<section id="HF6C417698F4D46A48251520127E5E190" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Shared Values Act</short-title></quote>.</text> </section> 
<title id="HCCE0E82180334E16B2C38BC3C1528B6F"><enum>I</enum> 
<section id="HC83E045EC3F74A41AB3CC1730F1CA362"><enum>101.</enum><header>Farmers’ markets and local food promotion program reauthorization</header> 
<subsection id="HB33D2988B31048E892A15F615CC9ED71" display-inline="no-display-inline"><enum>(a)</enum><header>Matching funds</header><text display-inline="yes-display-inline">Section 210A(d)(6)(E) of the Agricultural Marketing Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/7/1627c">7 U.S.C. 1627c(d)(6)(E)</external-xref>) is amended to read as follows:</text> <quoted-block style="OLC" id="HB950E85C9A4E47DC89D50483AA8D2384" display-inline="no-display-inline"> <subparagraph id="HD321B1EEDB8742EFA7815CB3D219A197"><enum>(E)</enum><header>Matching funds</header> <clause id="H01C59BEF2CF746C9AD1B4F90FDFFB4D3"><enum>(i)</enum><header>In general</header><text>An eligible entity that receives a grant under this paragraph shall provide matching funds in the form of cash or an in-kind contribution in an amount that is equal to 25 percent of the total amount of the Federal portion of the grant.</text></clause> 
<clause id="HEC8AD35F440C4B5BB86DAC3A3C015F0B"><enum>(ii)</enum><header>Exception</header><text>Clause (i) shall not apply to an eligible entity that is carrying out a priority grant described in clause (i) or (ii) of subparagraph (C).</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H3B92E379CCD0484FA917DFDA28790D97"><enum>(b)</enum><header>Funding</header><text display-inline="yes-display-inline">Section 210A(i) of the Agricultural Marketing Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/7/1627c">7 U.S.C. 1627c(i)</external-xref>) is amended—</text> 
<paragraph id="H598AA6B6834343AF9245B38347A15DC8"> <enum>(1)</enum> <text>in paragraph (1), by striking <quote>$50,000,000</quote> and inserting <quote>$100,000,000</quote>;</text> </paragraph> <paragraph id="H3B1FE60FD2DC40CF93165D72CA4784AE"><enum>(2)</enum><text>in paragraph (2)—</text> 
<subparagraph id="HC5589AEB09A645978F3DC3A9C32986F0"><enum>(A)</enum><text>by striking <quote>for fiscal year 2019 and each fiscal year thereafter</quote> and inserting <quote>for each of fiscal years 2019 through 2026</quote>; and</text></subparagraph> <subparagraph id="HD0D6A90466DF4FCA898C5FFB741FF9AE"><enum>(B)</enum><text>by striking the period at the end and inserting the following: <quote>, and $50,000,000 for fiscal year 2027 and each fiscal year thereafter, to remain available until expended.</quote>; and</text></subparagraph></paragraph> 
<paragraph id="H8BD0731747214ECBAABBF7DB0862FAD6"><enum>(3)</enum><text>in paragraph (3)(B), by adding at the end the following: <quote>Of the amount made available pursuant to the preceding sentence for a fiscal year, 30 percent shall be reserved for priority grants described in clause (i) or (ii) of subparagraph (C) of subsection (d)(6) for entities that have not received a grant under such subsection in the preceding 3 years and will use the funds to establish a new farmers’ market. If applications for such priority grants are insufficient in number or merit in a fiscal year, the Secretary may use such reserved funds for grants described in the first sentence of this subparagraph.</quote>.</text></paragraph></subsection> <subsection id="HB52E00A2CB3249C1BAC176E7F98DF5DA"><enum>(c)</enum><header>Reports</header> <paragraph id="H2E8448E3ECD347CEAF50728B47B49E59"><enum>(1)</enum><header>Secretary of Agriculture report</header><text>Not later than 3 years after the date of the enactment of this Act, the Secretary of Agriculture shall make publicly available on the website of the Department of Agriculture a report describing—</text> 
<subparagraph id="H29D2E8CE35004367A261A91EF999E133"><enum>(A)</enum><text display-inline="yes-display-inline">the number of applications for a grant under section 210A(d)(6) of the Agricultural Marketing Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/7/1627c">7 U.S.C. 1627c(d)(6)</external-xref>) in the preceding 2 years;</text></subparagraph> <subparagraph id="HE9649BEBFEC54A608D8EB13D6F29FB2C"><enum>(B)</enum><text>the number of such applications that were submitted by eligible entities that had not previously applied for such a grant;</text></subparagraph> 
