<section id="H506286B7C79D40408CDBE6717C2D94E4" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Delivering Priority Legislation Act</short-title></quote>.</text></section> 
<title id="HD56673B69E774876A4BB8256B949B622"><enum>I</enum> 
<section id="H2C0A28D0FFE1498B90BA2F26D402296B"><enum>101.</enum><header>Extension and modification of assistance for administrative, oversight, and contract processing costs for SBIR and STTR programs</header> 
<subsection id="H03434DC8C7C243408D23FD38EAD35C7B"><enum>(a)</enum><header>In general</header><text>Section 9(mm) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/638">15 U.S.C. 638(mm)</external-xref>) is amended—</text> <paragraph id="HDB2A064F8C1D42D9BEDB5023EF538495"><enum>(1)</enum><text>by designating the text of paragraph (1) as subparagraph (A); and</text></paragraph> 
<paragraph id="HA0EF1501B7D6411C80EA8560B2213614"><enum>(2)</enum><text>in paragraph (1)—</text> <subparagraph id="HCAEA31A93A2E41C8A9C3EF6E240D24E1"><enum>(A)</enum><text>by redesignating subparagraphs (A) through (L) as clauses (i) through (xii), respectively;</text></subparagraph> 
<subparagraph id="H2E70F863A39D4FFF9E4256EEFF1D8A79"><enum>(B)</enum><text>by striking <quote>September 30, 2025</quote> and inserting <quote>September 30, 2030</quote>;</text></subparagraph> <subparagraph id="HADB24BF0D86148E4A0FB7D909BC92ABD"><enum>(C)</enum><text>by striking <quote>3 percent</quote> and inserting <quote>3.3 percent</quote>; and</text></subparagraph> 
<subparagraph id="HBF0F04CFA63D4073AAA3999D8C873D44"><enum>(D)</enum><text>by adding at the end the following new subparagraph:</text> <quoted-block id="H763BF82DDFA24AC5AB0E989AD55891C9" style="OLC"> <subparagraph id="HCF8CDC6F33F645179A17CD3319EC67BB"><enum>(B)</enum><header>Transfer of funds</header> <clause id="H2887BE9A76F44CD6873AE520DE763306"><enum>(i)</enum><header>In general</header><text>Not later than 2 months after the date of the enactment of an Act providing appropriations for the Department of Defense, the Department of Energy, the Department of Health and Human Services, the National Aeronautics and Space Administration, or the National Science Foundation, the head of each such entity for which such Act provided appropriations shall transfer not less than 10 percent of the amount of the funds used for the purposes described in clauses (i) through (xii) of subparagraph (A) to the Administrator to increase the resources of the Administration for administering the SBIR and STTR programs.</text></clause> 
<clause id="HF361F91220E243F0A93E3323A66C2FCB"><enum>(ii)</enum><header>Fund use limits</header><text>None of the funds transferred under clause (i) may be used for or with respect to any program established under the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/661">15 U.S.C. 661 et seq.</external-xref>).</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> <subsection id="HFFBC15D5193C4A7DA3370486B03C7AE3"><enum>(b)</enum><header>Increasing participation of underserved populations in the SBIR and STTR programs</header> <paragraph id="HD8B37886FFBF43EB8275F0FB88161FC4"><enum>(1)</enum><header>In general</header><text>Section 9(mm)(2) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/638">15 U.S.C. 638(mm)(2)</external-xref>) is amended to read as follows:</text>

<paragraph id="H2CE5E564FD6D4FB6B348BE779B26D450"><enum>(2)</enum><header>Outreach and technical assistance</header><text>A Federal agency participating in the program under this subsection may use a portion of the funds authorized for uses under paragraph (1) to carry out the policy directive required under subsection (j)(2)(F) and to increase the participation of States with respect to which a low level of SBIR awards have historically been awarded.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> <paragraph id="H72E7FE206E3F4300B34E2972625D9348"> <enum>(2)</enum> <header>Conforming amendment</header> <text>Section 9(mm)(6) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/638">15 U.S.C. 638(mm)(6)</external-xref>) is amended by striking <quote>including</quote> and all that follows and inserting the following: “including—</text>

                <enum>(A)</enum>
 <text>the use of funds transferred under subparagraph (B) of paragraph (1) for the uses authorized in such subparagraph and to achieve the objectives of paragraph (2); and</text>

                <enum>(B)</enum>
 <text>the use of other funds under this subsection to achieve such objectives.</text>

<title id="HBE316722BDF34D0DB5F0C1609703D302"><enum>II</enum> 
