A BILL
To require the Secretary of Defense to assess the use of
intergovernmental support agreements to carry out unspecified minor
military construction projects, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Streamlining Military Infrastructure
Act''.
SEC. 2. ASSESSMENT OF THE USE OF INTERGOVERNMENTAL SUPPORT AGREEMENTS
FOR UNSPECIFIED MINOR MILITARY CONSTRUCTION PROJECTS.
(a) Report Required.--Not later than 120 days after the date of the
enactment of this section, each covered Assistant Secretary shall
submit to the congressional defense committees a report assessing the
potential use of intergovernmental support agreements (as defined in
section 2679 title 10, United States Code) to carry out unspecified
minor military construction projects under section 2805 of title 10,
United States Code.
(b) Elements.--The report required under subsection (a) shall
include the following:
(1) An assessment of the feasibility of applying revised
maximum dollar thresholds for unspecified minor military
construction projects carried out under intergovernmental
support agreements as follows:
(A) $18,000,000 for laboratory revitalization
projects; and
(B) $8,000,000 for projects carried out using
amounts from the Operation and Maintenance account.
(2) A list of not more than 10 projects included in a
facilities investment plan or facility support program of a
military department that could be carried out under
intergovernmental support agreements.
(c) Covered Assistant Secretary Defined.--In this section, the term
``covered Assistant Secretary'' means--
(1) the Assistant Secretary of the Army for Installations,
Energy, and Environment;
(2) the Assistant Secretary of the Navy for Energy,
Installations, and Environment; and
(3) the Assistant Secretary of the Air Force for
Installations, Environment, and Energy.
