R. 9839</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260722">July 22, 2026</action-date><action-desc><sponsor name-id="C001126">Mr. Carey</sponsor> (for himself and <cosponsor name-id="B001300">Ms. Barragán</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Workforce</committee-name>, and in addition to the Committee on <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Health and Human Services to establish a grant program to, through subgrants to eligible entities, improve certain impacts of participation in programs related to physical activity or youth sports and increase access to youth sports, and for other purposes.</official-title></form><legis-body id="HBD49501576CF4153BED1F3DD48638FB1" style="OLC"><section id="H57E1C4DAB86140AD913C913D00CE1D47" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Sports Training, Recreation, and Opportunities for the Next Generation Act</short-title></quote> or the <quote><short-title>STRONG Kids Act</short-title></quote>.</text></section><section id="H3F429A097EA543E8BE625766EC5BAF0B"><enum>2.</enum><header>Grant program related to physical activity and youth sports</header><subsection id="HD6504ECDE59444D8A44A2416D24FA6A8">
        <enum>(a)</enum>
        <header>Grant program</header>
 <text display-inline="yes-display-inline">The Secretary of Health and Human Services, in conjunction with the Director of the Office of Disease Prevention and Health Promotion (in this section referred to as the <quote>Secretary</quote>), shall establish a program to make grants on a competitive basis to national nonprofits or government organizations, or regional nonprofits or State-based government organizations, that run youth sports programs to, through subgrants in accordance with subsection (b)—</text>
        <paragraph id="H794571BCF8F74D0DBB92374455FBC95C" commented="no">
          <enum>(1)</enum>
 <text>improve the impacts, with respect to health and positive youth development, of participation in programs related to physical activity or sports for individuals under 18 years of age; and</text>
        </paragraph>
        <paragraph id="H8BD9E474FB60495CB5691693E553B8F6" commented="no">
          <enum>(2)</enum>
 <text>increase access to such programs.</text> </paragraph> </subsection><subsection id="H638CB522CF034A49A35E9CFDA52F5706" commented="no"><enum>(b)</enum><header>Subgrants</header><text>A nonprofit or organization that receives a grant under subsection (a) shall make subgrants on a competitive basis to eligible entities to—</text><paragraph id="H6C93DC122726403C9459AF610B4343BC" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">improve the effectiveness of a program related to physical activity or youth sports;</text></paragraph><paragraph id="H2C828412B8BA4ADA9E6970C3B7DD6281" commented="no"><enum>(2)</enum><text>increase participation in such a program;</text></paragraph><paragraph id="H82C090F1F27D46D6851D1E26B85BE3E8" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">promote safety and health in such a program; or</text></paragraph><paragraph id="H191C8EAFBE364E7DBD39EDF938403BF3" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">support the prevention of and response to physical, mental, and sexual abuse in youth sports through background checks, education, training, and mandatory reporting policies.</text></paragraph></subsection><subsection id="H22983F9C37A342ABBAE4FD1A4D9AF252" commented="no"><enum>(c)</enum><header>Eligibility for subgrants</header><text display-inline="yes-display-inline">To be eligible to receive a subgrant under subsection (b), an entity shall—</text><paragraph id="H6CCB3FB6A7F946ADBD3B5069D9177493" commented="no"><enum>(1)</enum><text>be a local nonprofit or government organization; and</text></paragraph><paragraph id="HB84A6A1EB816452D8B0F12AF6ECA476D" commented="no"><enum>(2)</enum><text>have experience organizing youth sports.