<section id="HDBCDBE75C8D4429C84AE6E04D2D2556A"><enum>101.</enum><header>Purposes</header><text display-inline="no-display-inline">Paragraph (2) of section 2 of the Congressional Budget and Impoundment Control Act of 1974 is amended to read as follows:</text> <quoted-block id="H51B81E6C6F5045E89BC9BCC189AB1F7E" style="OLC"> <paragraph id="H6D6EABB2316D40F8B46296644CA1CE86"><enum>(2)</enum><text>to facilitate the determination biennially of the appropriate level of Federal revenues and expenditures by the Congress;</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="HDE59F9AECE7540F387084799AFB2305B"><enum>102.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 3 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/622">2 U.S.C. 622</external-xref>) is amended—</text> <paragraph commented="no" id="H7814A7D3BD4047C98C70432133007393"><enum>(1)</enum><text>in paragraph (4), by striking <quote>for a fiscal year</quote> each place it appears and inserting <quote>for a biennium</quote>; and</text></paragraph>

<subsection id="H66422A9DAC4A460295CE885268AAB014"><enum>(a)</enum><header>Contents of resolution</header><text>Section 301(a) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(a)</external-xref>) is amended—</text> <paragraph id="H6842E1E3BE894B0E8ADEBE3ADB52D929" commented="no"><enum>(1)</enum><text>by striking <quote>On or before April 15</quote> and all that follows through <quote>the following:</quote> and inserting the following: <quote>On or before May 1 of each odd-numbered calendar year, the Congress shall complete action on a concurrent resolution on the budget for the biennium beginning on October 1 of that calendar year. The concurrent resolution shall set forth appropriate levels for each fiscal year in the biennium and for at least each fiscal year in the next 2 bienniums for the following—</quote>;</text></paragraph>

<paragraph id="H757BC0BE254D4425A2C7A93A7EFE1DC0"><enum>(9)</enum><text display-inline="yes-display-inline">the ratio of the public debt to the estimated gross domestic product and the ratio of the deficit to the estimated gross domestic product; and</text></paragraph> <paragraph id="H153FE013A5094899A0191BECDD7F3355"><enum>(10)</enum><text display-inline="yes-display-inline">the total outlays and total revenue losses from tax expenditures. </text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HBE0FCE8D0C4E4A7BB177C137A0D37A11"><enum>(5)</enum><text>by adding at the end of the matter following paragraph (8) (as added by subparagraph (D)) the following: <quote>The concurrent resolution on the budget for a biennium shall include procedures for adjusting spending and revenue levels, committee allocations, and other amounts in the resolution during the second session of a Congress to reflect an updated baseline that will be used for scoring purposes.</quote>.</text></paragraph></subsection> <subsection id="HF758CBB617C64BA39B038AA6828C4EC5"><enum>(b)</enum><header>Additional Matters in concurrent resolution</header><text display-inline="yes-display-inline">Section 301(b) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(b)</external-xref>) is amended—</text>

<subsection id="HDC2F6CEA729241E8B737EAADE3482C70"><enum>(d)</enum><header>Goals for reducing unemployment</header><text display-inline="yes-display-inline">Section 301(f) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(f)</external-xref>) is amended by striking <quote>fiscal year</quote> each place it appears and inserting <quote>biennium</quote>.</text></subsection> <subsection id="H8BAE118ADAF847A3869BD36485461765"><enum>(e)</enum><header>Economic assumptions</header><text display-inline="yes-display-inline">Section 301(g)(1) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(g)(1)</external-xref>) is amended by striking <quote>for a fiscal year</quote> and inserting <quote>for a biennium</quote>.</text></subsection> 
<subsection id="H179F8642E7444F9692F6E9223731F5A2"><enum>(f)</enum><header>Section heading</header><text display-inline="yes-display-inline">The section heading of section 301 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632</external-xref>) is amended by striking <quote><header-in-text style="traditional">Annual Adoption of</header-in-text></quote> and inserting <quote><header-in-text style="traditional">Adoption of Biennial</header-in-text></quote>.</text></subsection></section> <section commented="no" id="H181BB38E1E3D49CA88E51642C46AF4CE"><enum>105.</enum><header>Committee allocations</header><text display-inline="no-display-inline">Section 302 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/633">2 U.S.C. 633</external-xref>) is amended—</text> 
<paragraph commented="no" id="H3F11E2F9AC0E46DD94E0C6982B0C6AAF"><enum>(1)</enum><text>in subsection (a)(1)—</text> <subparagraph id="H6496D09041A24F03BF98A1EB5A47823E"><enum>(A)</enum><text>by striking <quote>for that period of fiscal years</quote> and inserting <quote>for all fiscal years covered by the resolution</quote>; and</text></subparagraph>

<section id="HF53DFD7F7AFF43A4BDD908207A0AA5B3"><enum>110.</enum><header>Rulemaking authority</header><text display-inline="no-display-inline">Sections 109 and 306 are enacted by the Congress—</text> <paragraph id="H1C36A4EF4CBA4F0D8B57404B0C951AE5"><enum>(1)</enum><text>as an exercise of the rulemaking power of the House of Representatives, and as such they shall be considered as part of the rules of the House and such rules shall supersede other rules only to the extent that they are inconsistent therewith; and</text></paragraph> 
<paragraph id="H27506781E34B4CA78335303CD65FE10B"><enum>(2)</enum><text>with full recognition of the constitutional right of the House to change such rules at any time, in the same manner, and to the same extent as in the case of any other rule of the House.</text></paragraph></section> <section id="HE3E751FABC2247F0A3D21652810A9081"><enum>111.</enum><header>Effective date</header><text display-inline="no-display-inline">This title and the amendments made by this title shall take effect immediately before noon January 3, 2027.</text></section></title> 
