        <header>Short title</header>
 <text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Remigration Act</short-title></quote>.</text>
      </subsection>

Administrative adjudication by U.S. Citizenship and Immigration Services.</toc-entry> </toc> </subsection></section> <section id="H83BEEA743081441B99B49A7F60B747D2"><enum>2.</enum><header>Revocation of citizenship for felonies and terrorism support</header> <subsection id="H84216FA86E184F728D2EFED4BBF41881"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 340 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1451">8 U.S.C. 1451</external-xref>) is amended—</text> 
<paragraph id="HFA8A7E32ADB94D71BDC516AC22E7044E"><enum>(1)</enum><text>by redesignating subsections (g) through (j) as subsections (h) through (k), respectively;</text></paragraph> <paragraph id="HBA709F5516BF4E14A452E392860842C5"><enum>(2)</enum><text>by inserting after subsection (f) the following:</text> 
<quoted-block id="H8CE54E6ED51B40BC905608BB1BA25A9C" style="OLC"> 
<subsection id="H67AD1DCE79C34464B523AB7C481B399F"><enum>(g)</enum><header>Additional grounds for denaturalization</header><text>The Secretary of Homeland Security shall revoke the naturalization of any person if, during the 10-year period immediately following the date on which the person became a naturalized citizen, the person—</text> <paragraph id="H4E69E3F51A644FB6B93A8DBB6EEF6864"><enum>(1)</enum><text display-inline="yes-display-inline">is convicted of an offense involving fraud against a Federal, State, or local government program or entity, including a conviction for a felony under Federal or State law for an offense involving the receipt or administration of Federal, State, or local government benefits;</text></paragraph> 
<paragraph id="H0550A2A31DA54DCCA239FAC4D82AC55D"><enum>(2)</enum><text display-inline="yes-display-inline">knowingly joins or affiliates with a foreign terrorist organization designated under section 219 and provides material support (as defined in section 2339B of title 18, United States Code) to such organization;</text></paragraph> <paragraph id="H16AF1A5148BF4D9C9EA2CE1CCAED4E6B"><enum>(3)</enum><text>is convicted of an aggravated felony (as defined in section 101(a)(43)); or</text></paragraph> 
<paragraph id="H70522820C9DC442089C639BC6BB12517"><enum>(4)</enum><text>is convicted of an offense under chapter 44, 47, 77, or 115 of title 18, United States Code.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> <paragraph id="HC8F439A505F241F78BAC1E77E5A3C87C"><enum>(3)</enum><text>by adding at the end the following:</text> 
<quoted-block id="HF048D332BC6643B8A59AEAECAC220C7A" style="OLC"> 
<subsection id="H9569EF51156347189DF92430E159D74D"><enum>(l)</enum><header>Effect of denaturalization</header><text>A person who is denaturalized under this section shall be treated as an alien without lawful status under the immigration laws for all purposes and shall be subject to removal from the United States under section 240.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="HF56FF95064D14CA2B528E1A9A1674DE4" commented="no"><enum>(b)</enum><header>Application</header><text>The amendments made by this section shall apply to any person who became a naturalized citizen before, on, or after the date of the enactment of this Act.</text></subsection></section> 
<section id="H0A6E2ECA481B4EC8964534E57C3BD7BD"><enum>3.</enum><header>Revocation of citizenship for children of unlawful aliens</header> <text display-inline="no-display-inline">Section 301 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1401">8 U.S.C. 1401</external-xref>) is amended—</text> <paragraph id="H572FD0B2D5504D07BFFD46F1ACE39312"><enum>(1)</enum><text>by redesignating subsections (a) through (h) as paragraphs (1) through (8), respectively;</text></paragraph> 
<paragraph id="H26991BBB78494DCD828F73528FC7AA04"><enum>(2)</enum><text>by inserting <quote><header-in-text level="subsection" style="OLC"><enum-in-header>(a)</enum-in-header> In general.—</header-in-text></quote> before <quote>The following</quote>; and</text></paragraph> <paragraph id="H753B0D1698E24530A3E07E2F6523CD80"><enum>(3)</enum><text>by adding at the end the following:</text> 