</text></paragraph></subsection><subsection id="H456986200C2D4643B56C42512C9FBAF0"><enum>(d)</enum><header>Eligible use of funds for subgrants</header><paragraph id="HE1820907F93C4CC8A6829E8C87612C0F"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">An eligible entity that receives a subgrant under subsection (b) shall use any funds received through such subgrant to carry out an activity that meets at least one requirement described in subsection (b), including any of the following:</text><subparagraph id="H63B0651719E3433988B559EDC6849256"><enum>(A)</enum><text display-inline="yes-display-inline">For the purpose of lowering barriers to participation, implementing an activity focused on increasing the rate of participation in youth sports among populations less likely to participate due to disability or economic or geographic limitation.</text></subparagraph><subparagraph id="HAE2FF3B953F64093BEDEB0D8AF7C2E75" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">Implementing a program or policy for coaches related to training and voluntary certification, including with respect to—</text><clause id="H09954F3D5DBE4B2A82775F34C0D92488" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">health benefits of youth sports and physical activity;</text></clause><clause id="HF98BB55199BB486EBB8572B1A9AACFC9" commented="no"><enum>(ii)</enum><text>youth development and character development;</text></clause><clause id="H0F37B391E29E42CBBE210F12AA517BDF" commented="no"><enum>(iii)</enum><text>a code of conduct for coaches;</text></clause><clause id="H43625FC6A05B492C9EAE074C72DD3E16" commented="no"><enum>(iv)</enum><text>promoting positive lifestyle behaviors;</text></clause><clause id="H77B6E0F0486B476083D3EBC90C32FCFB" commented="no"><enum>(v)</enum><text>promoting a positive sports experience, athletic development, teamwork, leadership, and socialization skills;</text></clause><clause id="H6F5A4AAC3C2A42D292F0DECA7327F04D"><enum>(vi)</enum><text display-inline="yes-display-inline">implementing any applicable protocol issued by the United States Center for SafeSport;</text></clause><clause id="H22F78376E7824F89B141EF666636A61F" commented="no"><enum>(vii)</enum><text>an injury prevention strategy, including free online concussion training offered by the Centers for Disease Control; and</text></clause><clause id="HD55538FC8E6C4DB4B5EE0B76018DC40F" commented="no"><enum>(viii)</enum><text display-inline="yes-display-inline">a risk management strategy, including maintaining a safe venue for physical activity or youth sports.</text></clause></subparagraph><subparagraph id="HD59F961147E84A7BBA1BBA35567A0F8D"><enum>(C)</enum><text display-inline="yes-display-inline">Implementing training related to youth development and character development.</text></subparagraph><subparagraph id="HEF15C2EE41E64965AEE929D4194364FB"><enum>(D)</enum><text>Implementing an evaluation and results implementation process to measure physical, mental, and social health of athletes.</text></subparagraph><subparagraph id="H2793826615A34DD6AF7720CF121C4D08"><enum>(E)</enum><text>Educating parents, caregivers, and guardians and raising awareness about the importance of participation in physical activity and youth sports.</text></subparagraph><subparagraph id="HC8F919300B7040ACB05D37DDEACD8F5C"><enum>(F)</enum><text display-inline="yes-display-inline">Implementing an athlete code of conduct and instruction.</text></subparagraph><subparagraph id="H12DFC86E7E5F4E50BE7E3C1E7BB525F3"><enum>(G)</enum><text display-inline="yes-display-inline">Implementing an activity focused on coach and volunteer retention.</text></subparagraph><subparagraph id="H38DB9DB3C2764A50B62521E95AC16049"><enum>(H)</enum><text display-inline="yes-display-inline">Implementing an activity that—</text><clause id="HF7DC4702B8164FF985E589B9B09DE271"><enum>(i)</enum><text>focuses on fostering a positive sport experience; and</text></clause><clause id="H09244C1267BB463EB98EF8049FB634C1"><enum>(ii)</enum><text>emphasizes athlete development, teamwork, leadership, and socialization skills.