<section id="H7CF2FEEB496E461EBD74767BD28B58F8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Restoring Integrity and Efficiency to Inspector General Oversight Act of 2026</short-title></quote>.</text></section> 
<section id="H6E0E46ADA0C147AF9B0BF217B1B9F6E6"><enum>2.</enum><header>Abolishment of the Council of the Inspectors General on Integrity and Efficiency</header> 
<subsection id="H63046FD04AB041238759E97CBC3BA697"><enum>(a)</enum><header>In general</header> 
<paragraph id="H38BC916DFAE94CE0826E1281E5D7E0F9" commented="no"><enum>(1)</enum><header>Abolishment of Council</header><text display-inline="yes-display-inline">The Council of the Inspectors General on Integrity and Efficiency, as established by section 424 of title 5, United States Code, is abolished effective on the abolishment date specified in paragraph (3).</text></paragraph> <paragraph id="H9145060247F949C38D5CD723CB6868A3" commented="no"><enum>(2)</enum><header>Abolition of functions</header><text display-inline="yes-display-inline">Except for functions otherwise vested or transferred by this Act, or an amendment made by this Act, all functions that, immediately before the abolishment date specified in paragraph (3), were functions of the Council of the Inspectors General on Integrity and Efficiency are abolished effective on such date.</text></paragraph> 
<paragraph id="H155BA212455E4447A94DD4E2066F0A15"><enum>(3)</enum><header>Abolishment date</header><text>The abolishment date specified in this paragraph is the date that is 1 year after the date of the enactment of this Act.</text></paragraph></subsection> <subsection id="H24CE5049E7074011963025C4A016FEB3"><enum>(b)</enum><header>Vesting of Council functions and duties</header><text>Effective on the abolishment date specified in subsection (a)(3), section 424 of title 5, United States Code, is amended to read as follows (and by conforming the table of sections at the beginning of chapter 4 of such title accordingly):</text> 
<quoted-block style="USC" id="H3D2C255C379A4957B8D7BA0282319711" display-inline="no-display-inline"> 
<section id="HD3C60FB520EC4BD58A59277F81D7F08A"><enum>424.</enum><header>Additional provisions with respect to the offices of the Inspectors General</header> 
<subsection id="H832CB4C463D1460E80B11D952DEAF3BE"><enum>(a)</enum><header>Development of standards</header><text display-inline="yes-display-inline">The Director of the Office of Management and Budget shall develop policies, standards, and approaches to aid in the establishment of a well-trained and highly skilled workforce in the offices of the Inspectors General.</text> </subsection> <subsection id="HAB09871CD7D2455986510B25C909C033"><enum>(b)</enum><header>Inspections</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall develop standards for the offices of the Inspectors General to conduct inspections.</text> </subsection> 
<subsection id="H500164872D0E4E2DB73F9025A603625E"><enum>(c)</enum><header>Areas of weakness and vulnerability</header><text display-inline="yes-display-inline">The offices of the Inspectors General shall coordinate to continually identify, review, and discuss areas of weakness and vulnerability in Federal programs and operations with respect to fraud, waste, and abuse.</text></subsection> <subsection id="HCC3D34EB04944A8EA972E368121452E3"><enum>(d)</enum><header>Governmentwide activities</header><text>The Director of the Office of Management and Budget shall develop plans for coordinated, governmentwide activities that address these problems and promote economy and efficiency in Federal programs and operations, including interagency and inter-entity audit, investigation, inspection, and evaluation programs and projects to deal efficiently and effectively with those problems concerning fraud and waste that exceed the capability or jurisdiction of an individual agency or entity.</text></subsection> 
<subsection id="H4C85D4381D544FFF9EF353CD5C349AF3"><enum>(e)</enum><header>Policies for personnel</header><text>The Director of the Office of Management and Budget, in coordination with the Director of the Office of Personnel Management, the offices of the Inspectors General, and the Director of the Federal Law Enforcement Training Centers, shall develop policies that will aid in the maintenance of a corps of well-trained and highly skilled Office of Inspector General personnel.</text></subsection> <subsection id="HAF6A4ADC26D1431CA2A0D2D20569994E"><enum>(f)</enum><header>Professional training</header><text>The Director of the Federal Law Enforcement Training Centers, in coordination with the offices of the Inspectors General, shall maintain 1 or more academies for the professional training of auditors, investigators, inspectors, evaluators, and other personnel of the various offices of Inspector General.</text></subsection> 
<subsection id="H72F3DA44544241A19E9604ADECDB63F3">
                            <enum>(g)</enum>
                            <header>Multi-Jurisdiction review</header>
 <text>The Director of the Office of Management and Budget shall, except for matters coordinated among Inspectors General under section 103H of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3033">50 U.S.C. 3033</external-xref>), receive, review, and mediate any disputes submitted in writing by an Office of Inspector General regarding an audit, investigation, inspection, evaluation, or project that involves the jurisdiction of more than one Office of Inspector General.</text>