<quoted-block id="H0FEE4F966640440695F47F9956B6432F" style="OLC"> 
<subsection id="H553E9D94D5804688B8D2419A4EC6C984"><enum>(b)</enum><header>Definition</header><text>In this section, the term <term>subject to the jurisdiction thereof</term> means, with respect to a person born in the United States on or after the date of enactment of this subsection, that the person was born to parents, one of whom is—</text> <paragraph id="HC018581FE59445C788FF714F8F680E44"><enum>(1)</enum><text>a citizen or national of the United States;</text></paragraph> 
<paragraph id="H0BFC17223C714D719E28A0551EF4E6B7"><enum>(2)</enum><text>an alien lawfully admitted for permanent residence in the United States whose residence is in the United States; or</text></paragraph> <paragraph id="HC3238381BD874BE4B726BE092689D0D1"><enum>(3)</enum><text>an alien with lawful status under the immigration laws performing active service in the armed forces (as defined in section 101 of title 10, United States Code). </text></paragraph> </subsection> 
<subsection id="HBAAF7625DC824249A572E3D26C850683"><enum>(c)</enum><header>Rule of construction for statelessness</header><text display-inline="yes-display-inline">Nothing in subsection (b) shall be construed to deny citizenship under this section to any person whose denial of citizenship would render such person stateless within the meaning of applicable Federal law or international obligations of the United States. </text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="HF704AC27598C467C8923E1167928DD68" commented="no"><enum>4.</enum><header>Asylum and Refugee Status Review Task Force</header> <subsection id="H9C74FCFDD8C44FBB8BA8A61BCEDA3B22" commented="no"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established within the Department of Homeland Security an Asylum and Refugee Status Review Task Force (in this section referred to as the <quote>Task Force</quote>).</text></subsection> 
<subsection id="HCE77E8B800D14AA8A20D196163EE60C3" commented="no"><enum>(b)</enum><header>Composition</header><text display-inline="yes-display-inline">The Task Force shall be composed of—</text> <paragraph id="H23EAC96E0A04460AA5CF4553ACF2C97A"><enum>(1)</enum><text>the Secretary of Homeland Security, who shall serve as Chair;</text></paragraph> 
<paragraph id="H4FD3DE77EFA94C5696D50B07ABD1B970"><enum>(2)</enum><text>the Director of U.S. Citizenship and Immigration Services;</text></paragraph> <paragraph id="HB4F0BA6B6F3046A4BB62A9B2750D78BD"><enum>(3)</enum><text>the Commissioner of U.S. Customs and Border Protection;</text></paragraph> 
<paragraph id="H579E007205CD434D90AEB702986194AD"><enum>(4)</enum><text>the Director of U.S. Immigration and Customs Enforcement; and</text></paragraph> <paragraph id="HE7967D8DF243484FB3DBAC25C0FD8412"><enum>(5)</enum><text>such other officials as the Secretary of Homeland Security may designate.</text></paragraph></subsection> 
<subsection id="HAE1B8F8B6C3F46E3BD7BE49D98E51835" commented="no"><enum>(c)</enum><header>Duties</header><text>The Task Force shall review—</text> <paragraph id="HE564E256DEB24AB49C933F336C9A31E8"><enum>(1)</enum><text>all grants of asylum under section 208 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1158">8 U.S.C. 1158</external-xref>) made during the period beginning on January 20, 2021, and ending on January 20, 2025;</text></paragraph> 
<paragraph id="HE5661E6F83F04F4088004E5D6FBAB7F5"><enum>(2)</enum><text>all admissions of refugees under section 207 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1157">8 U.S.C. 1157</external-xref>) during the period beginning on January 20, 2021, and ending on January 20, 2025; and</text></paragraph> <paragraph id="H1FFA51ECAFE54029A5F51E34B67944E5"><enum>(3)</enum><text>all adjustments of status under section 209 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1159">8 U.S.C. 1159</external-xref>) made during the period beginning on January 20, 2021, and ending on January 20, 2025.</text></paragraph></subsection> 
