<section id="H9D1E14171FA94CC598846E4770312BBC" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Family Poverty is Not Child Neglect Act</short-title></quote>.</text></section> 
<section id="H88489372B7134365A046E4DA35963590"><enum>2.</enum><header>State plan requirements</header> <text display-inline="no-display-inline">Section 422(b) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/622">42 U.S.C. 622(b)</external-xref>) is amended—</text> <paragraph id="HC2376E27084749FDA29434A1D33046F2"><enum>(1)</enum><text>in paragraph (18), by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph> 
<paragraph id="H389FD5CC0F32485AB9ACFB6267F3C723"><enum>(2)</enum><text>in paragraph (19)(B), by striking the period at the end and inserting a semicolon; and</text></paragraph> <paragraph id="H28EEB68F556A4E1B896BAE6B72DD21E7"><enum>(3)</enum><text>by adding at the end the following:</text> 
<quoted-block style="OLC" id="HADA677EDEF8B4611B62D7C5DE4E2ABCC" display-inline="no-display-inline"> 
<paragraph id="H3C4BB776B7134D46B4612546D4F6199A"><enum>(20)</enum><text display-inline="yes-display-inline">provide assurances that—</text> <subparagraph id="H24027211A20040768BF4280FA7483271"><enum>(A)</enum><text display-inline="yes-display-inline">no child is separated from a parent or guardian of the child solely on the basis of poverty; and</text></subparagraph> 
<subparagraph id="H02BE5AB69311463C88C906D413390ED8"><enum>(B)</enum><text display-inline="yes-display-inline">the State will develop or improve services and benefits to keep families in poverty safely together, such as through assistance with respect to housing insecurity or unemployment of parents or guardians in such families.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="H1955B023C91148B0BF9B1176E75EA942"><enum>3.</enum><header>Report on child poverty and neglect</header><text display-inline="no-display-inline">Not later than 2 years after the date of the enactment of this Act, the Secretary of Health and Human Services shall submit to the Committee on Ways and Means of the House of Representatives and the Committee on Finance of the Senate a report on the following:</text>
<paragraph id="HFC48961B73D14F0D9EC547538CD3142D"><enum>(1)</enum><text display-inline="yes-display-inline">The effect of poverty with respect to—</text> <subparagraph id="HF743DEE7A85D4CE4A0EF4E0CBFDACE13"><enum>(A)</enum><text>contacts with authorities related to child and family services;</text></subparagraph>
<subparagraph id="HE07BEC72ACF546A782966E42425A8AEA"><enum>(B)</enum><text>investigations carried out related to the welfare of a child;</text></subparagraph> <subparagraph id="H8BA461158A9340A086FD99D7F7C83D6E"><enum>(C)</enum><text>allegations of child neglect, abuse, or other forms of maltreatment;</text></subparagraph>
<subparagraph id="HF37DFA7DE1924A47AB1E768B9B30C3FE"><enum>(D)</enum><text>temporary or permanent removals of a child from the home, family, or household of the child;</text></subparagraph> <subparagraph id="H962B93DC3BBA497A9F271DA3A1F2A1DC"><enum>(E)</enum><text>transient, temporary, or permanent placements in foster care, kinship care, or other informal care settings; and</text></subparagraph>
<subparagraph id="HEE1150B214F84B2C9082E10DB4197D4F"><enum>(F)</enum><text>and other actions that affect the custody or care of a child.</text></subparagraph></paragraph> <paragraph id="HA5DBB875480841BAB3C434F79D1C0654"><enum>(2)</enum><text>Recommendations for legislation to accurately gain information related to paragraph (1).</text></paragraph>
<paragraph id="H6417DABB8301485B80F8C84EB01B9003"><enum>(3)</enum><text>Recommendations for legislation to help prevent a family in poverty from experiencing the separation, whether permanent or temporary, of a child from the family.</text></paragraph></section> </legis-body></bill>
