<section id="H46EB0CC75A2E477794FA7A4A3A19DA19" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Super Pay-As-You-Go Act of 2026</short-title></quote>.</text></section> <section id="H1CC9E89D5BC140A880B286D4CF90EEDD"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">Section 2 of the Statutory Pay-As-You-Go Act of 2010 is amended to read as follows:</text> 
<quoted-block id="H1A80A2646A184C0397F6C9085449831C" style="OLC"> 
<section id="HF7153B3FD31F4EDDBE2FEB4383F389C5"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this title is—</text> <paragraph id="H9DA2799BAA1C441D8C0202FFAB8BAB98"><enum>(1)</enum><text>to establish and enforce a statutory requirement that legislation affecting direct spending or revenues contribute to deficit reduction;</text></paragraph> 
<paragraph id="H06C7AFA320A7411A81921EAD2F441564"><enum>(2)</enum><text>to ensure that new direct spending and revenue reductions are more than fully offset by reductions in direct spending, increases in revenues, or a combination thereof;</text></paragraph> <paragraph id="H79EE754A5BCE40319333AC0009DD9DC0"><enum>(3)</enum><text>to reduce the accumulation of Federal debt by requiring legislation affecting direct spending or revenues to produce net deficit reduction; and</text></paragraph> 
<paragraph id="H617CD058C7DD4A61866A21708A9F36B9"><enum>(4)</enum><text>to promote long-term fiscal sustainability through transparent and enforceable budgetary controls.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="H603BDE6618CE468D9A7AD460DD9AC4E5"><enum>3.</enum><header>Super PAYGO requirement</header> <subsection id="HE8C4487A293D4DE0A798A57AC88C9528"><enum>(a)</enum><header>Definitions</header><text>Section 3 of the Statutory Pay-As-You-Go Act of 2010 is amended—</text> 
<paragraph id="HA6076C4948C74E53B21074CD79F566BD"><enum>(1)</enum><text>in paragraph (4)(A), by inserting after <quote>Budgetary effects shall not include any costs associated with debt service.</quote> the following: <quote>For purposes of this title, budgetary effects shall be separately identified as costs and savings before netting, except to the extent necessary to prevent double counting of the same provision.</quote>; and</text></paragraph> <paragraph id="H5D4C134F50B3424C9C1EF69F8AA72AF7"><enum>(2)</enum><text>by adding at the end the following new paragraphs:</text> 
<quoted-block id="HA7E760C5A57D415C83B2EA7A2056A86C" style="OLC"> 
<paragraph id="H68497EFDBB884156974502943FDDCF7F"><enum>(9)</enum><text>The term <term>total budgetary cost</term> means, with respect to a PAYGO Act, the sum of—</text> <subparagraph id="HA70F49D609C04BFBB41A0880B6F910A0"><enum>(A)</enum><text>all increases in outlays flowing from direct spending, excluding debt service; and</text></subparagraph> 
<subparagraph id="H2B0ED3590F0F4907B25FCC4CA8EC9AC8"><enum>(B)</enum><text>all reductions in revenues.</text></subparagraph></paragraph> <paragraph id="HE0681D3E47314E3887A2E7373F718A36"><enum>(10)</enum><text>The term <term>total savings</term> means, with respect to a PAYGO Act, the sum of—</text> 
<subparagraph id="HC474814EF3F945DCB222CE250C6E8A06"><enum>(A)</enum><text>all reductions in outlays flowing from direct spending; and</text></subparagraph> <subparagraph id="H0969762D4E0C408F98C09280649D9A30"><enum>(B)</enum><text>all increases in revenues.</text></subparagraph></paragraph> 
<paragraph id="H5469AA6F5B044771AA8A712E7938A412"><enum>(11)</enum><text>The term <term>Super PAYGO debit</term> means, with respect to a PAYGO Act or a Super PAYGO scorecard for any fiscal year or scorecard period, the positive amount, if any, by which—</text> <subparagraph id="H6C7193FE4C6F4E7B9766AF35690BBE11"><enum>(A)</enum><text>two times the total budgetary cost; exceeds</text></subparagraph> 
