<subsection commented="no" display-inline="no-display-inline" id="H933163002E0E43BEB7EEDA77DD6A99E1"><enum>(a)</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Housing Building Occupancy Opportunities for Millions Act</short-title></quote> or the <quote><short-title>Housing BOOM Act</short-title></quote>.</text></subsection> <subsection commented="no" display-inline="no-display-inline" id="HFE84B52A7C3442C097ECD9153968FE79"><enum>(b)</enum><header>Table of contents</header><text>The table of contents for this Act is as follows:</text> </subsection></section> 
<section commented="no" display-inline="no-display-inline" id="HF9CA04DAB65E4A478B168E75228149AA"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph commented="no" display-inline="no-display-inline" id="H17D33D3661894EEDA2B9D6AAA9D5BA81"><enum>(1)</enum><header>Department</header><text>The term <term>Department</term> means the Department of Housing and Urban Development.</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H41A9741593714200809F1BFDC9E44F18"><enum>(2)</enum><header>Public housing agency</header><text>The term <term>public housing agency</term> has the meaning given the term in section 3(b) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437a">42 U.S.C. 1437a(b)</external-xref>).</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HE39440A1284143E0ABD47674AE6A64D3"><enum>(3)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term>, unless otherwise provided, means the Secretary of Housing and Urban Development.</text></paragraph> 
<paragraph id="HB4295A7335EB41589F695C5FA0F2105F"><enum>(4)</enum><header>State</header><text>The term <term>State</term> means each State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, and any territory or possession of the United States.</text></paragraph></section> <title style="OLC" commented="no" level-type="subsequent" id="HA4A2B25D8576481FB9FDC25285506320"><enum>I</enum><header>Boosting the Housing Supply</header> <section id="HEDE3890C95B24A8CA5F313BFEB1AD420"><enum>101.</enum><header>Increase in State housing credit ceiling</header> <subsection commented="no" display-inline="no-display-inline" id="H1E22CFD76F2541579DF5040B6DFF6FD4"><enum>(a)</enum><header>In general</header><text>Subparagraph (I) of <external-xref legal-doc="usc" parsable-cite="usc/26/42">section 42(h)(3)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>1.12</quote> and inserting <quote>3.36</quote>.</text></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H6056F874CC6C4CCD8D6C706348EAD782"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this section shall apply to allocations of housing credit dollar amount made in calendar years beginning after December 31, 2025.</text></subsection></section> <section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H33320F9C608047C0A95A3E6808D4845A"><enum>102.</enum><header display-inline="yes-display-inline">Middle-income housing construction loan fund</header> <subsection id="HD9E731D8503E4304AFB9D6C2891303D3"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established within the Treasury a fund to be known as the <quote>Middle Income Housing Construction Loan Fund</quote> (in this section referred to as the <term>Fund</term>).</text></subsection> 
<subsection id="H20C0211F934E44099B84D5CE009194E8"><enum>(b)</enum><header>Eligible recipients</header><text display-inline="yes-display-inline">Entitles eligible to receive amounts from the Fund include nonprofit organizations, public housing agencies, and qualified mission-driven housing developers.</text></subsection> <subsection commented="no" display-inline="no-display-inline" id="H128C3675AE034C47B2E284CA17C7B62A"><enum>(c)</enum><header>Use of funds</header><text display-inline="yes-display-inline">The Secretary shall use amounts in the Fund to make low-interest loans to entities described in subsection (b) for rental housing construction or adaptive reuse, targeting households earning not less than 60 percent and not more than 120 percent of the area median income.</text></subsection> 
<subsection id="H62EDEE3D752C4765BD206E7BAA1E20F4" commented="no"><enum>(d)</enum><header>Application</header> 
<paragraph commented="no" display-inline="no-display-inline" id="HD6DF6BD90D9947709F6696CB41A4B701"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">To be eligible for a loan fund the Fund, an eligible recipient described in subsection (b) shall submit to the Secretary an application in such form, at such time, and containing such information as the Secretary determines appropriate.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H9C68CE7B981A4899A06371B523DF74F8"><enum>(2)</enum><header>Priority</header><text>In awarding loans from the Fund, the Secretary shall prioritize eligible recipients from high-cost, high opportunity markets where moderate-income renters are cost-burdened but do not qualify for deeply subsidized housing or housing that receives tax credits under <external-xref legal-doc="usc" parsable-cite="usc/26/42">section 42</external-xref> of the Internal Revenue Code of 1986.</text></paragraph></subsection> 
<subsection id="HD6C4A7D3B0754D889AA60A6058BD9DE0"><enum>(e)</enum><header>Prevailing wage requirements</header> 
<paragraph id="H57F5E77C2BFC4F91928AA43F3575B9C7" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>All laborers and mechanics employed by contractors or subcontractors in the performance of construction, alteration, or repair work on a project assisted in whole or in part by funding made available under this section shall be paid wages at rates not less than those prevailing on similar projects in the locality, as determined by the Secretary of Labor in accordance with subchapter IV of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/31">chapter 31</external-xref> of title 40, United States Code (commonly referred to as the <quote>Davis-Bacon Act</quote>).</text></paragraph> <paragraph id="H20E9254210AC478C9D63C4952F77AF4C"><enum>(2)</enum><header>Authority of Secretary of Labor</header><text>With respect to the labor standards specified in this paragraph, the Secretary of Labor shall have the authority and functions set forth in Reorganization Plan Numbered 14 of 1950 (64 Stat. 1267; 5 U.S.C. App.) and section 3145 of title 40, United States Code.</text></paragraph> </subsection> 
<subsection id="H633FF65BB08B4223BA01F3F6BDB61404" commented="no" display-inline="no-display-inline"><enum>(f)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Fund $10,000,000 for each of fiscal years 2026 through 2030.</text></subsection></section> <section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H7F3BDCAA3BF749CCAB98D2D8A02E89FC"><enum>103.</enum><header display-inline="yes-display-inline">Workforce housing block grant program</header> <subsection commented="no" display-inline="no-display-inline" id="H0B9235FAD6D94913A281D9D2C435898E"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header><text>The Secretary shall establish a block grant program under which the Secretary provides funds to States to support the development of workforce rental housing for housholds earning not more than 60 percent and not more than 120 percent of the area median income.</text></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HC159664F0B864D63A5F81CDD5FF661C6"><enum>(b)</enum><header>Requirement</header><text>Each State shall submit to the Secretary equity-based allocation plans for funding under this section that address racial and income segregation, housing shortages, and economic opportunity.</text></subsection> <subsection commented="no" display-inline="no-display-inline" id="H6E906F31637D43C8937C0D9218717A48"><enum>(c)</enum><header display-inline="yes-display-inline">Priority</header><text>A State receiving funding under this section shall prioritize the allocation of funding for—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="H1F58BAD47E144BE5AE4F5B66C31AA768"><enum>(1)</enum><text display-inline="yes-display-inline">projects located in high-cost urban regions, rural communities, and rapidly growing suburban areas; and</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HAA2F90DF972946BFA3F3DCDAFAAFE2E4"><enum>(2)</enum><text display-inline="yes-display-inline">projects located near employment centers, schools, health care facilities, and transit.</text></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H19123674279D456C9344EAC9D70B2C83"><enum>(d)</enum><header>Grant administration</header> 
<paragraph commented="no" display-inline="no-display-inline" id="HACEDB85310DA4007A82C32389417335B"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>The Secretary shall administer the program under this section, providing guidance and technical assistance to States.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H2BF3A90F934741F8B834EB212B25ADC4"><enum>(2)</enum><header>Allocation</header><text>The Secretary shall allocate grants under this section through a competitive formula-based process, under which—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H94CE142A3FDC448C819393B63A8F6DF6"><enum>(A)</enum><text display-inline="yes-display-inline">priority shall be given to States with a higher population, higher number of cost-burned renters, and greater housing supply deficits; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="HA0025A7707404D6A971B93D32C2C14AE"><enum>(B)</enum><text>a State recipient may receive funds and administer loans directly or delegate funds to State housing finance agencies, public housing agencies, or redevelopment authorities with demonstrated capacity to manage housing development programs.