</text></clause></subparagraph><subparagraph id="HB19DE5F823AB4B488039D97148B756BF"><enum>(I)</enum><text display-inline="yes-display-inline">Implementing an activity that promotes positive lifestyle behaviors, including positive—</text><clause id="H85F6C407BA524D3E84421787ABFA8DF7"><enum>(i)</enum><text>nutrition practices;</text></clause><clause id="H8D8B2AF2DA17465786F5D9C823B2A7B7"><enum>(ii)</enum><text>academic performance;</text></clause><clause id="H6534CCF5340441FA952A70613547051F"><enum>(iii)</enum><text>life-long practices; or</text></clause><clause id="HA3DA8A9AABF94F9D925709BDD6AADDC6"><enum>(iv)</enum><text>self-image.</text></clause></subparagraph><subparagraph id="H451AA40184C44309ADFAA327085CC435" display-inline="no-display-inline"><enum>(J)</enum><text display-inline="yes-display-inline">For the purpose of lowering barriers to participation—</text><clause id="H57542F022FCD477C9B1F37FC47AA0FAB"><enum>(i)</enum><text>implementing a program or procedure that enables participation regardless of athletic ability;</text></clause><clause id="H573C04A71B274A398289675CB872772B"><enum>(ii)</enum><text>acquiring or modifying any venue used for physical activity or youth sports;</text></clause><clause id="HCC4D829773494A1796815A9A6D972A21"><enum>(iii)</enum><text>ensuring any such venue complies with requirements under the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12101">42 U.S.C. 12101 et seq.</external-xref>); or</text></clause><clause id="H514748BA4F214C7083CFBFF0ACE73E3B"><enum>(iv)</enum><text>enabling a league or team to reduce, waive, or cover the full amount of any fee for participation, including through providing scholarships.</text></clause></subparagraph><subparagraph id="HFD029B42D2944D50A03FEC3EB1C2E180"><enum>(K)</enum><text display-inline="yes-display-inline">Implementing an activity focused on increasing the capacity of such eligible entity to organize youth sports, including increasing the number of youth league teams organized by such eligible entity to accommodate more youth.</text></subparagraph><subparagraph id="H84D78A13E800446C80EC885DCF9E2C99" commented="no" display-inline="no-display-inline"><enum>(L)</enum><text>Establishing a procedure for implementing any applicable prevention, reporting, or training protocol issued by the United States Center for SafeSport with respect to preventing physical, mental, and sexual abuse of athletes, including any protocol related to covering the cost of a background check for a coach or volunteer.</text></subparagraph><subparagraph id="H93AF6FF9B7A2467FB5EA91FE84E130D5"><enum>(M)</enum><text display-inline="yes-display-inline">Establishing a procedure to encourage—</text><clause id="H9181A72B183A4BF9B9FB3B0EB5565A90"><enum>(i)</enum><text>water drinking;</text></clause><clause id="H65480B531D314EF9AB43755BFB7DD049"><enum>(ii)</enum><text>physical movement; and</text></clause><clause id="H62DA4975FDFB430D98493E5E01F9CB82"><enum>(iii)</enum><text>consumption of nutritious snacks.</text></clause></subparagraph><subparagraph id="HCDBE63FD2F744B20BC60F1DFA33CC574"><enum>(N)</enum><text display-inline="yes-display-inline">Implementing a program for individuals with a physical or mental disability.</text></subparagraph><subparagraph id="H8D87B2C01637463194D8DC1906CB9167"><enum>(O)</enum><text display-inline="yes-display-inline">Implementing a parent code of conduct and instruction.</text></subparagraph><subparagraph id="H6DA98910A58D4CE8A68366CEA7CB3BB0"><enum>(P)</enum><text>Encouraging and facilitating participation in—</text><clause id="H72820906C20E41DA98002CCB06D6FE71"><enum>(i)</enum><text display-inline="yes-display-inline">the Presidential Active Lifestyle Award program carried out by the President’s Council on Sports, Fitness, and Nutrition; and</text></clause><clause id="H0FB0D6500C854CF0AF7F6F5D821168FA"><enum>(ii)</enum><text display-inline="yes-display-inline">the Presidential Fitness Test administered by the Secretary of Health and Human Services in accordance with Executive Order 14327 (90 Fed. Reg. 37993; relating to the President’s Council on Sports, Fitness, and Nutrition, and the reestablishment of the Presidential Fitness Test).</text></clause></subparagraph><subparagraph id="H5A67C0F7EB1F43E4B771BF9B95AC36EB"><enum>(Q)</enum><text display-inline="yes-display-inline">With respect to such program and such test, developing a strategy to ensure the Council or Secretary, respectively, recognize youth, regardless of their ability, for continued improvement over time.