Whereas the Federal Medicaid program was established on July 30, 1965, when President Lyndon B. Johnson signed the Social Security Amendments of 1965 into law; Whereas it was designed as a cooperative Federal-State program to provide health insurance for individuals with limited income; Whereas Medicaid has protected the health care of millions of American families, saved lives, and improved the economic security of the Nation; Whereas Medicaid continues to be a vital lifeline for older adults, people with disabilities, and low-income families; Whereas all 50 States use the program to deliver better health outcomes for their residents; Whereas the Centers for Medicare & Medicaid Services administers the program; Whereas, on July 4, 2025, President Donald J. Trump signed into law the One Big Beautiful Bill Act, H.R. 1, which makes nearly $1,000,000,000,000 worth of cuts to the Federal Medicaid program over 10 years; Whereas, on January 1, 2026, Affordable Care Act Enhanced Premium Tax Credits were eliminated; Whereas, on October 1, 2026, new Federal Medicaid eligibility rules will take effect for certain immigration statuses; Whereas, on January 1, 2027, new paperwork requirements for Federal Medicaid will take effect for certain adult enrollees; Whereas the Congressional Budget Office projects 10,000,000 Americans will lose their health care due to the health care cuts under H.R. 1; and Whereas these cuts will have devastating consequences on the health, well-being, and economic security of the United States: Now, therefore, be it

That the House of Representatives strongly urges the Centers for Medicare & Medicaid Services to immediately work with State Medicaid programs to issue guidance following a determination on how the funding cuts and new requirements under H.R. 1 will impact State Medicaid agencies and enrollees.