<subsection id="H81977C1652074B96B4A6F795809211E3"><enum>(d)</enum><header>Criteria</header><text display-inline="yes-display-inline">In conducting reviews under subsection (c), the Task Force shall consider—</text> <paragraph id="H0144876EBB1C4757BEF4C2DF46F9EA71"><enum>(1)</enum><text>whether the underlying basis for the grant, admission, or adjustment was supported by credible and reliable evidence;</text></paragraph> 
<paragraph id="H8E000DF16AAD450096CC266C41CE9495"><enum>(2)</enum><text>whether the grant or admission was made in accordance with applicable law and regulations as in effect at the time;</text></paragraph> <paragraph id="HF6B7EDBD28584674AE8BA74178B444E3"><enum>(3)</enum><text>any subsequent change in country conditions material to the alien's claimed basis for protection; and</text></paragraph> 
<paragraph id="HED4C86C8A81C46E2AE91E2D043FF250D"><enum>(4)</enum><text>any other information bearing on the alien's eligibility for or continued entitlement to the relevant immigration status.</text></paragraph></subsection> <subsection id="H2BA1666DE5E147A3912018B7B82C9A8F"> <enum>(e)</enum> <header>Authority To terminate or revoke</header> <paragraph id="HFAADA36946EE4A1A9C03FA238A009031"> <enum>(1)</enum> <header>In general</header> <text display-inline="yes-display-inline">The Secretary of Homeland Security may terminate the grant of asylum or refugee status, or revoke the adjustment of status, of an alien with respect to whom a review is conducted under subsection (c), if the Task Force determines under subsection (d) that—</text>
          <subparagraph id="HA538183CCF9D404086A621DA4407A521">
            <enum>(A)</enum>
 <text>the underlying basis for the grant, admission, or adjustment was not supported by credible and reliable evidence;</text>
          </subparagraph>
          <subparagraph id="H2CB2EBB017624DB7B87EEEFD62833DBB">
            <enum>(B)</enum>
 <text>the grant or admission was not made in accordance with applicable law and regulations as in effect at the time;</text>
          </subparagraph>
          <subparagraph id="H8F41DBD7A7D241479570F95B7027127D">
            <enum>(C)</enum>
 <text>there has been a subsequent change in country conditions material to the alien's claimed basis for protection that would make the alien ineligible for such status; or</text>
          </subparagraph>
          <subparagraph id="HD75BF58774054C97BBAB1D9100CE0519">
            <enum>(D)</enum>
 <text>the alien is otherwise ineligible for or not entitled to the relevant immigration status.</text>
          </subparagraph>
        </paragraph>
        <paragraph id="HC0915081FD374380A12FF582E4704162">
          <enum>(2)</enum>
          <header>Notice and opportunity to respond</header>
 <text display-inline="yes-display-inline">Before terminating or revoking any status under paragraph (1), the Secretary of Homeland Security shall provide the alien with—</text>
          <subparagraph id="HC95F3051989F444B94D60EA30F33C614">
            <enum>(A)</enum>
 <text>written notice of the proposed action and the grounds therefor; and</text> </subparagraph> <subparagraph id="HEFE50C0D0A57414E9C781C7E1AAF4FBA"> <enum>(B)</enum> <text>a reasonable opportunity to submit evidence and argument in opposition to the proposed action.</text>
          </subparagraph>
        </paragraph>
        <paragraph id="H84C98AB3F29140D6BE55234CA5AF03A4">
          <enum>(3)</enum>
          <header>Effect of termination or revocation</header>
 <text display-inline="yes-display-inline">An alien whose status is terminated or revoked under paragraph (1)—</text>
          <subparagraph id="HEDEE7DCCD9AB4AF18AB71CF8B8786246">
            <enum>(A)</enum>
 <text>in the case of the termination of asylum or refugee status, shall be subject to removal under section 240; or</text>
          </subparagraph>
          <subparagraph id="HE561509AEDC543C2A7885E10E43A80D9">
            <enum>(B)</enum>