</text></subparagraph><subparagraph id="H0629C5FE3FD2414782105D5B7D7A5809"><enum>(R)</enum><text>Working with insurance providers or other risk management experts to maintain a safe environment.</text></subparagraph></paragraph><paragraph id="H76C19DEDB1914C73B85A656E828CB7DF" commented="no"><enum>(2)</enum><header>Prioritization of certain youth</header><text display-inline="yes-display-inline">In carrying out an activity described in paragraph (1), an eligible entity shall prioritize youth with limited resources.</text></paragraph><paragraph id="H1F72A4C135CD4D01A3C2F91517DEC205" commented="no"><enum>(3)</enum><header>National strategy and other guidance</header><text>In the case of an activity described in subparagraph (A), (B), (J), (K), or (L) of paragraph (1), an eligible entity shall carry out such activity in accordance with—</text><subparagraph id="H83160CEFAE7B433F9C52BA5AD343DC2D" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">the national strategy established by the Office of Disease Prevention and Health Promotion in the Department of Health and Human Services, entitled <quote>National Youth Sports Strategy</quote>; or</text></subparagraph><subparagraph id="HA5F05A1507F84E12A5F6B80E6BD721BF" commented="no"><enum>(B)</enum><text>notwithstanding any policy or procedure in such national strategy, such other guidance issued by a governing body of a youth sports league.</text></subparagraph></paragraph></subsection><subsection id="HF0C26912C6994198A386BB43BFAA5D10" commented="no"><enum>(e)</enum><header>Application and review requirements for grants</header><text display-inline="yes-display-inline">To be eligible to receive a grant under subsection (a), a nonprofit or organization shall submit to the Secretary an application that—</text><paragraph id="H0A1AAAA1F9CF4B328CE9993DEC6B0E49" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">includes a plan describing how such nonprofit or organization proposes to use any funds received through such grant to—</text><subparagraph id="H06A6BB042B634083A3D9569DD279EE53" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">make subgrants in accordance with subsection (b), including a description of how the proposed use of funds received through such subgrants will meet at least one requirement described in subsection (b);</text></subparagraph><subparagraph id="H2E4769DCCFBE44E69F66F26368A34E12"><enum>(B)</enum><text>use a managed application process to make such subgrants;</text></subparagraph><subparagraph id="H01EA8C26402A4C5694DD52F3E638642E" commented="no"><enum>(C)</enum><text>provide technical assistance in accordance with subsection (g);</text></subparagraph><subparagraph id="H4EDFDC6E78DA429DA6736527FC900CE1" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">serve youth with limited resources; and</text></subparagraph><subparagraph id="HD6C8BB26B77F4EDDAE1BC192C0EFDCA5" commented="no"><enum>(E)</enum><text>serve providers of adaptive sports programming for individuals with physical, cognitive, or other disabilities;</text></subparagraph></paragraph><paragraph id="H3FF7AAAB5C964F60AAC316F80453A0F1" commented="no"><enum>(2)</enum><text>demonstrates experience—</text><subparagraph id="HEF8BD47C7C5B424982B2EBA09941B0BA"><enum>(A)</enum><text>working with eligible entities to carry out an activity similar to an activity described in subsection (b) or (d);</text></subparagraph><subparagraph id="HE55430888B804D49B769FD059F2E6722"><enum>(B)</enum><text display-inline="yes-display-inline">serving low-income and under-resourced communities; and</text></subparagraph><subparagraph id="HA199E39E6CCB4F30AFFCAFE49E37AD55"><enum>(C)</enum><text>providing adaptive sports programming;</text></subparagraph></paragraph><paragraph id="HCE7ACA83CE26468CA11D3F6E7147A777"><enum>(3)</enum><text display-inline="yes-display-inline">describes any policy of such nonprofit or organization related to background checks of staff and volunteers who engage with individuals under 18 years of age; and</text></paragraph><paragraph id="HB488ED3DE6EF48FB9DCE119D18017378" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">includes a plan for continuing any activity proposed to be carried out using funds received under this section after such nonprofit or organization has expended all such funds.