Providing for consideration of the bill (H.R. 7567) to provide for the
reform and continuation of agricultural and other programs of the
Department of Agriculture through fiscal year 2031, and for other
purposes; providing for consideration of the bill (H.R. 2616) to
require public elementary and middle schools that receive funds under
the Elementary and Secondary Education Act of 1965 to obtain parental
consent before changing a minor's gender markers, pronouns, or
preferred name on any school form or sex-based accommodations,
including locker rooms or bathrooms; providing for consideration of the
concurrent resolution (S. Con. Res. 33) setting forth the congressional
budget for the United States Government for fiscal year 2026 and
setting forth the appropriate budgetary levels for fiscal years 2027
through 2035; providing for consideration of the bill (S. 1318) to
direct the American Battle Monuments Commission to establish a program
to identify American-Jewish servicemembers buried in United States
military cemeteries overseas under markers that incorrectly represent
their religion and heritage, and for other purposes; providing for
consideration of the bill (H.R. 1346) to amend the Clean Air Act with
respect to the ethanol waiver for Reid Vapor Pressure under that Act,
and for other purposes; and for other purposes.

RESOLUTION
Providing for consideration of the bill (H.R. 7567) to provide for the
reform and continuation of agricultural and other programs of the
Department of Agriculture through fiscal year 2031, and for other
purposes; providing for consideration of the bill (H.R. 2616) to
require public elementary and middle schools that receive funds under
the Elementary and Secondary Education Act of 1965 to obtain parental
consent before changing a minor's gender markers, pronouns, or
preferred name on any school form or sex-based accommodations,
including locker rooms or bathrooms; providing for consideration of the
concurrent resolution (S. Con. Res. 33) setting forth the congressional
budget for the United States Government for fiscal year 2026 and
setting forth the appropriate budgetary levels for fiscal years 2027
through 2035; providing for consideration of the bill (S. 1318) to
direct the American Battle Monuments Commission to establish a program
to identify American-Jewish servicemembers buried in United States
military cemeteries overseas under markers that incorrectly represent
their religion and heritage, and for other purposes; providing for
consideration of the bill (H.R. 1346) to amend the Clean Air Act with
respect to the ethanol waiver for Reid Vapor Pressure under that Act,
and for other purposes; and for other purposes.
Resolved, That at any time after adoption of this resolution the
Speaker may, pursuant to clause 2(b) of rule XVIII, declare the House
resolved into the Committee of the Whole House on the state of the
Union for consideration of the bill (H.R. 7567) to provide for the
reform and continuation of agricultural and other programs of the
Department of Agriculture through fiscal year 2031, and for other
purposes. The first reading of the bill shall be dispensed with. All
points of order against consideration of the bill are waived. General
debate shall be confined to the bill and shall not exceed one hour
equally divided and controlled by the chair and ranking minority member
of the Committee on Agriculture or their respective designees. After
general debate the bill shall be considered for amendment under the
five-minute rule. In lieu of the amendment in the nature of a
substitute recommended by the Committee on Agriculture now printed in
the bill, an amendment in the nature of a substitute consisting of the
text of Rules Committee Print 119-22, modified by the amendment printed
in part A of the report of the Committee on Rules accompanying this
resolution, shall be considered as adopted in the House and in the
Committee of the Whole. The bill, as amended, shall be considered as
the original bill for the purpose of further amendment under the five-
minute rule and shall be considered as read. All points of order
against provisions in the bill, as amended, are waived.
Sec. 2. (a) No further amendment to H.R. 7567, as amended, shall
be in order except those printed in part B of the report of the
Committee on Rules accompanying this resolution and amendments en bloc
described in section 3 of this resolution.
(b) Each further amendment printed in part B of the report
of the Committee on Rules shall be considered only in the order
printed in the report, may be offered only by a Member
designated in the report, shall be considered as read, shall be
debatable for the time specified in the report equally divided
and controlled by the proponent and an opponent, shall not be
subject to amendment, and shall not be subject to a demand for
division of the question in the House or in the Committee of
the Whole.
(c) All points of order against further amendments printed
in part B of the report of the Committee on Rules or against
amendments en bloc described in section 3 of this resolution
are waived.
Sec. 3. It shall be in order at any time for the chair of the
Committee on Agriculture or his designee to offer amendments en bloc
consisting of further amendments printed in part B of the report of the
Committee on Rules accompanying this resolution not earlier disposed
of. Amendments en bloc offered pursuant to this section shall be
considered as read, shall be debatable for 20 minutes equally divided
and controlled by the chair and ranking minority member of the
Committee on Agriculture or their respective designees, shall not be
subject to amendment, and shall not be subject to a demand for division
of the question in the House or in the Committee of the Whole.