<subparagraph id="H4EAF1A8390C04ADF9ED7988FB781CC7B"><enum>(B)</enum><text>the total savings.</text></subparagraph></paragraph> <paragraph id="H23EF417C6C2A47DF9A28625F956485E1"><enum>(12)</enum><text>The term <term>Super PAYGO scorecard</term> means a scorecard maintained by OMB under section 4(d) that records Super PAYGO debits for the applicable 5-year or 10-year period.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H88F6A660DA3A42F4B1A952CCFEDC7036"><enum>(b)</enum><header>Super PAYGO requirement</header><text>The Statutory Pay-As-You-Go Act of 2010 is amended by inserting after section 3 the following new section:</text> <quoted-block id="HD07416FFB6EF4BCDAC5B964C14A97E71" style="OLC"> <section id="H351BCE4C9FB345FB8A9A41D962BB65A9"><enum>3A.</enum><header>Super PAYGO requirement</header> <subsection id="HA1E89272E72B4DA58AFC0187C57794B8"><enum>(a)</enum><header>Required deficit reduction</header><text>Any PAYGO Act affecting direct spending or revenues shall be deemed compliant with this section only if the total savings attributable to such Act equals or exceeds two times the total budgetary cost of such Act.</text></subsection> 
<subsection id="H1C042CD405AE4B5A85388AB135B7A509"><enum>(b)</enum><header>Total budgetary cost</header><text>The total budgetary cost of a PAYGO Act shall equal the sum of—</text> <paragraph id="HB8D20848B97845BE89BB379BB8A4792A"><enum>(1)</enum><text>all increases in direct spending; and</text></paragraph> 
<paragraph id="H8C5E5C91BE5C422DB41A0A077BD6AC8B"><enum>(2)</enum><text>all reductions in revenues.</text></paragraph></subsection> <subsection id="H5E3C961A2A1941FFA168DAF61B815285"> <enum>(c)</enum> <header>Total savings</header> <text>Total savings shall equal the sum of—</text>
                            <paragraph id="HE27F4045140746589D21E39719384C4B">
                                <enum>(1)</enum>
 <text>all reductions in direct spending; and</text> </paragraph> <paragraph id="H1767713BBB634CB982A27E5E204A7390"> <enum>(2)</enum> <text>all increases in revenues.</text>
                            </paragraph>
                        </subsection> 
<subsection id="H5C7EE11A4A8242D78C155236AFBA1115"><enum>(d)</enum><header>Budget windows</header><text>The requirements of this section shall be calculated using the 5-fiscal-year and 10-fiscal-year scorecards maintained pursuant to this title.</text></subsection> <subsection id="HA98562BC7ED44929912CF6853682F14C"><enum>(e)</enum><header>Illustration</header><text>An Act that increases direct spending or reduces revenues by $100,000,000,000 shall not satisfy this subsection unless such Act includes not less than $200,000,000,000 in reductions in direct spending, increases in revenues, or a combination thereof.</text></subsection></section> <after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> 
<section id="H4439C65CFF034202A01AB1EBCE28C56E"><enum>4.</enum><header>Super PAYGO scorecards</header> 
<subsection id="H4370BCD674D144768B81E8C0244AE09E"><enum>(a)</enum><header>OMB super PAYGO scorecards</header><text>Section 4(d) of the Statutory Pay-As-You-Go Act of 2010 is amended—</text> <paragraph id="H5CE3F830CCC8437C9A02C36ABF2FA8CB"><enum>(1)</enum><text>in paragraph (1), by striking <quote>two PAYGO scorecards displaying the budgetary effects of PAYGO legislation</quote> and inserting <quote>two Super PAYGO scorecards displaying the Super PAYGO debits of PAYGO legislation</quote>;</text></paragraph> 
<paragraph id="HF56C44DD55CB49D493FFD704E20627F6"><enum>(2)</enum><text>by amending paragraph (4) to read as follows:</text> <quoted-block id="H1CBBB69779E6428E9D13A6B15C566515" style="OLC"> <paragraph id="H48418C72633E488FA55EEFF9AF49199F"><enum>(4)</enum><header>5-year super paygo scorecard</header><text>The first scorecard shall display the Super PAYGO debit, if any, of PAYGO legislation in each year over the 5-year period beginning in the budget year.