<section id="H09686A61343B451086088E8CA88E0C8E"><enum>201.</enum><header>Every kid outdoors reauthorization</header><text display-inline="no-display-inline">Section 9001 of the John D. Dingell, Jr. Conservation, Management, and Recreation Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/9">Public Law 116–9</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/16/6804">16 U.S.C. 6804</external-xref> note) is amended—</text> <paragraph id="H7F8FDB93806B47B1A4E71EDD92A24AE6"><enum>(1)</enum><text>in subsection (a)(5), by striking <quote>or home-schooled learner 10</quote> and inserting <quote>or fifth grader or home-schooled learner who is 10 or 11</quote>;</text></paragraph> 
<paragraph id="H6A2928DC0DC94ED09F967CCF64F6869A"><enum>(2)</enum><text>in the heading for subsection (b)(2)(C), by striking <quote><header-in-text level="subparagraph" style="OLC">in grade four</header-in-text></quote>; and</text></paragraph> <paragraph id="H36DBA1EB979340A984F3A2B4549DCFA7"><enum>(3)</enum><text>in subsection (b), by amending paragraph (5) to read as follows:</text>

<paragraph id="HCFE9780FC1C1402C874513CEE1672B99"><enum>(5)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated for use by the Secretaries in carrying out paragraph (3), $25,000,000 for each fiscal year to—</text> <subparagraph id="HAD214C74B2554CCCBB2A6F8971B7E188"><enum>(A)</enum><text>provide operational and staff support for the program, including coordination for the National Park Service to provide operational and staff support in carrying out the activities of the program;</text></subparagraph> 
<subparagraph id="H812D091EB49F4F42B2EDFAD238FE2741"><enum>(B)</enum><text>promote the program and distribute resources related to the program to schools, youth-serving organizations, parents, and caregivers;</text></subparagraph> <subparagraph id="HA7CA0EB90B5A4BF9B9460D1C615E5D91"><enum>(C)</enum><text>provide transportation services related to the program to schools and youth-serving organizations with the greatest financial needs; and</text></subparagraph> 
<subparagraph id="H3346A1D0CFFD4ABBBDB2BA6CC8D4F7F2"><enum>(D)</enum><text>launch targeted outreach related to the program for underserved communities and children with disabilities.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></title> <title id="H0D4076C13AAF403AA6809AEC852830DF"><enum>III</enum> <section id="H49ABBBAE2B484BC6A8385A3317F70203"><enum>301.</enum><header>Establishment of national nuclear forensics center</header> <subsection id="H57FC186313B04421B1F4882982EFA524"><enum>(a)</enum><header>Establishment</header> <paragraph id="H8CD619A598C5468380A84DDD5A75DECF"><enum>(1)</enum><header>In general</header><text>The National Nuclear Security Administration Act (<external-xref legal-doc="usc" parsable-cite="usc/50/2401">50 U.S.C. 2401 et seq.</external-xref>) is amended by inserting after section 3221 the following new section:</text>

<section id="H3F167E9D624149ACA95436029D21F3B7"><enum>3222.</enum><header>National nuclear forensics center</header> 
<subsection id="HB936C2EB225644869475E3531FB9F8F3"><enum>(a)</enum><header>Establishment</header><text>There is within the Administration a National Nuclear Forensics Center (in this section referred to as the <quote>Center</quote>).</text></subsection> <subsection id="H062624B5E3BE4A46B0721110E0F5594A"><enum>(b)</enum><header>Mission</header><text>The mission of the Center shall be to coordinate stewardship, planning, assessment, gap analysis, exercises, improvement, including operational improvements and research, development, testing, and evaluation, and integration for all Federal nuclear forensics and attribution activities to ensure an enduring national technical nuclear forensics capability to strengthen the collective response of the United States to nuclear terrorism or other nuclear attacks.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H95C6E465561C4BAF9326A406F948181B"><enum>(2)</enum><header>Clerical amendment</header><text>The table of contents at the beginning of such Act is amended by inserting after the item relating to section 3221 the following new item:</text> <quoted-block id="H30956E4493824DEE9A9E416B0C768A8B" style="OLC"> <toc regeneration="no-regeneration"> <toc-entry level="section">Sec. 3222. National Nuclear Forensics Center.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> <paragraph id="HF442AFA9085E48CC8E2008AC6C2A02C7"><enum>(3)</enum><header>Nuclear forensics expertise</header><text>Not later than one year after the date of the enactment of this Act, the Administrator for Nuclear Security shall develop and implement a plan to modify the university program of the National Nuclear Security Administration established under section 6338 of title 10, United States Code, to include the development of expertise in nuclear forensics in supporting scientific and engineering advancement in key Department of Energy defense and national security program areas.</text></paragraph></subsection> 