<subparagraph id="HAB6B0410EDF743C1B4FE5501A159F97C"><enum>(C)</enum><text>the number of such applications that met the requirements for a priority grant described in clause (i) or (ii) of subparagraph (C) of such section; and</text></subparagraph> <subparagraph id="H36D4D78251494A24BDE24054B92DEA49"><enum>(D)</enum><text>the number of grants awarded relating to the applications described in paragraph (2) and (3), respectively.</text></subparagraph></paragraph> 
<paragraph id="HE232D41F8B8E4A378FF05F5C02C4B06A" commented="no"><enum>(2)</enum><header>Inspector General report</header><text>Not later than 3 years after the date of the enactment of this Act, the Inspector General of the Department of Agriculture shall make publicly available on the website of the Department of Agriculture a report describing—</text> <subparagraph id="H7E8EE31D1CB2499C8818996F877A7A3A" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">any fraud or abuse related to the grant program under section 210A(d)(6) of the Agricultural Marketing Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/7/1627c">7 U.S.C. 1627c(d)(6)</external-xref>) in the preceding 2 years; and</text></subparagraph> 
<subparagraph id="H61FF34C4D5B64151A37575D59E58D65B" commented="no"><enum>(B)</enum><text>the effects of the amendment made by subsection (a) on participation in such grant program.</text></subparagraph></paragraph></subsection></section></title> <title id="H78AB475F00394C92B5DA55F35A99EE10"><enum>II</enum> <section id="H64CFD139E88C4F4A85E0A0BB8C17FACD"><enum>201.</enum><header>Nursing Workforce Development programs</header><text display-inline="no-display-inline">There is hereby appropriated $610,000,000 for fiscal year 2026 for Nursing Workforce Development programs under title VIII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/296">42 U.S.C. 296 et seq.</external-xref>).</text></section></title> 
<title id="H25195F3F60124CDD8A15B5577EA3AB92"><enum>III</enum> 
<section id="H3DBD672A643F459F9E95C0C76554FDBF"><enum>301.</enum><header>Supporting the recognition of Black Midwives Day</header><text display-inline="no-display-inline">It is the sense of Congress that Congress—</text> <paragraph id="H76052946DCCE4D64ACA70B46BA2D70DC" commented="no"><enum>(1)</enum><text>supports the recognition of <quote>Black Midwives Day</quote>;</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HE90D8CB15103469F9E295C486A1D35F3"><enum>(2)</enum><text>encourages the Federal Government and State and local governments to take proactive measures to address racial disparities in maternal health outcomes by supporting initiatives aimed at diversifying the perinatal workforce, increasing access to culturally congruent maternal health care;</text></paragraph> <paragraph id="H3C303B95EB6C4D6F996AC44B31248CE3"><enum>(3)</enum><text>commits to collaborating with relevant stakeholders to develop and enact policy solutions that promote health equity, address systemic racism, and support the advancement of Black midwifery;</text></paragraph> 
<paragraph id="H99CED78ACD7344C880A9639E58000DBA"><enum>(4)</enum><text>calls for—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H88372AD02AA8408FA0ED627C761CF120"><enum>(A)</enum><text display-inline="yes-display-inline">increased funding for education, training, and access to Black preceptors;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HFF3428630068437F8756B7F96F6D5CAA"><enum>(B)</enum><text display-inline="yes-display-inline">removing barriers and restrictions to Black preceptors;</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H090ABB5DD8864F43A3CD27E7A446E5B9"><enum>(C)</enum><text display-inline="yes-display-inline">providing financial pathways to support students and preceptors;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HB28E3B690F014A16AEA2D0E4AAB1C89F"><enum>(D)</enum><text display-inline="yes-display-inline">mentorship programs that focus on promoting and sustaining Black midwifery; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H3A9990E3BA1F4B63AF69E40DF5515E2E"><enum>(E)</enum><text display-inline="yes-display-inline">removing barriers related to accreditation by recognizing midwives across all training pathways;</text></subparagraph></paragraph> 