</text></subparagraph></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HCA7CC6E1829F4E03A0DB904F193AD322"><enum>(e)</enum><header display-inline="yes-display-inline">Reporting</header><text>Each State that receives a grant under this section shall submit to the Secretary an annual report on the program under this section, which shall include, for the year covered by the report—</text> <paragraph commented="no" display-inline="no-display-inline" id="H745A086AAE2747ED8C483E89023DC73D"><enum>(1)</enum><text display-inline="yes-display-inline">the number of projects and units financed;</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H50DBC0CDD4D540D09FE1AA94FF816CF6"><enum>(2)</enum><text>the income levels served by those projects, with a breakdown by income as a percentage of the area median income;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HF42C9336357B483D99AF82006DCF9D96"><enum>(3)</enum><text>the average subsidy amount per unit;</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HDA2135D713024CE0997B3BC7D7737377"><enum>(4)</enum><text display-inline="yes-display-inline">the geographic distribution of projects, including whether a project was carried out in an urban, rural, or high opportunity area;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H9932D2FE783248DA8EA937DCE5ADD3E1"><enum>(5)</enum><text display-inline="yes-display-inline">the demographics of individuals served by those projects, including race, ethnicity, and household size; and</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H80FB2BA9A285401B8F5ECBB2BF9321D5"><enum>(6)</enum><text display-inline="yes-display-inline">data relating to loans made by the State using grant funds, including loan performance, repayment status, and the number of defaults.</text></paragraph></subsection> <subsection id="H937DEDBC3618438A9062BF5B2AA4B39E"><enum>(f)</enum><header>Prevailing wage requirements</header> <paragraph id="H3E3EC1CA3119409B91560347578267F9" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>All laborers and mechanics employed by contractors or subcontractors in the performance of construction, alteration, or repair work on a project assisted in whole or in part by funding made available under this section shall be paid wages at rates not less than those prevailing on similar projects in the locality, as determined by the Secretary of Labor in accordance with subchapter IV of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/31">chapter 31</external-xref> of title 40, United States Code (commonly referred to as the <quote>Davis-Bacon Act</quote>).</text></paragraph> 
<paragraph id="HA0BEAAB863B24563A9888C2B238DF513" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Authority of Secretary of Labor</header><text>With respect to the labor standards specified in this paragraph, the Secretary of Labor shall have the authority and functions set forth in Reorganization Plan Numbered 14 of 1950 (64 Stat. 1267; 5 U.S.C. App.) and section 3145 of title 40, United States Code.</text> </paragraph> </subsection> <subsection commented="no" display-inline="no-display-inline" id="H83ED9DE1134143A5A369EFBB0FAC51C2"><enum>(g)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary $5,000,000,000 for each of fiscal years 2026 through 2030, to remain available until expended, to carry out this section.</text></subsection></section> 
<section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H6A9B9E02002E4FB39E57FBCBCCA28607"><enum>104.</enum><header display-inline="yes-display-inline">Housing accelerator program</header> 
<subsection commented="no" display-inline="no-display-inline" id="H528BB76AB2994BA7A6E89C4D21FBDD5F"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header><text>The Secretary shall establish a Housing Accelerator Program (in this section referred to as the <term>Program</term>) to provide funding to local governments, affordable housing developers, and public housing agencies for gap financing for affordable housing projects that—</text> <paragraph commented="no" display-inline="no-display-inline" id="HB88CFAB832954EB1AE765BB20837FF9B"><enum>(1)</enum><text display-inline="yes-display-inline">have site control through ownership, ground lease, or other enforceable instrument;</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H98BC942DA70147BC9769D20EC70FFA18"><enum>(2)</enum><text display-inline="yes-display-inline">have received all required local land use and environmental clearances;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H2F9EA4716ED64DCF9EC04B6A149DDD76"><enum>(3)</enum><text>have secured commitments for not less than 50 percent of total development financing; and</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HABD2B3063DB14554B688496B408FC576"><enum>(4)</enum><text>demonstrate the capacity to commence construction within 12 months of receiving Federal funds.</text></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="HF5D94FB96E2646EDA877FC266D08AD89"><enum>(b)</enum><header>Application</header><text>An entity described in subsection (a) desiring funding under the Program shall submit to the Secretary an application in such form, at such time, and containing such information as the Secretary determines appropriate.</text></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H242BF4B24F544896B73CF2974A314455"><enum>(c)</enum><header>Requirements</header><text>An affordable housing project that receives funding under the Program shall—</text> <paragraph commented="no" display-inline="no-display-inline" id="HCA56FFF960EB4653AEAFF4FE7F298298"><enum>(1)</enum><text display-inline="yes-display-inline">include a minimum affordability covenant of not less than 30 years of affordability for each unit; and</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H20E6C11326DF433C96383ABA69C71634"><enum>(2)</enum><text>provide that—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H00F7C2C60A20404F97812E72D7FFB4DF"><enum>(A)</enum><text display-inline="yes-display-inline">not less than 40 percent of units shall be affordable to families with incomes that are not more than 60 percent of the area median income; or</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H72F8CB35951A470C850F35D47E58DF98"><enum>(B)</enum><text>not less than 20 percent of units shall be affordable to families with incomes that are not more than 50 percent of the area median income.</text></subparagraph></paragraph></subsection> <subsection id="H205AD75986334D13B1D079D1005E7930"><enum>(d)</enum><header>Prevailing wage requirements</header> <paragraph commented="no" display-inline="no-display-inline" id="HB62C52B7189E41C7AD92D145B5F3E076"><enum>(1)</enum><header display-inline="yes-display-inline">Prevailing wage requirements</header> <subparagraph commented="no" display-inline="no-display-inline" id="H376465F9BC2542908F448DFCB10A357B"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>All laborers and mechanics employed by contractors or subcontractors in the performance of construction, alteration, or repair work on a project assisted in whole or in part by funding made available under this section shall be paid wages at rates not less than those prevailing on similar projects in the locality, as determined by the Secretary of Labor in accordance with subchapter IV of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/31">chapter 31</external-xref> of title 40, United States Code (commonly referred to as the <quote>Davis-Bacon Act</quote>).</text></subparagraph>

<section id="HDA97ADEB498B45FF81F675C7AFA26776"><enum>105.</enum><header>Increased funding for the community development block grant program</header><text display-inline="no-display-inline">Title I of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301 et seq.</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H547ADFD5A7444D7E90834FDE8894C05E"> <section id="HDC574D8CE8B04B0F8251283C8EC52D3F"><enum>123.</enum><header>Authorization of appropriations</header> <subsection commented="no" display-inline="no-display-inline" id="H9506D82F3D6A420F9366A3E949C2BCB1"><enum/><text>There is authorized to be appropriated $4,200,000,000 for each of fiscal years 2026 through 2030 to carry out this title.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H034C9A72689A4930AD11A9656707CDC3"><enum>106.</enum><header display-inline="yes-display-inline">Increased funding for the HOME Investments Partnership program</header> 
<subsection commented="no" display-inline="no-display-inline" id="H29858B5D1C464A01B493D706632137AC"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subtitle A of title II of Cranston-Gonzalez National Affordable Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/42/12741">42 U.S.C. 12741 et seq.</external-xref>) is amended by adding at the end the following:</text> <quoted-block id="HA4889D9ED57942C583BA7BF0478477B7" display-inline="no-display-inline" style="OLC"> <section id="HC524BA99331C40B1A9C44E788073B9F9"><enum>227.</enum><header>Authorization of appropriations</header> <subsection id="H1607616BDDB04F828F702A6E3CEE72EB"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary $1,500,000,000 for each of fiscal years 2026 through 2030 to carry out this subtitle.</text></subsection> 
<subsection id="H443F93C5F69E4946AA6F5322065965F7" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Additional amount</header><text display-inline="yes-display-inline">In addition to the amount authorized to be appropriated under subsection (a), there is authorized to be appropriated $500,000,000 for each of fiscal years 2026 through 2030 for projects conducted under this subtitle that build or rehabilitate childcare facilities.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection commented="no" display-inline="no-display-inline" id="HE157CC90EE514736B242F26E2055E813"><enum>(b)</enum><header>Application of Davis-Bacon</header><text>Section 286(a) of the Cranston-Gonzalez National Affordable Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/42/12836">42 U.S.C. 12836(a)</external-xref>) is amended by inserting <quote>or for a project that builds or rehabilitates a childcare facility using amounts made available under section 227(b)</quote> after <quote>subtitle</quote>.</text></subsection></section>