<title id="H68CA681757134A5991E93D613F7E7ADB"><enum>II</enum><header>National Commission on Fiscal Responsibility and Reform</header> 
<section id="HB97856E2101344BDB24C89C883F32C46"><enum>201.</enum><header>Establishment of Commission</header> 
<subsection id="H55E430DEDD1844F68864522D8286D429"><enum>(a)</enum><header>Establishment</header><text>Not later than 30 days after the date of the enactment of this Act, there shall be established within the legislative branch a commission to be known as the National Commission on Fiscal Responsibility and Reform (referred to in this title as the <quote>Commission</quote>).</text></subsection> <subsection id="H78D166A2468A4D8AB32C12CD3620C733"><enum>(b)</enum><header>Membership</header> <paragraph id="HC7F26389AE5340BDADB429A65AEAD70E"><enum>(1)</enum><header>Composition of Commission</header><text>A Commission shall be composed of 18 members of whom—</text> 
<subparagraph id="HAE90F38A843E4ACF8A4B87C449B42FBC"><enum>(A)</enum><text display-inline="yes-display-inline">six members shall be appointed by the President, comprised equally of 3 members from each political party;</text></subparagraph> <subparagraph id="H1B4F03986877426A9E41CD1969BCB7D9"><enum>(B)</enum><text>three members shall be appointed by the majority leader of the Senate, from among current Members of the Senate;</text></subparagraph> 
<subparagraph id="HEA1522235C114CC189FF4D99EE43B078"><enum>(C)</enum><text>three members shall be appointed by the Speaker of the House of Representatives, from among current Members of the House of Representatives;</text></subparagraph> <subparagraph id="HFB7A9F0A493043DBAF99DDE018DF9C8B"><enum>(D)</enum><text>three members shall be appointed by the minority leader of the Senate, from among current Members of the Senate; and</text></subparagraph> 
<subparagraph id="HFC5AAED61D234970872BD6353C57D3D0"><enum>(E)</enum><text>three members shall be appointed by the minority leader of the House of Representatives, from among current Members of the House of Representatives.</text></subparagraph></paragraph> <paragraph id="H47AC0E4B96AB4883924D42B034B1D088"><enum>(2)</enum><header>Initial appointments</header><text display-inline="yes-display-inline">Initial appointments to the Commission shall be made not later than 60 days after the establishment of the Commission.</text></paragraph> 
<paragraph id="HA9A9B71ABBDD4D9BAEB9C8853620A213"><enum>(3)</enum><header>Vacancy</header><text>A vacancy on the Commission shall be filled in the same manner as the initial appointment.</text></paragraph></subsection> <subsection id="HB5893DBD677646EB84A7B7D9369ECC6A"><enum>(c)</enum><header>Co-Chairpersons</header><text>From among the members appointed under paragraph (1), the President shall designate 2 members, who shall not be of the same political party, to serve as Co-Chairpersons of the Commission.</text></subsection> 
<subsection id="HAEBF2929BE12489A954259506C308746"><enum>(d)</enum><header>Qualifications</header><text>Members appointed to the Commission shall have significant depth of experience and responsibilities in matters relating to government service, fiscal policy, economics, Federal agency management or private sector management, public administration, and law.</text></subsection> <subsection id="HD9C8EB76005A43E7879A556FCD0E06B2"><enum>(e)</enum><header>Duties</header> <paragraph id="HEDEDDA880C1644669ECB1DD82786D624"><enum>(1)</enum><header>In general</header><text>The Commission shall identify policies to improve the fiscal situation in the medium term and to achieve fiscal sustainability over the long term.</text></paragraph> 
<paragraph id="HDBC8F49C2BB24554B69FA8372BB44FED"><enum>(2)</enum><header>Requirements</header><text>In carrying out paragraph (1), the Commission shall—</text> <subparagraph id="H11A9C06587CE400B8DA7E6264B9EC449"><enum>(A)</enum><text display-inline="yes-display-inline">propose recommendations designed to achieve an annual 3 percent deficit to gross domestic product by the end of the 10-year period beginning on the date on which the Commission is established; and</text></subparagraph> 
<subparagraph id="H84615132B11644B3BFA53AF6F5F9BBC6"><enum>(B)</enum><text>propose recommendations that meaningfully improve the long-term fiscal outlook, including changes to address the growth of entitlement spending and the gap between the projected revenues and expenditures of the Federal Government.</text></subparagraph></paragraph></subsection> <subsection id="H55CBB71213EF4783818215A285F31CF6"><enum>(f)</enum><header>Reports</header> <paragraph id="HEE609E9870284ED5A6FF988301D16513"><enum>(1)</enum><header>In general</header> <subparagraph id="H35CC6C10794E4D4694CABA6D5D0E2D40"><enum>(A)</enum><header>Final report</header><text>Not later than 1 year after the date on which members are appointed to the Commission under subsection (b), the Commission shall vote on the approval of a final report containing the recommendations required under subsection (e).</text></subparagraph> 
<subparagraph id="H5A19871B96474C1EA7575C0EB6B093AE"><enum>(B)</enum><header>Interim reports</header><text>At any time after the date on which members are appointed and prior to voting on the approval of a final report under subparagraph (A), the Commission may vote on the approval of an interim report containing such recommendations described in subsection (e) as the Commission may provide.</text></subparagraph></paragraph> <paragraph id="H777A4A6E54F14B099E17C5962A89EDA1"><enum>(2)</enum><header>Approval of report</header><text>The Commission may only issue a report under this subsection if—</text> 
<subparagraph id="HFBEC155B72194B6E868AF86354A96C60"><enum>(A)</enum><text>the report is approved by not less than 12 members of the Commission; and</text></subparagraph> <subparagraph id="HDA0C68032F17404680E9D983DDDE6392"><enum>(B)</enum><text>of the members approving the report, at least 4 are members of the same political party to which the Speaker of the House of Representatives belongs and at least 4 are members of the same political party to which the minority leader of the House of Representatives belongs.</text></subparagraph></paragraph> 