<subsection id="H4A25B6561A6B49638BB274B268E18262"><enum>(b)</enum><header>Conforming repeals</header> 
<paragraph id="HC49D4FFA84AC42D8B3C4B958CA7FF659"><enum>(1)</enum><header>In general</header><text>The Nuclear Forensics and Attribution Act (<external-xref legal-doc="public-law" parsable-cite="pl/111/140">Public Law 111–140</external-xref>) is hereby repealed.</text></paragraph> <paragraph id="H37798E2AD9B846E0AAA931A6D99FB758"><enum>(2)</enum><header>Homeland security act of 2002</header><text>Title XIX of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/590">6 U.S.C. 590 et seq.</external-xref>) is amended as follows:</text>

<clause id="H451DD07512754427903BCBEDB2353203"><enum>(iii)</enum><text>by striking subparagraph (C).</text></clause></subparagraph></paragraph></subsection> <subsection id="H6F9BDDCB930D4E3D91C9D98DCF3E037C"><enum>(c)</enum><header>References and construction</header><text>Any reference in any law, regulation, document, paper, or other record of the United States to the National Technical Nuclear Forensics Center established within the Countering Weapons of Mass Destruction Office of the Department of Homeland Security, formerly the Domestic Nuclear Detection Office, shall be deemed to be a reference to the National Nuclear Forensics Center established by section 3222 of the National Nuclear Security Administration Act, as added by subsection (a).</text></subsection></section></title>

<section id="H70BEFD8CB43848DB91BE77DD25EDB887"><enum>401.</enum><header>Intermittent leave under the FMLA</header> 
<subsection id="H150920BFFF7646BB8931DEED52D98253"><enum>(a)</enum><header>Intermittent leave</header><text>Section 102(b) of the Family and Medical Leave Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/29/2612">29 U.S.C. 2612(b)</external-xref>) is amended in paragraph (1) by striking the first three sentences and inserting the following: <quote>Subject to paragraph (2), paragraphs (2) and (3) of subsection (e), and subsection (f) of section 103 (as appropriate), leave under subsection (a)(1) or (a)(3) may be taken intermittently or on a reduced leave schedule.</quote>.</text></subsection> <subsection id="H10BCC59D68A94FAD971F1E711366F405"><enum>(b)</enum><header>Removal of certification requirement for intermittent leave</header><text>Section 103(b) of the Family and Medical Leave Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/29/2613">29 U.S.C. 2613(b)</external-xref>) is amended—</text> 
<paragraph id="H77D79FA70AD140F6B90EA12C13CE3B92"><enum>(1)</enum><text>in paragraph (3) by adding <quote>and</quote> at the end;</text></paragraph> <paragraph id="H502FE5DC75234424A36F15C7217C4233"><enum>(2)</enum><text>in paragraph (4)(B), striking the semicolon at the end and inserting a period; and</text></paragraph> 
<paragraph id="H71143BA51CD74F9AAD05258CD5461EAB"><enum>(3)</enum><text>by striking paragraphs (5), (6), and (7).</text></paragraph></subsection></section></title> <title id="H44858B1C5F934059AEF76A728B3B8A61"><enum>V</enum> <section id="H70148515666842E4AACBAD53AB6C6058"><enum>501.</enum><header>Sense of the Congress</header><text display-inline="no-display-inline">It is the sense of the Congress that—</text> 
<paragraph id="H828B37191D3E4B8D8A4862EC3F725860"><enum>(1)</enum><text>the Assistant Secretary for the Office of Housing and Federal Housing Commissioner should, acting through the Federal Housing Administration, insure second mortgages under section 203 of the National Housing Act for properties for which the Federal Housing Administration has insured a first mortgage, to facilitate the assumption of such first mortgage by a subsequent purchaser of such property;</text></paragraph> <paragraph id="HD7EB14212D9940D9BB10B2C1A14DD77B"><enum>(2)</enum><text>the Secretary of Agriculture should guarantee loans for eligible housing under section 502(h) of the Housing Act of 1949 that are second mortgages if the Secretary of Agriculture insures the loan that is the first mortgage against such eligible housing, to facilitate the assumption of such first mortgage by a subsequent purchaser of such eligible housing; and</text></paragraph> 