<paragraph id="HCE8F62C707914B1AB6B7AAF13FE27AE4"><enum>(1)</enum><header>Continuum of care</header><text display-inline="yes-display-inline">The term <quote>continuum of care</quote> means a collaborative applicant established and operating for a geographic area for purposes of the Continuum of Care Program under subtitle C of title IV of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11381">42 U.S.C. 11381 et seq.</external-xref>).</text></paragraph> <paragraph id="H4D1474F228F64F7D8492A25FC1D71BE8"><enum>(2)</enum><header>Emergency housing</header><text>The term <quote>emergency housing</quote> means housing that is provided on a short-term and temporary basis to address emergency situations. Such term does not include transitional or permanent housing, as those terms are defined in section 401 of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11360">42 U.S.C. 11360</external-xref>).</text></paragraph> 
<paragraph id="H5C5BBCA232834883B03381C52CAEE84D"><enum>(3)</enum><header>Emergency shelter; private nonprofit organization; State</header><text display-inline="yes-display-inline">The terms <quote>emergency shelter</quote>, <quote>private nonprofit organization</quote>, and <quote>State</quote> have the meanings given those terms in section 321 of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11351">42 U.S.C. 11351</external-xref>).</text></paragraph> <paragraph id="HD0F5F048EBD44E848668C95FDF3EAC17"><enum>(4)</enum><header>Homeless</header><text>The term <quote>homeless</quote> has the meaning given such term in section 103 of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11302">42 U.S.C. 11302</external-xref>).</text></paragraph> 
<paragraph id="H61BEE2EDE43B4B348CAB0AC6EA4C51C4" commented="no" display-inline="no-display-inline"><enum>(5)</enum><header>Permanent housing; supportive services; transitional housing</header><text display-inline="yes-display-inline">The terms <quote>permanent housing</quote>, <quote>supportive services</quote>, and <quote>transitional housing</quote> have the meanings given those terms in section 401 of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11360">42 U.S.C. 11360</external-xref>).</text></paragraph></subsection> <subsection id="HC70C469F42EE46CC9DBB285CF789A3B3"><enum>(b)</enum><header>Authority</header><text display-inline="yes-display-inline">The Secretary shall carry out a program under this section to make grants to States and continua of care for distribution to units of local government and private nonprofit organizations to assist in carrying out conversions of structures for use as emergency, temporary, and transitional housing and emergency shelters for homeless persons and families.</text></subsection> 
<subsection id="H6840AA5D20124708835BF95CEAA831F8"><enum>(c)</enum><header>Use of grant amounts</header><text display-inline="yes-display-inline">Amounts from a grant under this section shall be used only in connection with the conversion of hotels, motels, or vacant, blighted, or unused residential properties for use as housing or shelter as provided in subsection (b), including for—</text> <paragraph id="HDFC74D02E79046A2B33A7A49CFCFC6FC"><enum>(1)</enum><text>the acquisition (by purchase or lease), rehabilitation, renovation, or other conversion of such structures;</text></paragraph> 
<paragraph id="H339D1C11BD4E4B76A0FC89B0F47A5CA1"><enum>(2)</enum><text>operating costs in connection with use of such structures as housing or shelters; and</text></paragraph> <paragraph id="HC7AA5316A90A4F7A93B4B78697C8CAD9"><enum>(3)</enum><text>providing supportive services, homelessness prevention services, and housing counseling services in connection with the converted housing or shelter.</text></paragraph></subsection> 
<subsection id="HC106F76AF8D9402C9C22896CD8152114"><enum>(d)</enum><header>Application; selection</header><text display-inline="yes-display-inline">The Secretary shall provide for States and continua of care to apply for grants under this section and shall select States and continua of care to receive such grants based on a competition that takes into account—</text> <paragraph id="HB7F5F8DFE64C42E3BC4C9AD363BCB748"><enum>(1)</enum><text>the level of housing instability in the jurisdiction of the applicant and the need—</text> 
<subparagraph id="H114C62AD469B462BA139554971FCFFC2"><enum>(A)</enum><text>for emergency, transitional, or permanent housing or emergency shelters for homeless persons and families;</text></subparagraph> <subparagraph id="HE1E88DD6E50C4FF39492D185CA90E7B4"><enum>(B)</enum><text display-inline="yes-display-inline">to address safety and public health needs of such persons and families; and</text></subparagraph> 
<subparagraph id="H2C77B2214FE14D96B77E3B36921EE0DB"><enum>(C)</enum><text>for supportive services for such persons and families; and</text></subparagraph></paragraph> <paragraph id="HA0AD59099DB849729620A7FADC890D39"><enum>(2)</enum><text display-inline="yes-display-inline">the effectiveness of the proposed method of distribution of grant amounts to units of local government and private nonprofit organizations in addressing such needs.</text></paragraph></subsection> 
<subsection id="H42DB9A1FA01D4F3D9042257C0AA83DC4" commented="no" display-inline="no-display-inline"><enum>(e)</enum><header display-inline="yes-display-inline">Prevailing wage requirements</header>

<subsection id="H7830CFD6A84340529BA8AA67D9CDA634"><enum>(f)</enum><header>Reports</header><text>The Secretary shall require each recipient of a grant under this section to submit a report to the Secretary, not later than 1 year after the award of the grant, detailing how grant amounts were used and describing the effect of that use on the level of homelessness in the jurisdiction of the recipient.</text></subsection> <subsection id="H8A1B45915314429FAA93FD62B6199F12" commented="no" display-inline="no-display-inline"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated for grants under this section $250,000,000 for each of fiscal years 2026 through 2030.</text></subsection></section> 
<section id="H2093F1E7A53A4AF5B6391C7803A29F0E"><enum>114.</enum><header>Grants for converting State and local government buildings into affordable housing</header> 
<subsection id="HD142FF857523472D95211AFB29484E5D"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H13A6EFD5213D4EB0B0DA7DBCE144B70D"><enum>(1)</enum><header>Eligible building</header><text display-inline="yes-display-inline">The term <term>eligible building</term> means a building that the Secretary, in coordination with the Administrator of General Services, determines is unused or underutilized and suitable for residential development.</text></paragraph> 
<paragraph id="H6F6C5DCD065B498B8641E16EABC2374C"><enum>(2)</enum><header>Qualified residential rental project</header><text>The term <term>qualified residential rental project</term> means any project for residential rental property that at all times for the period that is not less than 30 years, or the minimum period that a State or unit of local government decides that is not less than 30 years, meets the following requirements:</text> <subparagraph id="HB6CAC9CFC4534AB2BF486DE33B1899EC"><enum>(A)</enum><text>The project requires that—</text> 
<clause id="HDCFFBB3074554356899720FB339C07E0"><enum>(i)</enum><text display-inline="yes-display-inline">20 percent or more of the residential units in such project are occupied by a household with an income that does not exceed 50 percent of the median income for the area;</text></clause> <clause id="HA678F53487894061BB3F3187B640126D"><enum>(ii)</enum><text display-inline="yes-display-inline">40 percent or more of the residential units in such project are occupied by a household with an income that does not exceed 60 percent of the median income for the area; or</text></clause> 
<clause id="H3F0E0A1B411240188D37ECD8D3BC08EA"><enum>(iii)</enum><text>the average income of a household occupying 40 percent or more of the residential units in such project does not exceed 60 percent of the median income for the area, although individual residential units within that 40 percent of units may be occupied by a household with an income that does not exceed 80 percent of the median income for the area.</text></clause></subparagraph> <subparagraph id="H921C002AE6D245BFB3FFDDD3CF489175"><enum>(B)</enum><text display-inline="yes-display-inline">The housing costs, including water and sewer, electricity, heating, cooling, trash, and recycling, and other specific circumstances of the property that may also be considered in affordability calculations under local regulations, with respect to each residential unit described in subparagraph (A) does not exceed 30 percent of the income limit described in subparagraph (A) that applies to the household occupying such unit.</text></subparagraph></paragraph> 
<paragraph id="H6BEBDEDE2B64453C9124F67BD3D7EC94" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means each of the several States, the District of Columbia, each commonwealth, territory, or possession of the United States, and each federally recognized Indian Tribe.</text></paragraph></subsection> <subsection id="H3D4FE83A1DEA4EC193A3E6B0E16A2FC3"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this section, the Secretary shall establish a grant program, to be known as the <quote>Office to Residential Affordable Housing Conversion Program</quote> (in this section referred to as the <quote>Conversion Program</quote>), to facilitate the conversion of buildings owned by a State or unit of local government into qualified residential rental projects.</text></subsection> 
<subsection id="HB9AA47B1975F4F22A549A7C98805B3F9"><enum>(c)</enum><header>Eligible recipients</header><text display-inline="yes-display-inline">In administering the Conversion Program, the Secretary shall make grants available to States and units of local government on a competitive basis in accordance with this section.</text></subsection> <subsection id="HEC024CB36C3C4936826CD8C07F6DFF47" commented="no"><enum>(d)</enum><header>Application</header><text display-inline="yes-display-inline">To be eligible for a grant under the Conversion Program, an entity described in subsection (c) shall submit to the Secretary an application in such form, at such time, and containing such information as the Secretary determines appropriate.</text></subsection> 