<paragraph id="H1371D50B579D4E80AB71322310A84A4E"><enum>(3)</enum><header>Submission of report to congress</header><text>Each report approved under this subsection shall be submitted to Congress and made available to the public.</text></paragraph></subsection> <subsection id="H2499871642514DBF91D96F3608E2644A"><enum>(g)</enum><header>Powers of the commission</header> <paragraph id="HF6CA70A468224F509F971A118B67FEE7"><enum>(1)</enum><header>Hearings</header><text>The Commission may hold such hearings, sit and act at such times and places, take such testimony, and receive such evidence as the Commission considers advisable to carry out the duties of the Commission described in subsection (e).</text></paragraph> 
<paragraph id="HAFECE382B53743E1816B553BA8FA6B79"><enum>(2)</enum><header>Information from Federal agencies</header><text>The Commission may secure directly from any Federal agency such information as the Commission considers necessary to carry out the duties of the Commission described in subsection (e). Upon request from the Co-Chairpersons of the Commission, the head of the Federal agency shall provide the information requested to the Commission.</text></paragraph> <paragraph id="H87CE1747651C44C185D5117D606C707D"><enum>(3)</enum><header>Postal services</header><text>The Commission may use the United States mail in the same manner and under the same conditions as other departments and agencies of the Federal Government.</text></paragraph> 
<paragraph id="H6F8C579246BB4483AA369DE2A9FD3036"><enum>(4)</enum><header>Website</header> 
<subparagraph id="H20DF4F50625D42F7BF08B84F008E0A4D"><enum>(A)</enum><header>Contents</header><text>The Commission shall establish a website that shall contain—</text> <clause id="HDD209D8FA2E548979B23042CF5E559AA"><enum>(i)</enum><text>the recommendations required under subsection (e); and</text></clause> 
<clause id="H4924854B5D684999BD5C8CE4CEBE8F5D"><enum>(ii)</enum><text>the records of attendance of the members of the Commission for each meeting of the Commission.</text></clause></subparagraph> <subparagraph id="H1F6071FBD9324785B8FF7F0C384139D7"><enum>(B)</enum><header>Date of publication</header><text display-inline="yes-display-inline">The Commission shall publish a recommendation or record of attendance described under subparagraph (A) on the website established under such subparagraph not later than 72 hours after the conclusion of the meeting at which such recommendation is made or at which such record of attendance is taken.</text></subparagraph></paragraph></subsection> 
<subsection id="HEF29CF3F7A9A4D25BBE502388ABA7833"><enum>(h)</enum><header>Assistance of other legislative branch entities</header> 
<paragraph id="H2F25E7CFAAF94C0B94751EF7C83964C9"><enum>(1)</enum><header>Government Accountability Office</header><text>The Comptroller General shall provide technical assistance to the Commission, as the Commission conducts the work of the Commission, on the findings and recommendations of the Government Accountability Office.</text></paragraph> <paragraph id="H8797D965C8E34459AF58DF92C814FE86"><enum>(2)</enum><header>Congressional Budget Office</header><text>The Director of the Congressional Budget Office shall provide technical assistance to the Commission, as the Commission conducts the work of the Commission, on the findings and recommendations of the Congressional Budget Office.</text></paragraph> 
<paragraph id="H37CE61D721824ABF8E70F2522C323272"><enum>(3)</enum><header>Joint Committee on Taxation</header><text display-inline="yes-display-inline">The chair of the Joint Committee on Taxation shall provide technical assistance to the Commission, as the Commission conducts the work of the Commission, on the findings and recommendations of the Joint Committee on Taxation.</text></paragraph></subsection> <subsection id="HB314A182A472451B84B7E010CD3C2ECE"><enum>(i)</enum><header>Personnel matters</header> <paragraph id="H86C87B077E024B91BDCF39B91B3E6948"><enum>(1)</enum><header>In general</header><text>Members of the Commission shall serve without any additional compensation.</text></paragraph> 
<paragraph id="HF94E3BC4AA084DE1818582ACA878BF2A"><enum>(2)</enum><header>Travel expenses</header><text>Members of the Commission shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for employees of agencies under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, while away from their homes or regular places of business in the performance of services for the Commission.</text></paragraph> <paragraph id="H19FBE1078C6E440A833FBFECCBCFCC2B"><enum>(3)</enum><header>Staff</header> <subparagraph id="HED5DCA8F070D4558BA1492917FE7CDAD"><enum>(A)</enum><header>In general</header><text>The Co-Chairpersons of the Commission, may without regard to the civil service laws and regulations, appoint and terminate an executive director and such other additional personnel as may be necessary to enable the Commission to perform its duties. The employment of an executive director shall be subject to confirmation by the Commission.</text></subparagraph> 
<subparagraph id="H67DD03A0DADC4C5F85D49D47C39520A5"><enum>(B)</enum><header>Compensation</header><text>The Co-Chair­per­sons of the Commission may fix the compensation of the executive director and other personnel without regard to the provisions of chapter 51 and subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/53">chapter 53</external-xref> of title 5, United States Code, relating to the classification of positions and General Schedule pay rates, except that the rate of pay for the executive director and other personnel may not exceed the rate payable for level V of the Executive Schedule under section 5613 of such title.</text></subparagraph></paragraph> <paragraph id="H0F2114CBC0A2408C9EF44C4AC884DBE4"><enum>(4)</enum><header>Detail of government employees</header><text>Any Federal Government employee may be detailed to the Commission without reimbursement, and such detail shall be without interruption or loss of civil service status or privilege.</text></paragraph> 
