<section display-inline="yes-display-inline" section-type="undesignated-section" id="HE534513E82FB4678A9A3592FA534013F"><text display-inline="yes-display-inline">That clause 18 of rule XXIII of the Rules of the House of Representatives is amended—</text> <paragraph id="H5631C866944D4AEDB501DCF7133205AC"><enum>(1)</enum><text>by amending paragraph (a) to read as follows:</text>
<quoted-block id="H585D7AFBEC484FF8B0D28EE76CB49231" style="OLC">
<subsection id="HC1E6095E530E46E29695B6BDD3129F4C"><enum>(a)</enum><text>A Member, Delegate, or Resident Commissioner may not engage in a sexual relationship with any employee of the House, except that—</text> <paragraph id="H72A397A9318F44FAAA344B3950EA940B"><enum>(1)</enum><text>this paragraph does not apply with respect to any relationship between two people who are married to each other; and</text></paragraph>
<paragraph id="H9662B98DF261498B9F2F1DCC2EA22A0B"><enum>(2)</enum><text>the Committee on Ethics may grant an exemption under paragraph (d) with respect to an employee who—</text> <subparagraph id="H7A90922B52DD4D15ABEE0A54D7DCD54E"><enum>(A)</enum><text>does not work under the supervision of the Member, Delegate, or Resident Commissioner; and</text></subparagraph>
<subparagraph id="H0BFEAAF5FA774B3DA25DFED37AC1D191"><enum>(B)</enum><text>is not an employee of a committee on which the Member, Delegate, or Resident Commissioner serves.</text></subparagraph></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> <paragraph id="HB668E60985C245C1919584A30E401831"><enum>(2)</enum><text>by adding at the end, the following:</text>

<subsection id="H433FDB02C737491480739DF4F329A057"><enum>(d)</enum>
<paragraph id="H3DFADD780EA949B7983AA8FF5AC4C3CB" display-inline="yes-display-inline"><enum>(1)</enum><text>Not later than 60 days after the adoption of this resolution, the Committee on Ethics shall issue regulations establishing procedures for the confidential submission and review of requests for exemptions under paragraph (a)(2).</text></paragraph> <paragraph id="H344B83188B2442E8A73529E92638A7C8" indent="up1"><enum>(2)</enum><text>The regulations issued under paragraph (1) shall—</text>
<subparagraph id="H3DBF27C6D52E456DAB447944C4C80331"><enum>(A)</enum><text>require confidential disclosure of the relationship by the Member, Delegate, or Resident Commissioner;</text></subparagraph> <subparagraph id="HF247F727068D4A2DAC6DDA1D05587D43"><enum>(B)</enum><text>establish standards for determining whether the relationship creates an actual or apparent conflict of interest or otherwise violates this Code of Official Conduct;</text></subparagraph>
<subparagraph id="HFFDB4F2EC6EA47D59D8316026DE9D53C"><enum>(C)</enum><text>authorize the Committee on Ethics to take any action it sees necessary to protect the integrity of the House; and</text></subparagraph> <subparagraph id="HC080FACDB5F94527869A5DE3A9920009"><enum>(D)</enum><text display-inline="yes-display-inline">require prompt notification to the Committee of any material change in circumstances affecting an exemption granted under this paragraph.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