<paragraph id="H822D7C5DA18449CEAE535171D33017AB"><enum>(3)</enum><text>the Secretary of Veterans Affairs should insure and guarantee real estate housing loans secured by second liens under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/37">chapter 37</external-xref> of title 38, United States Code, if the Secretary of Veterans Affairs insures the first lien against such real estate, to facilitate the assumption of the first mortgage against such real estate by a subsequent purchaser of such real estate.</text></paragraph></section> <section id="HA6DDCB1E600347B6AA6223FB7FC82B9B"><enum>502.</enum><header>Insurance for secondary mortgages</header> <subsection id="H922324A7EB7140D2903F45208610F391"><enum>(a)</enum><header>Federal housing administration</header> <paragraph id="H75A2D02358094E6D8E87E16525064AE8"><enum>(1)</enum><header>In general</header><text>Section 201(a) of the National Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1707">12 U.S.C. 1707(a)</external-xref>) is amended—</text> 
<subparagraph id="H5173A3F087134663AB016A6231FE3254"><enum>(A)</enum><text>by striking <quote>a first mortgage</quote> each place it occurs and inserting <quote>a first mortgage or second mortgage</quote>; and</text></subparagraph> <subparagraph id="H712204B4D1B543F0A6FE64768E36D1AF"><enum>(B)</enum><text>by striking <quote>secured thereby.</quote> and inserting the following: <quote>secured thereby; and the term <quote>second mortgage</quote> means, with respect to real estate against which there is a first mortgage that has been insured under section 203, such classes of second liens as are commonly given to secure advances on, or the unpaid purchase price of, real estate, under the laws of the State in which the real estate is located, together with the credit instrument, if any, secured thereby</quote>.</text></subparagraph></paragraph> 
<paragraph id="HB4CBC1E0904B471FBB675C8C8FDF8D9E"><enum>(2)</enum><header>Conforming amendments</header><text>Section 203 of the National Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1709">12 U.S.C. 1709</external-xref>) is amended by striking <quote>first mortgage</quote> each place it occurs and inserting <quote>first mortgage or second mortgage</quote>.</text></paragraph></subsection> <subsection id="HCAF1B5C1127A468A9378D7A6A73E43B2"><enum>(b)</enum><header>Department of Veterans Affairs</header><text>Section 3703(d)(3) of title 38, United States Code, is amended—</text> 
<paragraph id="H8D2A0D36E1CE4B3FA3DD3A459C7B4E62"><enum>(1)</enum><text>in subparagraph (A), by striking <quote>first lien</quote> and inserting <quote>first lien or second lien</quote>; and</text></paragraph> <paragraph id="H7AB697A7B50B4F11932C731BF3C3439D"><enum>(2)</enum><text>by adding at the end the following new subparagraph:</text> 
<quoted-block id="H5FA40C328B6347B6971A5F1DC41E2188" style="OLC"> 
<subparagraph id="HDD7138D317624CB083394CDDA5F63B26"><enum>(C)</enum><text>A real estate housing loan may only be secured by second lien if the Secretary insures or guarantees the first lien on such real estate.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section> <section id="H2B07FCCDF9804807ABA15D66161519AF"><enum>503.</enum><header>Disclosure of information about loans guaranteed and insured</header> <subsection id="HB89316AF97164C2B9E03B85AD5A842F8"><enum>(a)</enum><header>Loans insured by the Federal Housing Administration</header><text>The Assistant Secretary for the Office of Housing and the Federal Housing Commissioner shall, not later than 1 year after the date of the enactment of this section, publish on a public website a list of all properties for which the Federal Housing Administration has insured a mortgage under section 203 of the National Housing Act that includes the following information for each property insured:</text> 
<paragraph id="H2309B5C221CF445189B8A514429ED3F1"><enum>(1)</enum><text>The address of the property against which there is a mortgage insured by the Federal Housing Administration.</text></paragraph> <paragraph id="H379B9ECF5ECC4A0FAD43E05E66314E0C"><enum>(2)</enum><text>The date of the origination of the mortgage that is insured by the Federal Housing Administration.</text></paragraph></subsection> 
