R. 9999</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260730">July 30, 2026</action-date><action-desc><sponsor name-id="P000620">Ms. Pettersen</sponsor> (for herself and <cosponsor name-id="N000191">Mr. Neguse</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name>, and in addition to the Committee on <committee-name committee-id="HII00">Natural Resources</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize the Secretary of Agriculture, acting through the Chief of the Forest Service, to enter into cooperative agreements with certain entities to address mountain pine beetle infestations and reduce associated wildfire risk, and for other purposes.</official-title></form><legis-body id="H0CC0C79EE3924DEAA11696C9EDBE04A3" style="OLC"><section id="HA170411456F44705B0DAE79302839EC8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mountain Pine Beetle Coordination Act</short-title></quote>.</text></section><section id="HA95402AAEC2A4EBC8017B0606D742547"><enum>2.</enum><header>Cooperative agreements to address mountain pine beetle infestations</header><subsection id="H2CBCFF29D32746FF93B2F6395EB2D5C3"><enum>(a)</enum><header>Cooperative agreement authorization</header><text display-inline="yes-display-inline">The Secretary of Agriculture, acting through the Chief of the Forest Service, may enter into a cooperative agreement with a covered entity to provide for activities to support the detection, treatment, and mitigation of mountain pine beetle infestations on lands subject to the jurisdiction of the Secretary or such covered entity, which may include the following: </text><paragraph id="H294CF3A51041420A9153D3F1505724EF"><enum>(1)</enum><text>Coordinated monitoring and data sharing.</text></paragraph><paragraph id="H21392859B95441B9B5F6B8F84C0AC49F"><enum>(2)</enum><text>Joint planning and implementation of projects.</text></paragraph><paragraph id="H213AC519E40E440BA7CFB3C87F8DB9B9"><enum>(3)</enum><text>Processing of and increased processing capacity for beetle-killed or beetle-infested trees.</text></paragraph><paragraph id="HD5DE1CF4060C4537B6E9059C271217F5"><enum>(4)</enum><text>Hazard reduction in areas affected by mountain pine beetle infestations.</text></paragraph><paragraph id="HB61339D3F2424ADAB04709F9044CD0BB"><enum>(5)</enum><text display-inline="yes-display-inline">Other activities determined necessary by the Secretary and such covered entity to reduce wildfire risks associated with such infestations.</text></paragraph></subsection><subsection id="HD8151B201D4F48F1A5A5183667282FE6"><enum>(b)</enum><header>Technical assistance</header><text>Upon request of a covered entity party to an agreement entered into under subsection (a), the Administrator of the Animal and Plant Health Inspection Service shall provide to such covered entity technical assistance requested with respect to the monitoring and management of mountain pine beetle infestations, including with respect to—</text><paragraph id="HE9CE1B5E74C2444D9F53BBDE7A2FEBA9"><enum>(1)</enum><text>detection;</text></paragraph><paragraph id="HA1208F1C2BF2405583A42F565074A544"><enum>(2)</enum><text>spread dynamics; and</text></paragraph><paragraph id="HA0826DE4E3124D5CB48F13871E78E1C0"><enum>(3)</enum><text>mitigation strategies.</text></paragraph></subsection><subsection id="H0F04C1FC01554557A88A25BAD28A3A9B"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H51823CEB000C4FB6B51C0126489A0F8F"><enum>(1)</enum><header>Covered entity</header><text>The term <term>covered entity</term> means each of the following:</text><subparagraph id="HE8B5537FA8D7439398DBBE5E71DA04B8"><enum>(A)</enum><text>The chief executive officer of a State.</text></subparagraph><subparagraph id="HB5AFDAC28CA549BCA7B1BF733307D25C"><enum>(B)</enum><text>The chief executive officer of a political subdivision of a State.</text></subparagraph></paragraph><paragraph id="H2659F2C3EE9840E69209AD77C62539C5"><enum>(2)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means each of the several States, the District of Columbia, each territory or possession of the United States, and each federally recognized Indian Tribe.</text></paragraph></subsection></section></legis-body></bill>