<paragraph id="H6D530EFE1B364D24A8270CF7A0BBBF69"><enum>(5)</enum><header>Procurement of temporary and intermittent services</header><text>The Co-Chairpersons of each Commission may procure temporary and intermittent services under section 3109(b) of title 5, United States Code, at rates for individuals which do not exceed the daily equivalent of the annual rate of basic pay prescribed for level V of the Executive Schedule under section 5316 of such title.</text></paragraph></subsection> <subsection id="H38EB2D0CDC1741B48B79B1CDC2606D53"><enum>(j)</enum><header>Termination of the commission</header><text>The Commission established shall terminate 30 days after the date on which the Commission submits the final report of the Commission under subsection (f).</text></subsection> 
<subsection id="H040AF34D0C784B9DBA81530FDC3B6D69"><enum>(k)</enum><header>Rules of construction</header><text>Nothing in this title shall be construed to—</text> <paragraph id="HC0278D90347A472E8B47F079078C967E"><enum>(1)</enum><text>impair or otherwise affect—</text> 
<subparagraph id="HD4E366CF7E5F4ECCB34BB39BA6284845"><enum>(A)</enum><text>authority granted by law to an executive department, agency, or the head thereof; or</text></subparagraph> <subparagraph id="H8F3C3F8BC9494E6A86D6B188CA9CE513"><enum>(B)</enum><text>functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals; or</text></subparagraph></paragraph> 
<paragraph id="H5980AE083DA24A5FA210D7132B04BA5A"><enum>(2)</enum><text>create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.</text></paragraph></subsection> <subsection id="H33C072DB748A43AEA089EB06BA0AB445"><enum>(l)</enum><header>Authorization of appropriations</header> <paragraph id="H18308C5401904FB1A0EE0716EA5EED59"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Commission such sums as may be necessary to carry out this title.</text></paragraph> 
<paragraph id="H71494A32DE584CA4825CFCF202999DA4"><enum>(2)</enum><header>Availability</header><text>Any sums appropriated under paragraph (1) shall remain available, without fiscal year limitation, until expended.</text></paragraph></subsection> <subsection id="HB418383A54B44750A0BDD3F6766F372E"><enum>(m)</enum><header>Federal agency defined</header><text display-inline="yes-display-inline">The term <quote>Federal agency</quote> means an establishment in the executive, legislative, or judicial branch of the Federal Government.</text></subsection></section> 
<section id="H4AD9B7738B4745FCB3A9CB3ED5A8CEFE"><enum>202.</enum><header>Consideration of commission recommendations</header> 
<subsection id="H3271C3A5A1B64E679DD9DFCA12B04D2D"><enum>(a)</enum><header>Submission of proposed joint resolution</header><text display-inline="yes-display-inline">Not later than 60 days after the date on which the Commission submits a report to Congress under section 201(f)(3), the Commission shall transmit to Congress a proposed joint resolution consisting of legislative language to implement the recommendations contained in such report.</text></subsection> <subsection id="HA28FB447CFBC40B49A5BC4C3E6614338"><enum>(b)</enum><header>Requirements for preparation of proposed joint resolution</header> <paragraph id="H83B610D9B26E40F3B6C5D68E7A6EE13B"><enum>(1)</enum><header>Consultation with Congress</header> <subparagraph id="HEF6DB41C12F54E53AD6CFCB2FC422ADF"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Commission may not transmit a proposed joint resolution under subsection (a) until after the Co-Chairpersons of the Commission complete consultation with Congress in accordance with this paragraph.</text></subparagraph> 
<subparagraph id="H162102C07B3848569301CDF16FD969C3"><enum>(B)</enum><header>Consultation with committees</header><text display-inline="yes-display-inline">The Co-Chairpersons shall consult with the chairman and ranking minority member of each relevant committee of the Senate or of the House of Representatives regarding the contents of a proposed joint resolution.</text></subparagraph> <subparagraph id="H92FD2EB415A04E3AA03A6FB5FE7069B6"><enum>(C)</enum><header>Requirements for consultation</header><text>The consultation required under subparagraph (B) shall provide the opportunity for the chairman and ranking member of each relevant committee of the Senate or of the House of Representatives to provide—</text> 
<clause id="H677C4363A8654CD5BD37A87DEF4FDC5F"><enum>(i)</enum><text>recommendations for alternative means of addressing the recommendations contained in the Commission report; and</text></clause> <clause id="H030A4A4338D540DA869B3D412ABACF68"><enum>(ii)</enum><text>recommendations regarding which recommendations contained in the Commission report should not be addressed in the proposed joint resolution.</text></clause></subparagraph> 
<subparagraph id="H2A5B863A8BD144888155AF0941EBDB04"><enum>(D)</enum><header>Relevant committees</header><text>The relevant committees of the Senate and the House of Representatives for purposes of this paragraph shall be—</text> <clause id="H620D5E044CD74774ACC110723C06EB7A"><enum>(i)</enum><text display-inline="yes-display-inline">determined by the Co-Chairpersons; and</text></clause> 
<clause id="H64EE4685CDD04D81929DD4BB15A8230C"><enum>(ii)</enum><text>based on the content of the proposed joint resolution.</text></clause></subparagraph></paragraph> <paragraph id="HF531BA2FEF3942419E77F9D1C53724C5"><enum>(2)</enum><header>Consultation with GAO and CBO</header><text display-inline="yes-display-inline">The Co-Chairpersons shall prepare a proposed joint resolution transmitted under subsection (a) in consultation with the Comptroller General of the United States and the Director of the Congressional Budget Office.</text></paragraph></subsection> 
<subsection id="H5E9D13D20D6E41FFAF03F2D525FA02A2"><enum>(c)</enum><header>Contents of special message</header><text>A joint resolution transmitted under subsection (a) shall—</text> <paragraph id="H8BAECF6077084C4EAD5EF6931AC80787"><enum>(1)</enum><text>specify recommendations outlined in the Commission report that are excluded from the proposed joint resolution;</text></paragraph> 
