    To provide for enhanced penalties for wearing a ski mask while 
  committing a criminal offense in the District of Columbia, and for 
                            other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Concealed Crime Prevention Act''.

SEC. 2. ENHANCED PENALTY FOR WEARING SKI MASK DURING THE COMMISSION OF 
              CRIMINAL OFFENSE IN DISTRICT OF COLUMBIA.

    (a) In General.--Title II of the District of Columbia Theft and 
White Collar Crime Act of 1982 (sec. 22-3601 et seq., D.C. Official 
Code) is amended by adding at the end the following:

``SEC. 206. ENHANCED PENALTY FOR WEARING SKI MASK DURING THE COMMISSION 
              OF CRIMINAL OFFENSE.

    ``(a) In General.--A person who wears a ski mask during the 
commission of criminal offense in the District of Columbia shall be 
subject to the following enhanced penalties in addition to any other 
applicable sentence for such offense:
            ``(1) With respect to a misdemeanor, a term of imprisonment 
        of not less than 6 months, which shall run consecutively with 
        any other term of imprisonment imposed for such offense.
            ``(2) With respect to a felony, a term of imprisonment of 
        not less than 2 years, which shall run consecutively with any 
        other term of imprisonment imposed for such offense.
    ``(b) Ski Mask Defined.--In this section, the term `ski mask'--
            ``(1) means a balaclava or similar head covering which is 
        worn in such a manner that only the eyes, nose, and mouth are 
        exposed and the identity of the wearer is concealed; and
            ``(2) excludes religious headwear.''.
    (b) Applicability.--This Act, and the amendment made by this Act, 
shall apply with respect to a criminal offense committed in the 
District of Columbia on or after the date of the enactment of this Act.
