<whereas><text>Whereas the United States and Israel share an unbreakable bond rooted in shared values, mutual strategic interests, and a steadfast commitment to promoting democracy and peace in the Middle East;</text></whereas> <whereas><text>Whereas Congress has consistently affirmed that the United States and Israel share a special and historic relationship;</text></whereas> 
<whereas><text>Whereas the United States currently provides approximately $3,800,000,000 a year in direct military assistance under a 10-year memorandum of understanding signed in 2016, totaling $38,000,000,000 in military support through 2028, benefiting both Israeli security and United States interests in the region;</text></whereas> <whereas><text>Whereas, on May 10, 2026, in an interview with CBS News, Israeli Prime Minister Benjamin Netanyahu publicly announced his intention to reduce Israeli reliance on the financial component of United States military assistance to 0 over the next 10 years, stating that <quote>I don’t want to wait for the next Congress</quote>, and that <quote>I want to start now</quote>;</text></whereas> 
<whereas><text>Whereas Prime Minister Netanyahu’s proposal envisions replacing traditional military assistance with a new framework of joint defense cooperation, codevelopment, coproduction, and mutual investment in areas including advanced missile defense, artificial intelligence, unmanned systems, cybersecurity, and next-generation military platforms;</text></whereas> <whereas><text>Whereas this transition to a relationship grounded in shared investment and mutual benefit represents a strong partnership built on shared strength;</text></whereas> 
<whereas><text>Whereas Israel is a leading defense technology innovator and a major contributor to the United States defense industrial base;</text></whereas> <whereas><text>Whereas a deeper joint investment would strengthen both nations’ military capabilities and create economic opportunities for American workers and industries;</text></whereas> 
<whereas><text>Whereas the Iranian regime has long sought the destruction of the State of Israel and has consistently suppressed the rights of the Iranian people, including murdering thousands of its own citizens who took to the streets in recent protests;</text></whereas> <whereas><text>Whereas Iran is the world’s leading state sponsor of terrorism, providing material support to Hamas, Hezbollah, the Houthis, and other terrorist organizations responsible for attacks on United States citizens and military assets;</text></whereas> 
<whereas><text>Whereas, in June 2025, Israel launched Operation Rising Lion, striking Iranian nuclear facilities, military sites, and regime infrastructure, alongside United States strikes on fortified Iranian nuclear infrastructure under Operation Midnight Hammer, demonstrating the strength of United States-Israeli military cooperation and a shared commitment in preventing a nuclear-armed Iran;</text></whereas> <whereas><text>Whereas, on February 28, 2026, the United States and Israel launched Operation Epic Fury, coordinated military operations against the Islamic Republic of Iran aimed at targeting Iran’s nuclear weapons infrastructure, ballistic missile programs, military command structure, and the regime’s senior leadership;</text></whereas> 
<whereas><text>Whereas these joint operations have significantly degraded Iran’s nuclear weapons program, its ballistic missile capabilities, and its ability to threaten the region through its network of proxy forces;</text></whereas> <whereas><text>Whereas antisemitism is rising dramatically in the United States and around the world, including violent physical attacks on Jewish individuals and communities, the growth of antisemitic rhetoric on college campuses and social media, and the harassment and intimidation of Jewish Americans;</text></whereas> 
<whereas><text>Whereas Congress has repeatedly affirmed that the United States stands firmly against antisemitism in all its forms;</text></whereas> <whereas><text>Whereas the United States and Israel have worked together toward significant developments in military technology, artificial intelligence, and cybersecurity; and</text></whereas> 
<whereas><text>Whereas the collaboration of the United States and Israel continues to yield strong outcomes in the Middle East and beyond: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="H64387546083148E68F51F4DAFEA9F7F1"> <section display-inline="yes-display-inline" section-type="undesignated-section" id="HCB9EA984FC644E76AA8A5AB001EE8339"><text display-inline="yes-display-inline">That the House of Representatives—</text> 
<paragraph id="H74D1381A267142238A3B497C56071FC2"><enum>(1)</enum><text>reaffirms the special bond between the United States and the State of Israel, grounded in shared democratic values, mutual security interests, and the deep bonds of friendship between the American and Israeli people;</text></paragraph> <paragraph id="H4B5F109D59DE43FAA8BF309FDE2E18F2"><enum>(2)</enum><text>commends Prime Minister Benjamin Netanyahu for his bold proposal to transition the United States-Israel relationship away from traditional foreign assistance and toward a new era of mutual cooperation, joint investment, and shared technological development;</text></paragraph> 
<paragraph id="H9348C6184B194D29BF99ED606CDA2664"><enum>(3)</enum><text>strongly supports the development of a new memorandum of understanding between the United States and Israel to replace traditional military assistance with a framework of joint defense codevelopment, coproduction, and mutual investment that will strengthen both nations’ defense industries and military readiness;</text></paragraph> <paragraph id="H641B54242C564CBE8977300C07F45575"><enum>(4)</enum><text>expresses its gratitude to Prime Minister Netanyahu and the people of Israel for their courageous partnership with the United States in military operations against Iran, which together dealt a historic blow to Iran’s nuclear weapons program and significantly degraded the Islamic Republic’s capacity to threaten United States interests in the region; and</text></paragraph> 
<paragraph id="H9215E0233F6144C892587B99A734BB40"><enum>(5)</enum><text>condemns antisemitism in all its forms, including physical attacks on Jewish individuals and institutions, the harassment of Jewish Americans, the spread of antisemitic propaganda, and the delegitimization of Israel’s right to exist.</text></paragraph></section> </resolution-body></resolution>