<paragraph id="H6E5073A6806543D48E6D8DB6DACDB306"><enum>(2)</enum><text>detail why the recommendations described in paragraph (1) were excluded from the proposed joint resolution;</text></paragraph> <paragraph id="H5DBA14DDE0CA49B388A6CA4115DA2AB5"><enum>(3)</enum><text>specify recommendations outlined in the Commission report that are included in the proposed joint resolution; and</text></paragraph> 
<paragraph id="H34C8EADE8D294CFBB6D83D7BC9F12A39"><enum>(4)</enum><text>identify programs included in the Commission report that should be eliminated or consolidated.</text></paragraph></subsection> <subsection id="H8B7E9EEC30E7440B8C6A071A412429C8"><enum>(d)</enum><header>Transmittal</header><text display-inline="yes-display-inline">The Co-Chairpersons shall submit the joint resolution to the Secretary of the Senate if the Senate is not in session and to the Clerk of the House of Representatives if the House is not in session.</text></subsection> 
<subsection id="HCBB01DA2E47A4553B402473062519C82"><enum>(e)</enum><header>Public availability</header><text display-inline="yes-display-inline">The Co-Chairpersons shall make a copy of the proposed joint resolution publicly available, including publicly available on a website of the Commission, and shall publish in the Federal Register a notice of the message and information on how it can be obtained.</text></subsection></section> <section id="HCEC09BE35951432F8CD180E3AE17A2ED"><enum>203.</enum><header>Expedited consideration of proposed joint resolution</header> <subsection id="HEB49C863B3494454AB76E29649F0BEDD"><enum>(a)</enum><header>Qualifying legislation</header> <paragraph id="H07E69178A5D34155B52D76BBE6E96777"><enum>(1)</enum><header>In general</header><text>Only a Commission joint resolution shall be entitled to expedited consideration under this section.</text></paragraph> 
<paragraph id="H605093C5EF5446908AF32528CC9E5F28"><enum>(2)</enum><header>Definition</header><text>In this section, the term <quote>Commission joint resolution</quote> means a joint resolution which consists solely of the text of the proposed joint resolution submitted by the Commission under section 202(a).</text></paragraph></subsection> <subsection id="HB1A062625CB94A30AC3491337BC8430D"><enum>(b)</enum><header display-inline="yes-display-inline">Consideration in the House of Representatives</header> <paragraph id="HBF342E681ACE47CCAD92CDB680F0082A"><enum>(1)</enum><header display-inline="yes-display-inline">Introduction</header><text>A Commission joint resolution may be introduced in the House of Representatives (by request)—</text> 
<subparagraph id="H060A646207044A2F862B0DF2697BB3C3"><enum>(A)</enum><text display-inline="yes-display-inline">by the majority leader of the House of Representatives, or by a Member of the House of Representatives designated by the majority leader of the House of Representatives, on the next legislative day after the date on which the President submits the proposed joint resolution under section 402(a); or</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H2EA15D5A33B7413E819B274150DBBFF1"><enum>(B)</enum><text>if the Commission joint resolution is not introduced under subparagraph (A), by any Member of the House of Representatives on any legislative day beginning on the legislative day after the legislative day described in subparagraph (A).</text></subparagraph></paragraph> 
<paragraph id="H00C5DF90F2AF4A1F84318B293B885806"><enum>(2)</enum><header display-inline="yes-display-inline">Referral and reporting</header><text display-inline="yes-display-inline">Any committee of the House of Representatives to which a Commission joint resolution is referred shall report the Commission joint resolution to the House of Representatives without amendment not later than 10 legislative days after the date on which the Commission joint resolution was so referred. If a committee of the House of Representatives fails to report a Commission joint resolution within that period, it shall be in order to move that the House of Representatives discharge the committee from further consideration of the Commission joint resolution. Such a motion shall not be in order after the last committee authorized to consider the Commission joint resolution reports it to the House of Representatives or after the House of Representatives has disposed of a motion to discharge the Commission joint resolution. The previous question shall be considered as ordered on the motion to its adoption without intervening motion except 20 minutes of debate equally divided and controlled by the proponent and an opponent. If such a motion is adopted, the House of Representatives shall proceed immediately to consider the Commission joint resolution in accordance with paragraphs (3) and (4). A motion to reconsider the vote by which the motion is disposed of shall not be in order.</text></paragraph> <paragraph id="H1E3DCDEA95E24DA880F054ADBCA56418"><enum>(3)</enum><header display-inline="yes-display-inline">Proceeding to consideration</header><text display-inline="yes-display-inline">After the last committee authorized to consider a Commission joint resolution reports it to the House of Representatives or has been discharged (other than by motion) from its consideration, it shall be in order to move to proceed to consider the Commission joint resolution in the House of Representatives. Such a motion shall not be in order after the House of Representatives has disposed of a motion to proceed with respect to the Commission joint resolution. The previous question shall be considered as ordered on the motion to its adoption without intervening motion. A motion to reconsider the vote by which the motion is disposed of shall not be in order.</text></paragraph> 