<subsection id="H6C5F549BCE524D1FB9443240567BE05F"><enum>(e)</enum><header>Use of funds</header><text display-inline="yes-display-inline">Each entity that is awarded an amount under the Conversion Program may use such amount for the acquisition of an eligible building and any costs associated with converting such building into qualified residential rental projects.</text></subsection> <subsection id="HBA106CCBF6A5443ABCB7AB206D8EF766"><enum>(f)</enum><header>Consultation with continuum of care project sponsors</header><text display-inline="yes-display-inline">Each entity that is awarded an amount under the Conversion Program is encouraged to consult with a local project sponsor receiving amounts under the continuum of care program under subtitle C of title IV of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11381">42 U.S.C. 11381 et seq.</external-xref>).</text></subsection>

<subsection id="H826B148630EF4518B287F6192D813067"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">All laborers and mechanics employed by contractors or subcontractors in the performance of construction, alteration, or repair work on a construction project assisted in whole or in part by funding made available under this subtitle shall be paid wages at rates not less than those prevailing on similar projects in the locality, as determined by the Secretary of Labor in accordance with subchapter IV of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/31">chapter 31</external-xref> of title 40, United States Code (commonly referred to as the ‘Davis-Bacon Act’).</text></subsection> <subsection id="H85D4F276569A4F7291E42926611B9417"><enum>(b)</enum><header>Authority of the Secretary of Labor</header><text>With respect to the labor standards specified in this subsection (a) the Secretary of Labor shall have the authority and functions set forth in Reorganization Plan Numbered 14 of 1950 (64 Stat. 1267; 5 U.S.C. App.) and section 3145 of title 40, United States Code.</text></subsection></section> 
<section id="H8086B765538A43E8B781ED6FBD29FF90"><enum>409.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated—</text> <paragraph commented="no" display-inline="no-display-inline" id="HE77229E56D4F4BD9A289392079D52170"><enum>(1)</enum><text display-inline="yes-display-inline">$3,750,000,000 for each of fiscal years 2026 through 2030 to carry out subtitle B of this title; and</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H71ADF28CC08846A4B381831649B182D9"><enum>(2)</enum><text>$4,450,000,000 for each of fiscal years 2026 through 2030 to carry out subtitle C of this title.</text></paragraph></section> <after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="HF49E8393166948C68D7B68CEEDDEC102"><enum>202.</enum><header>SAMHSA Center for Unhoused Individuals and dedicated grant funding for behavioral health services</header><text display-inline="no-display-inline">Part B of title V of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb">42 U.S.C. 290bb et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="H5E596E0E101D4097AE3ADC51EB0A96D4"><enum>520O.</enum><header>Center for Unhoused Individuals</header> 
<subsection id="H9CDDB6BAD94147EA91AF28E167996CBA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">There is established in the Administration a Center for Unhoused Individuals (referred to in this section as the <quote>Center</quote>) to lead Federal efforts to improve and expand access to mental and behavioral health services for unhoused individuals. The Center shall be headed by a director (referred to in this section as the <quote>Director</quote>) appointed by the Secretary from among individuals with extensive experience or academic qualifications in the provision of mental and behavioral health services to unhoused individuals.</text></subsection> <subsection id="H97330702017944658187F2D227CFC822"><enum>(b)</enum><header>Duties</header><text>The Director of the Center shall—</text> 
<paragraph id="HB2D62E6EC0A54A3B944CAEAB09EC666B"><enum>(1)</enum><text display-inline="yes-display-inline">develop and promote policies that expand access to mental and behavioral health services for unhoused individuals;</text></paragraph> <paragraph id="H6C8EAFFC3B0A4EF18EEC5594A249318A"><enum>(2)</enum><text display-inline="yes-display-inline">develop and promote policies that support housing services for unhoused individuals that have, or likely have, at least one mental and behavioral health condition;</text></paragraph> 
<paragraph id="H6C046D175BC1437B89CA22BC985C3412"><enum>(3)</enum><text>facilitate coordination among—</text> <subparagraph id="H226E94E6428B457EBA258FF3BDBF19A2"><enum>(A)</enum><text display-inline="yes-display-inline">Federal, State, and local entities that serve unhoused individuals; and</text></subparagraph> 
<subparagraph id="H7B03CD17329447AEBDB541BD086AB23E"> <enum>(B)</enum> <text>Entities that provide mental and behavioral health services; and</text> </subparagraph></paragraph> <paragraph id="H415890A037074D6AAA8E001B58A8BFCC"><enum>(4)</enum><text display-inline="yes-display-inline">provide technical assistance to entities receiving a grant under section 520O–1 regarding the use of Federal funds to best support mental and behavioral health services for unhoused individuals.</text></paragraph></subsection> 
<subsection id="H2FE95F6ABC3D4981938BB96441472A99"><enum>(c)</enum><header>Grants and cooperative agreements</header><text display-inline="yes-display-inline">In carrying out the duties under subsection (b), the Director may make grants to and enter into contracts and cooperative agreements with public and nonprofit private entities.</text></subsection> <subsection id="H9265CE0A97E04E9FB28D2A3F6BF8D70F"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $10,000,000 for each of fiscal years 2026 through 2030.</text></subsection></section> 
<section id="HB8FD6C768FB14E35AAF6649B9CD488CD"><enum>520O–1.</enum><header>Mental and Behavioral Health Response Grants for Unhoused Individuals</header> 
<subsection id="HBF74CD1E0ED145CEAC97B97788C739B5"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with the Secretary of Housing and Urban Development, shall establish a grant program under which the Secretary will award grants to eligible entities to improve mental and behavioral health and housing services for unhoused individuals, including through—</text> <paragraph id="H2A3D596091724AB1A4E3AC37921D3B7A"><enum>(1)</enum><text display-inline="yes-display-inline">the expansion and improvement of mental and behavioral health services for unhoused individuals; and</text></paragraph> 
<paragraph id="H2286BB4A5F39413F97EC855B647E84A2"><enum>(2)</enum><text>the expansion and improvement of housing services for individuals experiencing, or likely experiencing, mental and behavioral health conditions.</text></paragraph></subsection> <subsection id="HDE90C52F18AA449B9518F28C25D2B712"><enum>(b)</enum><header>Eligibility</header><text display-inline="yes-display-inline">An entity is eligible to receive a grant under this section if such entity is—</text> 
<paragraph id="H867A42B1CB0F4998A2BAADE37338DD2F"><enum>(1)</enum><text>a State (as defined in section 534);</text></paragraph> <paragraph id="HDA682AE5DF6443F0B3495109C6FE851E"><enum>(2)</enum><text>a municipality or other unit of local government; or</text></paragraph> 
<paragraph id="HAD91F1D66EEA47EF93FAAB1ABDC30CCF"><enum>(3)</enum><text display-inline="yes-display-inline">an Indian Tribe (as defined in section 4 of the Indian Self-Determination and Education Assistance Act).</text></paragraph></subsection> <subsection id="HC0AF883E5EFC4C08818F685B3C15FC7B"><enum>(c)</enum><header>Use of funds</header><text display-inline="yes-display-inline">An entity may use funds received through a grant under this section to increase access to mental and behavioral health services for unhoused individuals, including through—</text> 
<paragraph id="HDA39A6E842C04377A8639DD00E6C1699"><enum>(1)</enum><text display-inline="yes-display-inline">expanding access to evidence-based substance use disorder treatment and recovery activities and services for unhoused individuals;</text></paragraph> <paragraph id="H61E42903E6B64D18A70EDACC03DF5E34"><enum>(2)</enum><text display-inline="yes-display-inline">increasing access to medication-assisted treatment for unhoused individuals who are also experiencing opioid use disorder;</text></paragraph> 
<paragraph id="H80F3CC50E33641B682DF8AEA476C0AAF"><enum>(3)</enum><text display-inline="yes-display-inline">implementing and expanding harm reduction strategies and services through programs that serve unhoused individuals;</text></paragraph> <paragraph id="H895AE93E9C994F1D9E046C6A0BE9A566"><enum>(4)</enum><text display-inline="yes-display-inline">reducing opioid and synthetic opioid or fentanyl overdose deaths among unhoused individuals;</text></paragraph> 
<paragraph id="HA7463A9320C344519773810825C2B677"><enum>(5)</enum><text display-inline="yes-display-inline">implementing and expanding evidence-based substance use disorder prevention strategies among unhoused individuals;</text></paragraph> <paragraph id="H369B4099D7094E45BA4D3C73BC541255"><enum>(6)</enum><text display-inline="yes-display-inline">expanding and increasing care coordination for unhoused individuals experiencing a mental and behavioral health condition;</text></paragraph> 
<paragraph id="H78C2D199F67147A3A85A636F188662F2"><enum>(7)</enum><text display-inline="yes-display-inline">expanding access to and increasing the number of health care professionals who treat unhoused individuals experiencing at least one mental and behavioral health condition;</text></paragraph> <paragraph id="HAEA7D62566C14D70AB7C3402A8DABDD2"><enum>(8)</enum><text display-inline="yes-display-inline">establishing and expanding housing programs targeting unhoused individuals experiencing mental and behavioral health conditions;</text></paragraph> 
