granger advocated for a strong national defense and for the men and women of the Armed Forces, championing investments in the defense industrial base of Texas, including the manufacturing of the F–35 fighter jet;
Whereas Kay Granger co-founded the F–35 Joint Strike Fighter Caucus in 2011, serving as a co-chair until 2023;
Whereas Kay Granger led a grassroots campaign beginning in 2006, that led the Navy to name a Littoral Combat Ship for Fort Worth in 2009, the first United States Navy vessel ever named for the city;
Whereas Kay Granger served as sponsor of the USS Fort Worth, christening the ship on December 4, 2010, and celebrating its commissioning on September 22, 2012;
Whereas Kay Granger served as the chair of the Subcommittee on State, Foreign Operations, and Related Programs of the House of Representatives;
Whereas Kay Granger became the first woman to chair the Subcommittee on Defense of the Committee on Appropriations of the House of Representatives;
Whereas Kay Granger made history in the 118th Congress as the first Republican woman to chair the full Committee on Appropriations of the House of Representatives;
Whereas Kay Granger authored the Monuments Men Recognition Act, which awarded the Congressional Gold Medal to the World War II Monuments Men, and championed the effort for nearly a decade before the medal was presented in 2015 to the unit’s surviving members;
Whereas Kay Granger received the National Guard Association of the United States Harry S. Truman Award and the Navy Distinguished Public Service Award, and was inducted into the Texas Women’s Hall of Fame and the Fort Worth Business Hall of Fame;
Whereas the Texas Senate honored Kay Granger for being named Fort Worth Inc.’s 2025 Person of the Year;
Whereas Kay Granger will be remembered as a trailblazer who broke barriers for women in public service at the local, State, and Federal levels, and as a builder who left a lasting mark on Fort Worth, the State of Texas, and the United States; and
Whereas Kay Granger is survived by her sons Brandon and J.D. Granger, her daughter Chelsea Granger, her five grandchildren, and by a grateful Fort Worth community and Nation that benefited from her decades of faithful public service: Now, therefore, be it
Resolved, That the House of Representatives—
(1) honors the life and legacy of the Honorable Kay Granger, a Representative from the State of Texas;
(2) recognizes her historic achievements as the first woman elected mayor of Fort Worth, the first Republican woman elected to represent Texas in the United States House of Representatives, and the first Republican woman to chair the Committee on Appropriations of the House of Representatives;
(3) expresses its deepest sympathy to the family, friends, and loved ones of Kay Granger; and
(4) directs the Clerk of the House of Representatives to transmit an enrolled copy of this resolution to the family of Kay Granger.