<paragraph id="H1E25FEAE5ACA4E348C1842CFE0747717"><enum>(4)</enum><header display-inline="yes-display-inline">Consideration</header><text display-inline="yes-display-inline">The Commission joint resolution shall be considered as read. All points of order against the Commission joint resolution and against its consideration are waived. The previous question shall be considered as ordered on the Commission joint resolution to its passage without intervening motion except 2 hours of debate equally divided and controlled by the proponent and an opponent and 1 motion to limit debate on the Commission joint resolution. A motion to reconsider the vote on passage of the Commission joint resolution shall not be in order.</text></paragraph> <paragraph id="H612F8752BFC7405FB94F0F88DE20E627"><enum>(5)</enum><header display-inline="yes-display-inline">Vote on passage</header><text display-inline="yes-display-inline">The vote on passage of the Commission joint resolution shall occur not later than 3 legislative days after the date on which the last committee authorized to consider the Commission joint resolution reports it to the House of Representatives or is discharged.</text></paragraph></subsection> 
<subsection id="H03E3D28E76C743ACBBF5E4EF25C84081"><enum>(c)</enum><header display-inline="yes-display-inline">Expedited procedure in the Senate</header> 
<paragraph id="H00FAD696A5BF4448A9280DFE552BEA09"><enum>(1)</enum><header display-inline="yes-display-inline">Introduction in the Senate</header><text>A Commission joint resolution may be introduced in the Senate (by request)—</text> <subparagraph id="HE5010B0FC6244BD780926921CA9F29E8"><enum>(A)</enum><text display-inline="yes-display-inline">by the majority leader of the Senate, or by a Member of the Senate designated by the majority leader of the Senate, on the next legislative day after the date on which the Commission submits the proposed joint resolution under section 202(a); or</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HF9C596B89D6045C2BBF170A39FA4F7D9"><enum>(B)</enum><text>if the Commission joint resolution is not introduced under subparagraph (A), by any Member of the Senate on any day on which the Senate is in session beginning on the day after the day described in subparagraph (A).</text></subparagraph></paragraph> <paragraph id="H526933A648064159BD90454B062A9341"><enum>(2)</enum><header display-inline="yes-display-inline">Committee consideration</header><text display-inline="yes-display-inline">A Commission joint resolution introduced in the Senate under paragraph (1) shall be jointly referred to the committee or committees of jurisdiction, which committees shall report the Commission joint resolution without any revision and with a favorable recommendation, an unfavorable recommendation, or without recommendation, not later than 10 session days after the date on which the Commission joint resolution was so referred. If any committee to which a Commission joint resolution is referred fails to report the Commission joint resolution within that period, that committee shall be automatically discharged from consideration of the Commission joint resolution, and the Commission joint resolution shall be placed on the appropriate calendar.</text></paragraph> 
<paragraph id="H37D7498B1C5848E096289E1B5D8C580D"><enum>(3)</enum><header display-inline="yes-display-inline">Proceeding</header><text display-inline="yes-display-inline">Notwithstanding rule XXII of the Standing Rules of the Senate, it is in order, not later than 2 days of session after the date on which a Commission joint resolution is reported or discharged from all committees to which the Commission joint resolution was referred, for the majority leader of the Senate or the designee of the majority leader to move to proceed to the consideration of the Commission joint resolution. It shall also be in order for any Member of the Senate to move to proceed to the consideration of the Commission joint resolution at any time after the conclusion of such 2-day period. A motion to proceed is in order even though a previous motion to the same effect has been disagreed to. All points of order against the motion to proceed to the Commission joint resolution are waived. The motion to proceed is not debatable. The motion is not subject to a motion to postpone. A motion to reconsider the vote by which the motion is agreed to or disagreed to shall not be in order. If a motion to proceed to the consideration of the Commission joint resolution is agreed to, the Commission joint resolution shall remain the unfinished business until disposed of. All points of order against a Commission joint resolution and against consideration of the Commission joint resolution are waived.</text></paragraph> <paragraph id="H17F9E6A8C08141C5B5BBE464A01A41F5"><enum>(4)</enum><header display-inline="yes-display-inline">No amendments</header><text display-inline="yes-display-inline">An amendment to a Commission joint resolution, or a motion to postpone, or a motion to proceed to the consideration of other business, or a motion to recommit the Commission joint resolution, is not in order.</text></paragraph> 
<paragraph id="HA076B9AA84DE456DB88C29705A5A8C3C"><enum>(5)</enum><header display-inline="yes-display-inline">Rulings of the Chair on procedure</header><text display-inline="yes-display-inline">Appeals from the decisions of the Chair relating to the application of the rules of the Senate, as the case may be, to the procedure relating to a Commission joint resolution shall be decided without debate.</text></paragraph></subsection> <subsection id="HD4A0FA75265140EFBE8F9CF7810EDEF3"><enum>(d)</enum><header display-inline="yes-display-inline">Amendment</header><text display-inline="yes-display-inline">A Commission joint resolution shall not be subject to amendment in either the Senate or the House of Representatives.</text></subsection> 
<subsection id="H28C616DE227D42E2AED80197BB031045"><enum>(e)</enum><header display-inline="yes-display-inline">Consideration by the other House</header> 
<paragraph id="H7907BA0A25344FCA9F55C5526B3FC6D4"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">If, before passing a Commission joint resolution, a House receives from the other House a Commission joint resolution of the other House—</text> <subparagraph id="HA6212F24B0F54B6F9E8FE17AABC7AE43"><enum>(A)</enum><text display-inline="yes-display-inline">the Commission joint resolution of the other House shall not be referred to a committee; and</text></subparagraph> 