<subsection id="H07640A0742DD4366BEFE6227D178B5F6"><enum>(b)</enum><header>Loans insured by the Department of Agriculture</header><text>The Secretary of Agriculture shall, not later than 1 year after the date of the enactment of this section, publish on a public website a list of all properties for which the Department of Agriculture has guaranteed loan under section 502(h) of the Housing Act of 1949 that includes the following information for each loan insured:</text> <paragraph id="HD9732DA47A444DE0B11AAA2F800B5503"><enum>(1)</enum><text>The address of the property against which there is a loan guaranteed by the Department of Agriculture.</text></paragraph> 
<paragraph id="HE8078FA8F8AE48D9B931B35ACFAF2804"><enum>(2)</enum><text>The date of the origination of the loan that is guaranteed by the Department of Agriculture.</text></paragraph></subsection> <subsection id="H9FE5150192E242C69DEC11D03FAB4BFF"><enum>(c)</enum><header>Loans insured by the Secretary of Veterans Affairs</header><text>The Secretary of Veterans Affairs shall, not later than 1 year after the date of the enactment of this section, publish on a public website a list of all properties for which the Department of Veterans Affairs has insured or guaranteed a housing loan under subchapter I of chapter 37 of part III of title 38, United States Code, that includes the following information for each housing loan insured or guaranteed:</text> 
<paragraph id="H428311B0F17747F1B572E6046BAF57FE"><enum>(1)</enum><text>The address of the property against which there is a housing loan insured or guaranteed by the Department of Veterans Affairs.</text></paragraph> <paragraph id="H477D2D51F2AF4EB28BCC68A1E62D4216"><enum>(2)</enum><text>The date of the origination of the housing loan that is insured or guaranteed by the Department of Veterans Affairs.</text></paragraph></subsection></section></title> 
<title id="H9A8B72EED98B4C849686ED8049A43B62"><enum>VI</enum> 
<section id="HE9E9BB2D84264AE3A586C449C88CC835"><enum>601.</enum><header>Credit for hearing aids</header> 
<subsection id="H15EF6FAF27E743CD9C2E4E3B9F67386A"><enum>(a)</enum><header>In general</header><text>Subpart A of part IV of subchapter A of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/1">chapter 1</external-xref> of the Internal Revenue Code of 1986 is amended by inserting after section 25D the following new section:</text> <quoted-block id="H93A0C9B5CF934044A0A90D6989D8E46F" style="OLC"> <section id="H348A5B4A7176470985EB3FC829DFB430"><enum>25F.</enum><header>Credit for hearing aids</header> <subsection id="H003740FC92F84EEF9277D648F6F6E342"><enum>(a)</enum><header>Allowance of credit</header><text>In the case of an individual, there shall be allowed as a credit against the tax imposed by this chapter an amount equal to so much of the amount paid during the taxable year, not compensated by insurance or otherwise, by the taxpayer for the purchase of any qualified hearing aid as does not exceed $1,000.</text></subsection> 
<subsection id="H7AD5394861D94EF2A337DC1D45E70047"><enum>(b)</enum><header>Income limitation</header> 
<paragraph id="H960A8FB2B7E045498F79DE973DA14E0E"><enum>(1)</enum><header>In general</header><text>No credit shall be allowed under subsection (a) to any individual if the modified adjusted gross income of such individual exceeds—</text> <subparagraph id="HA3D96CC5CC53436F89F3291E7D36BB53"><enum>(A)</enum><text>$300,000 in the case of a head of household or a joint return, or</text></subparagraph> 
<subparagraph id="H009DAA4F731445228339D4C7A333D1A4"><enum>(B)</enum><text>$150,000 in the case of any other individual.</text></subparagraph></paragraph> <paragraph id="HA602546551A0467BAE178D894E967708"><enum>(2)</enum><header>Modified adjusted gross income</header><text>For purposes of this subsection, the term <quote>modified adjusted gross income</quote> means adjusted gross income increased by any amount excluded from gross income under section 911, 931, or 933.</text></paragraph></subsection> 
<subsection id="HA53DAA8B006F44A483A701D97887C431"><enum>(c)</enum><header>Qualified hearing aid</header><text>For purposes of this section, the term <quote>qualified hearing aid</quote> means a hearing aid—</text> <paragraph id="H015A012EF9B94C7AA150483FE90D6A07"><enum>(1)</enum><text>which is described in sections 874.3300 and 874.3305 of title 21, Code of Federal Regulations, and is authorized under the Federal Food, Drug, and Cosmetic Act for commercial distribution, and</text></paragraph> 
<paragraph id="H6193CADAE7664E98A5B5BFDE21570F09"><enum>(2)</enum><text>which is intended for use—</text> <subparagraph id="H6B25CC4AF33A4EEBBD9CA199948E683F"><enum>(A)</enum><text>by the taxpayer, or</text></subparagraph> 
