Ms. Velázquez introduced the following bill; which was referred to the Committee on Small Business, and in addition to the Committee on the Judiciary, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned


A BILL

To clarify the applicability of certain provisions of the Administrative Procedures Act to certain actions of the Small Business Administration, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

This Act may be cited as the “Maintaining Small Business Engagement Act of 2026”.

SEC. 2. Applicability of Administrative Procedures Act to certain actions of the Small Business Administration.

Notwithstanding section 553(a)(2) of title 5, United States Code, such section 553 shall apply with respect to a rulemaking of the Small Business Administration that involves a matter relating to public property, loans, grants, benefits, or contracts.