<paragraph id="HCCCAFC2147534320BE21C5ADAE3CB6DD"><enum>(9)</enum><text display-inline="yes-display-inline">expanding access to mental and behavioral health diagnostic services for unhoused individuals;</text></paragraph> <paragraph id="H4FF37EA409274181B4456C142D09BE03"><enum>(10)</enum><text display-inline="yes-display-inline">supporting and expanding the mental and behavioral health care workforce that treats unhoused individuals; and</text></paragraph> 
<paragraph id="HDFD2FB6C56EB449EA748953042C8A1CD"><enum>(11)</enum><text display-inline="yes-display-inline">supporting and expanding evidence-based mental health training for non-health care professionals that interface frequently with unhoused individuals, such as law enforcement personnel and first responders.</text></paragraph></subsection> <subsection id="HE98C1A2B55504EE5A30348E28CEDFDA6"><enum>(d)</enum><header>Allocation</header> <paragraph id="H573529E515704CE6BB31E5617DC5A0D0"><enum>(1)</enum><header>In general</header><text>Of the amount made available to carry out this section for a fiscal year, the Secretary shall distribute a portion of such amount to eligible entities selected to receive a grant under this section on the basis of a formula developed by the Secretary.</text></paragraph> 
<paragraph id="H34ABB9DA54B540D7918FD37977C26C42"><enum>(2)</enum><header>Prioritization</header><text display-inline="yes-display-inline">The formula developed by the Secretary under paragraph (1) shall prioritize eligible entities located in regions that—</text> <subparagraph id="HD80EADAAC03E41869E8AA76EE901AF67"><enum>(A)</enum><text>experience high rates of homelessness and housing instability; and</text></subparagraph> 
<subparagraph id="H1C31C84DC77846E18569E1F247ADAE21"><enum>(B)</enum><text>experience above-average housing costs.</text></subparagraph></paragraph></subsection> <subsection id="HF20ABAEC309E4B8A9597ABA4349FF77B"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $1,000,000,000 for each of fiscal years 2026 through 2030.</text></subsection></section> 
<section id="HA4C3E091419A4D2D843EE036C1CF0707"><enum>520O–1.</enum><header>Prevailing wage requirements for construction projects</header>

<section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H02661162FE894E038520CE64DB97472C"><enum>520O–1.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this subpart:</text> <paragraph id="HDB11CC8A61404508843D4EBFF6940443" commented="no"><enum>(1)</enum><header>Mental and behavioral health</header><text>The term <term>mental and behavioral health</term> means the health of an individual as it pertains to mental illness, drug abuse, alcohol abuse, and substance use disorders.</text></paragraph> 
<paragraph id="HC2276166882B4C9ABBDD787BFF27680E" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Unhoused individual</header><text display-inline="yes-display-inline">The term <term>unhoused individual</term> has the meaning given the term <term>homeless individual</term> in section 103(a) of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11302">42 U.S.C. 11302</external-xref>).</text></paragraph></section></subpart><after-quoted-block>.</after-quoted-block></quoted-block></section></title> <title id="HCDF4575F7E1944EC9927141CE40F60D7" style="OLC"><enum>III</enum><header>Providing Tenant Support</header> <section id="HAE2A62AD1FA44134AA8C0575E091CA77"><enum>301.</enum><header>Increased funding for tenant-based rental assistance</header><text display-inline="no-display-inline">Section 8(o) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f(o)</external-xref>) is amended by adding at the end the following:</text>

<paragraph commented="no" display-inline="no-display-inline" id="H5878D32C051B470F8FF3324D68C14887"><enum>(23)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated an amount sufficient to increase the number of vouchers available under this subsection by 1,000,000 from fiscal year 2026 to fiscal year 2035.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section> <section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="HCC98BDE8539F4BA2A0666F941FE6BE6F"><enum>302.</enum><header display-inline="yes-display-inline">Grants for housing assistance and navigation services</header> <subsection id="H429355AA89DA4190A93B9C7A2D1CA04D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Office of Housing Counseling, shall carry out a program to make grants to eligible entities under subsection (b) to support education, awareness, and enrollment in State and Federal housing assistance programs to individuals, communities, applicants, and program enrollees.</text></subsection> 
<subsection id="H817F16421C2A497F890E24BC3DBAEF34"><enum>(b)</enum><header>Eligibility</header><text display-inline="yes-display-inline">A grant under this section may be made only to a community- or consumer-focused nonprofit group, a trade, industry, or professional associations, or a State or unit of local government, that—</text> <paragraph id="HF1E6279C4000492A95C037260A40C996"><enum>(1)</enum><text>will serve as a housing navigator by conducting activities described in subsection (c); and</text></paragraph> 
<paragraph id="H1B9988245981449F8D38A9F0A91D8669"><enum>(2)</enum><text>has demonstrated to the Secretary that—</text> <subparagraph id="H844D8BCAA1B24F76902BE6D74D795095"><enum>(A)</enum><text>the entity has existing relationships, or could readily establish relationships, with administrators of local, State, or Federal housing assistance programs;</text></subparagraph> 
<subparagraph id="H6FDAD42D3ED4420F81DDE8C48625E86C"><enum>(B)</enum><text>has knowledge and expertise in local, State, or Federal housing assistance programs; and</text></subparagraph> <subparagraph id="HA9D5449F33F54FC0970D11EF0800F2C4"><enum>(C)</enum><text>has existing relationships, or could readily establish relationships, with communities and individuals who would likely benefit from such programs.</text></subparagraph></paragraph></subsection> 
<subsection id="H36CF9F1B8E3C4801A3A8CF437C094A10"><enum>(c)</enum><header>Duties</header><text>An entity that receives a grant under this section shall use amounts from such grant for—</text> <paragraph id="HC8A8DD77DFEB49B8B6A6D619C27B3B52"><enum>(1)</enum><text>conducting in-person public education activities to raise awareness of local, State, and Federal housing assistance programs in communities where individuals would likely benefit from assistance provided by such programs;</text></paragraph> 
<paragraph id="HC04CF95E9E614245BD121887F566914C"><enum>(2)</enum><text>distribute information concerning eligibility and enrollment processes in such programs;</text></paragraph> <paragraph id="H3DBA45183C2D452AB0E7B3C7A4B35355"><enum>(3)</enum><text>facilitate and assist applicants in the enrollment process for such programs, including by offering assistance online, over the telephone, and in-person; and</text></paragraph> 
<paragraph id="H52066C633BD04FE18B12E0145743AF37"><enum>(4)</enum><text>provide information in a manner that is culturally and linguistically appropriate to the needs of the population being served.</text></paragraph></subsection> <subsection id="HB57692B62F164719B0E31DE451B706BB"><enum>(d)</enum><header>Standards</header> <paragraph id="HB34D4EF2CF2B47C286EA4F9AE26437ED"><enum>(1)</enum><header>Navigators</header><text display-inline="yes-display-inline">The Secretary shall establish standards for entities receiving grants under this section, including standards to ensure that any entity receiving such a grant is qualified and licensed, if appropriate, to engage in the activities described in subsection (c) and to avoid conflicts of interest.</text></paragraph> 
<paragraph id="HD65ED10B8E6745F9BB12BC83FDDEE30A"><enum>(2)</enum><header>Information</header><text>The Secretary, in collaboration with States, shall establish standards to ensure that information made available by entities receiving grants under this section is fair, accurate, and impartial.</text></paragraph></subsection> <subsection id="H189131E171F94AA2856FBB943CD73AEE" commented="no" display-inline="no-display-inline"><enum>(e)</enum><header>Authorization of Appropriations</header><text>There is authorized to be appropriated for grants under this section $50,000,000 for each of fiscal years 2026 through 2030.</text></subsection></section> 
<section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H3773A976DFAE498FB00631B07AA7AD03"><enum>303.</enum><header display-inline="yes-display-inline">Office of Eviction Prevention and providing grant funding to support at-risk tenants</header> 
<subsection id="H6522C12F14624E80AD32CE709811BC40"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 4 of the Department of Housing and Urban Development Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3533">42 U.S.C. 3533</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" id="HEC94A861199F432EAE803FA5543B600C" display-inline="no-display-inline"> <subsection id="HFB2C73B66EDC4B94B434F66A7381EAFB"><enum>(i)</enum><header>Office of Eviction Prevention</header> <paragraph id="H197D7FEB99C14174B55D7A50483BD8AB"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established in the Department, in the Office of the Secretary, the Office of Eviction Prevention.</text></paragraph> 
<paragraph id="H8A88A6B43633464FA4923A58680BED8D"><enum>(2)</enum><header>Director</header><text>There is established the position of Director of the Office of Eviction Prevention. The Director shall be the head of the Office of Eviction Prevention and shall be appointed by, and shall report to, the Secretary. Such position shall be a career-reserved position in the Senior Executive Service.</text></paragraph> <paragraph id="HF428AB37FEA841F68D96ECA2959E551C"><enum>(3)</enum><header>Mission</header><text display-inline="yes-display-inline">The mission of the Office of Eviction Prevention shall be to prevent evictions from rental housing and to protect tenants of such housing from the harm of evictions and eviction filings.</text></paragraph> 
