                                 A BILL


 
   To amend the Immigration and Nationality Act to eliminate certain 
 exceptions to the naturalization requirement as to understanding the 
 English language, history, principles, and form of government of the 
                             United States.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``English Language Proficiency Act''.

SEC. 2. ELIMINATION OF CERTAIN EXCEPTIONS TO NATURALIZATION REQUIREMENT 
              AS TO UNDERSTANDING THE ENGLISH LANGUAGE, HISTORY, 
              PRINCIPLES, AND FORM OF GOVERNMENT OF THE UNITED STATES.

    Section 312(b) of the Immigration and Nationality Act (8 U.S.C. 
1423(b)) is amended by striking paragraphs (2) and (3).