</text></paragraph></subsection><subsection id="HCD498A99E5AB40698098947CC5417628"><enum>(f)</enum><header>Deadline for making first grant</header><text display-inline="yes-display-inline">The Secretary shall make the first grant under subsection (a) not later than 1 year after the date of enactment of this Act.</text></subsection><subsection id="H21822942C7D54675A722AFEF35D13025"><enum>(g)</enum><header>Technical assistance for subgrants</header><text display-inline="yes-display-inline">As a condition of receiving a grant under subsection (a), a nonprofit or organization shall agree to provide technical assistance to an eligible entity that receives a subgrant under subsection (b) with respect to the eligible uses of funds described in subsection (d).</text></subsection><subsection id="H500AB5B92FB5429981B7205DF090E957"><enum>(h)</enum><header>Amounts</header><paragraph id="H3538FC7B66554046AA92F5DA4F10A350"><enum>(1)</enum><header>Grants</header><subparagraph id="HB5BFE7094E624361A12E9FD2D4B06D8B"><enum>(A)</enum><header>National</header><text>The Secretary shall make a grant to a national nonprofit or government organization in an amount that is not more than $5,000,000.</text></subparagraph><subparagraph id="H2EC57C67E5BD4CD2934DD1F5B3E02ACD"><enum>(B)</enum><header>Regional</header><text>The Secretary shall make a grant to a regional nonprofit or State-based government organization in an amount that is not more than $2,500,000.</text></subparagraph></paragraph><paragraph id="H219D701CE84E4C4E8794DCBD8157F591"><enum>(2)</enum><header>Subgrants</header><text display-inline="yes-display-inline">A nonprofit or organization shall make a subgrant to an eligible entity in an amount that is not less than $10,000 but not more than $50,000.</text></paragraph></subsection><subsection id="H00DC8701F3614D59AFA0083C77AE4F05"><enum>(i)</enum><header>Reports to Congress</header><text>Not later than 3 years after the date of enactment of this Act, and every 3 years thereafter during the period in which funds are appropriated under subsection (j), the Secretary shall submit to Congress a report evaluating, with respect to the period covered by the report, the effectiveness and outcomes of any activity carried out using funds received under this section.</text></subsection><subsection id="HAA43979CF53440E2AB3285B9C1377294" commented="no"><enum>(j)</enum><header>Funding</header><paragraph id="HC09E09247B294C5292D2F2113FF15F29" commented="no"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section—</text><subparagraph id="HFB68CDEB4194440AA86CCAFCF2544896"><enum>(A)</enum><text>for fiscal year 2027, an amount that is equal to 50 percent of the amounts received by the Secretary of the Treasury under <external-xref legal-doc="usc" parsable-cite="usc/26/4401">section 4401</external-xref> of the Internal Revenue Code of 1986 (<external-xref legal-doc="usc" parsable-cite="usc/26/4401">26 U.S.C. 4401</external-xref>) with respect to the 2025 calendar year; and</text></subparagraph><subparagraph id="HD529A5BB14FA44A490B7B6AA562D75DA"><enum>(B)</enum><text>for each of fiscal years 2028 through 2037, the amount described in paragraph (2).</text></subparagraph></paragraph><paragraph id="HC15D5DEDF72C4F908A086BE1A253A8FB"><enum>(2)</enum><header>Adjustment for inflation</header><text display-inline="yes-display-inline">For fiscal years 2028 through 2037, the amount authorized by this subsection shall be the amount under paragraph (1)(A), adjusted by the percentage increase, if any, in the Consumer Price Index for All Urban Consumers (CPI–U) published by the Bureau of Labor Statistics of the Department of Labor for the 12-month period ending June 30 of the preceding fiscal year.</text></paragraph></subsection></section></legis-body></bill>