<paragraph id="HFF532943298C4A72AD41248A437D7BFF"><enum>(5)</enum><text>encourages the Federal Government and State governments to authorize the autonomous practice of all midwives to the full extent of their training;</text></paragraph> <paragraph id="H1568C489223D4B839C49FFB3FAF8D7DC"><enum>(6)</enum><text>promotes the authorization or reauthorization of funding for TRICARE and Medicaid coverage of maternity care provided by midwives of all training pathways;</text></paragraph> 
<paragraph id="HA5D3AEF2C86E49619AF02265FEB009E7"><enum>(7)</enum><text>encourages the Federal Government and State and local governments to take active steps to destigmatize and decriminalize midwifery pathways in the setting of choice of the pregnant person, including their homes, birth centers, clinics, or health units; and</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HBD485CB4047B4B2590699DCE52C61C23"><enum>(8)</enum><text display-inline="yes-display-inline">supports and recognizes the longstanding and invaluable contributions of Black midwives to maternal and infant health in the United States.</text></paragraph></section></title> 
<title id="H4877650D5541453BA0EFCC101DE1FA6F"><enum>IV</enum> 
<section id="HA1A5BDBB6FA04D18AEEAC59CB472B36D"><enum>401.</enum><header>Determination of budgetary effects</header><text display-inline="no-display-inline">The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go-Act of 2010, shall be determined by reference to the latest statement titled <quote>Budgetary Effects of PAYGO Legislation</quote> for this Act, submitted for printing in the Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.</text></section></title> <title id="H4A7B3E93E582444CB7ECC10DEA5184C7"><enum>V</enum> <section id="HE00440CD9CC842ECA7AFC38F66D2B7B2"><enum>501.</enum><header>Student loan contract and loan disclosures</header> <subsection id="HA8622FDD9A5A4AC1B7BC24EAEF1F5F08"><enum>(a)</enum><header>Student loan contract</header><text>Section 432(m)(1)(D) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1082">20 U.S.C. 1082(m)(1)(D)</external-xref>) is amended by adding at the end the following:</text>

<clause id="HBC06D694BA6F44B0A118B647E8B04CFA"><enum>(iv)</enum><header>Student loan contract</header> 
<subclause id="H264C28BBE4014FA49A716CEE4DB27FD4"><enum>(I)</enum><header>In general</header><text>Any master promissory note form described in this subparagraph that is developed or used for loans made under part D for periods of enrollment beginning on or after the date of enactment of the <short-title>Student Loan Contract Act of 2025</short-title> shall be referred to as a <quote>student loan contract</quote>.</text></subclause> <subclause id="H1BE4C99974A9433D82380C97ADF29B9F"><enum>(II)</enum><header>Clarification on use</header><text>A student loan contract for loans made under part D for a student shall only be used with respect to loans made under part D for the periods of enrollment that are in the same award year for which the initial loans for which the contract is used were made.</text></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HA4F95B76A36C4B66B195DA03120104FD"><enum>(b)</enum><header>Conforming amendments</header><text>Section 485(l)(2)(B) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1092">20 U.S.C. 1092(l)(2)(B)</external-xref>) is amended by inserting before the period at the end the following: <quote>or the student loan contract</quote>.</text></subsection></section></title> <title id="H08A7422714F742D0A71AB8256B2F89A6"><enum>VI</enum> <section id="H90C42E2964DA4B4E9B315171BDBC747E"><enum>601.</enum><header>Continued implementation of the Climate and Health program</header><text display-inline="no-display-inline">Part B of title III of the Public Health Service Act is amended by inserting after section 317V (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-24">42 U.S.C. 247b–24</external-xref>) the following new section:</text> 
<quoted-block display-inline="no-display-inline" id="HEFC6077610D6461193189673955F1C70" style="OLC"> 
<section id="HE1DF2E22BEAB4EDC982DD2CB6CBA7390"><enum>317W.</enum><header>Climate and Health program</header> 
<subsection id="H7F68773A83CF4F7894F002784BD7DE18"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Director of the Centers for Disease Control and Prevention, shall continue to implement the Climate and Health program carried out by the National Center for Environmental Health (or any successor program) for the following purposes:</text> <paragraph id="HFFEE75798A6346FAA9B9243FDC7142D1"><enum>(1)</enum><text display-inline="yes-display-inline">To translate climate change science to inform State, local, Tribal, and territorial governments, including health departments, as well as communities.</text></paragraph> 