<subparagraph id="H787C3B349DC44347A10C2FFFD22369B8"><enum>(B)</enum><text>by an individual with respect to whom the taxpayer, for the taxable year, is allowed a deduction under section 151(c) (relating to deduction for personal exemptions for dependents).</text></subparagraph></paragraph></subsection> <subsection id="H893E239ED85E4D2E840385419F6349CE"><enum>(d)</enum><header>Election once every 5 years</header><text>This section shall apply with respect to any individual for any taxable year only if there is an election in effect with respect to such individual (at such time and in such manner as the Secretary may by regulations prescribe) to have this section apply for such taxable year. An election to have this section apply with respect to any individual may not be made for any taxable year if such an election is in effect with respect to such individual for any of the 4 taxable years preceding such taxable year.</text></subsection> 
<subsection id="HAA8D47BACB0F4E89953E1F0C083176B8"><enum>(e)</enum><header>Denial of double benefit</header><text>No credit shall be allowed under subsection (a) for any expense for which a deduction or credit is allowed under any other provision of this chapter.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="HFF91F65ECD45457B8AC3C0CEBD91B812"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections for subpart A of part IV of subchapter A of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/1">chapter 1</external-xref> of the Internal Revenue Code of 1986 is amended by inserting after the item relating to section 25D the following new item:</text>

<toc-entry level="section">Sec. 25F. Credit for hearing aids.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H71014DB162154EE4B75576F7684F4AEE"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to taxable years beginning after December 31, 2026.</text></subsection></section></title> <title id="HA0674CD2696D4E1FA05AB68ECA650581"><enum>VII</enum> <section id="H3931C3142055483B80B00FC928EA25DA"><enum>701.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="HE7474872D7FC4F98AEB0BAA6730A95B2"><enum>(1)</enum><text>Artificial intelligence systems developed by the People’s Republic of China may embed strategic, ideological, or discriminatory biases that reflect the political or military objectives of China.</text></paragraph> <paragraph id="HC8B28F6F18434D5698AC9F113A11D856"><enum>(2)</enum><text>A National Intelligence Estimate is needed to evaluate the risks these systems pose to United States national security and democratic institutions.</text></paragraph></section> 
<section id="H24EDDC7434B846E4BC5F5F2403EB705C"><enum>702.</enum><header>National intelligence estimate on Chinese AI systems</header> 
<subsection id="H6FE1E4003307447ABC127C9E63604836"><enum>(a)</enum><header>Requirement</header><text>Not later than 180 days after the date of enactment of this Act, the Director of National Intelligence shall submit to Congress a National Intelligence Estimate on artificial intelligence systems developed or deployed by entities in the People’s Republic of China.</text></subsection> <subsection id="HBDD7737DC34B4626A02C8267BE797773"><enum>(b)</enum><header>Elements</header><text>The National Intelligence Estimate required under subsection (a) shall include—</text> 
<paragraph id="H90883537DBD547C1B820437BDD6B4E7D"><enum>(1)</enum><text>an evaluation of whether and to what extent China-developed commercial AI systems exhibit embedded algorithmic bias, including targeting or discriminatory logic based on ethnicity, religion, political views, or nationality;</text></paragraph> <paragraph id="H1C16A7E75CB649D2847368DD4B2CDFD4"><enum>(2)</enum><text>an analysis of the training data sources, model architectures, and intended use cases of such systems;</text></paragraph> 
<paragraph id="H0BE7AD2485E84C0781D038ADC345B2F9"><enum>(3)</enum><text>an assessment of potential use of such AI systems for foreign influence operations, surveillance, or information manipulation targeting the United States or its allies;</text></paragraph> <paragraph id="HD7255CCD2D704E59A31FD2E838532B3F"><enum>(4)</enum><text>identification of risks posed by the global proliferation of these systems to democratic norms, civil liberties, and military decision-making; and</text></paragraph> 
