<section id="H754C011D01AC4B8CA2787FE7C85DE735" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Grad Student Affordable Housing Act of 2026</short-title></quote>.</text></section> <section id="H75B98BA9D41148D5BD62B84A3AC3AF03"><enum>2.</enum><header>Housing assistance for graduate students</header> <subsection id="H09DD9AE894964E59A9B81C8AAA386CA9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Secretary of Housing and Urban Development (hereafter referred to as the <quote>Secretary</quote>) shall establish a program to provide tenant-based assistance vouchers to covered graduate students, in accordance with this section.</text></subsection> 
<subsection id="H7D90BD3640D94739A85315C661404AC8"><enum>(b)</enum><header>Application</header><text>To be eligible for assistance under this section, a covered graduate student shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></subsection> <subsection id="HEE792362A8064938865426A76AD0AC1E"><enum>(c)</enum><header>Coverage of housing costs</header><text display-inline="yes-display-inline">If selected for assistance under this section, the Secretary shall provide the covered graduate student with a tenant-based assistance voucher that covers 80 percent of the cost of the fair market value of the rental cost for the housing unit chosen by the student. </text></subsection> 
<subsection id="H0C7DE388E4AE4D8591951F730654C67C"><enum>(d)</enum><header>Covered graduate student defined</header> 
<paragraph id="H1A0FB4C156204006A887C2A60B1CAA9A"><enum>(1)</enum><header>In general</header><text>The term <quote>covered graduate student</quote> means an individual that—</text> <subparagraph id="H02242682D70D43A892A883E0C1365DBC"><enum>(A)</enum><text>is enrolled in a graduate or professional program at an institution of higher education (as such term is defined in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>));</text></subparagraph> 
<subparagraph id="HD2484853ADB64EFA953D4A46E9B532A1"><enum>(B)</enum><text>if considered a dependent—</text> <clause id="HC1380672BFDF4AD2BED358CA4C4A091C"><enum>(i)</enum><text display-inline="yes-display-inline">with respect to having 1 parent, the parent has an annual adjusted available income that is not more than $40,000, as determined under the assessment described in section 475(b) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087oo">20 U.S.C. 1087oo(b)</external-xref>); or</text></clause> 
<clause id="HF8E30C77E9104A9BB589F707CE0B12C1"><enum>(ii)</enum><text display-inline="yes-display-inline">with respect to having 2 parents, the parents have a annual adjusted available income that is not more than $80,000, as determined under the assessment described in section 475(b) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087oo">20 U.S.C. 1087oo(b)</external-xref>); and</text></clause></subparagraph> <subparagraph id="H086F5C389C2440A38439DDCC6700E119"><enum>(C)</enum><text>if considered independent—</text> 
<clause id="H0868F132FECD45EB82D4E8E6D5F08D55"><enum>(i)</enum><text display-inline="yes-display-inline">with respect to a single individual, has an annual available income that is not more than $40,000, as determined under the assessment described in section 475(g) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087oo">20 U.S.C. 1087oo(g)</external-xref>); or</text></clause> <clause id="H648BED8F83434899B05D0DDB152F0F7B"><enum>(ii)</enum><text display-inline="yes-display-inline">with respect to a married individual, has an shared annual available income that is not more than $80,000 as determined under the assessment described in section 475(g) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087oo">20 U.S.C. 1087oo(g)</external-xref>).</text></clause></subparagraph></paragraph> 
<paragraph id="HAF224A6B785C4FFD8A9ADBEDD8123E3A"><enum>(2)</enum><header>Cost of living</header><text>The Secretary may adjust income amounts described in subparagraphs (B) and (C) to account for adjustments to the cost of living, as determined by the Secretary.</text> </paragraph> </subsection></section> </legis-body></bill>