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H6F09D74F4C5D437BB02D37192138CABB"><enum>(3)</enum><text>by amending paragraph (5) to read as follows:</text> <quoted-block id="HC2EE887275A44365BDF9B0DD58D49014" style="OLC"> <paragraph id="H84986CB6320F4FB5B1B23282412BB62F"><enum>(5)</enum><header>10-year super paygo scorecard</header><text>The second scorecard shall display the Super PAYGO debit, if any, of PAYGO legislation in each year over the 10-year period beginning in the budget year.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H7765653C94B54D0598ECFCB319347181"><enum>(b)</enum><header>Averaging for super paygo scorecards</header><text>Section 4(f) of the Statutory Pay-As-You-Go Act of 2010 is amended by striking <quote>budgetary effects of a PAYGO Act</quote> and inserting <quote>Super PAYGO debit of a PAYGO Act, calculated by comparing two times the total budgetary cost of such Act to the total savings of such Act</quote>.</text></subsection></section> <section id="HE1E639552603412BB81E32E3E386D278"><enum>5.</enum><header>Restrictions on emergency designations</header><text display-inline="no-display-inline">Section 4(g) of the Statutory Pay-As-You-Go Act of 2010 is amended—</text> 
<paragraph id="H42885D792F9A47C3A0B24FC3DE1CAFAC"><enum>(1)</enum><text>in paragraph (1), by inserting after <quote>Congress so designates in statute pursuant to this section</quote> the following: <quote>and such provision satisfies the requirements of paragraph (5)</quote>;</text></paragraph> <paragraph id="HC5D61CF27ECE44789E0F8AD7765F83A7"><enum>(2)</enum><text>in paragraph (3)(B)(i), by striking <quote>three-fifths</quote> and inserting <quote>two-thirds</quote>;</text></paragraph> 
<paragraph id="H8EAA1BD6DCD243EC95E7866AAC0AF98C"><enum>(3)</enum><text>in paragraph (3)(B)(ii), by striking <quote>three-fifths</quote> and inserting <quote>two-thirds</quote>; and</text></paragraph> <paragraph id="H470B68C2BB92405F8F947FE953B6816C"><enum>(4)</enum><text>by adding at the end the following new paragraphs:</text> 
<quoted-block id="HD7BB84ACEC82492890D5B6B48AD5B113" style="OLC"> 
<paragraph id="H08714A1CE2374778BEABBB9549D0EF5C"><enum>(5)</enum><header>Requirements for emergency designations</header><text>A provision may be designated as an emergency requirement only if the budgetary effects of such provision are—</text> <subparagraph id="H2E31FD1D89F3477186289BF92BAF4B07"><enum>(A)</enum><text>sudden;</text></subparagraph> 
<subparagraph id="HF3C6257D2BC54F11B5DF2D70D6CF6A78"><enum>(B)</enum><text>urgent;</text></subparagraph> <subparagraph id="HA570181F922042BE9B4A0A84E7A9671B"><enum>(C)</enum><text>unforeseen;</text></subparagraph> 
<subparagraph id="HBC72277E9D014EA89893927B7A664613"><enum>(D)</enum><text display-inline="yes-display-inline">temporary; and</text></subparagraph> <subparagraph id="H9E69ADAC52844F68B657DB964F02671C"><enum>(E)</enum><text>necessary to address a direct threat to life, public safety, national security, or significant property damage.</text></subparagraph></paragraph> 
<paragraph id="H6229521D332346C6811C3ADEB916D6F8" display-inline="no-display-inline"><enum>(6)</enum><header>Separate designation required</header><text>An emergency designation under this subsection shall apply only to the specific provision expressly designated as an emergency requirement and shall not apply to an entire Act, title, subtitle, division, or amendment unless each affected provision is separately designated.</text></paragraph> <paragraph id="HCD47B15179474A2DB3072FF506E0CC63"><enum>(7)</enum><header>Expiration</header><text>Any emergency designation shall expire not later than 24 months after the date of the enactment. Any provision designated as an emergency requirement that continues beyond such period shall thereafter be subject to the requirements of this title.</text></paragraph> 