<paragraph id="HE3FB4170F79F424D92BCB81AE9FF5023"><enum>(2)</enum><text display-inline="yes-display-inline">To create decision support tools to build capacity to prepare for climate change.</text></paragraph> <paragraph id="HA41A81C765DC43DB85D444897744BE71"><enum>(3)</enum><text display-inline="yes-display-inline">To serve as a credible leader in planning for the public health impacts of climate change.</text></paragraph></subsection> 
<subsection id="H1E634EC8D5094F4580500A76215706EF"><enum>(b)</enum><header>Written notification to Congress</header><text display-inline="yes-display-inline">In the case of the establishment of any successor program to the Climate and Health program referred to in subsection (a), the Secretary, acting through the Director of the Centers for Disease Control and Prevention, shall submit to Congress a written notification of any transfer or reprogramming of funds to establish such a successor program.</text></subsection> <subsection id="H2C480D0E0291487E8FD1FB7666CA7024"><enum>(c)</enum><header>Authorization of appropriations</header> <paragraph id="H0CBF1B7D5A6843EBAE7F32E96944211B"><enum>(1)</enum><header>In general</header><text>There are authorized to be appropriated to carry out the program continued under subsection (a) $110,000,000 for fiscal year 2026 and each fiscal year thereafter.</text></paragraph> 
<paragraph id="H8B7E215FD64446BE912F766620B63E48"><enum>(2)</enum><header>Limitation</header><text display-inline="yes-display-inline">None of the funds made available under paragraph (1) may be transferred or reprogrammed by the Secretary to carry out another program administered by the Secretary.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></title> <title id="H30BA56D9AE394C0CAD685B1EEA100212"><enum>VII</enum> <section id="HEBE92E0702814BC8AC6B68D72EF2E8C5" commented="no"><enum>701.</enum><header>Code of official conduct</header><text display-inline="no-display-inline">Rule XXIII of the Rules of the House of Representatives is amended by striking clause 18 and inserting the following:</text>

<paragraph id="HE743F0DE45AD4BA08C84074FDDB76EF2" commented="no" indent="up1"><enum>18.</enum><text display-inline="yes-display-inline">A Member, Delegate, or Resident Commissioner may not engage in a sexual relationship with any employee of the House who works under the supervision of the Member, Delegate, or Resident Commissioner, or who is an employee of a committee on which the Member, Delegate, or Resident Commissioner serves, or who is an employee of a leadership office with respect to which the Member, Delegate, or Resident Commissioner occupies. This paragraph does not apply with respect to any relationship between two people who are married to each other.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></title> <title id="HE614F8E44DDD4D078B61389407FABF0D"><enum>VIII</enum> <section id="HE8DBCE2B586248B8A575742DE2415C58"><enum>801.</enum><header>Memorializing the 1969 establishment of the bison herd at the Fermi National Accelerator Laboratory</header> <subsection id="HFB908085F8BD4B7F908EDC2EE4D661A5"><enum>(a)</enum><header>Coin specifications</header> <paragraph id="HBD116B7094074BC3B0A174485635B2FD"><enum>(1)</enum><header>Denominations</header><text display-inline="yes-display-inline">The Secretary of the Treasury (referred to in this section as the <quote>Secretary</quote>), in commemoration of the 1969 establishment of the bison herd at the Fermi National Accelerator Laboratory, shall mint and issue not more than 400,000 $1 silver coins, which shall each—</text> 
<subparagraph id="H805C3EACABE34563B503B8A27B9200E8"><enum>(A)</enum><text>weigh 26.73 grams;</text></subparagraph> <subparagraph id="HA6C6156047C44A1BA13678BD987B9B38"><enum>(B)</enum><text>have a diameter of 1.500 inches; and</text></subparagraph> 
<subparagraph id="H04B6B9CB35F34D36AE6038068759C479"><enum>(C)</enum><text>contain not less than 90 percent silver.</text></subparagraph></paragraph> <paragraph id="HCD6E81778FCC4967A6C2A3650A569E6A"><enum>(2)</enum><header>Legal tender</header><text>The coins minted under this section shall be legal tender, as provided in section 5103 of title 31, United States Code.</text></paragraph> 
