<section id="HDB14AD7C41064AC5B8CCD21D657A8A42" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>COCOA Voter Integrity and Primaries Act</short-title></quote> or the <quote><short-title>COCOA-VIP Act</short-title></quote>.</text></section>
<section id="H3D5E783EF82542378F0696036BF8EBD0"><enum>2.</enum><header>Clarification of <quote>election for federal office</quote></header><text display-inline="no-display-inline">Section 304 of the Help America Vote Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/52/21083a">52 U.S.C. 21083a</external-xref>) is amended by adding at the end the following:</text> <quoted-block id="H26A1A0FEB9EF40718D6FE9647383DA7B" style="OLC"> <subsection id="H6F723AB3C18B450EAC4A841A4953E2A7"> <enum>(f)</enum> <header>Election for Federal office defined</header> <paragraph id="H83F1936A872F4BB687663772D4020D46"> <enum>(1)</enum> <header>Definition</header> <text>In this section, the term <quote>election for Federal office</quote> includes any general, special, primary, or runoff election conducted by ballot in which one or more candidates for the United States Senate or the United States House of Representatives (including any Delegate or Resident Commissioner to the Congress) appear on the official ballot.</text>

            <enum>(2)</enum>
            <header>Rule of construction</header>
 <text>Nothing in this section shall be construed to require a State or political party to provide observer access to party conventions, caucuses, or other candidate selection processes that do not involve ballots listing candidates for Federal office.</text>