 <text display-inline="yes-display-inline">in the case of revocation of adjustment of status, shall be inadmissible under section 212(a)(4), deportable under section 237(a)(5), subject to removal under section 240.</text>
          </subparagraph>
        </paragraph>
      </subsection> 
<subsection id="H912BE021023E4464B833293907D56F9A" commented="no"><enum>(f)</enum><header>Reporting</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, and annually thereafter until all reviews under subsection (c) are complete, the Task Force shall submit to the Committee on the Judiciary of the House of Representatives and the Committee on the Judiciary of the Senate a report on the status of reviews conducted and actions taken under this section.</text></subsection> </section> <section id="H8E85E5E74BF34583B3ED7C6040714BA1"><enum>5.</enum><header>Revocation of immigration status for nationals from designated countries entering in prior 10 years</header><text display-inline="no-display-inline">Section 212(f) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1182">8 U.S.C. 1182(f)</external-xref>) is amended by adding at the end the following:</text> 
<quoted-block id="H499355D084EE400A88033CF54B37FBD9" style="OLC"> 
<paragraph id="HC5E5EC29C1C9459899653EDA7C17A455"><enum>(2)</enum><header>Revocation of status for certain nationals</header><text display-inline="yes-display-inline">The Secretary Homleand Security and the Secretary of State, as applicable, may revoke the visa, status as a lawful permanent resident, or other immigration benefit issued to a national of Iran, Libya, Somalia, Sudan, Syria, or Yemen who entered the United States during the 10-year period preceding the date of enactment of this paragraph is revoked. An alien whose immigration status is revoked under this paragraph shall be subject to removal under section 240.</text> </paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="HC58242EDD93D42E6951DBFD17BE0E881"><enum>6.</enum><header>Revocation of lawful permanent resident status for public benefits receipt in prior 5 years</header><text display-inline="no-display-inline">Section 237(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1227">8 U.S.C. 1227(a)</external-xref>) is amended by adding at the end the following:</text> 
<quoted-block id="H9B5199C887FE4DE1A04A54C372E78613" style="OLC"> 
<paragraph id="HE95A2B8ED7F74E669D642309FC494CCF"><enum>(6)</enum><header>Revocation for receipt of public benefits</header><text>The lawful permanent resident status of any alien who has received any means-tested public benefits (as defined in section 403 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996) during the 5-year period preceding the date of the enactment of this subparagraph is revoked. An alien whose status is revoked under this subparagraph shall be deportable under section 237(a)(5).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="H30983BA7A37C4B0E9549C1AA2AA61F66" commented="no"><enum>7.</enum><header>Revocation of nonimmigrant status for criminal convictions</header><text display-inline="no-display-inline">Section 214 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1184">8 U.S.C. 1184</external-xref>) is amended by adding at the end the following:</text> 
<quoted-block id="HB7B3EF2314B64BBA94B6607E5F624849" style="OLC"> 
<subsection id="HFC37AB3E36C44EEE90B29AFCFF0C5CFD" commented="no"><enum>(t)</enum><header>Termination of nonimmigrant status for serious criminal offenses</header> 
<paragraph id="HA9099CE403A143AEB70EF8E6EE19A8E3" commented="no"><enum>(1)</enum><header>Termination of status</header><text>Any alien admitted to the United States in a nonimmigrant status who is convicted of a serious criminal offense shall have such nonimmigrant status terminated as of the date of such conviction.</text></paragraph> <paragraph id="H09AD110DFB094C08843412E8BCE1E734" commented="no"><enum>(2)</enum><header>Visa revocation</header><text>The Secretary of State shall revoke any nonimmigrant visa issued to an alien described in paragraph (1), consistent with section 221(i).</text></paragraph> 