<paragraph id="HBED482D6529F42C7B86B5526B4EC7CC7"><enum>(3)</enum><header>Numismatic items</header><text display-inline="yes-display-inline">For purposes of sections 5134 and 5136 of title 31, United States Code, all coins minted under this section shall be considered to be numismatic items.</text></paragraph></subsection> <subsection id="H4EA54BE734B94CE8916F9504CC7F0ED6" display-inline="no-display-inline"><enum>(b)</enum><header>Designs of coins</header> <paragraph id="HCBCFAE72EDDB4A6DB3F703359EAFF97A"><enum>(1)</enum><header>Design requirements</header><text display-inline="yes-display-inline">The designs of the coins minted under this section shall commemorate the 1969 establishment of the bison herd at the Fermi National Accelerator Laboratory.</text></paragraph> 
<paragraph id="H725313A7724A47E782E22F0D25CBE938"><enum>(2)</enum><header>Selection</header><text display-inline="yes-display-inline">The designs for the coins minted under this section shall be selected by the Secretary.</text></paragraph></subsection> <subsection id="HDAB9C16AFA494ADF8FF9242424920C04"><enum>(c)</enum><header>Issuance of coins</header> <paragraph id="H42690DCBF63D4F0AA0C05BF725AE143C"> <enum>(1)</enum> <header>Quality of coins</header> <text display-inline="yes-display-inline">The coins minted under this section shall be issued in uncirculated and proof qualities.</text>
          </paragraph> 
<paragraph id="HDEF579E71EF847F293E300A35EF7DF67"><enum>(2)</enum><header>Mint facility</header><text display-inline="yes-display-inline">Any facility of the United States mint may be used to strike any particular quality of the coins minted under this section.</text></paragraph> <paragraph id="HEAAB67A093734676B33AC43627C58F0C"><enum>(3)</enum><header>Period for issuance</header><text display-inline="yes-display-inline">The Secretary may issue coins under this section only during the 2026 calendar year.</text></paragraph></subsection> 
<subsection id="HDD3106A7EDE2473293CB31A140425865"><enum>(d)</enum><header>Sale of coins</header> 
<paragraph id="HBDC22201262F47BCA2172065D1ADCE4C"><enum>(1)</enum><header>Sale price</header><text display-inline="yes-display-inline">The coins issued under this section shall be sold by the Secretary at a price equal to the sum of—</text> <subparagraph id="HE6AC2BECFA38492FB8727EF1962B49D0"><enum>(A)</enum><text display-inline="yes-display-inline">the face value of the coins; and</text></subparagraph> 
<subparagraph id="H4D13F85652D6438FBA9478A840BEB57A"><enum>(B)</enum><text display-inline="yes-display-inline">the cost of designing and issuing the coins including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping.</text></subparagraph></paragraph> <paragraph id="H7608E87BD9674168A7A6DC8CC2E0D8C6"><enum>(2)</enum><header>Bulk sales</header><text>The Secretary shall make bulk sales of the coins issued under this section available at a reasonable discount.</text></paragraph> 
<paragraph id="HEBC6CF845D8B4DEDB4A06C07AF8F89F8"><enum>(3)</enum><header>Prepaid orders</header><text>The Secretary shall accept prepaid orders for the coins minted under this section at a reasonable discount before the issuance of the coins.</text></paragraph></subsection> <subsection id="H9BC9A1CBAC1F4D25BC33518842A04A6A"><enum>(e)</enum><header>Financial assurances</header><text>The Secretary shall take such actions as may be necessary to ensure that minting and issuing coins under this section will not result in any net cost to the Government.</text></subsection></section></title>

<section id="H1737E5DAAB5D48D680A3296830E4113C"><enum>901.</enum><header>Authorizing the Secretary of State to provide certain assistance internationally</header><text display-inline="no-display-inline">The Secretary of State is authorized to provide assistance to prevent and respond to criminalization, discrimination, and violence against LGBTQI+ people internationally.</text></section></title> <title id="HD9D4F136371843C6AD0591DC723B54D4"><enum>X</enum> <section id="H9D05979EE1C64AC88E7F67FE7474CFEA"><enum>1001.</enum><header>Force multiplier pilot program; critical intrastructure clearinghouses</header> <subsection id="HA3450A0C898A40B995A2E70D69BF6CA4"><enum>(a)</enum><header>Force multiplier pilot program</header> <paragraph id="H6C775237AFC94148B7FF740CB3852E13"> <enum>(1)</enum> <header>In general</header> <text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Director shall establish a 1-year pilot program for appropriate State, local, Tribal, and territorial government officials to be trained by appropriate Agency officials regarding carrying out security vulnerability or terrorism risk assessments of critical infrastructure facilities.</text>