<subparagraph id="HB852F8F8C02B484ABBF933442DFD72FB"><enum>(B)</enum><text display-inline="yes-display-inline">the procedure in the receiving House shall be the same as if no Commission joint resolution had been received from the other House until the vote on passage, when the Commission joint resolution received from the other House shall supplant the Commission joint resolution of the receiving House.</text></subparagraph></paragraph> <paragraph id="H5BE106389F404F419BA06A3512AF88A3"><enum>(2)</enum><header display-inline="yes-display-inline">Revenue measures</header><text display-inline="yes-display-inline">This subsection shall not apply to the House of Representatives if a Commission joint resolution received from the Senate is a revenue measure.</text></paragraph></subsection> 
<subsection id="H57D6FBDE067A43A6937D5F708F6C3D6D"><enum>(f)</enum><header display-inline="yes-display-inline">Rules To coordinate action with other House</header> 
<paragraph id="H302D8CFEC16048D59690A218A68973E5"><enum>(1)</enum><header display-inline="yes-display-inline">Treatment of Commission joint resolution of other House</header><text display-inline="yes-display-inline">If a Commission joint resolution is not introduced in the Senate or the Senate fails to consider a Commission joint resolution under this section, the Commission joint resolution of the House of Representatives shall be entitled to expedited floor procedures under this section.</text></paragraph> <paragraph id="HE39BE0F6361E4C3394A8FEDC16BFB316"><enum>(2)</enum><header display-inline="yes-display-inline">Treatment of companion measures in the Senate</header><text display-inline="yes-display-inline">If, following passage of a Commission joint resolution in the Senate, the Senate then receives from the House of Representatives a Commission joint resolution, the House-passed Commission joint resolution shall not be debatable. The vote on passage of the Commission joint resolution in the Senate shall be considered to be the vote on passage of the Commission joint resolution received from the House of Representatives.</text></paragraph> 
<paragraph id="H949142A8DDCF4CD2AE1246C9458E9F2F"><enum>(3)</enum><header display-inline="yes-display-inline">Vetoes</header><text display-inline="yes-display-inline">If the President vetoes a Commission joint resolution, consideration of a veto message in the Senate under this paragraph shall be 10 hours equally divided between the majority and minority leaders of the Senate or the designees of the majority and minority leaders of the Senate.</text></paragraph></subsection> <subsection id="H9F938BCA8D9841E0BD57210818B5E754"><enum>(g)</enum><header>Exercise of rulemaking power</header><text>This section is enacted by Congress—</text> 
<paragraph id="HAE94B5877C6B4069B91479572FBDE510"><enum>(1)</enum><text display-inline="yes-display-inline">as an exercise of the rulemaking power of the Senate and House of Representatives, respectively, and as such it is deemed a part of the rules of each House, respectively, but applicable only with respect to the procedure to be followed in that House in the case of a Commission joint resolution, and it supersedes other rules only to the extent that it is inconsistent with such rules; and</text></paragraph> <paragraph id="HFE597DDDDEC040F885C2E7CA3022A375"><enum>(2)</enum><text display-inline="yes-display-inline">with full recognition of the constitutional right of either House to change the rules (so far as relating to the procedure of that House) at any time, in the same manner, and to the same extent as in the case of any other rule of that House.</text></paragraph></subsection></section></title> 
<title id="HE8EF6F32715C4B47AF81C0A62EF91E83"><enum>III</enum><header>Other Matters</header> 
<section id="H761E82DBA1FF41F78EB7CE78050FDCDA"><enum>301.</enum><header>Views and estimates of committees</header><text display-inline="no-display-inline">Section 301(d) of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(d)</external-xref>) is amended to read as follows:</text> <quoted-block display-inline="no-display-inline" id="HDAD21DB9E4BF443D8E4E398FA39A34EC" style="OLC"> <subsection id="HE48A041A511441D883FD930ED883B982"><enum>(d)</enum><header>Views and estimates of other committees</header> <paragraph id="H3120D7D41CFF4F0C9BC0887C6560FBA3"><enum>(1)</enum><header>In general</header><text>Not later than March 1 of the first session of a Congress, or upon the request of the Committee on the Budget of the House of Representatives or the Senate, each committee of the House of Representatives and the Senate having legislative jurisdiction shall submit to its respective Committee on the Budget its views and estimates (as determined by the committee making such submission) with respect to the following:</text> 
<subparagraph id="H756743C63F49437686C281D3B944B7CD"><enum>(A)</enum><text display-inline="yes-display-inline">Any legislation to be considered during that Congress that is a priority for the committee.</text></subparagraph> <subparagraph id="H9D8FB7CF93E74AD0B4556C0228A6DC3F"><enum>(B)</enum><text display-inline="yes-display-inline">Any legislation within the jurisdiction of the committee that would establish, amend, or reauthorize any Federal program and likely have a significant budgetary impact.</text></subparagraph></paragraph> 
<paragraph id="HAD0049E9F95646F6BA3280FC222C68D0"><enum>(2)</enum><header>Additional matters</header><text display-inline="yes-display-inline">Any committee of the House of Representatives or the Senate and any joint committee of the Congress may submit to the appropriate Committees on the Budget its views and estimates with respect to all matters set forth in subsections (a) and (b) which relate to matters within its jurisdiction.</text></paragraph> <paragraph id="HB1E56C839ED74F80A076FEFC5F9B28E0"><enum>(3)</enum><header>Joint Economic Committee</header><text display-inline="yes-display-inline">The Joint Economic Committee shall submit to the Committees on the Budget of both Houses its recommendations as to the fiscal policy appropriate to the goals of the Employment Act of 1946.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="HA2A42DB847C14468B4921C59654F2317"><enum>302.</enum><header>Analysis of long-term unfunded obligations</header><text display-inline="no-display-inline">Section 1105(a) of title 31, United States Code, is amended by adding at the end the following:</text> <quoted-block style="USC" id="HCB520FF368AF407F8A5F9BBE22F67057" display-inline="no-display-inline"> <paragraph id="H6AB23DBE720E465C8F757E2F9FAFC627"><enum>(39)</enum><text display-inline="yes-display-inline">an analysis of long-term unfunded obligations, which shall include—</text> 
