<section id="HD5158A7ED9854BD895C9136A7EE09CDD" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safeguarding Ethics and Restoring Voter Expectations Act</short-title></quote> or the <quote><short-title>SERVE Act</short-title></quote>.</text></section> 
<section id="HF79117C60A3E4B0C8BE4F0866A5CDBFC"><enum>2.</enum><header>Prohibition against lobbying of Congress by former Members</header> 
<subsection id="H43D9EEE3AC444FC18A62A338F7F16D9B"><enum>(a)</enum><header>Senators</header><text display-inline="yes-display-inline">Section 207(e)(1)(A) of title 18, United States Code, is amended by striking <quote>within 2 years</quote> and inserting <quote>within 10 years</quote> .</text></subsection> <subsection id="HF495B74C115E417CB661BB7B23FBC67D"><enum>(b)</enum><header>Members and Officers of the House of Representatives</header><text>Section 207(e)(1)(B)(i) of such title is amended by striking <quote>within 1 year</quote> and inserting <quote>within 10 years</quote>.</text></subsection> 
<subsection id="H93E5C53CAE3644C7B221622DB4A9B831"><enum>(c)</enum><header>Effective date<editorial></editorial></header><text> The amendments made by this section shall apply with respect to individuals who leave office on or after the date of the enactment of this Act.</text></subsection></section> <section id="HE2F0B37418534F409BBB436132968990"><enum>3.</enum><header>Prohibition against serving as Federal contractors by former Members</header> <subsection id="H26CF84CE759C4B6B9D93ECC8CB5D3AF9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, a Member of Congress may not accept compensation as a Federal contractor for the 10-year period that begins on the date that the Member leaves office.</text></subsection> 
<subsection id="HE8C08408054A408CBE4EDE2313010A35"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section—</text> <paragraph id="HB59A5956564848A7823959A84E55A1B8"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>Federal contractor</term> has the meaning given that term under section 115.1 of title 11, Code of Federal Regulations, or any successor thereto; and</text></paragraph> 
<paragraph id="H4A8B748DE3314A14814E0754712D7324"><enum>(2)</enum><text>the term <term>Member of Congress</term> means any Senator or Representative in, or Delegate or Resident Commissioner to, the Congress.</text></paragraph></subsection> <subsection id="H2ADB878D9E434319A358532F114BEF44" display-inline="no-display-inline"><enum>(c)</enum><header>Effective date<editorial></editorial></header><text> This section shall apply with respect to Members of Congress who leave office on or after the date of the enactment of this Act.</text></subsection></section>