          </paragraph> 
<paragraph id="H13D0DA94E80B4828AEB8869D322C2CEB"><enum>(2)</enum><header>Report</header><text>Not later than 180 days after the completion of the pilot program under paragraph (1), the Director shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Homeland Security of the House of Representatives a report on the pilot program.</text></paragraph></subsection> <subsection id="H48398A00848240B9AB12658FEBEA2432"> <enum>(b)</enum> <header>Authority To establish critical infrastructure clearinghouses</header> <paragraph id="HAEE7E523105747DE9C00AE5FF15105DB"> <enum>(1)</enum> <header>In general</header> <text>Subsection (c) of section 2202 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/652">6 U.S.C. 652</external-xref>) is amended—</text>

 <text>The Director shall make publicly available, on an annual basis, a report detailing outreach the Agency has conducted to critical infrastructure owners and operators regarding security guidance, best practices, and other voluntary content. Each such report shall include the following:</text>

              <enum>(A)</enum>
 <text>A summary regarding how the Agency determines methods and frequency of outreach.</text>
            </subparagraph>
            <subparagraph id="HB5D5DC6E701B40E1B302F905A42B81E8" commented="no">
              <enum>(B)</enum>
 <text>The various methods of outreach carried out by the Agency, including briefings, emails, and conferences.</text>
            </subparagraph>
            <subparagraph id="H7E7C40C1C0E740779DB3D4F750006B09" commented="no">
              <enum>(C)</enum>
 <text>For each such method of outreach, a summary of such outreach that has been carried out—</text>
              <clause id="H9F68EEF8981346C1B160A526053901FE" commented="no">
                <enum>(i)</enum>
 <text>to each of the 16 critical infrastructure sectors;</text> </clause> <clause id="HBFB765C4EDD34055A25280D66A58672E" commented="no"> <enum>(ii)</enum> <text>in rural, suburban, and urban areas;</text>
              </clause>
              <clause id="HA1C716E680864148A86F93BB6C502308" commented="no">
                <enum>(iii)</enum>
 <text>by each regional office of the Agency; and</text> </clause> <clause id="HD9B922C7434D4DE1933300DDC47D7224" commented="no"> <enum>(iv)</enum> <text>through protective security advisors and governmental coordinating councils.</text>
              </clause>
            </subparagraph>

          </paragraph>
        </subsection> 
<subsection id="H4A7DACA752EF410FA87FB1B40DDB2A9F"><enum>(c)</enum><header>Exemption</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/35">Chapter 35</external-xref> of title 44, United States Code (commonly known as the <quote>Paperwork Reduction Act</quote>), shall not apply to any rulemaking or information collection required under this section or paragraph (6) of section 2202(c) of the Homeland Security Act of 2002, as amended by subsection (b).</text></subsection> <subsection id="H6A901546B1DD467C8BE6C48C3E538868"><enum>(d)</enum><header>Rule of construction</header><text>Nothing in this section or the amendments made by this section may be construed to create, satisfy, or waive any requirement under Federal civil rights laws, including the following:</text>

<subparagraph id="H8BFDE9872A4C48E89E96B7B96000BEB8"><enum>(A)</enum><text>an organization of the type described in subsection (c)(3) of <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under subsection (a) of such section; and</text></subparagraph> <subparagraph id="H35A0D96C912D43C2847860BB5B17FE8A"><enum>(B)</enum><text display-inline="yes-display-inline">determined by the Secretary to be at risk of a terrorist attack.</text></subparagraph></paragraph></subsection></section></title>