Sec. 4. At the conclusion of consideration of H.R. 7567 for
amendment the Committee shall rise and report the bill, as amended, to
the House with such further amendments as may have been adopted. The
previous question shall be considered as ordered on the bill, as
amended, and on any further amendment thereto to final passage without
intervening motion except one motion to recommit.
Sec. 5. Upon adoption of this resolution it shall be in order to
consider in the House the bill (H.R. 2616) to require public elementary
and middle schools that receive funds under the Elementary and
Secondary Education Act of 1965 to obtain parental consent before
changing a minor's gender markers, pronouns, or preferred name on any
school form or sex-based accommodations, including locker rooms or
bathrooms. All points of order against consideration of the bill are
waived. In lieu of the amendment in the nature of a substitute
recommended by the Committee on Education and Workforce now printed in
the bill, an amendment in the nature of a substitute consisting of the
text of Rules Committee Print 119-26 shall be considered as adopted.
The bill, as amended, shall be considered as read. All points of order
against provisions in the bill, as amended, are waived. The previous
question shall be considered as ordered on the bill, as amended, and on
any further amendment thereto, to final passage without intervening
motion except: (1) one hour of debate equally divided and controlled by
the chair and ranking minority member of the Committee on Education and
Workforce or their respective designees; and (2) one motion to
recommit.
Sec. 6. Upon adoption of this resolution it shall be in order to
consider in the House the concurrent resolution (S. Con. Res. 33)
setting forth the congressional budget for the United States Government
for fiscal year 2026 and setting forth the appropriate budgetary levels
for fiscal years 2027 through 2035. All points of order against
consideration of the concurrent resolution are waived. The concurrent
resolution shall be considered as read. All points of order against
provisions in the concurrent resolution are waived. The previous
question shall be considered as ordered on the concurrent resolution to
adoption without intervening motion or demand for division of the
question except one hour of debate equally divided and controlled by
the chair and ranking minority member of the Committee on the Budget or
their respective designees.
Sec. 7. Upon adoption of this resolution it shall be in order to
consider in the House the bill (S. 1318) to direct the American Battle
Monuments Commission to establish a program to identify American-Jewish
servicemembers buried in United States military cemeteries overseas
under markers that incorrectly represent their religion and heritage,
and for other purposes. All points of order against consideration of
the bill are waived. An amendment in the nature of a substitute
consisting of the text of Rules Committee Print 119-27, modified by the
amendment printed in part C of the report of the Committee on Rules
accompanying this resolution, shall be considered as adopted. The bill,
as amended, shall be considered as read. All points of order against
provisions in the bill, as amended, are waived. The previous question
shall be considered as ordered on the bill, as amended, and on any
further amendment thereto, to final passage without intervening motion
except: (1) one hour of debate equally divided among and controlled by
the chair and ranking minority member of the Committee on the Judiciary
or their respective designees and the chair and ranking minority member
of the Permanent Select Committee on Intelligence or their respective
designees; and (2) one motion to commit.
Sec. 8. In the engrossment of the House amendment to S. 1318, the
Clerk shall--
(a) add the text of H.R. 1919, as passed by the House, as
new matter at the end of the text proposed to be inserted by
the House amendment;
(b) assign appropriate designations to provisions within
the engrossment of the text proposed to be inserted by the
House;
(c) conform cross-references and provisions for short
titles within the engrossment of the text proposed to be
inserted by the House; and
(d) be authorized to make technical corrections, to include
corrections in spelling, punctuation, page and line numbering,
section numbering, and insertion of appropriate headings within
the engrossment of the text proposed to be inserted by the
House.
Sec. 9. It shall be in order at any time through the legislative
day of May 1, 2026, for the Speaker to entertain motions that the House
suspend the rules as though under clause 1 of rule XV. The Speaker or
his designee shall consult with the Minority Leader or his designee on
the designation of any matter for consideration pursuant to this
section.
Sec. 10. Upon adoption of this resolution it shall be in order to
consider in the House the bill (H.R. 1346) to amend the Clean Air Act
with respect to the ethanol waiver for Reid Vapor Pressure under that
Act, and for other purposes. All points of order against consideration
of the bill are waived. An amendment in the nature of a substitute
consisting of the text of Rules Committee Print 119-28 shall be
considered as adopted. The bill, as amended, shall be considered as
read. All points of order against provisions in the bill, as amended,
are waived. The previous question shall be considered as ordered on the
bill, as amended, and on any further amendment thereto, to final
passage without intervening motion except: (1) one hour of debate
equally divided and controlled by the chair and ranking minority member
of the Committee on Energy and Commerce or their respective designees;
and (2) one motion to recommit.
Sec. 11. In the engrossment of H.R. 7567, the Clerk shall--
(a) await the disposition of H.R. 1346;
(b) add the text of H.R. 1346, as passed by the House, as
new matter at the end of H.R. 7567;