<paragraph id="H17BD065A39684709B10D0047F649B70B"><enum>(8)</enum><header>OMB justification</header><text>Not later than 14 days after the date of the enactment of any Act containing an emergency designation, the Director of the Office of Management and Budget shall publish a written justification for such designation, including an explanation of how the provision satisfies each requirement under paragraph (5).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="H376808E91D7046308009976BCA2F7849"><enum>6.</enum><header>Sequestration</header> <subsection id="H4562C8DE2B0249E492773C5A5A2E9E0F"><enum>(a)</enum><header>Sequestration order</header><text>Section 5(b) of the Statutory Pay-As-You-Go Act of 2010 is amended—</text> 
<paragraph id="HC867B25772344E9B8ECE05E789F37CD5"><enum>(1)</enum><text>by striking <quote>debit on either PAYGO scorecard</quote> and inserting <quote>Super PAYGO debit on either Super PAYGO scorecard</quote>;</text></paragraph> <paragraph id="H3A7A0DBC100A4B929D3250DDCD6DD186"><enum>(2)</enum><text>by striking <quote>offset that debit</quote> and inserting <quote>offset that Super PAYGO debit</quote>; and</text></paragraph> 
<paragraph id="HDC85C617B8A14F12896BEAA8A99BD30E"><enum>(3)</enum><text>by striking <quote>If there is a debit on both scorecards, the order shall fully offset the larger of the two debits.</quote> and inserting <quote>If there is a Super PAYGO debit on both scorecards, the order shall fully offset the larger of the two Super PAYGO debits</quote>.</text></paragraph></subsection> <subsection id="H67DB8B85065D450582FD494FDDBACA8F"><enum>(b)</enum><header>Calculation of sequestration</header><text>Section 6(a)(1) of the Statutory Pay-As-You-Go Act of 2010 is amended by striking <quote>budget-year debit, if any, on the applicable PAYGO scorecard</quote> and inserting <quote>budget-year Super PAYGO debit, if any, on the applicable Super PAYGO scorecard</quote>.</text></subsection> 
<subsection id="H1022D5671FD14A97A376B36D197C5C79"><enum>(c)</enum><header>Outlay savings</header><text>Section 6(b) of the Statutory Pay-As-You-Go Act of 2010 is amended by striking <quote>budget-year debit</quote> each place it appears and inserting <quote>budget-year Super PAYGO debit</quote>.</text></subsection></section> <section id="H7A3A832065864A37AED5046D47E631EC"><enum>7.</enum><header>Enforcement</header><text display-inline="no-display-inline">The Statutory Pay-As-You-Go Act of 2010 is amended by inserting after section 6 the following new section:</text>

<section id="H680E17C6DE884BBEA4A1A2DBEFDE95E9"><enum>6A.</enum><header>Restrictions on exclusion of budgetary effects from scorecards</header> 
<subsection id="HC62716EC179346448E268999870B45BF"><enum>(a)</enum><header>In general</header><text>It shall not be in order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, conference report, amendment between the Houses, or other legislative vehicle that directs the exclusion of budgetary effects from a PAYGO scorecard or Super PAYGO scorecard except in accordance with this section.</text></subsection> <subsection id="HDF89EBEFC53847788A002F718AF50075"><enum>(b)</enum><header>Separate legislation required</header><text>Any legislation proposing the exclusion of budgetary effects from a PAYGO scorecard or Super PAYGO scorecard shall be considered only as a separate bill or joint resolution that contains no other matter.</text></subsection> 
<subsection id="HAFAB746D8EC04232A284CE46520594B6"><enum>(c)</enum><header>Senate waiver</header><text>Subsection (a), and any appeal of the ruling of the Chair under subsection (a), may be waived or sustained in the Senate only by an affirmative vote of two-thirds of the Members, duly chosen and sworn.</text></subsection> <subsection id="H00E96D0CBCAC45AA8F4DF7D2AA20A1C1"><enum>(d)</enum><header>House requirement</header><text>It shall not be in order in the House of Representatives to waive subsection (a) except by a separate roll call vote on a question that identifies the specific budgetary effects proposed to be excluded and the estimated fiscal impact of such exclusion.</text></subsection> 