<paragraph id="HF46556F79B87444B9479BDB7315DB2F2" commented="no"><enum>(3)</enum><header>Removability</header><text>An alien whose nonimmigrant status is terminated under paragraph (1) shall be removable under section 237(a).</text></paragraph> <paragraph id="HBFF2CD47D8D14DDABB8AF01FD7D5E1AD" commented="no"><enum>(4)</enum><header>Removal proceedings</header><text>Except as provided in paragraph (5), an alien described in paragraph (1) shall be placed in proceedings under section 240.</text></paragraph> 
<paragraph id="HE172B0F0B25B4FA793BF3F19342A77DC" commented="no"><enum>(5)</enum><header>Expedited removal for certain offenders</header><text>An alien described in paragraph (1) who has been convicted of an offense that renders the alien removable as an aggravated felon under section 237(a)(2)(A)(iii) may be subject to expedited removal under section 238, as otherwise provided by law.</text></paragraph> <paragraph id="H2E5FE3DBB0794A8C94129AF434BA7C8F" commented="no"><enum>(6)</enum><header>Rule of construction</header><text>Nothing in this subsection shall be construed to—</text> 
<subparagraph id="H4EDD74EFB9FB4A75A98FFE1ADCCD5630" commented="no"><enum>(A)</enum><text>limit the authority of the Secretary of Homeland Security or the Attorney General to initiate removal proceedings on any other ground under this Act; or</text></subparagraph> <subparagraph id="H3BF9E77C69F146FA8F50683B147A21E3" commented="no"><enum>(B)</enum><text>require the initiation of expedited removal proceedings under section 235(b)(1) for an alien who has been admitted to the United States.</text></subparagraph></paragraph> 
<paragraph id="H252D5D6142B646358F04C63C6C4B26A8" commented="no"><enum>(7)</enum><header>Definition of serious criminal offense</header> 
<subparagraph id="HAA1DBD54F7B542668EB8E871F5DA55E4" commented="no"><enum>(A)</enum><header>In general</header><text>In this subsection, the term <term>serious criminal offense</term> means—</text> <clause id="HA31798CD4A18434C93B177848875CCC3" commented="no"><enum>(i)</enum><text>any felony under Federal or State law;</text></clause> 
<clause id="H3A3591E8F72643C78706180B17C7776A" commented="no"><enum>(ii)</enum><text>any misdemeanor offense under Federal or State law for which—</text> <subclause id="HB99DD35C2AD049978197EB60E267BFE9" commented="no"><enum>(I)</enum><text>the maximum term of imprisonment authorized is more than 1 year; or</text></subclause> 
<subclause id="HFDAED59A9FB449E29B36EF5B50905727" commented="no"><enum>(II)</enum><text>a sentence of more than 90 days’ imprisonment is imposed; or</text></subclause></clause> <clause id="HB406835E5FFE4699A0839B60F45E8A30" commented="no"><enum>(iii)</enum><text>any offense described in section 212(a)(2) or section 237(a)(2), regardless of the term of imprisonment.</text></clause></subparagraph> 
<subparagraph id="H8A3473D055564BC5905231CD62E1B022" commented="no"><enum>(B)</enum><header>Exclusions</header><text>The term <term>serious criminal offense</term> does not include—</text> <clause id="HC52BF15A95494FFDBE2B77F0F18F7CEC" commented="no"><enum>(i)</enum><text>any offense classified by the jurisdiction as an infraction, civil offense, or violation for which no term of imprisonment is authorized;</text></clause> 
<clause id="HB0D777E0061341B38DE7D1D500AF93EF" commented="no"><enum>(ii)</enum><text>any purely regulatory, licensing, or revenue offense; or</text></clause> <clause id="H911732D6A20A4EB6A42F956966343FFB" commented="no"><enum>(iii)</enum><text>any offense for which the only penalty imposed is a fine not exceeding $500.</text></clause></subparagraph></paragraph></subsection> <after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="H710EB051F1314B06BC1977DE9D26EF9A"><enum>8.