<official-title display="yes">To amend title 38, United States Code, to make certain improvements to the provision of on-campus educational and vocational counseling by the Department of Veterans Affairs, and for other purposes.</official-title>

<section id="H1520A8E643BC4FE4BBDC514DDA5EFE62" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Readiness and Employment Improvement Act of 2025</short-title></quote>. </text></section> <section id="HD53A45B9723D46E8B7C55D8F628898E5"><enum>2.</enum><header>Elimination of requirement that on-campus educational and vocational counseling is provided by certain Department of Veterans Affairs employees</header><text display-inline="no-display-inline">Section 3697B(a) of title 38, United States Code, is amended by striking the second sentence.</text></section> 
<section id="H22A152E8BFB44878875579E389C1FF9C"><enum>3.</enum><header>Authority of Secretary of Veterans Affairs to approve non-degree flight training courses as part of vocational rehabilitation programs for certain veterans with service-connected disabilities</header> 
<subsection id="H5C8CE598999F4B26AF66762C15909B62"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3104(b) of title 38, United States Code, is amended—</text> <paragraph id="H3A9DA3EFDE694267AAD8298DBAFAC54D"><enum>(1)</enum><text>by inserting <quote>(1)</quote> before <quote>A rehabilitation program</quote>;</text></paragraph> 
<paragraph id="H38AD91C87D264C608850B7D20FA576AC"><enum>(2)</enum><text>by striking <quote>To the maximum extent practicable</quote> and inserting <quote>Except as provided under paragraph (2), to the maximum extent practicable</quote>; and</text></paragraph> <paragraph id="H69E4F25B65C84107B170DB7BED0BC3B5"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text> 
<quoted-block style="USC" id="H17C1BA132D2E447DAA123C656AD8731E" display-inline="no-display-inline"> 
<paragraph id="H0AB57ED5BF8648C18C61B8683D41C151" display-inline="no-display-inline" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Notwithstanding section 3680A(b) of this title, the Secretary may approve a rehabilitation program for a veteran under this chapter that includes the pursuit of a course of flight training other than one given by an educational institution of higher learning for credit toward a standard college degree the veteran is seeking.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H7D5C43E17DAF4E129B70E013CDEEBDE2"><enum>(b)</enum><header>Applicability</header><text display-inline="yes-display-inline">The amendments made by subsection (a) shall apply with respect to a rehabilitation program approved on or after August 1, 2026.</text></subsection></section> 
<section id="H062078B66A9547F7844267E60D58AB0C"><enum>4.</enum><header>Department of Veterans Affairs training and rehabilitation programs for veterans with service-connected disabilities: outreach requirement; extensions</header> 
<subsection id="H90B32524AE43479992B27119AC85F26E"><enum>(a)</enum><header>VRE contact information</header><text display-inline="yes-display-inline">Section 3104 of title 38, United States Code, is amended by adding at the end the following new subsection:</text> <quoted-block style="USC" id="HF28244F22E2D4B2C83E0836C86827D65" display-inline="no-display-inline"> <subsection id="HA9C4D3C433644D648853D7B0D8FFD0E8"><enum>(f)</enum><text display-inline="yes-display-inline">The Secretary shall establish a dedicated telephone number within the Education Call Center of the Department for calls about services provided under this chapter. Each regional office of the Department shall include, on the website of the regional office, a name, telephone number, and email address, through which veterans may receive information about services provided under this chapter.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HE0C1D34F1F7B4C9388F5A665150D1738"><enum>(b)</enum><header>Requests for extensions of programs: timely consideration; report</header> 
<paragraph id="HC193F4B4DAD2497F8A46E775B42A2D15"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3105 of title 38, United States Code, is amended, in subsection (c)—</text> <subparagraph id="HC97BFB83A9004FF897662B65C2FBAE1A"><enum>(A)</enum><text>by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively;</text></subparagraph> 
<subparagraph id="H2FF262B8CBF64CF7B12789429376D0D6"><enum>(B)</enum><text>by inserting <quote><header-in-text level="paragraph" style="appropriations"><enum-in-header>(1)</enum-in-header></header-in-text></quote> before <quote>The Secretary</quote>; and</text></subparagraph> <subparagraph id="H29BAD47E93574240A7FD37BBFBF8D8D0"><enum>(C)</enum><text>by adding at the end the following new paragraph:</text> 
<quoted-block style="USC" id="H80664CAB3F6A448D85469C5C873CAADF" display-inline="no-display-inline"> 
<paragraph id="H6D9F0F5C263A4648A12C7B4E4B4731EE" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The Secretary shall approve or deny a request for an extension under paragraph (1) not later than 30 days after the date on which the veteran submits such request.</text></paragraph> <after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="H4EFCC10AA9DE4C12B61D8539BBECAC14"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, and annually thereafter for five years, the Secretary of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives an annual report on requests for extensions under such subsection (c). Each such report shall include, for the year preceding the date of the report—</text> 
<subparagraph id="H30E219D56BC0420CA3688C895E55680D"><enum>(A)</enum><text>the number of veterans who requested such an extension;</text></subparagraph> <subparagraph id="H91E29753C0AD4E8FAA8670AC72F5433B"><enum>(B)</enum><text>the number of such requests that were approved; and</text></subparagraph> 
<subparagraph id="HDA52FCEBB9384516ADF91BC99E52DDD9"><enum>(C)</enum><text>the number of such requests that were denied.</text></subparagraph></paragraph></subsection></section> <section id="H58FE2B18F1F0408EB161855BE143BFCE"><enum>5.</enum><header>Extension of certain limits on payments of pension</header><text display-inline="no-display-inline">Section 5503(d)(7) of title 38, United States Code, is amended by striking <quote>January 31, 2033</quote> and inserting <quote>July 31, 2033</quote>. </text></section>