<subsection id="H45AC5D257D474ED2B474AC71324C5750"><enum>(e)</enum><header>Prohibition on inclusion in other legislation</header><text>It shall not be in order to include a provision described in subsection (a) in a conference report, amendment between the Houses, omnibus measure, continuing resolution, budget reconciliation measure, authorization bill, appropriations Act, or any other legislative vehicle that contains other matter.</text></subsection> <subsection id="H3584D3612C8844DA9BD2AB7F248AF202"><enum>(f)</enum><header>Surgical application</header><text>If a point of order under this section is sustained, only the offending provision shall be stricken, and the remaining matter shall remain pending.</text></subsection> 
<subsection id="H2436F864F9A64BFFBBDE9F7217711CA1"><enum>(g)</enum><header>Prohibition on super paygo evasion</header><text>It shall not be in order to consider any measure that eliminates, reduces, resets, delays, shifts, or otherwise removes a debit from a PAYGO scorecard or Super PAYGO scorecard, or prevents, delays, cancels, or limits a sequestration order required under section 5.</text></subsection></section> <section id="HE7E7B706B403491BBA1277E83B9954F7"><enum>6B.</enum><header>Separate consideration of PAYGO waivers</header> <subsection id="HEF05243BE1A54F09B0082D78F1CA282A"><enum>(a)</enum><header>In general</header><text>It shall not be in order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, conference report, amendment between the Houses, or other measure proposing to waive, suspend, modify, or otherwise render inapplicable any provision of this title except through separate legislation that contains no other matter.</text></subsection> 
<subsection id="H1F5A15D8AA70406A95DE3028A6C03691"><enum>(b)</enum><header>Prohibition on inclusion in other legislation</header><text>No waiver, suspension, modification, or other provision rendering inapplicable any provision of this title may be included in any appropriations bill, continuing resolution, authorization bill, budget reconciliation measure, omnibus legislation, conference report, amendment between the Houses, or other legislative vehicle that contains other matter.</text></subsection> <subsection id="H52736F76CACE49189D8996BEB8028034"><enum>(c)</enum><header>Required disclosure</header><text>Any legislation described in subsection (a) shall clearly identify—</text> 
<paragraph id="H101E1AF301E94CF19E8748EA4750A115"><enum>(1)</enum><text>each provision proposed to be waived, suspended, modified, or rendered inapplicable;</text></paragraph> <paragraph id="H3862DA6532184198BC36754ECA286374"><enum>(2)</enum><text>the estimated fiscal impact of such waiver, suspension, modification, or other action; and</text></paragraph> 
<paragraph id="HD9B69F09966641529B964D272BAF285C"><enum>(3)</enum><text>the estimated effect on a Super PAYGO scorecard.</text></paragraph></subsection> <subsection id="HFDE64B2F194040219EB79AD98D206463"><enum>(d)</enum><header>Senate waiver</header><text>Subsections (a) and (b), and any appeal of the ruling of the Chair under such subsections, may be waived or sustained in the Senate only by an affirmative vote of two-thirds of the Members, duly chosen and sworn.</text></subsection> 
<subsection id="HA6BE0F61B3034CC4B347BB73BD32389A"><enum>(e)</enum><header>House waiver</header><text>It shall not be in order in the House of Representatives to waive subsections (a) or (b) except by a separate roll call vote on a question that identifies the specific provision being waived and the estimated fiscal impact of such waiver.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="H6C4451EA5A3E4F61B2CA432BFBB44ED9" commented="no"><enum>8.</enum><header>Transparency and reporting</header><text display-inline="no-display-inline">Section 5 of the Statutory Pay-As-You-Go Act of 2010 is amended by adding at the end the following:</text>