</enum><header>Deportability for anti-American statements or affiliations</header><text display-inline="no-display-inline">Section 237(a)(4) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1227">8 U.S.C. 1227(a)(4)</external-xref>) is amended by adding at the end the following:</text> <quoted-block id="H5F59A8196746466CB60503C435D503EC" style="OLC"> <subparagraph id="H220C0EF234B449BBBDDFB1D2B8AED4A1"><enum>(G)</enum><header>Anti-American beliefs</header><text display-inline="yes-display-inline">Any alien who publicly espouses an anti-American belief or affiliation that threatens national security or public safety, as determined by the Secretary of Homeland Security based on clear and convincing evidence, is deportable.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="HB2305E68ECC74D17A9E0A64C60078077"><enum>9.</enum><header>English language proficiency requirement for naturalization</header> 
<subsection id="H42828D4FA06543B2BBBDE9DA65C613D0"><enum>(a)</enum><header>In general</header><text>Section 312(a)(1) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1423">8 U.S.C. 1423(a)(1)</external-xref>) is amended by striking <quote>able to read, write, and speak words in ordinary usage in the English language</quote> and inserting <quote>able to demonstrate functional English literacy, including the ability to read, write, speak, and comprehend words and passages in ordinary usage in the English language, as verified through a standardized assessment administered by U.S. Citizenship and Immigration Services</quote>.</text></subsection> <subsection id="H23B3A165A35A4B5FB8489AE91AC9BC2C"><enum>(b)</enum><header>Assessment</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary of Homeland Security shall prescribe by regulation a standardized English literacy assessment for purposes of section 312(a)(1) of the Immigration and Nationality Act, as amended by this section, including minimum passing standards for demonstrating functional English literacy.</text></subsection></section> 
<section id="H7F527B7888A0410CB99F477EAE313159"><enum>10.</enum><header>Repatriation requirement for denaturalized aliens and dependent children</header><text display-inline="no-display-inline">Section 237 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1227">8 U.S.C. 1227</external-xref>) is amended by adding at the end the following:</text> <quoted-block id="H8C316ADF3A7B4C838A440066B8B0F615" style="OLC"> <subsection id="H2B847DD9950B4E28922FC38B93670DF2"><enum>(f)</enum><header>Repatriation with children</header><text display-inline="yes-display-inline">Any alien who is denaturalized under section 340 shall be required to repatriate with their children, including United States-born children, unless the other parent is a United States citizen who elects to retain custody in the United States. No separation of the alien and children shall be permitted during removal proceedings, except as provided in this subsection. Nothing in this subsection shall be construed to delay or prevent the removal of any alien solely on the basis of the availability of family detention capacity.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="H9844EAC00EC04D4999DC40D178AF184D"><enum>11.</enum><header>Administrative adjudication by U.S. Citizenship and Immigration Services</header><text display-inline="no-display-inline">Section 340 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1451">8 U.S.C. 1451</external-xref>), as amended by this Act, is further amended by adding at the end the following:</text> <quoted-block id="H1A25D964BEF544B28822CF3DE3B0D765" style="OLC"> <subsection id="HF96F81EA2B954C33979CFC78F8E021F8"><enum>(m)</enum><header>Administrative revocation</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, revocation of naturalization under subsections (g), (l), shall be determined administratively by U.S. Citizenship and Immigration Services through adjudication. The Secretary of Homeland Security shall establish procedures for notice, hearing before an immigration officer, and appeal to the Administrative Appeals Office of U.S. Citizenship and Immigration Services. Judicial review shall be limited to the United States Court of Appeals for the circuit in which the person resides.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section>
