                to the <committee-name committee-id="HFA00">Committee on Foreign
                    Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary State to submit to Congress a strategy to dismantle United Nations Relief and Works Agency for Palestine Refugees in the Near East operations, and for other purposes.</official-title></form><legis-body id="HDCCEB212BA304C94A9E5B11CB32C20B5" style="OLC"> 
<section id="HD2233DFDC7CF4678A59068DAE554D304" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Replace UNRWA with Real Humanitarian Assistance Act</short-title></quote>.</text></section>
<section id="HE712440279F246259E60D13FFFDC4E52"><enum>2.</enum><header>Strategy to dismantle United National Relief and Works Agency for Palestine Refugees in the Near East operations</header>
<subsection id="H169ABB22084D4AF7BF867C0D1EBA2513" display-inline="no-display-inline"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this section, the Secretary of State shall submit to Congress a comprehensive strategy, coordinated with international partners and allies, to dismantle United Nations Relief and Works Agency for Palestine Refugees in the Near East (in this section <quote>UNRWA</quote>) operations throughout the Middle East.</text></subsection> <subsection id="H58892D3A5F9242649A8EC112FBA206B2"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">The strategy shall include—</text>
<paragraph id="HDDE9DA5CBDD54881B45C81DCCF8D4BF9"><enum>(1)</enum><text>a detailed plan and timeline for the phased wind-down of UNRWA operations;</text></paragraph> <paragraph id="H1FE974345C114A9BB64D2F687987E8E4"><enum>(2)</enum><text>an assessment of all UNRWA programs, including education, healthcare, social services, and infrastructure;</text></paragraph>
<paragraph id="HE34F11FAADE64351815F5BCD571BA560"><enum>(3)</enum><text>identification of appropriate entities to assume responsibility for such programs, including—</text> <subparagraph id="H8A883E98FA374F4998FA9D21A105548A"><enum>(A)</enum><text>host country governments; or</text></subparagraph>
<subparagraph id="H49DA5DA95FD349878201A9B7E59C48D4"><enum>(B)</enum><text>qualified international or non-governmental organizations;</text></subparagraph></paragraph> <paragraph id="HB3D9FA7B6BCB4DADA8770B4023287F55"><enum>(4)</enum><text>identification of entities to assume responsibility for funding such programs;</text></paragraph>
<paragraph id="H41AC147B565C476CBDFC4E555C6450E1"><enum>(5)</enum><text>a plan to ensure continuity of services during the transition period;</text></paragraph> <paragraph id="H0601231629864901B59CAA6C79E9CCF7"><enum>(6)</enum><text>mechanisms to ensure neutrality, accountability, transparency, and oversight in successor programs;</text></paragraph>
<paragraph id="H48E5691716EC4FD1BF7DCB53A57274F2"><enum>(7)</enum><text>a risk-reward assessment addressing humanitarian, political, and security implications;</text></paragraph> <paragraph id="HBF7DBB413EC24305BD260AF8B5D46530"><enum>(8)</enum><text>a diplomatic engagement plan with host countries and international partners; and</text></paragraph>
<paragraph id="HA9F2B4D89CDB4695BECCC1311488ED61"><enum>(9)</enum><text>estimated costs and savings associated with the transition and recommendations for funding structures.</text></paragraph></subsection> <subsection id="H1F052F6AE75D4978A8F50435AE157152"><enum>(c)</enum><header>Implementation</header><text display-inline="yes-display-inline">Not later than 1 year after submission of the strategy, the Secretary of State shall begin implementation of such strategy.</text></subsection>
<subsection id="HA8DACBF8D8834D8F84B53C8B37A0A03F"><enum>(d)</enum><header>Coordination</header><text display-inline="yes-display-inline">The strategy shall be implemented in coordination with—</text> <paragraph id="H5E5758BC93AB47418DC9A43DBE3B60E2"><enum>(1)</enum><text>relevant Federal departments and agencies;</text></paragraph>
<paragraph id="H3FBD02065E30473FA00C797F6E8B2B55"><enum>(2)</enum><text>host country governments;</text></paragraph> <paragraph id="HDDC79FD7BD4043BA89289CCC7D94A7E0"><enum>(3)</enum><text>international organizations; and</text></paragraph>
<paragraph id="HC49F6986E74E4877A53DCE826655A4AC"><enum>(4)</enum><text>any other implementing partners the Secretary of State determines appropriate.</text></paragraph></subsection> <subsection id="HB53118F1BD2345DA957E22CCC9261B0D"><enum>(e)</enum><header>Continuation of services; minimum standards</header><text display-inline="yes-display-inline">In carrying out the implementation of the strategy, the Secretary of State shall ensure that—</text>
<paragraph id="H8E1A96C58D334A4E97A1056EF4DCE3AA"><enum>(1)</enum><text>no interruption of critical humanitarian services occurs; and</text></paragraph> <paragraph id="H8E4060A9AF8146C19D556FA870373DB1"><enum>(2)</enum><text>all successor entities meet minimum standards for transparency and accountability.</text></paragraph></subsection></section>