<subsection id="H8E86341FC7E3465584408027F7F3DF5F" commented="no"><enum>(c)</enum><header>Publication</header><text>Not later than 14 days after the end of each fiscal year, the Director of the Office of Management and Budget shall publish on a publicly accessible website a report containing—</text> <paragraph id="H64FFEFBAA40048099002180BD72C163C" commented="no"><enum>(1)</enum><text>the balances of all Super PAYGO scorecards;</text></paragraph> 
<paragraph id="HC823ABCE69F94B64BBC6CB037AAAA15B" commented="no"><enum>(2)</enum><text>the budgetary effects of each Act enacted during the fiscal year affecting direct spending or revenues;</text></paragraph> <paragraph id="HD9438F6129664E4B9C148239D4D80F31" commented="no"><enum>(3)</enum><text>the amount of deficit reduction attributable to each such Act;</text></paragraph> 
<paragraph id="HF528AED56C3C4F98A787A9587D34F322" commented="no"><enum>(4)</enum><text>any emergency designation made pursuant to section 4(g);</text></paragraph> <paragraph id="H2949796AAF3A43E88652D21D8052411E" commented="no"><enum>(5)</enum><text>any sequestration order issued under this title;</text></paragraph> 
<paragraph id="HFB3C5F361DED4A5791B5BB8B34A7D582" commented="no"><enum>(6)</enum><text>the cumulative amount of deficit reduction achieved; and</text></paragraph> <paragraph id="HD8E572ED38C2483BB034989F216D8033" commented="no"><enum>(7)</enum><text>the estimated amount of deficit reduction avoided through any enacted waiver, exemption, or scorecard exclusion.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section> 
<section id="HEE175031FD7544E7940ADD517173F3F2"><enum>9.</enum><header>Congressional budget points of order</header><text display-inline="no-display-inline">The Statutory Pay-As-You-Go Act of 2010 is amended by inserting after section 6B, as added by section 7 of this Act, the following new section:</text> <quoted-block id="H1019EB5313FD4E319FB27F4B7030D4E8" style="OLC"> <section id="HCFC0C6BBAEA14CD6BEBB76091F898449"><enum>6C.</enum><header>Congressional budget points of order</header> <subsection id="HD9CE719FAD6946EA9B8316420E656511"><enum>(a)</enum><header>Senate point of order</header> <paragraph id="H7A21A674F596415B8D3CF0B25245100D"><enum>(1)</enum><text>It shall not be in order in the Senate to consider any bill, joint resolution, amendment, amendment between the Houses, motion, or conference report if the official estimate prepared by the Congressional Budget Office indicates that the measure would fail to satisfy the Super PAYGO requirement under section 3A of this title.</text></paragraph> 
<paragraph id="H30DDB2EEE9FE430487E94939E867A07E"><enum>(2)</enum><text>If a Congressional Budget Office estimate is unavailable, the estimate of the Chairman of the Committee on the Budget of the Senate shall control for purposes of this subsection.</text></paragraph> <paragraph id="H6602EE04761A4D2A83A3461261656F05"><enum>(3)</enum><text>This subsection may be waived or suspended only by an affirmative vote of two-thirds of the Members, duly chosen and sworn.</text></paragraph> 
<paragraph id="H6E9300505A9B4CFCA73FE8AB0AEC99FE"><enum>(4)</enum><text>An affirmative vote of two-thirds of the Members, duly chosen and sworn, shall be required to sustain an appeal of the ruling of the Chair regarding this subsection.</text></paragraph> <paragraph id="H58A3FF225BF84891AD89634190511420"><enum>(5)</enum><text>This subsection is enacted as an exercise of the rulemaking power of the Senate.</text></paragraph></subsection> 
<subsection id="H4EA54DE3F6474CD5B6417EEF546A294B"><enum>(b)</enum><header>House of representatives point of order</header> 
<paragraph id="H164792F4E82345EB8DA56A56F6FF89D3"><enum>(1)</enum><text>It shall not be in order in the House of Representatives to consider any bill, joint resolution, amendment, motion, conference report, or amendment between the Houses if the official estimate prepared by the Congressional Budget Office indicates that the measure would fail to satisfy the Super PAYGO requirement under section 3A of this title.</text></paragraph> <paragraph id="H9A302AC01212440FBC0E1FD3318BD69E"><enum>(2)</enum><text>If a Congressional Budget Office estimate is unavailable, the estimate of the Chairman of the Committee on the Budget of the House of Representatives shall control for purposes of this subsection.</text></paragraph> 