<paragraph id="H414B93C9C2E041DA9CBCCB1F95DDEF9C"><enum>(4)</enum><header>Functions</header><text display-inline="yes-display-inline">The Director shall have primary responsibility within the Department for all activities and matters relating to eviction prevention, including the following:</text> <subparagraph id="H2563C68268904F7296B81F126529A0ED"><enum>(A)</enum><text display-inline="yes-display-inline">Administering the Eviction Protection Grant Program of the Department, including—</text> 
<clause id="H52E35FEC4C7D4B1A8A21598112782961"><enum>(i)</enum><text display-inline="yes-display-inline">conducting a robust evaluation of grantees under the program and the activities undertaken under the program by grantees, and assessing whether such activities improved outcomes for tenants served by a grant, taking into consideration the differing tenant protections in States and localities;</text></clause> <clause id="H02D7E1D0E4604CD6B2146DB20C34F59E"><enum>(ii)</enum><text>identifying, and reporting to the Congress on, best practices and activities for eviction protection, including identifying resources and funding needed to continue and replicate best practices and activities; and</text></clause> 
<clause id="H318196935946415F98255799A99F6F17"><enum>(iii)</enum><text display-inline="yes-display-inline">providing technical assistance and support to grantees under the program to provide them with training, expertise, best practices, and problem-solving strategies.</text></clause></subparagraph> <subparagraph id="H626C8744C91A4CDE9D21E8AFBD1ED0C8"><enum>(B)</enum><text>Analyzing and reporting on information gathered through the Eviction Protection Grant Program and other programs administered by the Office.</text></subparagraph> 
<subparagraph id="HC2D63E1160B848B6BC6AEC304B73A581"><enum>(C)</enum><text display-inline="yes-display-inline">Coordinating with the Office of Policy Development and Research of the Department in establishing a database on evictions, which shall be administered by such Office and shall include such measures as may be necessary to protect against the release of personally identifiable information regarding tenants, analyzing information collected by such database, and reporting to the Congress regarding such analyses.</text></subparagraph> <subparagraph id="H3E1968295B4A4D6BAC8351B67E853EA1"><enum>(D)</enum><text display-inline="yes-display-inline">Coordinating strategies to prevent evictions and early lease terminations in housing programs administered by the Department, including through—</text> 
<clause id="H3831F71745564E8B8AD3E1C204E46E3F"><enum>(i)</enum><text>training offices and personnel of the Department on eviction prevention policies and programs and tenants rights; and</text></clause> <clause id="H42787A82C3B446B398DB69226C0E987B"><enum>(ii)</enum><text display-inline="yes-display-inline">coordinating with other offices of the Department, including the Office of Fair Housing and Equal Opportunity and the Office of Gender-Based Violence.</text></clause></subparagraph> 
<subparagraph id="H1707B6F5E7474064B117BD13C846CE08"><enum>(E)</enum><text display-inline="yes-display-inline">Collaborating with other Federal agencies, including the Office of Access to Justice of the Department of Justice, the Bureau of Consumer Financial Protection, the Department of Agriculture, the Department of the Treasury, the Department of Veterans Affairs, and the Department of Defense, to develop best practices for eviction prevention strategies within Federal programs and the private rental market.</text></subparagraph> <subparagraph id="H95741A560F1D47418E3D154B03C75ED5"><enum>(F)</enum><text display-inline="yes-display-inline">Identifying strategies to prevent and reduce evictions across the United States, including—</text> 
<clause id="H94B692E5EB4C45A583C2AE0A6434016E"><enum>(i)</enum><text>collaborating with Federal agencies whose activities impact tenants in federally subsidized housing and housing in the private rental market, including the Federal Housing Finance Agency, the Bureau of Consumer Financial Protection, the Department of Justice, the Federal Trade Commission, the Department of Health and Human Services, the Department of Transportation, the United States Domestic Policy Council, and the National Economic Council;</text></clause> <clause id="H9EDBA9C616AE4B9EB7F3188D082A5F33"><enum>(ii)</enum><text display-inline="yes-display-inline">establishing a working group on eviction prevention to study and develop solutions to the national eviction crisis, which working group shall include representatives of agencies referred to in clause (i), tenant representatives, representatives of legal services providers, and grantees under the Eviction Protection Grant Program;</text></clause> 
<clause id="H13C698C99C894832AF841738FED60AF0"><enum>(iii)</enum><text>providing technical assistance to housing providers, State and local governments, and other agencies on issues related to evictions and tenant protections; and</text></clause> <clause id="H8BE635DC3D4B45F29A02141E598EDE08"><enum>(iv)</enum><text>coordinating with State and local governments and agencies, including State housing finance agencies, on such issues.</text></clause></subparagraph> 
<subparagraph id="H39008AC615D8400DBB74BCA3CF6922F6"><enum>(G)</enum><text display-inline="yes-display-inline">Conducting outreach to and engagement with tenants to—</text> <clause id="H35C6C509B5C342089D0EDEF466E0E076"><enum>(i)</enum><text>provide education and information about tenant protections and available eviction prevention programs, including by developing resources and materials for tenants;</text></clause> 
<clause id="HC094D749A3824D028F67D4975E0B6138"><enum>(ii)</enum><text>collect complaints and feedback from tenants and community members on evictions and eviction-prevention programs; and</text></clause> <clause id="H415FD7C27DE943E79F2F306055885F7B"><enum>(iii)</enum><text>refer complaints regarding evictions to appropriate Federal, State, and local agencies or organizations, including legal and other advocacy organizations, appropriate to address housing-related issues.</text></clause></subparagraph></paragraph> 
<paragraph id="H55082D0F6D26445C94422D51D86493A2"><enum>(5)</enum><header>Covered evictions</header><text display-inline="yes-display-inline">For purposes of this subsection the term <quote>eviction</quote> includes the variety of processes and means by which landlords remove tenants from rental properties, including—</text> <subparagraph id="HDBABFCE20274477A8972928FA632F8A3"><enum>(A)</enum><text display-inline="yes-display-inline">court-ordered evictions, including eviction filings, court-ordered eviction rulings, and any eviction actions that take place through the judicial system;</text></subparagraph> 
<subparagraph id="H13C05953AE914CE39DE7050ED254B523"><enum>(B)</enum><text display-inline="yes-display-inline">extra-legal evictions that do not involve the judicial system, commonly known as illegal, unlawful, informal, or self-help evictions, including threatening tenants, changing the locks on rental units, shutting off the utilities to such units, and paying tenants to surrender occupancy of a unit;</text></subparagraph> <subparagraph id="H5F0B4BFEBDEC47B0BFFB6F4CD17E9489"><enum>(C)</enum><text>administrative actions by public housing agencies to evict residents of public housing; and</text></subparagraph> 
<subparagraph id="H7D59E8747FD14BC784901AB16B151A36"><enum>(D)</enum><text display-inline="yes-display-inline">early lease terminations by housing providers receiving assistance from the Department of Housing and Urban Development.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H492B1783C22A485F990BB2FC55598201"><enum>(b)</enum><header>Transfer</header><text display-inline="yes-display-inline">The Secretary shall provide for the transfer of the administration of the Eviction Protection Grant Program of the Department, which as of the date of the enactment of this Act is the responsibility of the Office of Policy Development and Research, to the Director of the Office of Eviction Prevention established under subsection (i) of section 4 of the Department of Housing and Urban Development Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3533">42 U.S.C. 3533</external-xref>), as added by the amendment made by subsection (a) of this section.</text></subsection> 
<subsection id="HE5977BCF2BD64C199D412FD775FAFE8B"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated—</text> <paragraph id="HC7AB9CA9D75E43EE8D7F6B225F39787F"><enum>(1)</enum><text display-inline="yes-display-inline">$100,000,000 for each of fiscal years 2026 through 2030 for grants under the Eviction Protection Grant Program of the Department; and</text></paragraph> 
<paragraph id="HC988691997224C2BA580D8AAB0AEB3B4" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">$100,000,000 for each of fiscal years 2026 through 2030 for costs of personnel for and activities of the Office of Eviction Prevention.</text></paragraph></subsection></section></title> <title style="OLC" commented="no" level-type="subsequent" id="H9704CC202C2A465AAB104E26D3870225"><enum>IV</enum><header>Ensuring Fair Housing</header> <section id="HC86DE0B3EF4B4F2ABA79C081EBB9B5C4"><enum>401.</enum><header>Interagency Council on Housing Affordability and Preservation</header> <subsection id="H48E8C260BF1943CBBE73548F3AC7CBF8"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H3AEEBE3E129D4FBC9FF93EC063B3361E"><enum>(1)</enum><header>Council</header><text display-inline="yes-display-inline">The term <term>Council</term> means the United States Interagency Council on Housing Affordability and Preservation established under subsection (b).</text></paragraph> <paragraph id="H37D47136BF97447E87BDA072CE4F7F81" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Federal agency</header><text>The term <term>Federal agency</term> has the meaning given the term <term>agency</term> in section 551 of title 5, United States Code.</text></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HCAC9B5C6B1324839B8C16C3E6CC22982"><enum>(b)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">There is established in the executive branch an independent establishment to be known as the United States Interagency Council on Housing Affordability and Preservation, whose mission shall be to develop Federal policy designed to preserve and increase affordable housing supply and increase fairness in the rental market and further the principles of fair housing and create a national partnership at every level of government and with the private sector to carry out such purposes.</text></subsection> <subsection id="HA2C634FC2A62455BB9D3E54132A0CBF2"><enum>(c)</enum><header>Membership</header> <paragraph id="H0CD00C22EA874102B99E970CD1064623"><enum>(1)</enum><header>Members</header><text>The Council shall be composed of the heads of the following agencies or offices, or the designee of such agency or office head:</text>

