<whereas><text>Whereas 1 in 5 women, and 1 in 3 medically underserved women, experience a maternal mental health condition each year, impacting an estimated 800,000 American families;</text></whereas> <whereas><text>Whereas over <fraction>1/3</fraction> of female active duty servicemembers and military spouses, and almost <fraction>2/3</fraction> of retirees, are diagnosed with a maternal mental health condition during the perinatal period;</text></whereas> 
<whereas><text>Whereas maternal mental health conditions are among the most common health conditions during the perinatal period, including anxiety, substance use disorder, and depression;</text></whereas> <whereas><text>Whereas 22.5 percent of pregnancy-related deaths were caused by a mental health condition, of which approximately <fraction>1/3</fraction> of mothers died by suicide and <fraction>2/3</fraction> by overdose;</text></whereas> 
<whereas><text>Whereas 87 percent of pregnancy-related deaths (and 100 percent of deaths by suicide and overdose) are preventable; </text></whereas> <whereas><text>Whereas maternal mental health conditions increase the risk of infant mortality, preterm birth, and low birth weight, and impede infant growth and development;</text></whereas> 
<whereas><text>Whereas 75 percent of mothers with a maternal mental health condition never receive treatment;</text></whereas> <whereas><text>Whereas untreated maternal mental health conditions cost the United States economy $14,200,000,000 each year due to productivity loss, preterm births, child behavioral and developmental costs, and other health costs;</text></whereas> 
<whereas><text>Whereas maternal mental health conditions during the prenatal and perinatal periods are easily treatable with increased access to risk assessments, regular screening, and other early intervention mechanisms; and</text></whereas> <whereas><text>Whereas more research and funding are needed to build upon evidence-based best practices for improved screening and treatment efforts, expand access to and quality of treatment and prevention services, and improve health outcomes for mothers, infants, and communities: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="H5F6CBFE4559440C3BA8A37FA20904B9A"> 
<section display-inline="yes-display-inline" section-type="undesignated-section" id="HF497D20DC505407685B21D78CB25C601"><text>That the House of Representatives—</text> <paragraph id="HEC920070E3004C88AE84FC60F36394ED"><enum>(1)</enum><text display-inline="yes-display-inline">recognizes and supports the designation of <quote>National Maternal Mental Health Awareness Day</quote>;</text></paragraph> 
<paragraph id="H89AE0FD849E74AA18488A479D2253E57"><enum>(2)</enum><text display-inline="yes-display-inline">supports the goals and ideals of a national day to raise public awareness and understanding around maternal mental health conditions, the National Maternal Mental Health Hotline, and maternal mental health’s disproportionate impact on high-risk communities, including servicemembers, veterans, rural mothers, and other medically underserved mothers;</text></paragraph> <paragraph id="HD70CF0F83D524134BDD40E669893BB79"><enum>(3)</enum><text>recognizes the risks affiliated with untreated maternal mental health conditions and the negative health impacts on mothers and their children;</text></paragraph> 
<paragraph id="HF860BF657C6D42A0A42E733B9DFE7934"><enum>(4)</enum><text>acknowledges the need for further research on, and prevention and treatment of, maternal mental health conditions; and</text></paragraph> <paragraph id="HAE95EC425B7B487E8BC00AFE2AB53B1C"><enum>(5)</enum><text>encourages Federal, State, and local governments and citizens of the United States—</text> 
<subparagraph id="H9B1D44BF50B3456EAA9E5C6B6A8BB188"><enum>(A)</enum><text>to support National Maternal Mental Health Awareness Day through programs and activities; and</text></subparagraph> <subparagraph id="H69AE86F4C3A14B82A13EC5B40F26FBF1"><enum>(B)</enum><text>to promote public awareness of maternal mental health conditions.</text></subparagraph></paragraph></section>