<paragraph id="H2C928A0DC4BB4D318F18CC7234DB0068"><enum>(5)</enum><text>recommendations for how the intelligence community and United States allies should monitor, assess, and counter malign uses of Chinese AI technology.</text></paragraph></subsection> <subsection id="HAB2C97C253434BA580D1AD63E2CAAD09"><enum>(c)</enum><header>Coordination</header><text>In preparing the National Intelligence Estimate under subsection (a), the Director shall coordinate with the heads of relevant elements of the intelligence community, including the Director of the National Security Agency and the Director of the Defense Intelligence Agency.</text></subsection> 
<subsection id="HC1296F88F52441CFB947D97B7569E15A"><enum>(d)</enum><header>Artificial intelligence defined</header><text>In this section, the terms <quote>artificial intelligence</quote> and <quote>AI</quote> mean any system, algorithm, software, or model, including those that are commercially available, that performs tasks requiring human-like cognition, including perception, prediction, autonomous decision-making, natural language understanding, or control of physical or digital systems.</text></subsection></section></title> <title id="HDDA9727D83E94779B008699423CE4D57"><enum>VIII</enum> <section id="H019E869920F24AF4B23B12A40AF37B27"><enum>801.</enum><header>Prohibition</header> <subsection id="H25DB66970BB44D0FB1E7D8D6D639D37D"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/29">Chapter 29</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text>

<section id="H9D2A82CA92EC4127B3E6E1B2F85FBCD4"><enum>612.</enum><header>Establishment of corporation to conceal election contributions and donations by foreign nationals</header> 
<subsection id="HC258339BA1A140628AF58E056C13C027"><enum>(a)</enum><header>Offense</header><text>It shall be unlawful for an owner, officer, attorney, or incorporation agent of a corporation, company, or other entity to establish or use the corporation, company, or other entity with the intent to conceal an activity of a foreign national (as defined in section 319 of the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/52/30121">52 U.S.C. 30121</external-xref>)) prohibited under such section 319.</text></subsection> <subsection id="HDDA0BD8E42534BE8B89CBB477DDF454F"><enum>(b)</enum><header>Penalty</header><text>Any person who violates subsection (a) shall be imprisoned for not more than 5 years, fined under this title, or both.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HC72926E870F54068BA65EA147966C1AA"><enum>(b)</enum><header>Table of sections</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/29">chapter 29</external-xref> of title 18, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/18/611">section 611</external-xref> the following:</text> <quoted-block id="HFD829518DB204F4EAF2968B772E091B2" style="USC"> <toc regeneration="no-regeneration"> <toc-entry level="section">612. Establishment of corporation to conceal election contributions and donations by foreign nationals.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></title> <title id="H741342790BB74B69A9815F2DBBE63B7E"><enum>IX</enum> <section id="HC619287E1C494B11BFEA418053B569EC"><enum>901.</enum><header>Hearings</header> <subsection id="H373CB36052EA402182E3FDBF2CC31E5F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Each standing committee of the House of Representatives shall hold a hearing on the implementation of this Act within one year of enactment.</text></subsection> 
<subsection id="H5207C83009BA4060834D5BCAEF5D2F59"><enum>(b)</enum><header>Exercise of rulemaking authority</header><text>Subsection (a) is enacted—</text> <paragraph id="HF0FCC1F0E0F444B59C203FF149B4E604"><enum>(1)</enum><text display-inline="yes-display-inline">as an exercise of rulemaking power of the House of Representatives, and, as such, shall be considered as part of the rules of the House, and such rules shall supersede any other rule of the House only to the extent that rule is inconsistent therewith; and</text></paragraph> 
<paragraph id="H79378744E3B841599F560E627778B449"><enum>(2)</enum><text display-inline="yes-display-inline">with full recognition of the constitutional right of either House to change such rules (so far as relating to the procedure in such House) at any time, in the same manner, and to the same extent as in the case of any other rule of the House.</text></paragraph></subsection></section></title> <title id="H06ED31C4D920467E8C2EBAF866F2408F"><enum>X</enum> <section id="HDEB5FA7F7B774BD388B600B6C0862857"><enum>1001.</enum><header>Code of Official Conduct</header><text display-inline="no-display-inline">In rule XXIII of the Rules of the House of Representatives, strike clause 2 and insert the following:</text>