<subparagraph id="H0AC61102ECEF4E8AA8D620867DED6E15"><enum>(U)</enum><text>White House Office on Faith-Based and Neighborhood Partnerships.</text></subparagraph></paragraph> <paragraph id="HE96BD20593A5438784E9AE6579F4CDF2"><enum>(2)</enum><header>Chairperson</header><text display-inline="yes-display-inline">The Council shall elect a Chairperson and a Vice Chairperson from among its members. The positions of Chairperson and Vice Chairperson shall rotate among its members on an annual basis.</text></paragraph> 
<paragraph id="H920EBA122AD2436F99D61BF4CED3AB9B"><enum>(3)</enum><header>Meetings</header><text display-inline="yes-display-inline">The Council shall meet at the call of its Chairperson or a majority of its members, but not less often than four times each year, and the rotation of the positions of Chairperson and Vice Chairperson required under paragraph (2) shall occur at the first meeting of each year.</text></paragraph> <paragraph id="H7F904FAC0D2E42AF82752A18F1D74BFC"><enum>(4)</enum><header>Prohibition of additional pay</header><text display-inline="yes-display-inline">Members of the Council shall receive no additional pay, allowances, or benefits by reason of their service on the Council.</text></paragraph> 
<paragraph id="H20B3681950ED49409877FA4D7569B40B"><enum>(5)</enum><header>Administration</header><text>The Executive Director of the Council shall report to the Chairman of the Council.</text></paragraph></subsection> <subsection id="H2CABCD6F79924B68A5A61DA9A4B904B9"><enum>(d)</enum><header>Functions</header> <paragraph id="H0248CDC363794696B8403197CBEFDA88"><enum>(1)</enum><header>Duties</header><text>The Council shall—</text> 
<subparagraph id="H34D410EB1A97425894E52E7C47FE998B"><enum>(A)</enum><text display-inline="yes-display-inline">not later than 12 months after the date of enactment of this Act, develop, make available for public comment, and submit to the President and to the Congress a National Strategic Plan to Preserve Affordable Housing, and shall update such plan annually;</text></subparagraph> <subparagraph id="H1655DD03305546ADB511DFBC053A8E7D"><enum>(B)</enum><text>review all Federal activities and programs relating to public housing, affordable housing production, affordable housing programs, and housing voucher programs;</text></subparagraph> 
<subparagraph id="HC70B0BC87788441CB229C772E066C190"><enum>(C)</enum><text>monitor, evaluate, and recommend improvements in programs and activities to assist affordable housing production conducted by Federal agencies, State and local governments, and private voluntary organizations;</text></subparagraph> <subparagraph id="H352078F0FAA247D3B12F627880D2CB6B"><enum>(D)</enum><text>provide professional and technical assistance (by not less than 5, but in no case more than 10, regional coordinators employed by the Council, each having responsibility for interaction and coordination of the activities of the Council within the 10 standard Federal regions) to States, local governments, and other public and private nonprofit organizations, in order to enable such governments and organizations to—</text> 
<clause id="HC6049EA82BC143DCA41EB981CBDF01CC"><enum>(i)</enum><text>interpret regulations and assist in the application process for Federal assistance, including grants;</text></clause> <clause id="H5E1A8C93212D44C6A0646B2334CCB7E9"><enum>(ii)</enum><text>provide assistance on the ways in which Federal programs may best be coordinated to complement the objectives of this section;</text></clause> 
<clause id="H182B677732E642E48CFD420338E5A359"><enum>(iii)</enum><text>develop recommendations and program ideas based on regional specific issues in serving homeless and low-income populations; and</text></clause> <clause id="H48A512B9876249AF973DFACED6E5D2A8"><enum>(iv)</enum><text>establish a schedule for biennial regional workshops to be held by the Council in each of the 10 standard Federal regions to further carry out and provide the assistance described in clauses (i), (ii), and (iii) and other appropriate assistance as necessary;</text></clause></subparagraph> 
<subparagraph id="HF19BA8EF6F2C4E2B81A67364C95686C6"><enum>(E)</enum><text>encourage the creation of State Interagency Councils on Affordable Housing and the formulation of jurisdictional 10-year plans to end homelessness at State, city, and county levels;</text></subparagraph> <subparagraph id="HC12B0CC9D93746DEBB8B9EF4A53E832F"><enum>(F)</enum><text>annually obtain from Federal agencies their identification of consumer-oriented entitlement and other resources for which individuals may be eligible and the agencies' identification of improvements to ensure access;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H1F2662D86CFF48218EDCDFBC388F7418"><enum>(G)</enum><text display-inline="yes-display-inline">develop mechanisms to ensure access by persons and families to all Federal, State, and local programs for which the persons are eligible, and to verify collaboration among entities within a community that receive Federal funding under programs targeted for persons experiencing homelessness, and other affordable housing programs for which persons and families are eligible;</text></subparagraph> <subparagraph id="H8279D478744A49F3AFDAB765D71492D9"><enum>(H)</enum><text>conduct research and evaluation related to its functions as defined in this section;</text></subparagraph> 
<subparagraph id="H41AB80639F8842D2BBABABF1A9DFCDEF"><enum>(I)</enum><text>develop joint Federal agency and other initiatives to fulfill the goals of the agency;</text></subparagraph> <subparagraph id="HF5106FD02A46445EB6B04A4C9339CD58"><enum>(J)</enum><text>collect and disseminate information relating to low-income individuals;</text></subparagraph> 
<subparagraph id="H655A6F5C3BC14E7186BB87817F92CEB7"><enum>(K)</enum><text>prepare the annual reports required under paragraph (3)(B);</text></subparagraph> <subparagraph id="H2CB51818195C49C3A7546B278729B60A"><enum>(L)</enum><text>prepare and distribute to States (including State contact persons described in section 7(a)), local governments, and other public and private nonprofit organizations, a bimonthly bulletin that describes the Federal resources available to them to assist with affordable housing; and</text></subparagraph> 
<subparagraph id="HD0261D00B6044506B7697DB49C27993E"><enum>(M)</enum><text>not later than 6 months after transmission of each report required under paragraph (3)(B), convene a meeting of representatives of all Federal agencies and committees of the Senate and the House of Representatives having jurisdiction over any Federal program to assist affordable housing programs or production, local and State governments, academic researchers who specialize in homelessness, nonprofit housing and service providers that receive funding under any Federal program to assist homeless individuals or families, organizations advocating on behalf of such nonprofit providers and persons receiving housing or services under any such Federal affordable housing program, and persons receiving housing or services under any such Federal program, at which meeting such representatives shall discuss all issues relevant to the council’s jurisdiction.</text></subparagraph></paragraph> <paragraph id="HAD3EA9F9ED924920B04C5F474F38B25D" commented="no"><enum>(2)</enum><header>Authority</header><text display-inline="yes-display-inline">In carrying out paragraph (1), the Council may—</text> 
<subparagraph id="HB07D79DE8F674555A7B9C61BFAB364A5" commented="no"><enum>(A)</enum><text>arrange national, regional, State, and local conferences for the purpose of developing and coordinating effective programs and activities to assist in carrying out the mission described in subsection (b) and pay for expenses of attendance at meetings which are concerned with the functions or activities for which the appropriation is made; and</text></subparagraph> <subparagraph id="H93B7D78876034369853EA1A1451485A3" commented="no"><enum>(B)</enum><text>publish a newsletter concerning Federal, State, and local programs that are effective in carrying out such mission.</text></subparagraph></paragraph> 
<paragraph id="HD6FFCAC7244342758D2C6DED698EAD12" commented="no"><enum>(3)</enum><header>Reports</header> 
<subparagraph id="H4C53CE7EC7784A9281B1DBB1B2B24558" commented="no"><enum>(A)</enum><header>By agencies</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, and annually thereafter, the head of each Federal agency that is a member of the Council shall prepare and transmit to the Congress and the Council a report that describes—</text> <clause id="HE52D5E4A53B64A1480E27964E85781A3"><enum>(i)</enum><text display-inline="yes-display-inline">each affordable housing program administered by such agency and the number of individuals served by such program;</text></clause> 
<clause id="H0FBAF3DEC77A4FB99BEA4F7DA3BB4379"><enum>(ii)</enum><text>impediments, including any statutory and regulatory restrictions, to the use by individuals of each such program and to obtaining services or benefits under each such program; and</text></clause> <clause id="H705F02B327D04DD7ADE7AEA83C8C5320"><enum>(iii)</enum><text>efforts made by such agency to increase the opportunities for individuals to obtain permanent housing, supportive services, and access to legal services in regards to housing matters.</text></clause></subparagraph> 