                        </subsection> 
<subsection id="H8E21E669B28B4640A46B06C5BD325A25"><enum>(h)</enum><header>Responsibilities relating to whistleblower protection</header><text>The Inspectors General shall—</text> <paragraph id="HE47D5FC93DD54D1EB9FAE1EA15F27BA8"><enum>(1)</enum><text>facilitate the work of the Whistleblower Protection Coordinators designated under section 403(d)(1)(C) of this title; and</text></paragraph> 
<paragraph id="H7709966303434BB2AC33008B4BD427AC"><enum>(2)</enum><text>in consultation with the Office of Special Counsel and Whistleblower Protection Coordinators from the member offices of the Inspector General, develop best practices for coordination and communication in promoting the timely and appropriate handling and consideration of protected disclosures, allegations of reprisal, and general matters regarding the implementation and administration of whistleblower protection laws, in accordance with Federal law.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H7947C5F7B4774C678353DA8F24E36CB0"><enum>(c)</enum><header>Transfer of revolving fund</header><text display-inline="yes-display-inline">Any amounts that are available in the Inspectors General Council Fund immediately before the abolishment date specified in paragraph (3) or that were transferred to the Council of the Inspectors General on Integrity and Efficiency are hereby transferred to the Director of the Federal Law Enforcement Training Centers.</text> </subsection> 
<subsection id="H3F58EAB8F3F64094AC2ABB86FD3CD1DD"><enum>(d)</enum><header>Transfer of assets</header><text>Except as otherwise provided in this Act, so much of the personnel, property, records, and unexpended balances of appropriations, allocations, and other funds employed, used, held, available, or to be made available in connection with a function transferred to an official or agency by this Act shall be available to the official or the head of that agency, respectively, at such time or times as the Director of the Office of Management and Budget, or the Administrator of General Services, as appropriate, directs for use in connection with the functions transferred.</text> </subsection> <subsection id="H21048F0995AA48E8BDC98C8C25BC815E" commented="no"><enum>(e)</enum><header>Termination of personnel</header><text display-inline="yes-display-inline">Except as provided by subsection (d), effective on the abolishment date specified in subsection (a), any individual who is an officer or employee of the Council of the Inspectors General on Integrity and Efficiency shall be separated from the civil service.</text></subsection> 
<subsection id="HD9949C256E6A4141BE59D17A7F4A0736"><enum>(f)</enum><header>Delegation and assignment</header><text>Except as otherwise expressly prohibited by law or otherwise provided in this Act, or an amendment made by this Act, an official to whom functions are transferred under this Act (including the head of any office to which functions are transferred under this Act) may delegate any of the functions so transferred to such officers and employees of the office of the official as the official may designate, and may authorize successive redelegations of such functions as may be necessary or appropriate. No delegation of functions under this section or under any other provision of this Act shall relieve the official to whom a function is transferred under this Act of responsibility for the administration of the function.</text></subsection> <subsection id="H3D16AC6F79F04A36B7844ABCA14B7C6A" commented="no"> <enum>(g)</enum> <header>Savings Provisions</header> <paragraph id="H9696AA645AD740B2BAD697E88DB6EE64" commented="no"> <enum>(1)</enum> <header>Legal documents</header> <text>All orders, determinations, regulations, permits, grants, loans, contracts, agreements, certificates, licenses, and privileges—</text>
                    <subparagraph id="H1D56008EC0C249368074DA4969046700" commented="no">
                        <enum>(A)</enum>
 <text>that have been issued, made, granted, or allowed to become effective by the President, the Chair of the Council of the Inspectors General on Integrity and Efficiency, the Council of the Inspectors General on Integrity and Efficiency, any officer or employee of any office transferred by this Act, or any other Government official, or by a court of competent jurisdiction, in the performance of any function that is transferred by this Act; and</text>
                    </subparagraph>
                    <subparagraph id="H51CB0EF2D9AA4DEAAAC3F3B91DA48529" commented="no">
                        <enum>(B)</enum>
 <text>that are in effect on the effective date of such transfer (or become effective after such date pursuant to their terms as in effect on such effective date),</text>
                    </subparagraph>
                    <continuation-text continuation-text-level="paragraph">shall continue in effect
                        according to their terms until modified, terminated, superseded, set aside,
                        or revoked in accordance with law by the President, and other authorized
                        official, a court of competent jurisdiction, or operation of
                        law.</continuation-text>