<paragraph id="H9C9C321442A14FE385EF3889BA67EFFB"><enum>(3)</enum><text>A waiver of this subsection may be considered only through a separate resolution.</text></paragraph> <paragraph id="H5A80F42BCEB14508ADAD40F981C59486"><enum>(4)</enum><text>No such resolution shall be agreed to except by an affirmative vote of two-thirds of the Members present and voting, a quorum being present.</text></paragraph> 
<paragraph id="H049AAF5A8EAD407A8D43DC345E104580"><enum>(5)</enum><text>This subsection is enacted as an exercise of the rulemaking power of the House of Representatives with full recognition of the constitutional right of the House to change its rules at any time.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="H4B3961372A5848F782088E6A945E48A7"><enum>10.</enum><header>Disclosure of super PAYGO compliance</header> <subsection id="HED6D2E5092CF4278A017F5373888E716"><enum>(a)</enum><header>CBO cost estimates</header><text>Any estimate prepared by the Congressional Budget Office for legislation affecting direct spending or revenues shall include—</text> 
<paragraph id="HFF68DD396AA6470793103C55E9701F7C"><enum>(1)</enum><text>the total increase in direct spending;</text></paragraph> <paragraph id="HE4756F62DF0F40DEA3334A2C2F2616F5"><enum>(2)</enum><text>the total reduction in revenues;</text></paragraph> 
<paragraph id="HC0CF37C9A11242B3AB04A479CF9CD0FF"><enum>(3)</enum><text>the total amount of deficit reduction contained in the legislation;</text></paragraph> <paragraph id="H6E5485A5760941F89F52E4F436016EB0"><enum>(4)</enum><text>the net budgetary effect of the legislation;</text></paragraph> 
<paragraph id="HFEAFA2E3FCC0431B818771FA2E8A5955"><enum>(5)</enum><text>the Super PAYGO debit, if any; and</text></paragraph> <paragraph id="HECE70EDD2D6E40B9B7407AE6AD3BDC16"><enum>(6)</enum><text>a statement describing whether the legislation complies with section 3A of the Statutory Pay-As-You-Go Act of 2010, as added by section 3(b) of this Act.</text></paragraph></subsection> 
<subsection id="HDCE39940B5DD4624918E830021786449"><enum>(b)</enum><header>Committee reports</header> 
<paragraph id="H0C765D247D2C486B93E7D015DF227061"><enum>(1)</enum><header>In general</header><text>Any committee report accompanying legislation in the House of Representatives and the Senate affecting direct spending or revenues shall include a statement describing whether the legislation complies with the Super PAYGO requirement under such section 3A.</text></paragraph> <paragraph id="H3F1FDEC018CB41C39A39F89A831C2841"><enum>(2)</enum><header>Exercise of rulemaking powers</header><text>The provisions of this title are enacted by the Congress—</text> 
<subparagraph id="H15EAF68EB7F74C7A998A91E0BF06EEFA"><enum>(A)</enum><text display-inline="yes-display-inline">as an exercise of the rulemaking power of the House of Representatives and as such they shall be considered as part of the rules of the House and such rules shall supersede other rules only to the extent that they are inconsistent therewith; and</text></subparagraph> <subparagraph id="HBB74D7065DF249B89F7CC30869A6D2D3"><enum>(B)</enum><text display-inline="yes-display-inline">with full recognition of the constitutional right of the House to change such rules at any time, in the same manner, and to the same extent as in the case of any other rule of the House.</text></subparagraph></paragraph></subsection></section> 
<section id="HAA757058BAB84B4B83F4657DD1090B29"><enum>11.</enum><header>Effective date</header><text display-inline="no-display-inline">This Act shall apply to legislation enacted on or after the date of the enactment of this Act.</text></section> </legis-body></bill>