<subparagraph id="H911AF21CBB1F44DEA9FDAF4E51FB4DBF" commented="no"><enum>(B)</enum><header>By Council</header><text display-inline="yes-display-inline">The Council shall prepare and transmit to the President and the Congress an annual report that—</text> <clause id="H41CF5B1B09734B1188285A40E35C5789"><enum>(i)</enum><text display-inline="yes-display-inline">assesses the nature and extent of the problems relating to affordable housing and the needs of low-income individuals;</text></clause> 
<clause id="H7EAD01B6185042D28A65E5BD1461E783"><enum>(ii)</enum><text>provides a comprehensive and detailed description of the activities and accomplishments of the Federal Government in resolving the problems and meeting the needs assessed pursuant to clause (i);</text></clause> <clause id="H6AA1AA8BF62843BFB2F6AA77F0EDB7AE"><enum>(iii)</enum><text>describes the accomplishments and activities of the Council, in working with Federal, State, and local agencies and public and private organizations in order to preserve and expand affordable housing;</text></clause> 
<clause id="H24CF24822D2949CF8E94A052436F2045"><enum>(iv)</enum><text>assesses the level of Federal assistance necessary to adequately resolve the problems and meet the needs assessed pursuant to clause (i); and</text></clause> <clause id="HB91ED5DF4E5A4EF4802951D546661399"><enum>(v)</enum><text>specifies any recommendations of the Council for appropriate and necessary legislative and administrative actions to resolve such problems and meet such needs.</text></clause></subparagraph></paragraph> 
<paragraph id="HDCC7AB3514AE406B83E0C7104B2B5F7D" commented="no"><enum>(4)</enum><header>Notification of Other Federal Agencies</header><text display-inline="yes-display-inline">If, in monitoring and evaluating programs and activities to assist in carrying out the mission described in subsection (b) conducted by other Federal agencies, the Council determines that any significant problem, abuse, or deficiency exists in the administration of the program or activity of any Federal agency, the Council shall submit a notice of the determination of the Council to the Inspector General of the Federal agency (or the head of the Federal agency, in the case of a Federal agency that has no Inspector General).</text></paragraph> <paragraph id="H9CF1A9DB6761417EAF0256E31F539655" commented="no"><enum>(5)</enum><header>Program Timetables</header><text display-inline="yes-display-inline">Not later than 90 days after date of the enactment of this Act, the head of each Federal agency or office that is a member of the Council and responsible for administering a program to assist in carrying out the mission described in subsection (b) shall provide to the Council a timetable regarding program funding availability and application deadlines. The Council shall furnish such information to each State (including the State contact person described in subsection (g)(1)).</text></paragraph></subsection> 
<subsection id="H4E03D820C025459B82645662E5191B46"><enum>(e)</enum><header>Director and staff</header> 
<paragraph id="HBB81C9AFE7714EAEA2011A82196A71A6" commented="no"><enum>(1)</enum><header>Director</header><text display-inline="yes-display-inline">The Council shall appoint an Executive Director at the first meeting of the Council held under subsection (c)(3), who shall be compensated at a rate not to exceed the rate of basic pay payable for level V of the Executive Schedule under section 5316 of title 5, United States Code.</text></paragraph> <paragraph id="HEB23E053A9F143899F5AD663FEDC5DC8" commented="no"><enum>(2)</enum><header>Additional personnel</header><text display-inline="yes-display-inline">With the approval of the Council, the Executive Director of the Council may appoint and fix the compensation of such additional personnel as the Executive Director considers necessary to carry out the duties of the Council.</text></paragraph> 
<paragraph id="HD14092CA877F4DF5B99A027961634F52" commented="no"><enum>(3)</enum><header>Details From Other Agencies</header><text display-inline="yes-display-inline">Upon request of the Council, the head of any Federal agency may detail, on a reimbursable basis, any of the personnel of such agency to the Council to assist the Council in carrying out its duties under this section.</text></paragraph> <paragraph id="HCF8690126F2647E2B76A28D681DCC701" commented="no"><enum>(4)</enum><header>Administrative Support</header><text display-inline="yes-display-inline">The Secretary of Housing and Urban Development shall provide the Council with such administrative and support services as are necessary to ensure that the Council carries out its functions under this section in an efficient and expeditious manner.</text></paragraph> 
<paragraph id="H2C147C50218941768CBC6E8EC45745A8" commented="no"><enum>(5)</enum><header>Experts and Consultants</header><text display-inline="yes-display-inline">With the approval of the Council, the Executive Director of the Council may procure temporary and intermittent services under section 3109(b) of title 5, United States Code.</text></paragraph></subsection> <subsection id="HF28ECC03F83C4149BBA6B3A330133DF7" commented="no"><enum>(f)</enum><header>Powers</header> <paragraph id="H41AF2653B42A4EE5A14F42967B295F78" commented="no"><enum>(1)</enum><header>Meetings</header><text display-inline="yes-display-inline">For the purpose of carrying out this section, the Council may hold such meetings, and sit and act at such times and places, as the Council considers appropriate.</text></paragraph> 
<paragraph id="HCBA61513702D4F21ABC05796085AA63D" commented="no"><enum>(2)</enum><header>Delegation</header><text>Any member or employee of the Council may, if authorized by the Council, take any action that the Council is authorized to take in this section.</text></paragraph> <paragraph id="HD4BA3E7F7CC54D5F95D1CF80D7CC0923" commented="no"><enum>(3)</enum><header>Information</header><text>The Council may secure directly from any Federal agency such information as may be necessary to enable the Council to carry out this section. Upon request of the Chairperson of the Council, the head of such agency shall furnish such information to the Council.</text></paragraph> 
<paragraph id="H3EAF48D3FCCE41F7B681E62843D57DF9" commented="no"><enum>(4)</enum><header>Donations</header><text>The Council may accept, use, and dispose of gifts or donations of services or property, both real and personal, public and private, without fiscal year limitation, for the purpose of aiding or facilitating the work of the Council.</text></paragraph> <paragraph id="H6FA7246E45CA4EC690FCD6F5E89B528C" commented="no"><enum>(5)</enum><header>Mails</header><text>The Council may use the United States mails in the same manner and under the same conditions as other Federal agencies.</text></paragraph></subsection> 
<subsection id="H1506ABAD6F994527B744423D682401FC" commented="no"><enum>(g)</enum><header>Encouragement of State involvement</header> 
<paragraph id="H534BB29D8FF94C41972C99840E34564C" commented="no"><enum>(1)</enum><header>State Contact Persons</header><text display-inline="yes-display-inline">Each State shall designate an individual to serve as a State contact person for the purpose of receiving and disseminating information and communications received from the Council.</text></paragraph> <paragraph id="H823C9D7F31FE42CF80862E54699E6410" commented="no"><enum>(2)</enum><header>State Interagency Councils and Lead Agencies</header><text display-inline="yes-display-inline">Each State is encouraged to establish a State interagency council on housing affordability and preservation or designate a lead agency for the State for the purpose of assuming primary responsibility for coordinating and interacting with the Council and State and local agencies as necessary.</text></paragraph></subsection> 
<subsection id="H1C5E7EA7F8534FC5B7F7688071ADFCA4" commented="no" display-inline="no-display-inline"><enum>(h)</enum><header>Authorization of appropriations</header> 
<paragraph commented="no" display-inline="no-display-inline" id="H1FEC776A243F4C088570172F8072705E"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $4,800,000 for each of fiscal years 2026 through 2030.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H383C6DD10F9640E688897BDFFFE89CBA"><enum>(2)</enum><header>Availability</header><text display-inline="yes-display-inline">Any amounts appropriated to carry out this section shall remain available until expended.</text></paragraph></subsection></section> 
<section id="H5F245612F07840E1B3CD8F7D2983DBB5"><enum>402.</enum><header>HUD Language Access Plan</header><text display-inline="no-display-inline">Not later than 180 days after the date of inauguration of a President, the Secretary shall release a comprehensive Language Access Plan, which shall—</text> <paragraph commented="no" display-inline="no-display-inline" id="HD1172FAC8F964192815D7795ACD9070B"><enum>(1)</enum><text display-inline="yes-display-inline">include plans to improve access to Federal housing programs, services, and resources for individuals with limited English proficiency;</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HF089083564D14FB78324D49C6D1A0BB8"><enum>(2)</enum><text>focus on translation services, digital and technological enhancements, community outreach and engagement, and enhanced data collection and reporting;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H2DDDB35319124D0B90412D6C53FECEAB"><enum>(3)</enum><text>include an estimate for funding to carry out the activities under paragraphs (1) and (2); and</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H3DD968CD1EC34FE0A6E8F1FC70F0A274"><enum>(4)</enum><text>provide for training for employees of the Department to ensure compliance with the Language Access Plan.</text></paragraph></section></title> </legis-body> </bill>