                </paragraph>
                <paragraph id="H5D401353AA2D4AF4866AA94D689069A4" commented="no">
                    <enum>(2)</enum>
                    <header>Proceedings</header>
 <text>This Act shall not affect any proceedings or any application for any benefits, service, license, permit, certificate, or financial assistance pending on the date of the enactment of this Act before an office transferred by this Act, but such proceedings and applications shall be continued. Orders shall be issued in such proceedings, appeals shall be taken therefrom, and payments shall be made pursuant to such orders, as if this Act had not been enacted, and orders issued in any such proceeding shall continue in effect until modified, terminated, superseded, or revoked by a duly authorized official, by a court of competent jurisdiction, or by operation of law. Nothing in this paragraph shall be considered to prohibit the discontinuance or modification of any such proceeding under the same terms and conditions and to the same extent that such proceeding could have been discontinued or modified if this Act had not been enacted.</text>
                </paragraph>
                <paragraph id="HDBCAFDE3758B42AABFF2AC3C90078C4A" commented="no">
                    <enum>(3)</enum>
                    <header>Suits</header>
 <text display-inline="yes-display-inline">This Act shall not affect suits commenced against the Council of the Inspectors General on Integrity and Efficiency or the Chair of the Council of the Inspectors General on Integrity and Efficiency, or against any individual in the official capacity of such individual as an officer or employee of an office transferred by this Act, before the date of the enactment of this Act, and in all such suits, proceeding shall be had, appeal taken, and judgments rendered in the same manner and with the same effect as if this Act had not been enacted.</text>
                </paragraph>
                <paragraph id="H8D6078AB432B45088CFC90545979F22E" commented="no">
                    <enum>(4)</enum>
                    <header>Nonabatement of actions</header>
 <text display-inline="yes-display-inline">No suit, action, or other proceeding commenced against the Council of the Inspectors General on Integrity and Efficiency or the Chair of the Council of the Inspectors General on Integrity and Efficiency, or against any individual in the official capacity of such individual as an officer or employee of an office transferred by this Act, shall abate by reason of the enactment of this Act.</text>
                </paragraph>
                <paragraph id="H7EB753BD35FC4E4FA59A8214FDDBDD80" commented="no">
                    <enum>(5)</enum>
                    <header>Continuance of suits</header>
 <text>If any Government officer in the official capacity of such officer is party to a suit with respect to a function of the officer, and under this Act such function is transferred to any other officer or office, then such suit shall be continued with the other officer or the head of such other office, as applicable, substituted or added as a party.</text>
                </paragraph>
                <paragraph id="H2DAE2CBBC5EB45B29689695B9FD08B0C" commented="no">
                    <enum>(6)</enum>
                    <header>Administrative procedure and judicial review</header>
 <text>Except as otherwise provided by this Act, any statutory requirements relating to notice, hearings, action upon the record, or administrative or judicial review that apply to any function transferred by this Act shall apply to the exercise of such function by the head of the Federal agency, and other officers of the agency, to which such function is transferred by this Act.</text>
                </paragraph>
            </subsection> 
<subsection id="HFA3AE50B2A5A4F4790606D48E1ADB073"><enum>(h)</enum><header>Technical and Conforming amendments</header>

                    <enum>(1)</enum>
                    <header>Inspector General of the Library of Congress</header>
 <text display-inline="yes-display-inline">Section 1307(d)(3) of the Library of Congress Inspector General Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/2/185">2 U.S.C. 185(d)(3)</external-xref>) is amended—</text>
                    <subparagraph id="H07A312C1F3044DF592EFCE28295188C3" commented="no">
                        <enum>(A)</enum>

<paragraph id="H52CF981854A549DC9D94295FBA8A53D1" commented="no"><enum>(7)</enum><header>Special provisions concerning overseas contingency operations</header><text>Section 419 of title 5, United States Code, is amended—</text> <subparagraph id="H695A6279FF3543708D85EBF563412030" commented="no"><enum>(A)</enum><text>by striking subsection (a) and inserting the following:</text>

<subsection id="HD560E99EF06647B1B1B54DE2B82DA76B" commented="no"><enum>(a)</enum><header>Responsibilities of Inspectors General</header><text display-inline="yes-display-inline">The Inspectors General specified in subsection (c) shall have the specific responsibilities specified in subsection (b) upon the earlier of—</text> <paragraph id="H2C72D9CC30994A7486AFE85EF98FC742" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">the commencement or designation of a military operation as an overseas contingency operation that exceeds 60 days; or</text></paragraph>