<section id="HCF7DBB459BA1436A9C361DC4E9A7B873"><enum>1101.</enum><header>Family and medical leave eligibility</header><text display-inline="no-display-inline">Section 202(a)(2)(B) of the Congressional Accountability Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1312">2 U.S.C. 1312(a)(2)(B)</external-xref>) is amended by striking <quote>12 months and for at least 1,250 hours of employment during the previous 12 months</quote> and inserting <quote>90 days</quote>.</text></section></title> <title id="H062A4E8D12EA4C01A555A2116E043845"><enum>XII</enum> <section id="H02CB0C5D20CF426E9CF8443F747F4D15"><enum>1201.</enum><header>Director of National Intelligence report on foreign threats to elections in the United States</header><text display-inline="no-display-inline">Not later than 90 days after the end of each fiscal year (beginning with fiscal year 2027), the Director of National Intelligence, in coordination with the heads of appropriate offices of the Federal Government, shall submit to the appropriate congressional committees a report on foreign threats, including physical and cybersecurity threats, to elections in the United States.</text></section></title> 
<title id="HAAA9BE5504834BCBB7780151134260FD"><enum>XIII</enum> 
<section id="H986A8E61B9DA4F098E0AA72C6ACE89F8"><enum>1301.</enum><header>Edward Byrne Memorial Justice Grant Program</header> 
<subsection id="HA84A2DB350874535B637EA5C07CE9F9A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Beginning on the date that is 6 months after the date of enactment of this Act, and annually thereafter, in each State that receives a grant under subpart 1 of part E of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10151">34 U.S.C. 10151 et seq.</external-xref>) (commonly referred to as the <quote>Edward Byrne Memorial Justice Grant Program</quote>) and that does not have in effect throughout the State for such fiscal year laws restricting the use of restraints on pregnant individuals in prison that are substantially similar to the rights, procedures, requirements, effects, and penalties set forth in section 4322 of title 18, United States Code, the amount of such grant that would otherwise be allocated to such State under such subpart for the fiscal year shall be decreased by 25 percent.</text></subsection> <subsection id="HFB602404985E4B289A954260FEE80D7C"><enum>(b)</enum><header>Reallocation</header><text display-inline="yes-display-inline">Amounts not allocated to a State for failure to comply with subsection (a) shall be reallocated in accordance with subpart 1 of part E of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10151">34 U.S.C. 10151 et seq.</external-xref>) to States that have complied with such subsection.</text></subsection></section></title> 
<title id="H80B29096B79345A59AC09C79DC103741"><enum>XIV</enum> 
<section id="H784641D671D04492A97E3ED3AD0A93C9"><enum>1401.</enum><header>Program for reduction of disposable plastic products</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Director of the National Park Service shall establish for the National Park System a program for reduction of disposable plastic products and, if applicable, elimination of the sale and distribution of disposable plastic products. Each regional director shall implement the plan for park units in their region.</text></section></title> <title id="H25A34F7BF1E9497BAF76589F09B0C6F5"><enum>XV</enum> <section id="HD9CFC095C26A4736858A3E371B66DDFA"><enum>1501.</enum><header>Financial disclosures for special Government employees</header><text display-inline="no-display-inline">Upon the date of the enactment of this Act, any special Government employee (as that term is defined in section 202 of title 18, United States Code) who is the owner, controlling shareholder, or chief executive officer of a company contracted with the Federal Government shall, in addition to the officers and employees described under section 13103(f) of title 5, United States Code, be subject to the requirements of subchapter I of chapter 131 of such title (relating to financial disclosures).</text></section></title>

<section id="HFF6A86EDD07C40A09D7B7DEEFEAE97A9"><enum>1601.</enum><header>Hearings in the House of Representatives</header> 
<subsection id="HC84585FBA0524415AC383922C9F039F1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Each standing committee of the House of Representatives shall hold a hearing on the implementation of this Act within one year of enactment.</text></subsection> <subsection id="HABBAA8D0645944F3B464093AB4CBC6BD"><enum>(b)</enum><header>Exercise of rulemaking authority</header><text>Subsection (a) is enacted—</text> 