<subparagraph id="HD1C160BB7C254C22A6219D86699D3D72"><enum>(A)</enum><text display-inline="yes-display-inline">an analysis of the impact of long-term unfunded obligations in applicable entitlement programs on the long-term level of unified budget outlays and the unified budget surplus or deficit, in relation to the projected level of the gross domestic product of the United States, over a 25, 50, and 75-year window;</text></subparagraph> <subparagraph id="HE64E4B0B05104369B8E9D55BD3B15D4A"><enum>(B)</enum><text>a report on the impact of legislation enacted during the previous session of Congress that increases the long-term unfunded obligation in any applicable group of entitlement program; and</text></subparagraph> 
<subparagraph id="H472507C1AC1A405CABAD9580BC29FE0C"><enum>(C)</enum><text display-inline="yes-display-inline">an analysis of the impact of legislation proposed in the President’s budget on the long-term unfunded obligation in any applicable entitlement program.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="HC324A7DF34204C9AA33CD67DE8050D0F" section-type="subsequent-section"><enum>303.</enum><header>Annual supplemental budget submission by the President</header><text display-inline="no-display-inline">Section 1106 of title 31, United States Code, is amended by adding at the end the following:</text> 
<quoted-block display-inline="no-display-inline" id="H554F0CCE1C1A41AF8DE03C1CF089B06D" style="USC"> 
<subsection commented="no" id="H2C6E4609046D4B348AA43EA4715A7A5F"><enum>(d)</enum><text display-inline="yes-display-inline">On or before December 1 calendar year 2028 and each calendar year thereafter, the President shall submit to Congress an administrative budget for the fiscal year beginning in the ensuing calendar year, which shall include up-to-date estimates for current year and prior year data and credit reestimates for the current year (as included in the Federal credit supplement of such budget).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> <section display-inline="no-display-inline" id="HB1200AF41F6E465AA418A942D9DA161B" section-type="subsequent-section"><enum>304.</enum><header>Hearing on the fiscal state of the Nation</header> <subsection id="H3B47DCE47B724946A4798012066BBD3E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 45 days (excluding Saturdays, Sundays, and holidays) after the date on which the Secretary of the Treasury submits to Congress the audited financial statement required under paragraph (1) of section 331(e) of title 31, United States Code, on a date agreed upon by the chairs of the Committees on the Budget of the House of Representatives and the Senate and the Comptroller General of the United States, the chairs shall conduct a hearing to receive a presentation from the Comptroller General reviewing the findings of the audit required under paragraph (2) of such section and providing, with respect to the information included by the Secretary in the report accompanying such audited financial statement, an analysis of the financial position and condition of the Federal Government, including financial measures (such as the net operating cost, income, budget deficits, or budget surpluses) and sustainability measures (such as the long-term fiscal projection or social insurance projection) described in such report.</text></subsection> 
<subsection id="H1FEFAE8933DA4D7FB756657A09242D1A"><enum>(b)</enum><header>Effective date</header><text>The requirement under subsection (a) shall apply with respect to any audited financial statement submitted on or after the date of the enactment of this Act.</text></subsection></section> <section id="H1AF825D355824C3C9C3B15EAF17C0463" commented="no"><enum>305.</enum><header>New Member orientation training</header><text display-inline="no-display-inline">The House of Representatives and Senate shall provide an introductory briefing from the Congressional Budget Office on budgetary matters as part of the official orientation process for all newly elected Members of Congress, conducted by the Committee on House Administration and the Secretary of the Senate, respectively. Such briefing shall occur before the new Members are sworn in.</text></section> 
<section id="H34FA6370FB3642F1B5A5320A0DBC02F1" commented="no"><enum>306.</enum><header>Modernizing Committee on the Budget</header> 
<subsection id="H77900F38544343C0A721025E5D9B5C0C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Clause 5(a)(2) of rule X of the Rules of the House of Representatives is amended—</text> <paragraph id="H5A29C5FB90E5402F9C692194A5756557" commented="no"><enum>(1)</enum><text>in subdivision (B), by striking <quote>and</quote> at the end;</text></paragraph> 
<paragraph id="H9C324C660D774588914871FFB8A3DAB2" commented="no"><enum>(2)</enum><text>in subdivision (C), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph> <paragraph id="HFE282F2C2C234F59AB146A9749079C07" commented="no"><enum>(3)</enum><text>by adding at the end the following:</text>

<subparagraph id="H5205A20338B94C288EAEFCB5C56E5BC0" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">The chairs and ranking members of the Committee on Ways and Means, the Committee on Energy and Commerce, and the Committee on Appropriations.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H50CB4729206441FD8B8C1A5A5987BF91"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">The amendments made by subsection (a) shall not be construed to modify the membership of the Committee on the Budget of the House of Representatives except as provided by such amendment.</text></subsection> </section></title>
