<section display-inline="yes-display-inline" section-type="undesignated-section" id="H8B60120F64104B99B720E0BDB20FC97A"><text>That Sparkle L. Sooknanan, a Judge of the United States District Court for the District of Columbia, is impeached for high crimes and misdemeanors and that the following articles of impeachment be exhibited to the United States Senate:</text> <subsection display-inline="no-display-inline" id="HCE047431BFDA4733AB4ECE87B63B2C23"><enum/><text display-inline="yes-display-inline">Articles of impeachment exhibited by the House of Representatives of the United States of America in the name of itself and of the people of the United States of America, against Sparkle L. Sooknanan, a Judge of the United States District Court for the District of Columbia, in maintenance and support of its impeachment against her for high crimes and misdemeanors.</text></subsection></section> 
<section id="HEA33E11E1C3C48B5B48D9492F7569588" section-type="undesignated-section"><header>Article I: Abuse of Judicial Authority</header> 
<subsection display-inline="no-display-inline" id="H0941C2082FF1495F8E95655BC1AA472F"><enum/><text display-inline="yes-display-inline">In her conduct of the office of Judge, Sparkle L. Sookanan abused the power entrusted to her in that:</text></subsection> <subsection id="H4204D07B9D0A4AF7AD8BF871A6CA0169"><enum/><text display-inline="yes-display-inline">Judge Sookanan issued an injunction that halted President Trump's SAVE program, substituting the judgment of a single unelected judge for that of the duly elected Executive Branch.</text></subsection> 
<subsection id="H1960BE5980554D2CA702C39573355FB9"><enum/><text display-inline="yes-display-inline">Through this extraordinary intervention, Judge Sooknanan elevated personal legal and policy preferences above the constitutional powers vested in the President.</text></subsection> <subsection id="HFC2C729C82554E698B4BB3A977C3D18F"> <enum/> <text display-inline="yes-display-inline">Article III grants judges life tenure during <quote>good Behaviour</quote>, not lifetime immunity from accountability. When judges repeatedly exceed their constitutional role and exercise power never granted to them by the Constitution, they violate the spirit of the <quote>good Behaviour</quote> requirement and invite congressional scrutiny. Congress possesses both the authority and the obligation to check abuses by members of the Federal judiciary. Failure to respond to judicial overreach risks normalizing the concentration of unchecked power in the hands of unelected judges. Impeachment is a constitutional remedy designed to preserve the separation of powers and safeguard the authority entrusted to the elected branches of government.</text>

<subsection display-inline="no-display-inline" id="HAC246256105043CAA2179D1A0B240963"><enum/><text display-inline="yes-display-inline">In her conduct of the office of Judge, Sparkle L. Sookanan abused the power entrusted to her in that:</text></subsection> <subsection id="H82F9E9AA0B334A589BA6B4398EC0AF65"><enum/><text display-inline="yes-display-inline">By blocking the implementation of the SAVE program, Judge Sooknanan effectively seized powers reserved to the Executive Branch and interfered with the President's constitutional responsibility to faithfully execute the laws of the United States.</text></subsection>

Sookanan abused the power entrusted to her in that:</text></subsection> <subsection id="H70319F2B6A6648F39E91992030127793"><enum/><text display-inline="yes-display-inline">The Framers did not establish the judiciary as a super-legislature empowered to veto executive actions based on policy disagreements.</text></subsection>

Sookanan abused the power entrusted to her in that:</text></subsection> <subsection id="H7D7F4B7158534B68B68E99087069677E"><enum/><text display-inline="yes-display-inline">Federal judges are empowered to decide cases and controversies, not to dictate national policy.</text></subsection>

Sookanan abused the power entrusted to her in that:</text></subsection> <subsection id="H78A8AE9686CB4085A9D7BA4D764D4024"> <enum/> <text display-inline="yes-display-inline">By obstructing a program intended by its supporters to strengthen election integrity, Judge Sooknanan fostered the perception that Federal courts are increasingly acting as political actors rather than impartial arbiters.</text>