<paragraph id="H2D6F1EBE71CE466DB8E2E39C04A5E588"><enum>(1)</enum><text>as an exercise of rulemaking power of the House of Representatives, and, as such, shall be considered as part of the rules of the House, and such rules shall supersede any other rule of the House only to the extent that rule is inconsistent therewith; and</text></paragraph> <paragraph id="HEF834C92715C4C06B6C50A2550198D5F"><enum>(2)</enum><text>with full recognition of the constitutional right of either House to change such rules (so far as relating to the procedure in such House) at any time, in the same manner, and to the same extent as in the case of any other rule of the House.</text></paragraph></subsection></section></title>

<paragraph commented="no" display-inline="no-display-inline" id="H0A345D50A7C449C8A2021ACFD7910534"><enum>(3)</enum><header display-inline="yes-display-inline">Covered passenger rail train</header><text>The term <term>covered passenger rail train</term>—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H3B6535D7C8764718B5C2DE90066BB0AC"><enum>(A)</enum><text display-inline="yes-display-inline">means a passenger rail train that—</text> 
<clause commented="no" display-inline="no-display-inline" id="H649D911BF28848948E3E56A618EA11E0"><enum>(i)</enum><text display-inline="yes-display-inline">is owned and operated by the National Railroad Passenger Corporation (commonly known as <quote>Amtrak</quote>); and</text></clause> <clause commented="no" display-inline="no-display-inline" id="H9CB062998D094B42A166491774F92A8E"><enum>(ii)</enum><text>was solicited for purchase after the date of the enactment of the <short-title>Baby Changing on Board Act</short-title> for use by Amtrak; and</text></clause></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H3D7F530236E748CCBAABA1320298D156"><enum>(B)</enum><text>does not include any passenger rail train that Amtrak operates, but does not own.</text></subparagraph></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="HC3C25F1224F24D28A01AF886F9B276F9"><enum>(b)</enum><header display-inline="yes-display-inline">Baby changing tables</header> <paragraph commented="no" display-inline="no-display-inline" id="HA0F4080D00694BAFAD288DDA224931B3"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">All covered passenger rail trains shall have a baby changing table in at least one restroom in each car, including in an ADA-compliant restroom.</text></paragraph>

<subsection id="H1991EF1F5F694E709686103436F42098"><enum>(b)</enum><header>Notice</header><text display-inline="yes-display-inline">A medical provider of the Department who prescribes to a veteran contraceptive pills, transdermal patches, vaginal rings, or other contraceptive products shall notify the veteran of the option to fill the prescription as a full-year supply.</text></subsection> <subsection id="H43B1508EC9C049828281751782F39293"><enum>(c)</enum><header>Contraceptive product defined</header><text display-inline="yes-display-inline">In this section, the term <term>contraceptive product</term> means any drug, device, or biological product intended for use in the prevention of pregnancy, whether specifically intended to prevent pregnancy or for other health needs, that is approved, cleared, authorized, or licensed under section 505, 510(k), 513(f)(2), 515, or 564 of the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/355">21 U.S.C. 355</external-xref>, 360(k), 360c(f)(2), 360e, 360bbb–3) or section 351 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/262">42 U.S.C. 262</external-xref>).</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection>

Full-year supply of contraceptive pills, transdermal patches, vaginal rings, and other contraceptive products.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></title> <title id="HF010F59E902D47D4B2D6CD41922120F6"><enum>XXI</enum><header><?xm-replace_text {header}?></header> <section id="H6E91D518F73A4827908259E09D11C8FE"><enum>2101.</enum><header>Increase in limitation on deduction for certain State and local taxes of individuals</header> <subsection id="H34E58894AABA415CB545B2ADEC24EF44"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/164">Section 164(b)(6)(B)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>$10,000 ($5,000 in the case of a married individual filing a separate return)</quote> and inserting <quote>$15,000 (twice such amount in the case of a joint return)</quote>.</text></subsection>
